Headley case shows LeT has global ambitions, says US
Pakistani terror group Lashkar-e-Taiba (LeT) has global ambitions and is willing to undertake bold, mass casualty operations, a top counter-terrorism official of the Obama Administration has said."The example of David Headley shows Al-Qaida is not the only group with global ambitions that we have to worry about," Daniel Benjamin, Coordinator, Office of the Coordinator for Counterterrorism at the State Department said.
"LeT has made it clear that it is willing to undertake bold, mass-casualty operations with a target set that would please Al-Qaida planners," Benjamin said.
Headley, at the behest of the LeT handlers based in Pakistan had carried out surveillance of possible terrorist targets in Mumbai and other places in the country.
"The group's more recent thwarted conspiracy to attack the US embassy in Bangladesh should only deepen concern that it could indeed evolve into a global terrorist threat," Benjamin said in his address to the Cato Institute, a Washington-based think tank.

Very critical Jyoti Basu on maximum ventilator support
Kolkata: Veteran Marxist Jyoti Basu's condition remained very critical Saturday after he suffered multi-organ failure. The 95-year-old leader has been put on dialysis and is on maximum ventilator support, doctors attending on him said.
"He has been put on maximum ventilator support and is undergoing slow, low efficiency daily dialysis (SLEDD)," A.K. Maity, who heads the eight-member medical board treating Basu at the AMRI Hospital, told reporters here.
"Five of his body organs - brain, liver, kidney, lungs and heart - are not functioning. His condition is not at all well," he added.
"AMRI Hospital's nephrologists had a talk with their counterparts at the All India Institute of Medical Sciences (AIIMS) regarding Basu's treatment last night (Friday)," Maity said, adding that they had changed some of the medicines Saturday.
Earlier, the medical bulletin said that Basu's condition was extremely critical and his blood pressure and urine output had dropped. The former West Bengal chief minister suffered multi-organ failure Friday evening.
According to doctors, the level of carbon dioxide in Basu's body increased, after which he was given more ventilator support.
"He is now under round the clock medical observation," the medical report added.
The communist icon was hospitalised after a pneumonia attack and admitted in the Intensive Cardiac Care Unit (ICCU) of the Salt Lake-based private hospital Jan 1.
Born 1914 in Kolkata, Basu became chief minister of West Bengal in June 1977. He stepped down voluntarily on health grounds in November 2000.

Telangana action committee leaders begin hunger strike
Hyderabad: Leaders of all-party Joint Action Committee (JAC) of Telangana Saturday began a hunger strike to demand that the central government immediately initiate the process for formation of the state.
Two legislators each of ruling Congress party and the main opposition Telugu Desam Party and leaders of the Bharatiya Janata Party (BJP) and the Praja Rajyam Party (PRP) began the relay hunger strike at Indira Park here.
The joint hunger strike will continue till Jan 28 - the deadline set by the JAC for the central government to make an announcement on Telangana with a clear-cut time frame.
Leaders of the Telangana Rashtra Samiti (TRS) and other parties will also join the hunger strike.
Congress legislator R. Damodar Reddy hoped that the centre would make an announcement by Jan 28.
TDP leader N. Janardhan Reddy said all elected representatives -- including legislators, MPs and ministers -- should quit if the central government failed to make an announcement by Jan 28.
"We stand by the decision of the JAC. All 39 MLAs (legislators) from Telangana will press assembly speaker to accept their resignations if no decision is taken by Jan 28," Janardhan Reddy said.
The 39 TDP legislators are among the 77 from Telangana who submitted their resignation to protest the Dec 23 statement by the central government. They alleged that the government had gone back on its Dec 9 statement to initiate the process for formation of Telangana state.
Narayanan to be Bengal Governor, Patil for Punjab
New Delhi: National Security Adviser M K Narayanan is being appointed Governor of West Bengal and former Home Minister Shivraj Patil in Punjab as the Centre has finalised a list of five new Governors in various states.
Former Defence Secretary Shekhar Dutt has been chosen for Chhattisgarh from where E S L Narasimhan moves to Andhra Pradesh Raj Bhavan, highly-placed sources said.
Senior Congress leader Mohsina Kidwai will be the new Governor of Jharkhand from where K Sankaranarayan is being shifted to Maharashtra.
Himachal Pradesh Governor Prabha Rau is being moved to Rajasthan from Himachal Pradesh where senior Congress leader from Gujarat and former Union minister Urmilaben Patel will be the new incumbent.
The names of Governors, which were cleared at a meeting between Congress President Sonia Gandhi and Prime Minister Manmohan Singh yesterday, have been forwarded to the Rashtrapati Bhavan by the Home Ministry.
The appointment of 75-year-old Narayanan, a former IB chief, creates a vacancy in the NSA's post for which former Foreign Secretaries Shyam Saran and Shivshankar Menon are believed to be the front runners.

Haiti says 200,000 may be dead, violence breaks out
Port-au-Prince: As many as 200,000 people died in the earthquake that devastated Haiti and three-quarters of the capital, Port-au-Prince, will need to be rebuilt, authorities in the Caribbean country said on Friday.
"We have already collected around 50,000 dead bodies. We anticipate there will be between 100,000 and 200,000 dead in total, although we will never know the exact number," Interior Minister Paul Antoine Bien-Aime told Reuters.
Some 40,000 bodies had been buried in mass graves, Secretary of State for Public Safety Aramick Louis said.
If the casualty figures turn out to be accurate, the 7.0 magnitude quake that hit impoverished Haiti on Tuesday would be one of the 10 deadliest earthquakes ever recorded.
Three days after it struck, gangs of robbers had begun preying on survivors living in makeshift camps on sidewalks and streets strewn with rubble and decomposing bodies, as quake aftershocks rippled through the hilly neighbourhoods.
Dubai crisis hits Indian engg, management institutes
Mumbai: Indian engineering and management institutes, which have set up bases in Dubai, are facing a 13-60 per cent dip in admissions due to the economic crisis in the city, which is one of the seven emirates of the United Arab Emirates (UAE).
The institutes with branch campuses in Dubai include the Birla Institute of Technology and Science (BITS)-Pilani, Institute of Management Technology (IMT), S P Jain Center of Management, and Manipal University.
Manipal University, for instance, says it has been able to admit 622 students this year against 721 last year -- a drop of 13 per cent.
"While institutions of higher learning in Dubai have been affected severely, we have been fortunate to have had a minimal impact on our new admissions. While partly this can be attributed to the economic slowdown and the emigration of middle-class expatriates due to job displacements, the increase in the number of universities competing for quality students is also a contributing factor," said B Ramjee, director of Manipal University, Dubai.
Manipal University plans to have its own campus in the city, but says its plans are slightly behind schedule in the wake of the current slowdown in the economy.
The S P Jain Center of Management, on its part, did not divulge admission numbers, and said admissions had been voluntarily reduced on account of the worldwide slowdown. "But due to the current positive turnaround, we would once again be re-instating the old numbers," said Professor Christopher Abraham, senior vice-president of the institute.
The Institute of Management Technology (IMT), on the other hand, is said to have seen a dip of 64 per cent in its admissions. While this could not be independently verified from the institute, sources in Dubai said the institute had admitted around 90 students this year against 250 students last year. Repeated attempts to reach IMT's director and admissions office in Dubai failed.
All these institutes have rented premises at the Dubai International Academic City (DIAC) located in the Dubai Academic City -- a free zone dedicated to higher education.

Salaried Class's Requests

The limit for tax exempt investments under Section 80C is continuing at the archaic Rs.1 lakh. This limit has to be increased to Rs.2.5 lakhs. This will help those who have the potential to invest. This will also help the housing industry as currently people are not able to derive the full benefits for the principal portion of the housing loan repayment.

Increase in Gratuity Limit
Currently under discussion in some committees, the increase in the gratuity limit of Rs.3.5 lakhs has been a demand for a long time. Hope this gets done in the current budget. A limit of Rs.10 lakhs is more in tune with the times. An automatic increase in the limit based on inflation / capital gains index can be built into the gratuity limit.
Pensioners' Request
The discrepancy between the age for the senior citizen between the IT department (65 years) and other Government departments (60 years) continues. If official retirement age is 60, people become pensioners when they turn 60, but that they should continue to pay high taxes till they turn 65 is an anomaly, if not unjust. Pensioners have now been asking some time, "If the Railways can give concessions from the age of 60, why not the Income Tax department tax less from age 60?". Hope this budget will address this issue.
Students' Request
The educational loan for students has become a double edged sword for banks. Many students do not pay-up properly and the Government periodically waives the loans given to students. This has made banks to approach this segment with a lot of caution & reluctance.
Genuine students who are in need of money and those who have been paying their loan dues properly get victimized in this process. Students' request from this budget is to streamline this process. Benefits should go to those who have been paying regularly not those who have been playing unfair.
Housewives' Requests

Inflation related to food items has been rampant this year. This has dented the budgets of the finance managers at home badly. Also the salary freeze in most companies in India has limited the income too.
The reasons above have made purchase decisions related to white goods being postponed. Hope the Finance Minister will give some relief in the form of reduced taxes for these sectors.

The last budget also saw the excise duty for automobiles being reduced from 8% to 4% for one year. Hope the concession will be made to continue for the next year also.
Requests from Self-Employed & Business People

Please implement the GST (Goods & Service Tax) regime at least this year. A number of deadlines have been fixed and postponed till date. This is not helping anyone - the consumers, the manufacturers, the service providers, the State Governments nor the Central Government.

The request to increase the self assessment limit (Rs.40 lakhs) for Income tax has been pending for many years now. Hope this will be granted in the budget this time.

What's brewing for the budget plan?
More than 25% of the fruits and vegetables grown in India are wasted before they reach the consumers. This is one of the reasons for the high inflation related to foods items. Currently the food processing industry has a high excise duty for branded products. This prevents many users from being able to afford the products. It is expected that this budget will give a fillip to this industry. If one could preserve or prevent the 25% of the fruits and vegetables from decaying can one expect the prices to be lower by 25%?
There are a lot of discussions happening over the last few months between the various committees involved in preparing the budget and the stakeholders. Though no one in public knows about the exact proposals in the budget, some discussions with industry captains and the public do reach everyone. This article is a snapshot of some of these discussions and expected decisions in the forthcoming budget.
Gratuity Limit Increase
There has been consensus among a team of Ministers to increase the Gratuity Limit to Rs.10 lakhs from the present Rs.3.5 lakhs. The proposal will be presented during the budget session of the parliament. The earlier request from the salaried class was to remove the limit itself. So that all of the eligibility in the gratuity kitty of a salaried person will get paid out. The Rs.10 lakhs limit is still a good step in the right direction.
Stimulus for the Economy
It is expected that the stimulus packages that were released during the global economic down trend for the economy will continue. The packages include assured employment programs, infrastructure programs related to roads, easy access to loans for companies, less interest rate on loans by reducing the CRR and SLR.
It is expected that the same support will continue this year too. One of the key things that can go against the continued stimulus is the very high inflation.
Export Support Continues
Various supports given for the exporters can be expected to continue during this year too. Some companies have also asked for anti-dumping duties for products being imported from China. If implemented, the impact will be good for Indian companies and their employees. However the cost of some products for the common man may go up.
GST Implementation
This is a much talked about and many times postponed implementation. There are a number of benefits from the GST Implementation. The major benefit for the common man is the potential reduction in prices of products. The reason being the tax burden in the form of multiples levels of taxes on products & services will come down.
The government will also benefit because more companies and services can be brought under the tax net. So the Government will get lesser tax from more number of people leading to higher income and greater compliance. It is hoped that this budget will give a clear date for the implementation of GST.
Garments
Textiles industry is expected to get a number of favorable supports from the budget. This is expected for both the natural textiles and also the man-made fibers industry. For the 'aam admi', this will mean lesser prices for garments.
Food Processing Industry

It is expected that foreign investment will also be allowed in the education sector. This will help to bring quality international education at affordable costs in India itself. Safety of the student is another major benefit considering the physical pains that our students are undergoing in Australia.
For the economy, this can be a double benefit for our foreign exchange: one - investment will come in, two - outflow of foreign exchange due to students going abroad for higher education will come down.
PSU Stake Sales
The Government's holding in several PSUs is planned to be brought down. Earlier announcements were taking about one such stake reduction every 2 weeks. The cash is required for the Government to reduce its budget deficit and also to continue funding social causes.
It is hoped that this budget will set in motion the implementation of the plan.
Innovative Inflation Control
Traditional methods for inflation control like tightening / loosening of monetary policies may not be suitable in this economic scenario. So innovative methods to increase production and through that reduce prices for the common man has to be devised by the Government.
Summary
A lot is expected from the budget 2010-11. The announcement has been advanced by 2 days this year. Till then the common man has to keep his/her fingers crossed on the benefits that will given out by the Finance Minister.
