The All India Muslim Personal Law Board (AIMPLB), the highest representative body of the Muslims in the country, feels that an out-of-court settlement of the Babri title suits is not possible and the issue should be settled by the law courts.

On the other hand,Gorkha Janmukti Morcha today demanded inclusion of Dooars and Terai regions in the proposed interim set-up for Darjeeling Hills, but did not raise the Gorkhaland demand during a meeting with Railway Minister Mamata Banerjee here. Emerging from a meeting with the minister who is on a two-day visit to the district, GJM president Bimal Gurung, who led a delegation, told reporters that they had requested for her help in the inclusion of Dooars and Terai in the proposed interim set-up.

"Mamata, however, told us that the issue concerned the Union Home Ministry and as such asked us to take it up with the appropriate ministry," Gurung said.

Railway Minister Mamata Banerjee was today given a rousing welcome by supporters of the Gorkha Janmukti Morcha as she arrived on a two-day visit here for hearing "problems" of the Hills. Her convoy, which started from New Jalpaiguri railway station amid tight security, was greeted by hundreds of GJM supporters lined along Hill Cart Road leading to Darjeeling.

Two years after the Tatas pulled out and on the third anniversary of her agitation here, Railway Minister Mamata Banerjee on Saturday said "I will make Singur the showpiece of Bengal", sounding desperate to take land for setting up industry.

Her statement was a virtual repeat of what Chief Minister Buddhadeb Bhattacharjee had said when he initaited the process of handing over nearly 1,000 acres to the Tatas three years ago.

"Singur is like my eyeball and Nandigram my heartbeat," Mamata said, the deserted sheds of the Tata Motors car factory in the background. "Please wait for two-three months more. Things will change, the CPM will fall." She expressed her willingness to play ball with the Left Front government. "If the state government wants, the state can have an equal share in the 600 acres of land. Since the Railways does not have any land in Singur, it wants the land from the state government," she said.


Union Finance Minister Pranab Mukherjee launched a new pension scheme for workers in the unorganised sector who do not have access to the social security net.

"I launched the scheme today to coincide with the 78th birthday of Prime Minister Manmohan Singh. This scheme will help those who are not covered under any social security scheme," Mukherjee said after unveiling the programme at a function here in Murshidabad district.

Under the scheme named 'Swabalamban', the subscribers would get Rs 1,000 from the government each year for a subscription amount of Rs 12,000 per year. The particular scheme would remain valid for this financial year and for the next three consecutive fiscals.

The finance minister had already allocated Rs 100 crore for this scheme in the budget for 2010-11. The scheme will be managed by the Pension Fund Regulatory and Development Authority of India (PFRDA).

Mukherjee said that 87 per cent of the country's workforce would benefit from the 'Swabalamban' scheme.

According to the scheme, a subscriber can enter it at the age of 18 years and will be eligible for pension after attaining 60 years.

He said there were eight crore people above 60 years who were not getting pension. This figure will rise to 20 crore over the next 17 to 18 years.

On attaining 60 years, the pensioner can withdraw 60 per cent of his contribution while the balance 40 per cent will be given as a monthly annuity by LIC.

LIC has been appointed as one of the many aggregators who will collect subscription amounts from subscribers.

Mukherjee said that while announcing the scheme in the budget, he had asked state governments to join the programme so that the pensioners could benefit by getting a higher pension amount.

"However, only two states -- Haryana and Karnataka -- have responded to the scheme," he said.

Minister of State for Finance N N Meena, LIC chairman T S Vijayan and other senior Finance Ministry officials were present at the event.

Later, Mukherjee inaugurated a branch of the Indian Bank here.

Meanwhile,Union Railway Minister and Trinamool Congress chief Mamata Banerjee, who arrived Darjiling on a two-day visit Sunday, met leaders of all the political parties in West Bengal's Darjeeling district.

Mamata held discussions with the Gorkha Janamukti Morcha (GJM) and the Akhil Bharatiya Gorkha League (ABGL) at the Circuit House Sunday evening.
   
The GJM is spearheading the movement for the creation of a separate state of Gorkhaland comprising three subdivisions of the hilly areas of Darjeeling district - Kalimpong, Kurseong and Darjeeling.
   
The Trinamool chief, however, did not reveal what transpired at the meetings.    
   
She said that she had not come to Darjeeling as a representative of the central government but to initiate several projects for the development of the hill town.
   
'I love the Darjeeling Hills and its people. I want to hear their problems from their own mouths,' said the railway minister.   
   
GJM general secretary Roshan Giri, who was among the 27-member delegation that met the railway minister, said: 'We have discussed measures for the development of the region and she assured us that several railway projects would be taken up.'
   
'We have not discussed the Gorkhaland issue. Our discussions will continue and we will take up this issue later,' he added.   
   
GJM spokesperson Harka Bahadur Chetri said: 'Due to landslides on National Highway-55, the toy train services have remained suspended for a long period. We urged her to take measures to resume the train services quickly.'
   
Sources in the GJM said that the party had demanded inclusion of Dooars and Terai regions in the proposed interim set-up for the Darjeeling Hills.
   
Meanwhile, ABGL president Bharati Tamang said: 'She expressed grief over the death of my husband (former party president Madan Tamang) and assured that she would do her best to initiate an investigation by the Central Bureau of Investigation (CBI) into the killing.'
   
Madan Tamang was allegedly killed by the GJM leaders May 21. A complaint was also filed holding 10 GJM leaders responsible for the killing.
   
The railway minister will lay the foundation stone of a multi-functional complex and inaugurate a toy train -'Pahari Kanyya' (daughter of the hills) at the Darjeeling station.
   
Earlier in the morning, she was given a rousing welcome by the GJM supporters.   
   
Her convoy, which started from the New Jalpaiguri railway station amid tight security, was greeted by hundreds of GJM supporters lined-up along the Hill Cart Road leading to Darjeeling.

Stating that their meeting was held in a cordial atmosphere, the GJM chief observed that the party focussed mainly on development issues including extension of railway connectivity.

GJM has already held several rounds of tripartite talks involving the Centre and state government on the proposed interim set-up.

The party's insistence on the inclusion of Dooars and Terai in the proposed interim set-up was strongly opposed by West Bengal government which is against division of the state.

Banerjee, who arrived here earlier in the day to a rousing reception by GJM supporters, also held a meeting with All-India Gorkha League president Bharati Tamang and its leaders.

Gorkha League, working president, Dawa Sherpa said that it would not be acceptable to them if talks were held with only one party.

Talks should be held with all parties and all stakeholders in the Hills to decide the political future of Darjeeling, he said.

The Railway Minister's visit is significant as all members of political groups as well as the NGOs and a cross-section of people sought her help in resolving the issue facing the Darjeeling hills.

Cut-outs and welcome banners were prominently displayed all along the route.
Ms. Banerjee, who had on various occasions expressed her reservations against division of Bengal, is scheduled to announce a few railway projects and meet representatives of civil society.
The visit is significant in the light of GJM's sustained agitation for a separate State to be carved out of West Bengal and support from the Hills is crucial to decide the fate of her candidates in three constituencies in the coming Assembly elections.
North Bengal, a Marxist citadel till the other day, has of late developed chinks in the armour and Ms. Banerjee is determined to utilise it to strengthen her chances to come to power in the State.
Recently in the civic elections, the Congress-Trinamool Congress combine had ousted the Left Front from the Siliguri municipal board.
In a by-election at Kalchini in the Dooars, the combine had defeated the Left Front candidate.
Ms. Mamata Banerjee told PTI that she had come to the Hills not as the Centre's representative, but to see the ground situation. "I love the Darjeeling Hills and its people. I want to hear their problems from their own mouths."

AS Kapilkrishna Thakur, the head of All India Matua Mahasangha, received the Thakur Harichand-Guruchand Award from Chief Minister Buddhadeb Bhattacharjee in Kolkata on Tuesday for his contribution to the uplift of Dalits, the Left Front leaders were more than happy.
The state government instituted the award last year and named it after Thakur Harichand-Guruchand,the founder of the Matua community in its attempt to woo the community which in recent years have been drifting towards the rival Trinamool Congress.
The award, the ruling Communists feel, could help neutralise the growing influence of the Trinamool among the members of the politically significant Matua community which, according to political observers, plays an important role in the electoral politics of the state with about 10 million disciples spread across the country.
The community, which had a Left leaning, started developing close relations with the Trinamool as the Left Front government grappled with the Nandigram and Singur fiascos.
By December 2009, the tie between the community leaders and Trinamool grew so strong that they inducted Trinamool chief Mamata Banerjee as the life member of Mahasangha. Political observers say the new-found affinity with the
Matuas helped the Trinamool to batter the Left in constituencies like Barasat, Basirhat and Bongaon during the last Lok Sabha elections. CPM leaders said that at least 18 Assembly segments under these three Lok Sabha constituencies are dominated by the backward community people, most of who are members of the Matua community.

Bengal's ruling Left Front government, eyeing the 26 per cent Muslim vote-bank, has issued a notification to increase reservation in the OBC category from seven per cent to 17 per cent by introducing a "more backward" classification.
Chief minister Buddhadeb Bhattacharjee announced the reservation hike and said there would be classifications within the OBC category - backward and more backward - according to educational, financial and social status.
"The backward group will enjoy seven per cent reservation, while the more backward group will enjoy 10 per cent reservation," he said. urrently, 108 communities are included in the OBC category, of which 56 are Muslim, nine Buddhist and one Jain.
With the new notification, 56 of the 108 communities - 49 Muslim, six Hindu and one Buddhist communities - have been regarded as "more backward". Forty-nine of the 56 Muslim communities regarded as "more backward" account for 99 per cent of the Muslim population in the OBC category. There are 2.02 crore Muslims in West Bengal.
In addition to the OBC reservation, there is 22 per cent reservation for Scheduled Castes and six per cent for Scheduled Tribes in government recruitment in the state.
Government officials claimed the Bengal government would now implement the recommendations of the Ranganath Mishra Commission.

Maoists have to be tackled politically: Buddhadeb

Admitting that the police and administration had failed to rid Maoist menace in West Bengal, Chief Minister Buddhadeb Bhattacharjee today said that the ultras have to be tackled politically as it was done in 1977 when the Left Front came to power.
"This time too we will be able to deal with Maoists politically and that is the only way out," Bhattacharjee told a primary teacher's rally while stating that the administration and police had failed to counter the problem.
The chief minister said he would spare no effort to deal politically with the menace which was receiving the "direct backing" of the state's main Opposition party.
"The Left Front government is determined to rid West Bengal of Maoists and there will be no looking back."
Without naming the Trinamool Congress, he alleged that the main Opposition party was providing direct support and patronage to the Maoists.
"Maoists and the main Opposition party are made for each other and they rejoice over the bodies of innocent people," Bhattacharjee said.
Stating that the people had realised who were the real enemies, he expressed concern at the spurt in Maoist activities in West Midnapore, Bankura and Purulia districts.
He asked Maoists what they achieved by killing hundreds of innocent farmers, labourers, students and teachers.
Making his often repeated charge about a conspiracy being hatched to topple the Left Front government, he said "such sinister moves are still on".
"Attempts are repeatedly being made to topple the Left Front government which is evident from systematic moves to create anarchy," he claimed.

They may have a common goal to end CPM's more than 30-year rule in West Bengal, but relations between the Congress and Trinamool Congress, key UPA partners, have been on a see-saw ride. Trinamool chief Mamata Banerjee's recent jibes at Congress general secretary Rahul Gandhi are the latest in the
series of verbal exchanges between the two parties.
While Banerjee has made it clear that she is the dominant force in the alliance, the Congress has now begun to assert itself, reaffirming that the party is not going to bow down under pressure.
"An alliance should be on the basis of honour. This is the essential philosophy of Congress wherever it is going for tie-up," spokesman Manish Tewari said.
The assertion follows Gandhi's blunt message to Banerjee that "we are not going to bow our heads".
"Mamataji is a senior leader. I respect her. She has worked with my father. We want to continue our relations with her to oust the Left. But we want a partnership of respect and dignity. We will not do so if we are not respected..." Gandhi said in Kolkata on September 16.
His foray into Bengal has apparently not gone down well with Banerjee who has asked her cadre to assess the impact of his visit on their support base.
Though Banerjee did not openly speak against the visit, she took a snipe at Gandhi, likening him to a "seasonal flower" and a "cuckoo".
"There are people who come like a koel (cuckoo) before an election and disappear after chirping 'kuhu kuhu' once the spring is over. But I am unlike them because I have been consistent in my anti-CPM movement," she said at Birbhum's Nanoor on September 19.
But K. Keshava Rao, the Congress leader in-charge of Bengal, doesn't think the jibe was directed at Gandhi. "But if one infers it to be a reference to Rahulji, I will not react to such a childish remark," he said.
Rao said Gandhi's self-respect remark should be read in political parlance and taken as political idiom. "It refers to a healthy alliance particularly in seat sharing..." he said.
The party also took on Banerjee for projecting herself as an icon of simplicity who wears slippers and does not do politics from "bed of gold". "We respect her simplicity and we also expect that she respects the simplicity of other people in the polity," Tewari said.

Lalgarh bugle on Singur platform

SINGUR (Hooghly): Trinamool Congress chief Mamata Banerjee, during her public rally in Singur on Saturday, reiterated her demand for withdrawal of central forces from Lalgarh. She believes that the state police will back out the moment central forces personnel are withdrawn and people will show the CPM its place.


"I give a call for immediate withdrawal of central forces from Lalgarh. The CPM can't be allowed to use weapons from the state and central armouries to gain political ground there. I have taken up the matter with the Prime Minister and union home minister. Let the CPM gain political ground through democratic means. The moment the central forces are withdrawn, the state police will run like rats into their holes. The CPM will then learn where it stands," Mamata said, claiming that CPM cadres some of them in police uniform have gone on a loot and rape spree in parts of Jangalmahal.


"I just received news that the mother of Lakshman, one of our supporters from Salboni, has been shot dead by the harmads. The CPM may spill as much blood as it chooses to but they can't kill all of us. They are planning to celebrate victory day at Lalgarh on October 2. I shall go there again on October 5," Mamata said. There was no mention in her speech about D Stephen, the CRPF jawan who gave up his life while fighting Maoists at Bandarboni near Jhargram on Saturday morning.


Claiming yet again that she is against bloodshed, Mamata came down heavily on CPM leader Sitaram Yechuri who was in the all-party team that paid a visit to Kashmiri separatist leader Syed Ahmed Shah Gilani recently.


"When I speak of dialogue with the Maoists, you brand me a Maoist sympathizer. Now that you have gone and met somebody who receives support from a foreign nation, should we say the same about you? I have always believed that dialogue can solve all issues. Even Pranab Mukherjee has stood by my statement and said there is scope for dialogue in a democracy. When the government can consider to hold talks with Kashmiri separatists, why cant the same rule apply for the Maoists," she said.


Mamata picked on Yechuri as the CPM leader had been extremely vocal against her after she commented in Lalgarh that Maoist leader Azad had been killed in a false encounter.


While Mamata chose to mention Pranab Mukherjee for standing by her comments, there wasn't a single sentence in her speech on the alliance that the Trinamool and Congress may form before the 2011 Assembly elections in the state. The Trinamool supremo chose brand her party as the only one that has strived to get rid of the CPM from the state' instead.


"But then, how can the CPM believe in talks and discussions? To tarnish my image, they sabotage trains, without getting bothered about the large number of people who lose their lives. They get angry when I talk about going to Darjeeling. They try to take the credit after the railway ministry does everything for tourists stranded in Uttarakhand. They go to Matua religious leader Binapani Devi and ask her for support. How can she do so? She is part of the movement seeking a change in the state after all," Mamata said.

Mama's boys turn monsters

Most raggers are mama's boys, mentally weak and with feeble personalities. They are afraid of taking a stand on their own, which is why they seek strength in numbers and gang up against weaker adversaries.

This is the crux of a long-term study by a psychoanalyst to delve into the minds of both the victim and the torturer on campus. M M Paik, a counsellor, conducted the survey at the prestigious Bengal Engineering and Science University (Besu), which was then still known as BE College.

Paik started the study with a mixed sample of 120 students, comprising day scholars and boarders, at the prodding of then vice-chancellor N R Banerjea in 2006-07. It was new ground. No one had ever tried to get up close with raggers to deconstruct their mind, or with the ragged to find out what is that leads one-time victims to mete out the same gruesome torture to their juniors.

Paik went for several interactive sessions, formal and informal, and published his findings in a book Managing the Crisis of Ragging, Suicide and Hostility Among Students' that was published in February 2008.

The first answer he sought was whether raggers are really the monsters they are thought to be. What is it that drives a normal youngster, from a decent family, to indulge in inhuman acts? How much does peer pressure play a role?

Alienation from the family and society, leading to depression, is the long and short of his findings. Paik found during his interactions that most students involved in ragging are mentally very weak when it comes individual interaction. In most cases, the father is an extremely busy person, who has little time to spend with the child. The child grew up with his mother, cut off from the world outside. The boy was pampered by the mother in many cases without proper personality development.

According to Paik, the random study bears out this aberrated thought pattern evolving out of studies without the matching social interaction. "When such a youngster steps out of his home, he is incapable of coping with the world outside. He thus huddles into a group and is driven by group psychology. In many cases, the student doesn't have an idol in the family and has not been taught about the parameters that determine his value system. They are usually guided by the herd phenomenon. Unconscious of the attributes that lies in him, the weak and confused often derive pleasure by tormenting others," Paik said.

But what next? How should one handle the culprits? "I am not against the anti-ragging law. But that should come after the other means personality development through counselling fail. I would not like to treat students as criminals. Instead, the process of counselling and awareness should begin from the school level," Paik said.

Talking about some of his first-hand experiences, Paik narrated how he came across some brutal ragging incidents but decided not to confront the offender immediately. He took up the issue a little later. "The victims used to come in groups in the evening and tell me about their plight. I used to tell them that the culprits were not their enemies. I increased my interaction with students and gained their confidence. What I tried was to agree to some sets of behaviour that would normally put pressure on the culprits. The trouble-makers used to stay away from these sessions. It helped me to identify them. I gathered the courage to reach out to the hostels late in the evening because I had no mala fide intentions. My only intention was to unfold the attributes that each student has, and make him less aggressive. I then tried to infuse some sort of self confidence and self respect that automatically prevented him from doing such acts," the counsellor said.

Paik claims that the "re-orientation programme through personality development" worked wonders, though there were exceptions. "I have applied the process in educational institutions and also corporate houses. I must say that it helped in conflict management, and also personality development of students where ragging and teasing were reduced to a large extent," the psychoanalyst said.

Tips for Mamata on London trip

KOLKATA: She has promised to turn Kolkata into London. Next month, Trinamool chief Mamata Banerjee will be heading to London for three days to get a feel of what the British capital is like. And how close Kolkata known as the City of Palaces during the Raj can come to it.

In her itinerary is a trip down the Thames to see how a beautified river can attract tourists. The railway minister plans to implement the same on the river Hooghly. She is also scheduled to address a lecture at Cambridge University.

The invite from the British transport minister reached Mamata a few days ago. The Trinamool chief has accepted the proposal and has instructed her aides to make preparations for the visit. With the festive season beginning in the state from the middle of October, politics will take a backseat.

"The British government wants us to see how London was created around the river Thames," Banerjee said.

During her Lok Sabha election campaign, Banerjee had first spoken about turning Kolkata into London and Digha to Goa. Her dream had drawn loud jeers from the ruling CPM which didn't forget to raise the issue during the 2010 civic polls as well.

Banerjee will be leaving for London in the last week of October. She will be meeting the British transport minister on Oct 25. Her predecessor in the railway ministry, Laloo Prasad, had lectured Harvard students. On her part, she will go to Cambridge.

During her years as a central minister Banerjee has always stayed away from foreign trips. But with the chances of Trinamool's forming the government brighter, the Trinamool chief has realised the need for foreign trips and collaborations. London may only mark the beginning.

Apolitical dais for Didi on Darjeeling date

DARJEELING: Mamata Banerjee walks into Darjeeling on Sunday balancing Hills and plains, sentiment and common sense, Gorkha Janmukti Morcha (GJM) and Akhil Bharatiya Gorkha League ( ABGL) and, above all, politics and leadership.

The result: each step in the political minefield that is Darjeeling has to be small and measured. Which is why the initial plan of a public meeting under the GJM's aegis during her two-day trip has been cancelled. Her entry to the Hills will also be low key, with only a few festoons, banners and welcome arches along the way from Siliguri to Darjeeling.

So, instead of addressing a meeting that might show her up as hobnobbing with the GJM leadership, she will speak from an apolitical platform at the World Tourism Day fair on Monday at Darjeeling Gymkhana.

"CPM leaders who are saying that Mamata will use the GJM's platform to address a public meeting don't know the facts," Gautam Deb, Trinamool coordinator for North Bengal, said on Saturday.

Mamata will meet delegations from the GJM and the All India Gorkha League in Darjeeling on Sunday, the only openly political meeting during her visit. "But she will meet people from a cross-section of society, NGO representatives and businessmen," Deb said. "It is a great thing that a leader of her stature is coming to Darjeeling. Chief minister Buddhadeb Bhattacharjee has not been able to make it here."

That barb at the CM and at the CPM is also a comment on the nature of Mamata's leadership that will be on display in the Hills. The GJM isn't expecting much out of her visit. "She has her own political agenda. Our issues are identity and self-respect. We aren't too interested in discussing development with her," a GJM leader said. "But we understand that at present, it is not possible for her to discuss the issue of a separate state with us." So, when the GJM delegation meets Mamata, it is likely to focus on issues like improving railway connectivity to the Hills.

Though GJM isn't expecting much from Mamata's visit, it is keen to welcome her to the Hills. The party is aware of her clout at the Centre and in present-day Bengal. With tripartite talks going on in Delhi, the party leadership knows the importance of having a senior leader's empathy. Again, if Writers' sees a change next year, Bimal Gurung and his men would need to have a working relationship with her. "She is more welcome than Buddhadeb Bhattacharjee to the Hills," said a GJM leader.

The Darjeeling district CPM is, understandably, using the opportunity of Mamata's visit to portray her as someone who threatens the integrity of the state. "Wherever Mamata goes, she encourages separatist elements. She went to Jangalmahal to join hands with the Maoists. Now she's going to the Hills to encourage GJM," CPM Darjeeling district secretary Jibesh Sarkar said. "She is going there to see if she can garner support. In the process, GJM, which had been down since the murder of Madan Tamang, will feel encouraged."

Sarkar was not sure if GJM would extend help to Trinamool. "Earlier GJM was with BJP. Now they are trying to build bridges with Congress. It will not be surprising if they help Trinamool in the future," he said.

According to observers, the support of a possible three GJM MLAs would come in handy for Mamata in case next year's assembly polls throw up a photo-finish result. It would make sense for her to have an understanding with GJM, particularly if the Congress and Trinamool fall out. She also wants to pre-empt the possibility of GJM extending support to CPM after the polls.

Mamata and her party leaders know all of this, which is the reason for keeping the visit apolitical'. Deb said even Trinamool banners welcoming her had been taken down beyond Darjeeling More in Siliguri. The welcome arches are not too visible either. There are placards and banners on Rohini Road coming up from the foothills, and also on Hill Cart Road. But none are too big or ostentatious. Some welcome festoons have been put up by the Railwaymen's Union at toy train stations en route.

KMC relief for taxpayers

KOLKATA: Mayor Sovan Chatterjee on Friday announced a relief package for property tax payers living in the added areas such as Behala, Garden Reach, Jadavpur and parts of Tollygunge.

Chatterjee said special care would be taken to solve property tax disputes in these areas. "Sometimes people complain of high rate of taxes from these areas where majority of tax payers are from middle class or lower middle class households. "They have right to appeal before the Lok Adalat for redress of their grievances. We will treat their cases with sympathy," he said.

However, no mercy would be shown to a section of major tax defaulters, the mayor said. In fact, the civic authorities have decided to disqualify two major tax defaulters one at Park Street (more than `2 crore) and a property owner at Camac Street (`50 lakh) from attending the Lok adalat for redressal of their grievances. "We can't allow them to get their disputes solved in the Lok Adalat," Chatterjee said.

Stranded tourists still in the lurch

KALYANI/KOLKATA: "The helicopter will not take us, it is for the VIPs." Stranded at Sangla in Himachal's Kinnaur, Kanti De, a resident of Gayeshpur in Nadia, said on his mobile. "How's one supposed to trek down with women and children and all the luggage?" he asked. The elderly member of a team of 12, stranded at Sangla since last Saturday, sounding frantic.

Another six trekkers from Bengal went missing on Saturday taking the number of missing trekkers to 14. While the rescue team from Bengal went looking for them, those stranded at Sangla found themselves in a helpless situation trying to get transportation. De said on the phone, "The Himachal police have assured assistance till about 2 km down Sangla, but we didn't know if there would be vehicles from that point." There were 70 of them there. Civil defence minister Srikumar Mukherjee said about 100 tourists from Bengal were stuck at this Uttarakhand-Himachal border. "They will start returning from tomorrow as the road is being cleared."

He was asked about the allegations of tourists that they were not being accommodated by the helicopter on which the Bengal ministers Mukherjee and Sundarban affairs minister Kanti Ganguly were travelling with a rescue team from the state. His reply: "How are our members supposed to return? We are trying our best to negotiate with both Himachal and Uttarakhand governments so that the tourists can return safely. We, too, need to travel and be mobile so that the rescue takes place properly."

The minister said the tourists have been put up in PWD guest house at Sangla. "We have set up a camp office at Uttarkashi so that the missing trekkers can reach it to move on to safer destinations," said Mukherjee. Licensed rescuers trained to locate people in rough, hilly terrain have been deployed in the rescue operations, he said. Among them are Basanta Singha Roy and Debashish Biswas, who had recently scaled the Everest. "They have been tagged with the Air Force so that they can reach the remotest areas to locate the trekkers," said Mukherjee.

As the ministers reached the helipad from where they were to take off, some tourists gathered, seeking to know how they should reach the plains. But they were then directed by the Sangla police to wait at the G P Industry building. The copter took off with only 20 tourists in two trips. "We had been assured that it would return after refuelling, only to be told later that couldn't make it because of bad weather," said De. He said the weather wasn't that bad, after all. "We were given tokens so that we could board the chopper in the morning by turns. We came here today, we were told that the chopper was only for the VIPs. Now we have been asked to trek down." His token number is 5. De and his team members have told police that they wouldn't tread the unsafe path and would rather stay back at the guest houses at Sangla.

As the tourists struggled, their relatives back home went through another sleepless night. De's friend Mihir Mukherjee and his family is stranded too.

Jairam blames Mamata for trains killing elephants

Environment Minister Jairam Ramesh minced no words in blaming Railway Minister Mamata Banerjee and her officials for their "failure" to check recurrence of speeding trains crushing to death elephant herds moving across designated corridors. Such deaths continue to take place despite their "repeated
assurance" that they would regulate speed of trains, he said.
Ramesh was reacting to the death of seven jumbos on train tracks in West Bengal's Jalpai-guri district on Wednesday. They were killed by a speeding goods train near Banarhat Station, a designated jumbo corridor.
But Banerjee made it clear "this unfortunate incident took place in an area other than the identified elephant corridor.
I have asked the Railway Board to work out a joint strategy with the Environment Ministry to prevent such incidents."
Banerjee held in that area, between Alipurday-Siliguri section, there were only four notified corridors. The elephants had "trespassed" between Binnaguri and Bannarghat and collided with a freight train.
Banerjee said she was angui-shed too and the Railways were already in touch with Ramesh's ministry to identify specific elephant corridors to exercise caution during train operations.
A Railway Ministry release said a 'general advisory' to prevent elephant accidents was jointly finalised with Ramesh's ministry and issued as early as March 31 this year. Drivers were issued "permanent" caution order to restrict speed limit to 50 kmph, blow horn more often and be extra vigilant in the four corridors.

Mamata scoffs at Yechury's meeting with Geelani

Kolkata, Sep 25 (IANS) Railway Minister and Trinamool Congress chief Mamata Banerjee Saturday indirectly attacked the Communist Party of India-Marxist (CPI-M) for meeting hardline Kashmiri separatist leader Syed Ali Geelani during the all party delegation's recent visit to Kashmir.

'When I suggested holding talks with Maoists to solve the problem then I was called a Maoist by them (CPI-M). And when they (CPI-M) went and met Geelani at his house what was that? Geelanibad,' asked Banerjee while addressing a rally in Singur.

   

Earlier this week, an all-party delegation led by union Home Minister P. Chidambaram went to Kashmir to take stock of the situation in the volatile Valley before deciding how to defuse tensions.

   

While Geelani, chief of the hardline faction of the Hurriyat Conference, had earlier refused to meet the delegation but the CPI-M leader Sitaram Yechury and Majlis-e-Ittehadul Muslimeen's Asaduddin Owaisi, met him at his residence in the curfew-bound city.

   

The valley has been rocked by a cycle of violence with retaliatory firing by the security forces on stone-pelting mobs resulting in the death of over 100 civilians, mostly teenagers and youth, since June 11.

In a major snub, the Mamata Banerjee-led railways kept West Bengal chief minister and veteran CPI(M) leader Buddhadeb Bhattacharjee away from a ceremony attended by president Pratibha Patil to mark the start of a new Metro Rail project.

Patil laid the foundation stone for the Joka-BBD Bagh project which will link more areas on the outskirts of Kolkata to the heart of the metropolis.

"I received no invitation," the chief minister had said on Tuesday when asked if he was going to the programme at Joka.

CPI(M) did not take kindly to the chief minister not being extended an invitation in violation of protocol.

Trinamool Congress did not believe in democratic principles and such an incident would not strengthen democracy in the state, the party's West Bengal secretary Biman Bose said.

Transport minister Ranjit Kundu, who received an invitation after he had left the state secretariat, Writers' Buildings, also did not attend.

Besides Trinamool Congress chief Banerjee, governor MK Narayanan, Union finance minister Pranab Mukherjee and other Congress leaders were present.

At the function, Patil had a word of praise for Banerjee.

"I would like to compliment the railways, which, under the dynamic leadership of Mamataji, has undertaken this significant initiative," she said.

The president strongly pitched for mass transport and transit systems in cities as growing urbanisation called for planning for the future.

"As the population of cities grows, it is essential to have mass transport and transit systems that facilitate movement of people. In their absence, city dwellers would depend on private transportation, leading to congestion, pollution and more fuel consumption," she said.

Reiterating that the Trinamool Congress is hand-in-glove with Maoists in three south-western districts of West Bengal to "make its presence felt in those districts where it has no political existence", Chief Minister Buddhadeb Bhattacharjee, on Thursday, dared the party as well as the extremists to "face the Leftists in Paschim Medinipur and Purulia districts in the wake of resistance being put up by local people against the evil powers".
Addressing a rally organised here by the All Bengal Primary Teachers' Association, Mr. Bhattacharjee pointed out that the Trinamool Congress' duplicity became explicit when it mourned a Maoist in an encounter with security forces, but it did not utter a single word in protest against the continuous killing of school teachers by the rebels in the Jangalmahal region.
"This party is essentially based on a pack of lies. It is now clear who were behind the Jnaneswari Express sabotage as against the Trinamool Congress' earlier claims. But the party has become silent about the issue," he said.
Admitting that the Maoists were trying to strengthen their organisational base in Birbhum, Murshidabad and Nadia other than the 28 police station areas in Paschim Medinipur, Bankura and Purulia that were already affected by their presence, Mr. Bhattacharjee said that mass mobilisation along with security operations was the only way of driving the Maoists away from the State.
Mr. Bhattacharjee also criticised a section of the media for showing sympathy to and curiosity about the so-called Maoist revolution.
