Caste politics in India

Caste is one of the major factors in politics of India. Independent India has seen intense debates over reverse discrimination, caste-based quotas and reservations.

According to a report by Human Rights Watch, "Dalits and indigenous peoples (known as Scheduled Tribes or adivasis) continue to face discrimination, exclusion, and acts of communal violence. Laws and policies adopted by the Indian government provide a strong basis for protection, but are not being faithfully implemented by local authorities."[1]

Mahatma Gandhi, B. R. Ambedkar and Jawaharlal Nehru had radically different approaches to caste esp. over constitutional politics and the status of "untouchables"[2]. Till the mid-1970s, the politics of independent India was largely dominated by economic issues and questions of corruption. But since 1980s, caste has emerged as a major issue[2].

The Mandal Commission was established in 1979 by the Janata Party government under Prime Minister Morarji Desai with a mandate to "identify the socially or educationally backward"[3]. The Commission was set up to consider the question of seat reservations and quotas for people to redress caste discrimination, and used eleven social, economic, and educational indicators to determine "backwardness." In 1980, the commission's report affirmed the affirmative action practice under Indian law whereby members of lower castes (known as Other Backward Classes and Scheduled Castes and Tribes) were given exclusive access to a certain portion of government jobs and slots in public universities, and recommended changes to these quotas, increasing them by 27% to 49.5%. L R Naik, the only Dalit member in the Mandal Commission refused to sign the Mandal recommendations[4], as he feared that well-to-do OBCs would corner all the benefits of reservation.

A decade after the commission gave its report, V. P. Singh, the Prime Minister at the time, tried to implement its recommendations in 1989. The criticism was sharp and colleges across the country held massive protests against it. Many alleged that the politicians were trying to cash on caste-based reservations for purely pragmatic electoral purposes. Rajiv Goswami, student of Delhi University, threatened self-immolation in protest of the government's actions. His act further sparked a series of self-immolations by other college students and led to a formidable movement against job reservations for Backward Castes in India.

[edit] Votebank politics

Many political parties in India have openly indulged in caste-based votebank politics.

In 1990s, many parties Bahujan Samaj Party (BSP), the Samajwadi Party and the Janata Dal started claiming that they are representing the backward castes. Many such parties, relying primarily on Backward Classes' support, often in alliance with Dalits and Muslims, rose to power in Indian states[5]. At the same time, many Dalit leaders and intellectuals started realizing that the main Dalit oppressors were so-called Other Backward Classes[2], and formed their own parties, such as the Indian Justice Party. The Congress (I) in Maharashtra long relied on OBCs' backing for its political success[5]. Bharatiya Janata Party has also showcased its Dalit and OBC leaders to prove that it is not an upper-caste party. Bangaru Laxman, the former BJP president (2001-2002) was a former Dalit. Sanyasin Uma Bharati, former CM of Madhya Pradesh , who belongs to OBC caste, was a former BJP leader. In 2006 Arjun Singh cabinet minister for MHRD of the United Progressive Alliance (UPA) government was accused of playing caste politics when he introduced reservations for OBCs in educational institutions all around.

In Tamil Nadu, Dravida Munnetra Kazhagam (DMK) party rose to power under the canard of "Brahmin oppression", resulting in reverse discrimination against the upper caste Brahmins. Many Brahmins have alleged that Tamil Brahmins (Iyers, Iyengars, etc.) have left the state, due to a "hostile atmosphere" prevalent against upper castes in the region[6][7].HAI

Back in 1950s, B. R. Ambedkar had criticized the use of caste as a political plank[8]. He anticipated the limitations of using caste as a political resource and instead, emphasized on eliminating the concept of caste from the society.

RSS chief Mohan Bhagwat on Friday said environment and border disputes were serious issues before the country today. He was speaking on the third and last day of his meeting in Patna.

Bhagwat also said there was no place for any particular caste, community or creed in the RSS as "it was a Hindu organisation with Hindu ideology."

"Environment is a serious issue today. There was a meeting on the issue recently in Copenhagen but no one says anything about it. Koi kuch batata nahi hai," said Bhagwat.

The RSS chief was addressing over 20,000 swayamsevaks at Gandhi Maidan, when he spoke about infiltration from Bangladesh and border disputes with China. "We should have a frank and fearless talk with China. What is happening in Sikkim and Arunachal Pradesh worries everyone," he said.

He added that even the Supreme Court of India had taken serious note of Bangladeshi infiltration "but it seems the issues have been politicised as no one is doing anything about it."

Referring to the growing Naxal problem, Bhagwat said, "You cannot talk of change by force of a gun. They talk about change and development for the poor but they enter their villages carrying guns and displaying firearms. This cannot be the way," he added.

While talking about regionalism and growing ethnic violence, the RSS chief said these were emotional issues which had been used by some as poll gimmicks. "India is one country. There is unity in diversity here and there should be any place of such things in Hindustan," said Bhagwat. "The country should not be divided on the basis of region or language," he added.

The RSS chief noted that there was no minority in the country as everyone was a Hindustani. "Even the Parsis - who are below 5 per cent - call themselves Hindustani, not a minority," said Bhagwat.

While explaining that RSS was a social organisation with over 40 lakh swayamsevaks, Bhagwat reiterated that it worked for the development of Hindustan and harmony and peace in society.

Earlier, the RSS chief had advocated inter-caste marriages. While addressing the meeting on the second day, Bhagwat had called upon people to break the caste divide and discontinue caste-based impositions at temples.

"We are all one… we all are Hindu… our DNA is the same and even our ancestors are the same," Bhagwat said while urging about 70 caste and community leaders to use their influence in ending the discrimination and distinction.

Meanwhile, some BJP leaders were also part of the huge gathering at Gandhi Maidan. Earlier, senior BJP leader Murli Manohar Joshi had a closed-door meeting with Bhagwat on Thursday for half-an-hour.

Funny how BJP and RSS failed to read into the exact coincidence of Hindutva rising in AP with the launch of seperatist movement in virulent form about 7 years back. Has anyone failed to notice that 48 hour bandh has been deemed exempt on the second day due to 'respect for Christian brothers and sisters due to Christmas'? Jayasudha, the actress turned Cong MP who is spearheading vatican scripted conversion in AP said she staunchly supports seperation even though she is not hailing from Telangana. Today, a repeat of what Nazis have done to the Jews is being replicated in Hyderabad - including stoppage of milk, vegetables, eviction by the landlords, door-wise 'hit-lists'. The sheer lack of application of thought bordering on moronism from our own side is bindboggling and depressing. One should notice that Hindus are fighting ONLY HINDUS there - never the Muslims who came in hordes from Pakistan and Bangladesh and not the Christians who migrated there! ONLY properties belonging to Hindus are being looted and destroyed. Church, through Sonia, is solidly behind every announcement being made on seperation and BJP and RSS are playing to their script along with- well, the 'Naxalites'! Whatever the outcome, it is proving true that Hindu Nation is a myth and bound to become more and more evident in the next 3-4 decades. This is the truth due to the poor reflexes and even deliberate internal misguidance of our own organisations.

A very good message for the unity of all those living between the borders of India. And a good comment of Raju Puducode below. India is a country of one milliard people, there are countless ethnical groups, countless languages, countless traditions, so many creeds, religions, gods, political orientations, but doesn't they all belong to ONE SINGLE COUNTRY - INDIA? But does this awareness of belonging to one and same country really exist there? Take China: they are also ove one milliard, they have also countless ethnical groups many locl languages or dialects, different believes, but they consider themselve ALL to be CHINEESE, to belong to CHINA (well , appart form Tibet problem and some troubles in Uygur region). Even so, they are more united than indians.
So, when Indians will give up their self - discrimination as per casts (think a little, didn't this artifical division of people in India since ancient times make the country vulnerable against all kind of outside dangers? Divide and rule is an ancient saying .
So if India wants to become a real power one day, giveto people strong messages of unity, of belonging to one and same country by preserving, in same time, their own languages, traditios, arts, creeds, all this only if those traditions and cred doesn't harm the others.I saw documentary about Mizoram on National Geographic, well those people are completly different from the typicial Indians, but they live in the country called India. And they can live good if reciprocal understanding and repsect exist. This is valid for all. Nature made white, black, brown, yellow people with round or small or large eyes. But nature never divided into casts. Return to natural spirit and avoid and refuse artificiality.

But I request his immediate attention to Andhra Pradesh(Andhera Pradesh)where these chaste Hindu brothers and sisters are killing each other building walls of hatred and burning their properties like it is no body's business. What would or could have happened to Bharat if RSS/VHP etc were not there? Bharat would be a an Islamic kingdom or a vassal of Vatican or Christian countries. Four decades back my father had the foresight & wisdom to send his children including me to RSS sakhas in the temple grounds across from my home in Malabar. That love of RSS, their discipline, unity, morality, unadulterated love for mother & motherland, character building had blossomed over the years though I live in a foreign country. I shed tears when I read the news from Kerala & India about the downfall in public life, corruption, money hungry conversion & selling of souls for paltry sums, terrorism, love Jihad etc etc. I want to see Hindus unite irespective of castes or creeds & our temples opened up for all Hindus & Bharat prospers & becomes great to her old glory. Parents have a great responsibility in inculcating good values in children. I still fondly remember my father with his hand serving all those so called "lower caste" fishermen people who were heading to Kanyakumari at that time to build the Vivekananda Memorial on the rock. My father was not bothered with the "public opinion" of his actions since he had the wisdom to see the brodder picture of Bharat of one race & caste. That left an indelible mark in my concience. I am trying the same with my children now.

Graduates line up to be coolies

|MUMBAI: BCom student Ganesh Sanap is now busy applying for jobs. The latest job the 21-year-old third year student — who has also finished a Railway workshop course in computer hardware — has applied for is that of the post of a licensed porter in Central Railway.

"As long as I get a job which pays me a decent sum, I don't mind working as a coolie," Sanap said on Monday, after a test of his physical endurance at the Parel Railway Workshop grounds. The student of K J Somaiya, however, has not yet informed his parents.

"As long as I'm not doing anything illegal, I don't see why my parents would object," he added. Sanap was not the only person — looking to become a graduate soon — who was there at Parel, competing for a porter's job. There were, in fact, many more people — like Sagar Deshmukh and Madhav Avhad — who graduated a couple of years back but still came to apply for a porter's job on Monday.

For Narendra Kudalkar (26), a long phase of unemployment led him to try out his luck. Earlier, he used to work as a supervisor at a construction site before he was thrown out of the job without any reason. "I never got a permanent post anywhere after that. I'm hoping to land a job here," said Kudalkar.

Sanap and Kudalkar are among the 1,311 applicants — many of them graduates with additional professional qualifications — vying for 79 jobs that don't guarantee them any income every day. The applicants have to go through a stringent process before being sent for the final selection.

After finishing a 1,500-metre run in seven minutes, the applicants are sent for a medical screening. ''Half of the applicants turn up for the medical tests and only those who pass that test are eligible for the post,'' Central Railway PRO Anil K Singh said.

The long list of applications coming from graduates doesn't come as a surprise to the railways. ''Many of these porters don't even stick to the rates specified by the union and end up raking in extra money. Moreover, they also get promotions on a regular basis,'' Singh said. Former railway minister Lalu Prasad had introduced a scheme through which porters could be promoted as railway gangmen. ''Once they get hired as a porter, they can look forward to the job of a gangman. This is the main attraction for all the applicants,'' added Singh.

But many applicants were not happy with the stringent procedures. ''We were made to run 200 metres in 40 seconds with 40 kgs on our back. It is an impossible task,'' graduate applicant Sagar said.But railway officials say it is a very important procedure.

Majority of street children face sex abuse in India: Study

NEW DELHI: In damning statistics, a government study has found that a vast majority of street children face sexual abuse in India, which is home to the world's largest number of destitute children.

According to a study conducted by the ministry of women and child development, the overall incidence of physical abuse among street children was 66.8 per cent.

The majority of the street children facing physical abuse are in the age group of 5-12 years.

Around 55 per cent of the street children reported having undergone sexual abuse, it said.

The study covered 13 states -- Andhra Pradesh, Assam, Bihar, Delhi, Goa, Gujarat, Kerala, Madhya Pradesh, Maharashtra, Mizoram, Rajasthan, Uttar Pradesh and West Bengal with a sample size of 12,447 children.

These included children in family environment, those attending schools, those in institutional care and street children. Out of these, 2,317 children (18.6 per cent) were street children.

Estimates by international agencies put the number of street children in India at 18 million, which is the largest in the world.

The women and child development ministry has recently introduced a centrally-sponsored scheme, namely Integrated Child Protection Scheme, for such children.

It is also implementing another scheme called 'An Integrated Programme for Street Children' for the welfare and rehabilitation of street children.

Addressing a gathering of RSS and Bhartiya Janata Party (BJP) workers here, Bhagwat urged them to work towards integration of different Hindu castes and aim to establish co-ordination amongst the different castes, which in turn would strengthen the community, a RSS leader told IANS.

The RSS chief advocated adherence to the philosophy of Hindutva rather than castes as the "answer to a number of problems pertaining to social unrest lies in Hindutva".
The FIR was filed against Tytler and Sharma here on Thursday afternoon by Dalit Kranti Morcha leader Vidhanchandra Rana. The duo faces charges under various sections of the SC/ST Prevention Act 1989, police said, adding an inquiry was ordered into the matter.

Rana alleged that both Tytler and Sharma violated the act by naming castes of the leaders in the list and termed the act as "a constitutional crime."

The list released by Sharma for different committees under the state Congress found mention of the name of Meira Kumar, as one among 64 permanent invitees, along with her caste.

 Meanwhile,Thousands of Hindu pilgrims braved a winter chill Thursday to take a dip in the holy Ganges River in the northern town of Haridwar, beginning one of the world's largest religious congregations. Millions of devotees waiting anxiously for hours to witness the celestial light, shouted in joy and thanksgiving when the Makara Jyothi appeared thrice on the horizon at the Sabarimala temple here Thursday evening.

The celestial light was seen after 6.40 p.m.

Sighting of the celestial light on the horizon is considered most auspicious and marks the finale of the three-month-long pilgrim season at the hill shrine of Sabarimala.

 Just days after installing his protégé Nitin Gadkari as BJP president, RSS chief Mohan Bhagwat met Hindu leaders of different castes in an attempt to unite various communities in Bihar.

Bhagwat — on the last day of his three-day tour of the NDA-ruled state — had a series of closed-door meetings with Kushwaha Samaj chief Prahlad Sharma, Patwa Samaj chief Ramanarayan Mandal and others — a step seen as RSS's bid to overcome the caste barrier, which plays a great role from marriage to politics in the Hindi belt.

Probably in a bid to introduce "modernity" in what is referred to as the primordial concept of RSS, Bhagwat advocated for inter-caste marriage, too. "People of various castes should tie the nuptial knot among themselves. They should also dine together as no Hindu caste is untouchable," he said.

Sources in the RSS hinted that the right wing Hindu outfit would organise meetings of various Hindu caste leaders at block and district levels to follow up on what Bhagwat has done in Patna.

Describing caste as a "big hurdle" in the way of uniting the Hindus, Bhagwat said that the Hindus should adhere to the philosophy of Hindutva rather than castes. "The answer to all problems, including global warming, infiltration and social unrest, lies in Hindutva," he said.

Incidentally, the number of RSS followers is not increasing in Bihar despite the Hindu outfit sharply raising the number of its camps and schools across the state. For example, RSS camps, according to sources, have gone up to 1,150 from 750 in 2004 and the number of Vidya Bharati Schools has shot up from 425 in 2004 to 750. But many of these schools and camps stay unattended in the countryside with people not evincing interest in them, according to the sources.

The RSS, the sources added, is also miffed at the government headed by JD(U)'s Nitish Kumar does not take notice of the Hindu outfit's schools unlike his Gujarat counterpart, Narendra Modi, whose government has adopted many of the Bharati Vidya Mandirs for providing financial and logistical assistance.

On the other hand, the BJP ministers, including deputy chief minister Sushil Kumar Modi and others, appeared in the RSS's traditional khaki shorts and white shirts at a meeting addressed by Bhagwat here today.

"We owe our roots and rise in politics to the RSS, the head of the Sangh Parivar, which also has the BJP in its fold. How can we even think of appearing in other uniform?" asked a senior BJP leader.

Besides Modi, legislative council chairman Tarakant Jha, Giriraj Singh, Aswhini Choubey, Nandkishore Yadav, Ramnarayan Mandal (all ministers), former Union minister Ravishankar, former Gujarat governor Kailashpati Mishra and several others had attended the meet.


The three-month Maha Kumbh Mela, or gathering, is held once every 12 years and rotates between four Indian pilgrimage spots located along rivers. The 2001 Maha Kumbh Mela in the northern city of Allahabad drew 60 million people over 45 days.

Hindus believe a ritual bath during certain auspicious bathing days of the Maha Kumbh Mela washes away all sins.

 The Communist Party of India-Marxist (CPI-M) does not bar people with religious belief from joining, but they should not let their faith intrude into the affairs of the state, party chief Prakash Karat said Thursday.

On the other hand, Describing food inflation as a "temporary phenomenon", the Planning Commission has said that the prices of various food items will decline towards the month-end and that the economic growth during the year would exceed 7 per cent.

"The food price inflation is a worrying problem, but in my view it is a temporary phenomenon... they (prices) will come down," Planning Commission Deputy Chairman Montek Singh Ahluwalia said in an interview to Karan Thapar for the India Tonight programme telecast on CNBC TV-18.

With the coming of the rabi (winter) crop, he added, "you will see a drop in cereal inflation compared to what it is now ... wait for the end of January... on the foodgrain front there will be ample available."

Driven by rising prices of pulses, potato, onion and other vegetables, food inflation soared to a decade's high of about 20 per cent in December before sliding marginally.

About the country's economic growth prospects in the current fiscal, Mr. Ahluwalia said it "would definitely be 7 per cent or a little more."

The Commission, which had projected a growth rate of 6.5 per cent for 2009-10, he said, would revise it upwards, especially in view of the robust 7.9 per cent GDP recorded in the second quarter (July-September).

Troubled by former MP from Kerala, K.S. Manoj, quitting the party last week, the CPI-M general secretary said: "The party has no hesitation in joining hands with believers and those religious leaders who espouse the cause of the poor, or, act in defence of the rights of the working people."

Manoj, who represented Kerala's Alappuzha constituency in the previous Lok Sabha, had quit in protest against the party's Rectification Document, which reportedly directs party members not to participate in religious ceremonies.

Clarifying the party's stand on religion in an article in the latest issue of the People's Democracy, the party mouthpiece, Karat said: "Marxists are atheists, i.e., they believe in no religion. But Marxists understand the origin of religion and the role it plays in society."

"While the CPI-M upholds the materialist outlook, it does not bar people having religious faith from joining the party," he said.

"The only condition for membership is acceptance of the Party Programme, the Constitution and the willingness to work under Party discipline in an organisational unit of the party."

He went on: "The Communist party does not bar persons who have religious faith from joining the party. While they may practise their faith, they are expected to also uphold secularism and oppose the intrusion of religion into the affairs of the state."

Karat said the rectification guidelines were designed to help Communist party members live by Communist norms and values.

"As far as the leading cadres are concerned, the Party expects them to behave like Marxists both in their public and private life," he said.

While quitting, Manoj said he was forced to take the decision because he felt his religious beliefs stood above his party ideology. He said he was pained to see the recent Rectification Document which called on party leaders not to take part in religious functions.

"Dr Manoj is wrong in stating that the CPI-M guidelines for its leading cadres on religious practice is against the Indian constitution. The constitution provides for a secular state which guarantees the right to practise one's religion to a citizen. It also ensures the right for a citizen not to practise religion. The CPI-M is an organisation in which citizens voluntarily join if they subscribe to its philosophy," Karat said.


Meanwhile,a group of Buddhist monks Thursday ended their hunger strike for control over Bodh Gaya's 1,500-year-old Mahabodhi temple.

"We have ended the hunger strike as the district administration forced us, but we will continue to raise the demand for Buddhist control over the Bodh Gaya temple," one of the monks Bhante Gayanratan said.

The monks began their fast Jan 1 near the office of the temple management committee at Bodh Gaya, where the Buddha attained enlightenment 2,550 years ago.

Another monk Bhante Budh Saran said they would not sit silent. "We will launch another non-violent protest against injustice to the Buddhists," he said.

He said even the National Minority Commission was in favour of Buddhist control over the temple but the state government was delaying the matter due to vested interests.

National Commission for Minorities members H.S. Hanspal and Spaljes Angmano, who visited Bodh Gaya, some 110 km from here, early this month, made it clear that it was against the Constitution to deny Buddhist control over the temple, he added.

The monks have been demanding amendmemnt to the Mahabodhi Temple Management Act, 1949, under which the Bodh Gaya Temple Management Committee (BGTMC) has four Buddhist and an equal number of Hindu members for a three-year period, with the Gaya district magistrate as its ex-officio chairman.

At sunrise, devotees, who had started queuing along the streets of Haridwar leading to the river, also known as the Ganga, began taking their ritual holy baths.

The first bathing day marked the Hindu festival of Makar Sankranti, which is celebrated across India as the end of winter and the beginning of the harvesting season.

The devotees came to Haridwar from across the country and neighbouring Nepal. They ranged from villagers and to shopkeepers to business leaders, professionals and holy men.

There were not many sadhus, or holy men, taking the bath on the first day, but they were expected to come in large groups after January 26, officials said.

The local administration has instituted stringent security arrangements to control the crowds, which often exceed a few million on key bathing days.

There have been several stampedes at earlier Kumbh congregations.

At least 39 people were killed at Nashik in southern India in 2003 and more than 600 at Allahabad in 1954.

Hindus also took part in ritual dips and other festivities in other parts of the country on Thursday.

Called Makar Sankranti in northern India, the festival is celebrated as Bhogali Bihu in Assam in the north-east and Pongal in the southern state of Tamil Nadu. Besides the ritual dip, the day is marked by preparation of traditional sweets, dishes made of newly harvested rice and kite flying.

In the eastern state of West Bengal, the day was marred by the death of six women and a child in a stampede as a large number of people tried to rush onto a boat leaving for an island pilgrimage spot.

NEW DELHI: Army Chief General Deepak Kapoor on Thursday promised "due action" under the Army Act against four generals allegedly involved in theDarjeeling land scam but said dispensing of justice will not be swayed by external considerations like "personal biases" and "media pressure".

"We will take due action as per the rules in the Army Act," he told a press conference on the eve of Army Day, referring to the subject suo motu in his opening remarks.

Maintaining that the defence forces are the only organisation that takes expeditious and judicious action once any irregularities are found, General Kapoor said it was his responsibilty to "dispense justice that is firstly fair, secondly just and based on facts of the case and thirdly it takes into account the culpability of the individuals involved".

"Fourthly," he said, "justice that is not swayed by external considerations-- be it personal biases or media pressure or any other aspect."

General Kapoor said in the Sukna land case he has received inputs in the form of Court of Inquiry (COI) and recommendations of the Eastern Commander and the legal advise of the Adjutant General at the Army Headquarters.

Four generals-- Military Secretary Avadhesh Prakash, Lt Gen P K Rath, 11 Corps Commander Lt Gen Ramesh Halgali and Maj Gen P K Sen-- have been indicted by a COI for their role in allegedly issuing 'No Obejction Certificate' (NOC) to a private realtor.

General Kapoor's remarks on dispensation of justice assume significance against the backdrop of media reports that some of the indicted generals could get away lightly.

At the outset of the press conference, the Army Chief began with the remarks that "before you ask questions, I would like to flag a few currently relevant issues and the first and foremost is the Sukna case" .

He said after due deliberations and analysis of the case, a set of directions has been issued but added that as disciplinary proceedings were on, it would not be proper for him to comment on the case.

The Army Chief said that the case was brought to light by the Army itself and not by any agency outside.

He said the Army, unlike other organisations, works on non-profit motive and in national interest and works on national security considerations.

General Kapoor said the culture and ethos of the Army have to be retained at a high level and emphasised the role of media in this.


Congress dismisses Thackeray's stand on Australia

 The Congress has rejected Shiv Sena chief Bal Thackeray's criticism of India maintaining cricketing ties with Australia in the aftermath of attacks on Indians there, saying that linking sports with the attacks would reduce the gravity of the issue.

The Bharatiya Janata Party (BJP), however, has preferred not to comment on Thackeray's statement made in the Sena mouthpiece 'Saamna'

Thackeray has said that his party would not permit the Australian cricket team to play in Mumbai or in Maharashtra following the attacks on Indians and that national pride seemed to be missing among Indian players these days.

Congress spokesman Shakeel Ahmed said incidents of attacks on Indian students in Australia was a very serious matter, and equating it with sports would take away from the gravity of the issue.

"The incidents of attack on Indian students are far too serious a matter," Ahmed said.

He said the government had strongly expressed its concern over the attacks and told Australia that such incidents would adversely impact bilateral ties.

"The government should take whatever steps are needed. But linking the issue to sports will lessen its seriousness," he said.

Ahmed added that India was hosting the Commonwealth Games this year and media reports have suggested that Australia was planning to send a big contingent. Any break in sporting ties by India can lead to similar action by Australia, he said.

Asked about the break in India-Pakistan cricketing ties after the 2008 Mumbai terror attack, he said State actors were involved in sponsoring terrorism from the neighbouring country, but there was no allegation of this nature in the case of attacks on Indian students and workers in Australia.

"The ISI (Inter-Services Intelligence) has been involved in sponsoring terrorism from Pakistan," he said.

BJP spokesman Mukhtar Abbas Naqvi said he did not want to comment on Thackeray's remarks. However, he added that there was serious concern among people over the attacks but the government had not said anything concrete.

Thackeray, in his remarks in 'Saamna', said that self-respect or national pride seemed to be missing among the Indian players these days. "Our boys are being stabbed, burnt and shot at in that country (Australia) and still our cricketers have no qualms about playing with that country's cricketers," Thackeray said.

Some Indian students in Australia have fallen victim to vicious attacks over the past few months.

NREGS success mitigates adverse impact of global crisis; Direct Tax Code, GST implementation to broaden tax base

Maintaining that high food inflation remained "a major area of concern", Finance Minister Pranab Mukherjee on Wednesday pegged economic growth for the current fiscal higher at 7.75 per cent and impressed upon the States the need to return to the path of fiscal consolidation at the earliest without compromising on the growth momentum.

Addressing State finance ministers at a pre-budget meeting here, Mr. Mukherjee reminded the States that just as revival of the economy through 2009 was "necessarily a collaborative effort" of the Centre and State governments, a menace of food inflation also has to be tackled in a similar way. He pointed that that while there were enough stocks of wheat and rice, the States have not been offloading the surplus which would have increased the availability in the market and thereby lead to easing of prices.

"A major area of concern is high food inflation; therefore collaborative efforts of the Central and State governments are required to tackle this problem... Offtake of surplus stock by the State governments are not satisfactory. Therefore, all the State governments may cooperate in this regard to lift these surplus stock allotted to them," Mr. Mukherjee said.

Pointing to the sharp increase in food prices including that of rice, wheat, pulses, sugar and vegetables, Mr. Mukherjee admitted that the price rise in sugar could be attributed to as being a demand side issue. However, the price rise in rice, wheat, pulses and vegetables "is primarily a supply side issue that needs to be collectively addressed both in the short and the medium to long-term," he said.

In this regard, the Finance Minister highlighted the need to address the problem of distribution to arrest the price rise in food items. He said there was a need to properly monitor not only the release of food stocks but also the sale of such food stocks in open markets. Effective management of supply chain and an increase in the offtake of wheat and rice from the Central pool would ease the pressure on prices of food products.

Reeling official data, Mr. Mukherjee pointed out that, up to January 10 this year, States had lifted only about 1.59 lakh tonnes against 10 lakh tonnes of wheat allocated for sale to retail consumers under OMSS (Open Market Sales Scheme). Similarly, only 2.9 lakh tonnes of rice had been lifted, as against five lakh tonnes allotted to them, he said, and asked the State governments to cooperate by lifting these surplus stocks so as to strengthen the public distribution system (PDS) in the country.

Alongside, Mr. Mukherjee also sought to remind the State ministers that like last year, this unique exercise would also provide valuable inputs for formulating the Union budget for 2010-11. When this fiscal's budget was presented in July 2009, the Indian economy was going through a very difficult phase in the wake of the global financial meltdown. While revenues had dipped owing to the slowdown and tax concessions, the Centre allocated an additional Rs. 40,000 crore for the current year's annual Plan over and above the Interim Budget in keeping with the states' suggestion for enhanced allocation for rural infrastructure schemes. Similarly, the enhanced fiscal deficit limit enabled the States to avail themselves of additional borrowings totalling about Rs.21,000 crore.

Identifying the National Rural Employment Guarantee Scheme (NREGS) as a major initiative to directly address chronic poverty and unemployment in rural India, Mr. Mukherjee said: "The success of this programme has helped in mitigating the adverse impact of the crisis. In fact, I would go to the extent of saying that the momentum in rural economy has helped a relatively quick recovery of growth in the country. We need to replicate the successful models in other areas also to eliminate the stigma of having the highest number of poor people in our country."

Even as these fiscal stimulus measures have started showing results by way of higher GDP growth, the high levels of public spending and decline in revenue have also resulted in deviation from the FRBM (Fiscal Responsibility and Budget Management) targets. In this regard, Mr. Mukherjee hoped that to return to the path of fiscal consolidation at the earliest in the long-term interest of the economy, the implementation of the Direct Taxes Code and the Goods and Services Tax (GST) would lead to broadening of the tax base, simplification of the tax structure and improvement in tax compliance.

Caste and Bhagawat Gita

Supporters of casteism often quote two shloke viz.
(IV.13) and (XVIII.41) of Shrimad Bhagwat Gita to support
four castes by birth. Let us examine. In shloke (IV.13)
Shree Krshn says: "Chaturvarnyma mayaa sristam gunkarma
vibhagsah" i.e. four orders of society created by Me
according to their Gun(n) (qualities/behavior) and Karm
(profession/work/efforts).

Shree Krshn does not say gun(n) and karm of previous
life. In shloke (XVIII.41) Shree Krshn says "Brahmana
Kshatriya visham sudranam cha paramtapa, karmani
pravibhaktani svabhavaprabhavaigunaih."

It means people have been grouped into four classes
according to their present life karm (profession/work)
and svabhaav (behavior). 'The division of labour into
four categories -- Brahman, Ksatriya, Vaishya and Shoodr
-- is also based on the Gun(n) inherent in peoples'
nature'. Had this division been based on birth, Shree
Krshn would have naturally used phrase 'Janmani
pravibhaktani' in the very shloke (XVIII.41).

In shloke (XVIII.42), Shree Krshn prescribes duties
(karm) which one must do in order to qualify as a Brahman
i.e. among other duties (karm), he must have studied the
Ved and must teach then Ved to others. Thus, if a person
has neither studied the Ved, nor teaches the Ved to
others, he is not a Brahman.

Brahman categorisation is an acquirement through efforts
like present day degrees of MA, MBBS etc. A teacher's son
cannot be called a teacher by birth, a general's son is
not a general by birth, son of an engineer is not an
engineer by birth, son of an IFS officer cannot be called
an IFS officer by birth.

Can he? Readers may note here Shree Krshn has clearly
commanded that Hinduism is a missionary religion as
shloke (XVIII.42) casts a duty on Brahmans to teach and
propagate the Ved to others. Baba Saheb Dr. Bhimrao Ramji
Ambedkar is the first writer who struck me asserting that
Hindusim is a missionary religion (Dr. Ambedkar: Life and
Mission, Dhananjay Keer, page 270).

In shloke (XVIII.68) and (XVIII.69) Shree Krshn has again
cast missionary duties on his devotees to preach His
gospel all over the globe. RV (X.191) and AV (III.30)
also impose missionary duties on Hindu priests to bring
all under harmony i.e. under one flag.

Under Islamic law, anyone who attempts to convert a
Muslim into a Kafir has to be killed. Feroz Shah Tughlak
(1351-88) ordered to burn alive those Brahmans who tried
to convert Muslims into Hinduism. In view of this Islamic
capital sentence, Hindu priests perhaps permanently gave
up missionary zeal. It was restarted by Arya Samaj but
during the British rule as 'shuddhi.'

Following are the two missionary shlokes of the Gita:

(Gita: XVIII.68) He who, offering the highest love to Me,
preaches the most profound gospel of the Gita among My
devotees, shall come to Me alone; there is no doubt about
it. Gita: XVIII.69: (Among men there is none who does Me
a more loving service than he; nor shall anyone be dearer
to Me on the entire globe than he.)

In shloke (X.20) Shree Krshn says 'ahamatama gudakesa
sarvabhutaa sayasthitah' i.e. 'Arjun! I am the universal
self seated in the hearts of all beings.' Here, Shree
Krshn neither excludes the Shoodr from 'all beings' nor
excludes Himself from being in hearts of the Shoodr. In
shloke (XVIII.61) Shree Krshn says 'eshwarah
sarvabhutaanaam hraddesearjuna tisthati' i.e. Arjun! God
abides in the heart of all living beings.

Again, Shoodr are not excluded. In shloke (XIV.4) Shree
Krshn says 'of all embodied beings Arjun, prakrti or
nature is the conceiving Mother, while I am the seed
giving Father.' Thus, Shree Krshn says that he is as much
Father of the Shoodr as he is Father of any other Hindu.

In shloke (XVI.18) Shree Krshn says: "Given over to
egotism, brute force, arrogance, etc. they hate Me
dwelling in their own bodies as well as those of others."
Thus, Shree Krshn instructs that a Hindu must not hate
others Hindus as he is there in bodies of all Hindus so
the Gita prohibits untouchability.

In shloke (XVI.19) Shree Krshn says "These haters,
sinful, cruel and vilest among men, I cast (them) again
and again into demonical yonies (wombs)." In shloke
(XVI.20) Shree Krshn again curses Manu supporters that
such Hindus never attain Me (i.e. moksh): "Failing to
reach Me, Arjun, these stupid souls are born life after
life in demoniac wombs (asur yoni) and then verily sink
down to a still lower plane."

Gita: XVIII.71: In shloke (XVIII.71), Shree Krshn opens
His gates for all Hindus including sudras when he says
"The man who hears holy Gita with reverence, he too shall
reach happy world (shreshth ewam shubh lok) of the
virtuous (punyatmas). So how can Manusmriti or Gautam
sootr or anything ban the Shoodr from listening to the
Ved and Gita? In shloke (V.18) Shree Krshn says "The wise
(who desire to achieve moksh) look with the same eye
(samadarshi) on a Brahman endowed with learning and
culture, a cow and pariah (chandal) too." Therefore,
those who look down upon the Shoodr are neither wise nor
can they achieve moksh.

Shrimad Valmiki Ramayan also says whosoever including the
Shoodr reads it will achieve greatness and get rid of all
sins. Valmiki Ramayan: 1.1.98-100) Thus, the Ved, Ramayan
and Gita confer authority on the SHoodr to possess and
read these.

In the Ramayan, Shree Raam has Himself set following two
lessons for all Rambhakt Hindus which we witness every
year in Ramleelas but never follow in our practical
lives, so we were defeated by foreigners. (For a
comparision, see how steadfastly Muslims adhere to and
follow examples set by Prophet in Sunnah). Raavan was a
grandson of Rishi Pulatsya. He was an expert on the Ved
too. So, he was a Brahmin by birth under the Manu
definition as well as a Brahmin (educated) by
qualification (Veda-gyata) but he and most of his family
members were killed by Shree Raam for their wrongdoings.

So, the first lesson of the Ramayan is that everyone
(irrespective of his caste) is equal before law. Shree
Raam visited Shabri, called her a mother (mata); ate food
from her hands and washed feet of Nisadraj.

Shree Raam lived for years among vanavasi (tribals). So,
the second lesson of the Ramaayan is that a true Rambhakt
should never discriminate against SC/ST/Dalit Hindus,
should never hesitate to visit and dine with them. See,
Mahatma Gandhi always followed mansa, vacha and karmana
both these two lessons of the Ramaayan and he became a
Yug Purush.

Many SC/ST/Dalit Hindus are not even aware of rich
contributions made by their ancestors to the three
supreme Hindu scriptures. To cite just a few:

(i) Rishi Kavas Ilusu was revealed Shuktas (X.30) (X.31)
(X.32) and (X.33) of the Rgved and shloke 453 of the
Samved. Rish Ilusu Aksova mojvan was revealed Shukta
(X.34) of Rgved. Both, under current Manusmriti
definition were Shoodr.

(ii) In Tandya Brahman (14.66) Rishi Vatsa has been
called a Shoodr-putr. Revelations to Rishi Vatsa are
there in Rgved, (VIII.6) (VIII.11), Saamved
(8,20,137,143, etc) and Yaj (IV.16-36), (VII.40),
(XXVI.15).

(iii) Rishi Kaksivat was son of Rishi Dirghatamas by a
Shoodr maid servant (Brihaddevata IV.24.25). Rishi
Kaksivat was revealed many richas in RV (I.119 to 125).

(iv) Maharishi Vedavyas compiled all richas into four Ved
in the format currently available. He also composed the
Mahabharat, Shrimad Bhagwat Gita and all the Puraan. He
was born to Satyawati daughter of a fisherman by Rishi
Parasar. He was of dark complexion (Krshn Dwaipayan).
Thus, as per Manusmriti definition, he was a dalit
Hindu/Varna-sankar by birth. As we know, Kaurav and the
Pandav were descendants of this Satyawati through
Vedavyasa. But, Kaurav and Pandav are accepted as
Kshatriyas not on basis of birth but on the basis of
their occupations (as rulers/kings).

(v) Maharishi Mahidaas Aitereya, a Maharashtrian Shoodr
(perhaps a Mahar), composed Aitereya Brahman and chapters
I, II & III of Aitereya Aryanak. His mother was a maid
named Itara.

(vi) Maharishi Valmiki who composed the Valmiki Ramayan
was not a Brahimin by birth.

Thus, no one has right to deny free access to SC/ST/Dalit
Hindus to what their ancestors have contributed, nor,
should one give up or run-away from his ancestral
heritage on teasings by others. One does not give up his
ancestral properties on false presentations/forged
documents.

Bhagwat to address 20,000 swayamsevaks in Bihar

PATNA — Amid high security, Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat will address an expected 20,000 swayamsevaks and sympathisers here Friday, the first time in two-and-a-half decades that the organisation's head will be doing so.

The event is part of the RSS' efforts strengthen its base in Bihar, where a friendly state government of Chief Minister Nitish Kumar has been in power for more than four years. The Bharatiya Janata Party (BJP) is part of the ruling coalition.

Bhagwat arrived here Wednesday and held talks with RSS cadres, religious heads and sadhus. He met leaders of different castes, communities and sects Thursday.

This is Bhagwat's second visit to Bihar in two months. He attended the RSS' three-day national executive meeting at the heritage town of Rajgir in October.

"Bhagwat, during his three-day visit, will interact with large sections of people with the sole aim of widening the RSS network and base," the organisation's regional pracharak, Swant Ranjan, said.

He said that hundreds of RSS cadres had started arriving here to welcome Bhagwat at the public meeting at the Gandhi Maidan Friday that would be marked by a 'Sarsanghachalak Pranam'.

More than half a dozen BJP ministers in the Nitish Kumar government will be seen in the RSS uniform of khaki shorts and white shirts at the public meeting.

However, senior Rashtriya Janata Dal (RJD) Ramkirpal Yadav accused the Nitish Kumar government of welcoming RSS leaders to Bihar to create communal trouble.

"When the RJD was in power, RSS-VHP leaders like Pravin Togadia and Ashok Singhal were not allowed to step into Bihar, but the Nitish Kumar government is treating them like state guests,'" he said.

Prominent among those who were present on the occasion included VHP president Shri Ashok Singhal, former Union HRD Minister Dr Murli Manohar Joshi, former state BJP president Shri Kesari Nath Tripathi, former Minister Dr Narendra Gaur, former Vice Chancellor of Lucknow University and Sah Kshetra Sanghachalak Prof Devendra Pratap Singh, former chairman of Uttar Pradesh Public Service Commission and Prant Sanghachalak Prof Krishna Bihari Pandey, Kshetra Pracharak Shri Ashok Beri, Kshetra Karyavah Shri Ramkumar Verma, zonal organising secretary of Vidya Bharati Shri Shiv Kumar, Prant Pracharak Shri Shivnarayan and many other senior workers and distinguished persons of the society. Prior to the speech of Shri Bhagwat, a large number of swayamsevaks reached the venue by conducting pathsanchalan. As the Sarsanghachalak reached the venue, all the swayamsevaks offered him Sarsanghachalak Pranam. Later, they demonstrated Surya Namaskar, danda, niyuddha and many other physical exercises. Coming down heavily on the political leaders who are dividing the society in the name of caste, religion, language, community and region, Shri Bhagwat said these leaders have nothing to do with the security and main problems of the country. They want only power. Commenting on the violent agitation going on in Telangana region of Andhra Pradesh Shri Bhagwat termed it the handiwork of the political leaders who indulge in petty politics. "It is due to this petty politics that the leaders are safe and the public property is being damaged there," he said citing the views of Shri Guruji who had said in 1962 that the states should not be created on the basis of language or religion. But unfortunately this type of problem is seen by all of us today. Commenting on the worldwide concern being expressed over the environmental degradation and pollution Shri Bhagwat said the problem of environmental pollution has come into being due to the exploitative western lifestyle and it could not be cured until the world accepts the lifestyle based on Hindu view that teaches to take as much from the nature as we require. He said if the people do not get ready to protect the environment today, the day is not far when the whole earth would become humanless. "The only way to protect the environment is to adopt the culture that teaches sacrifice and the Hindu culture is that culture. We take from the nature only as much as we require," he said stressing on the milking (dohan) of the natural resources rather than exploiting them. Shri Bhagwat said the borders of the country are not safe at all, as China is trying to trap the country from all sides. Without naming Pakistan he said the country could not live in peace with us as the basis of its birth is itself hate. About the growing presence of terrorist outfits in Bangladesh he said if the problem is not resolved now it would pose a major security threat for India. He said despite clear directions of the Supreme Court the government has failed to deport the Bangladeshi infiltrators. Rather they are being granted ration cards, voter identity cards and many other facilities. About the internal security he said the foreign forces are behind the threats of Naxalism, terrorism and many such other problems. Shri Bhagwat said the swayamsevaks are running more than 1.5 lakh service projects even in the remote areas of the country without taking any help from the government. He further said the prime task of the Sangh is man-making through shakhas. He appealed to the people if they want to know the Sangh they should join its shakhas. He made it clear that the Sangh work is neither against anyone nor has it been started in reaction of any activity. He said the areas where the number of Hindus has declined the separatist forces have started rising their head. He said some foreign forces are trying to spread the rumour that Hindus are also terrorists. "The Sangh believes that no Hindu can be a terrorist and even if anyone starts following such a path the Hindu society does not support him," he said. (By Loknath, Kashi VSK)
