A Second Successful Demonstration Held
Against EU Imperialist Intervention in Higher Education


A second very successful demonstration was held against the
EU-financed interference in the establishment of a so-called European Studies Programme Centre, in the
Department of Sociology, University of Delhi.
Teachers and students protested outside the International Guest House in large
numbers. Speakers adverted to the intellectual slavery of a small group in the
Sociology Department who were arguing that studies of Indian society could not
be understood without the acquisition of "cutting edge" concepts prevalent in
some of the countries in the EU. Already there were moves to change the syllabi
in line with the desires of the EU. They mentioned that the proposal was
forwarded by the small group without the sanction of the Departmental Council.
The agreement was concluded by the university without the requisite concurrence
of the Academic Council and Executive Council. Earlier the Vice-Chancellor had
assured a delegation of the Faculty of Sociology that this programme was not a
"Centre" but the activity of a few teachers and that he would write to the EU
about this. When the Vice-Chancellor was question about the "Centre" in the
Academic Council he stated that he would not be writing to the EU as this would
send out the signal that India was a 'soft state'.

A delegation of protesting teachers
and students met the members of the "interactive session". Participants from
the EU showed interest in the arguments of the protestors.
Eventually, the head of the 'European
Studies Programme Centre" agreed that an interactive discussion would be held
to discuss the questions raised by the protestors.

The interactive session with the
members of the "European Studies Programme Centre" with teachers and students
of the university will be held in the Department of Sociology on Tuesday, 2nd February at 1.00 P.M.

Teachers and Students in the
University who have been exercised with the question of the penetration of EU
imperialism in the Department of Sociology are requested to attend.

Kochi: Despite achieving 100 per cent literacy rate, there were atrocities against Scheduled Castes and Scheduled Tribes in Kerala, Union Minister for Social Justice and Empowerment Mukul Wasnik said today.

"About 35,000 cases of atrocities against SCs and STs were registered in the country till 2007 under SC and ST Prevention of Atrocities Act. Kerala is on 14th spot. There is a need to find out why such atrocities are being committed against the community in a state which has 100 per cent literacy," he said.

Wasnik was speaking at a state-level launch of 'Panchami Swayam Sahaya Sangham' (Self Help Initiative) of Kerala Pulayar Maha Sabha (KPMS) here.

He said the UPA government at the Centre was implementing several projects for the uplift of SCs and STs and a continuous dialogue was on with the private sector to ensure equal opportunities for them.

The minister said a coordination committee under the Chairmanship of Prime Minister's Principal Secretary has been constituted to continue the process.

AHMEDABAD: Will Gujarat University vice-chancellor Dr Parimal Trivedi be put under the lie detector on Saturday in connection with the case of making castiest remarks about a faculty Pankaj Shrimali?

Apparently, the reply of the investigating officer in the case to a query filed under RTI to know the status of the case said he had requested forensic science laboratory (FSL) for the same.

Shrimali had filed the case against Trivedi in May 2008. After Gujarat High Court refused to interfere in the issue and did not quash the FIR, police started investigation but found nothing and after a year filed 'A' summary. This was opposed by Shrimali in the court, and the police began re-investigation into the case.

As police were accused of trying to shield Trivedi because of his influence, the complainant sought to know status of investigation last month under RTI laws. The investigating officer, ACP ND Parmar, said he had requested FSL on December 23 to conduct lie detection test on complainant Shrimali, the accused VC, and PP Prajapati, a witness in the case. The laboratory has also confirmed January 30 for the procedure.

Last year, when charge-sheet in the case was due, the police requested a magisterial court to approve filing of 'A' summary on the ground that there was nothing left to be probed in the case. This prompted Shrimali to raise his objection. He also brought to the notice of the court that the investigation was not carried out by a designated officer of the SC/ST cell.

This forced the police to assure the court that fresh investigation would be conducted and that too by the SC/ST cell, as per the procedure. However, ACP Parmar has, in his written reply to Shrimali, said that the police commissioner did not transfer the case to the SC/ST cell and insisted that he continued with the investigation.
Meanwhile, the police have not issued notice to Shrimali and witness Prajapati to be present for the test. Shrimali, in any case, has objected to a polygraph test on him. Trivedi was not available for comment.

KOCHI: Union Minister Mukul Wasnik on Friday said that the Centre would rehabilitate those who are engaged in manual scavenging by March 31, 2010."Those engaged in manual scavenging will be rehabilitated by March 31.

The Centre has also decided to undertake a special project across 44,000 villages in the country for the uplift of Scheduled Castes and Scheduled Tribes," the Minister said launching the Self Help initiative titled 'Panchami' of Kerala Pulayar Maha Sabha (KPMS) at Marine Drive here.

Wasnik said the Centre was in a continuous dialogue process with the private sector for ensuring equal employment opportunity for the SC and ST community in the private sector.

"A co-ordination committee under the chairmanship of Principal Secretary to the Prime Minister has been constituted to continue the process," the Minister said adding that the Centre had allotted Rs 750 crore for providing scholarship to 38 lakh students belonging to the SC/ST communities.

Stating that the people of the country should come together to prevent artrocities against the SC/ST communities, Wasnik said that 35,000 cases were registered in the country under the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act.

"In Kerala, 477 cases have been registered under the Act in 2007.

Why a state like Kerala with a record of good literacy rate and good human development index have cases registered under this Act? This shows that still the SC/ST communities are being targeted. The Centre and the State Government should work together to launch a campaign to change the mindset of people and bring down the rate of atrocities against the SC/ST people," he added.

Union Minister of State for Agriculture K V Thomas, Forest Minister Benoy Viswom, Dominic Presentation MLA, Panchami chairman T V Babu and KPMS general secretary Punnala Sreekumar were present on the occasion.

'Bring law for equitable distribution of health facilities'

New Delhi: Underlining the need for universal health care, a group of experts today sought a National Health Act to ensure equitable distribution of medical facilities across the population.

"The National Health Act should be on the lines of the Right to Education Act and in fact should have been brought about earlier as health was more important than education," opined senior AIIMS cardiologist Dr Srinath Reddy.

Arguing that finances have never been a problem for the government, he said, as compared to the subsidies being doled out for industries and the petroleum sector, the sectors of health and nutrition have got nothing from the budget.

"Even the PDS system has virtually collapsed as the government was not sure who fall within and above the poverty line," Biraj Patnaik from the office of the commissioners to the Supreme Court, said during a discussion on the draft National Health Bill here.

He favoured a food distribution system which does not discriminate between the tribal, SC/ST and other poor people and focusses on universal nutrition.

"We should not think about budgeting in the social sector. We can see that the resources are enough," he added.

N J Kurien, a former member of the Planning Commission, said, that public expenditure on health is just one per cent and 70 per cent of the medical care is given by unqualified medical practitioners.

Kadari Sundar belonging to SC community said Mr. Ashok came to the sub-station and manhandled him besides verbally abusing him in the name of his caste. –Staff Reporter

We a group of concerned academicians and activists belonging to the Kerala Feminist Network have come to know that Chithralekha, a Dalit woman who is making a living as an auto driver, has been harassed by the CITU and the police in Payyanur, Kannur District, Kerala, on 20th January 2010. It is also extremely disconcerting to note that while the general apathy of the police continue, the trade unions of the CPI (M) has resorted to other ways of demoralizing the struggle of a woman for just and equal, civil, political and human rights.

BACKGROUND

Chithralekha, a Dalit woman, from Payyanur in Kannur, Kerala, was one of the first woman auto drivers to enter a workplace dominated by men from higher castes. Right from the beginning there was a strong resistance to her and there was a three month delay in giving her a membership of the union. Later, when she went on to become an efficient and extremely popular auto rickshaw driver, the resistance against her took a violent turn. Soon she was subject to many acts of workplace harassment by her fellow auto drivers.
On one occasion, the hood of her auto was torn off, she was called derogatory caste names, and a fellow driver even tried to run her over with his vehicle. Chithralekha protested against this, lodging complaints with the police and even managing to get one of the workers arrested with the help of a local Dalit activist. In the course of her protest, she also brought to light the fact that her district and locality still practiced untouchability, albeit in modern forms. Once the issue went outside the purview of the local auto stand, the CITU and the local CPI (M) goons adopted a new tactic and started tarnishing her image with wide spread poster campaigns. Through these posters, Chithralekha was branded as a sexually loose woman, a woman who drinks, whose mother was a sex worker, who talks like a man, who does not listen and who does not know how to behave. With such a campaign, Chithralekha lost all support in the locality.

On December 30th, 2005, they burned down her auto, depriving her of her only source of livelihood. However, Chithralekha continued with her struggle and managed to procure a new auto through her association with various Dalit, Feminists and Citizen's initiatives in June 2008. Chithralekha had been slowly trying to get on with her life, though she and her husband were often being attacked in various ways by the local CITU. It was at this point that the current incident occurred.


THE CURRENT INCIDENT

On the morning of 20th January 2010, Chithralekha (along with her husband Shreeshanth) who was about to park her auto rickshaw in front of a medical shop, was asked to move her vehicle from the parking spot by one Mr Ramachandran who is an office bearer of the CITU auto rickshaw Union in Payyanur. When Chithralekha protested, an altercation followed between them and the CITU workers started beating her up. Soon, a police jeep arrived and bundled the couple into the vehicle. They were taken to the police station and severely beaten up. Later she was allowed to go without even registering
a case!! She has visible wounds all over her body and has had to go to the hospital twice after the incident. Moreover, she is unable to move out of her house or drive her auto as she is afraid of further violence. Shockingly there is very little media coverage of this issue and no local support available to her in defending against the attack.

In this context, we strongly demand the State Government to:

1. Take immediate steps to ensure the fundamental rights of Chithralekha to be able to work and live in her own native place, free of mental and physical torture.

2. Implement the provisions of the Vishakha Guidelines on Sexual Harassment at the Workplace for Chithralekha, an auto rickshaw driver.

3. Take stringent actions against the CITU workers and police officers on duty who inflicted violence on Chithralekha during the incident.

4. Constitute an Independent Judicial Commission to conduct thorough investigation into the whole issue

It is a shame that Indian Institute of Technology (IIT) Kanpur has decided to expel 38 students belonging mostly to Scheduled Caste (SC)/ Scheduled Tribe (ST) category. While the general thinking of Ministry of Human Resource Development (MHRD) is in the direction of relaxing the examination system so that a more conducive learning atmosphere can be created for students, it appears that IIT Kanpur has yet to come out of the paradigm in which academic performance is used to penalize students. Suicides among students are not very uncommon in IIT Kanpur and presently an unusually high number of students are receiving psychological counselling. The failure is not that of students but that of IIT system.
IIT Kanpur must withdraw the expulsion order of students and revamp its system so that the academic programme motivates students to learn and engage in engineering-related socially-useful work rather than go after non-engineering consumerist oriented jobs which are totally non-productive.

The Left Front Government of West Bengal blockaded on 26 January 1979 in the Marichjhanpi island of the Sundarbans,so that food and drinking water might not reach them. The purpose was to starve them to death. On 31st. January 1979 a group of starving refugees went to the Kumirmari Island to fetch food and drinking water. The police

force of Joyti Basu fired on them. Many of them were killed. This was the first massacre

by the Left Front Government, which the people were told to "nurse as a precious eyeball".
The skeleton tumbles out of the cupboard finally, and the people who witnessed the massacre
are finally coming out to tell the truth. Those who survived the massacre have declared
Marichjhanpi Day on 31st. January.

Nuclearisation of South Asia

Victory in East Pakistan made the Indian leaders euphoric and megalomaniac. They ventured upon an ambitious force modernization program and also conducted nuclear test in 1974 which impinged upon the security of Pakistan. It impelled Zulfiqar Ali Bhutto to lay the foundations of uranium enrichment plant at Kahuta on 31 July 1976 under Dr. AQ Khan. He pursued the nuclear option despite host of barricades built around him and for this act he was made a horrible example.

Late President Ziaul Haq took full advantage of the favorable phase of Pak-US close relations because of US high stakes in Afghan war and allowed the nuclear program to develop at Kahuta with speed. He announced in December 1982 that Pakistan had achieved the capability to enrich uranium. This miracle was brought about in six years in the face of total ban imposed by the West on transfer of nuclear technology or import of any part related to it.

To keep this sensitive project secret from the world was in itself a commendable effort on part of all those associated with it. By the time the western powers got the wind of it, the project had reached an advanced stage and there was no turning back. The significance of the feat becomes more distinguished and inestimable when one realises that this breakthrough was made by a third world country where even needles and ball bearings are not indigenously produced.     

Zia made several proposals to make South Asia free of nuclear weapons but India spurned all his offers. No sooner the Soviet troops withdrew from Afghanistan in 1989 and the threat of communism evaporated in the thin air, it brought about fundamental change in the policies of USA in South Asia. Pakistan lost its strategic significance and its nuclear program once again became an eyesore. 

In order to restrain Pakistan from pursuing its peaceful nuclear program, the US Administration stopped the flow of arms supply and economic aid through infamous Pressler Amendment in 1990. The US on becoming sole super power after the collapse of Soviet Union in 1991, sidelined Pakistan and took India on board. Taking advantage of growth of close ties with Washington and souring of Pak-US relations, India stepped up its propaganda campaign to convince Washington to declare Pakistan a terrorist and a nuclear proliferating state.

Obsessed by its security concerns and in anticipation to the fourth round, Pakistan strove hard to keep the widening military balance within limits. It was in the context of its extreme security concerns that Pakistan was forced to make its nuclear deterrence credible by conducting six successful nuclear tests on 28 May 1998 in response to Indian five tests on 12 May. These tests were undertaken in spite of extreme pressure put by the US and other world powers.

Even the Indo-Israeli axis exerted pressure by trying to put into action its long conceived plan of a surgical air strike from Srinagar airbase against Kahuta on the night of 27 May 1998. Vested groups within Pakistan did not lag behind in trying to discourage the leadership from giving a tit for tat response to India and strained their lungs asserting that such a venture would be suicidal for Pakistan. Irrespective of the colossal internal and external pressures, Pakistani nation stood like a rock and urged the government to go ahead with nuclear blasts whatever be the cost. Pakistan under Nawaz Sharif rose to the occasion and lived up to the expectations and aspirations of the nation.

Nuclearisation of Pakistan poured cold water on the aggressive designs of India. The US started to vainly exert pressure on Pakistan to sign CTBT unilaterally since India refused to do so. Pakistan also kept up with its missile development program which was initiated by Benazir Bhutto and produced series of short and medium range guided missiles much superior to Indian missiles.

 

Once Pakistan got caught on the wrong foot due to AQ Khan's confession obtained under duress in 2004, the Americans started exerting greater pressure and succeeded in not only penetrating into our sensitive areas but also collecting sensitive data like number of warheads and triggers and storage through aerial photography, infra red snaps and satellite triangulation. They succeeded in making our managers separate warheads from delivery means and from triggers and storing the three components separately, all under the pretext of safety and security.

 

Realising that it can no more blackmail Pakistan or wage an open war, India in connivance with USA, UK and Israel is now trying to achieve its sinister objectives through sabotage and subversion as well as psychological and cultural onslaughts. A vile Indo-US-Israeli campaign has been mounted expressing serious concerns about the safety of Pakistan's nuclear program. Irrespective of assurances given by Pakistani leaders, they keep stressing that nukes would be stolen by extremists or by officials working inside nuclear installations. In actuality, the trio is striving hard to steal Pak nukes through Blackwater. The US is least concerned about Indian nuclear program which has worst safe keeping record in the world because of numerous incidents of pilferage and smuggling of fissile material as well as accidents.    

 

Consequent to Indo-US civilian nuclear deal, output of India's 22 nuclear power reactors would jump to 10,000 megawatts by 2012 and manufacturing rate of nuclear bombs would leap to 40 per year. India has also inked nuclear deal with Russia, which has promised to set up 4 new reactors. India's agreement to place only 4 nuclear reactors under safeguards of IAEA by 2014 is inconsequential. In next five year time, it would be able to manufacture 200 additional nuclear bombs thereby doubling existing stock level. It is a purposeful move to pressurize Pakistan to do the same well knowing that US influenced IAEA has double standards when dealing with Muslim and non-Muslim countries. Indian lobby in USA succeeded in making Kerry Lugar aid bill for Pakistan harmful. Apart from other insulting conditions, the bill seeks freeze of Pak nuclear program.     

 

Despite achieving quantum jump in nuclear field, Indian leadership remains worried over Pakistan's nuclear capability. While Indian Army Chief Kapoor is threatening to wage war against Pakistan and China, on the other he and naval chief are fretting and sweating that Pakistan has exceeded minimum nuclear deterrence level and improved its nuclear capability.   

 

Blackwater outsourced by CIA and RAW is being used to create anarchy in major cities and to gain access to nukes. Reportedly, Blackwater has begun to make diagrammatical drawings and video films of nuclear installations as well as available routes.     

 

Pentagon had conducted a war game in 2000 in which it was brainstormed that whenever Indo-Pakistan war takes place and Pakistan Army is on the verge of throwing up its cards and is preparing its nukes, US Special Forces would swoop in to destroy them during the assembly of warheads and triggers or while on the move. Currently, the US is busy giving final touches to its sinister plan how to quietly extract Pakistan's nuclear teeth after giving heavy dozes of anesthesia. It is desperate to gain access to our nuclear arsenal under the garb of making it safe and secure from accidents, proliferation and theft. It wants its special marine force to create secure parameter around each site, or evolve a joint control system.

Notwithstanding that acquisition of nuclear and missile capability by Pakistan has greatly minimised the risk of war with India, however, it has earned Pakistan the perpetual hostility of India, Israel and USA in particular and western world in general since possession of nukes with a Muslim country is unacceptable to them. New ways are now being devised by our adversaries to denuclearise Pakistan without having to wage a war.
