Kolkata: As the Centre sanctioned environment clearance for the proposed nuclear power plant in Haripur in West Bengal, the Trinamool Congress on Thursday warned of resistance by the local people who it claimed were against the project.  "The people of the area will not allow such a project to come up. How can the Centre and the state government go ahead when they are fully aware of the people's opposition to the project?" Union minister of state for rural development Sisir Adhikary said."The villagers are prepared to resist land acquisition for the project as done in Nandigram," the Trinamool Congress leader said. The TMC-run local gram panchayat and Zilla Parishad in East Midnapore district, where Haripur is located, has written to the Centre, opposing the project on environmental grounds and due to "threat caused to livelihood of farmers", Adhikary said. "As far as we know there has been no environmental impact assessment study done in Haripur because the people there have not allowed any central team to enter the area. "How is it possible for the Union environment department to give the go ahead without hearing the local people?" he questioned. The Union minister of state for environment and forests Jairam Ramesh yesterday said the Centre has given a crucial environment clearance to the proposed nuclear plant in Haripur. (PTI) |

Jhargram rally: Mamata chooses small venue for big effect
At a time when Trinamool Congress chief Mamata Banerjee's wave is sweeping across Bengal, in the Maoist-affected Jhargram her party members had to choose the smallest ground with a huge contingent of security forces on guard for the much hyped rally to be held on Friday.
The party also faced difficulty in arranging transport for its supporters, as the villagers refused to lend their vehicles due to fear of Maoists.
The government had withdrawn Section 144 all the three districts of Bankura, West Midnapore and Purulia, only for tomorrow's rally.
The local Trinamool, however, decided on a smaller venue as they are apprehensive about filling it up with their supporters in view of the Maoist diktat banning local people from attending the rally. Anti-Banerjee posters have been pasted all over the walls in Jhargram a day before the rally. The posters condemn the Trinamool chief for her alleged false concerns about tribal development and accuses her of trying to stop the tribal agitation. One of the posters say: "Those who have insulted Chhatradhar Mahato have no place in the heart of the tribals".
"The Maoists are trying to stop people from coming to the rally. How can this happen in a democratic country. We have reports that activists of the People's Committee Against Police Atrocities (PCAPA) are threatening our supporters," said Suvendu Adhikary, Trinamool MP and its youth wing president. He has been entrusted to oversee preparations for the rally by the party chief. "However we are trying to convince people that they should not be afraid and attend the rally," he added.

| New Delhi, Jan. 14: The former Indian ambassador to the US, Ronen Sen, is believed to be the lead pick for the job of national security adviser (NSA), with M.K. Narayanan likely to be sent to a Raj Bhavan, most likely in Calcutta. For the record, top officials in the Prime Minister's Office (PMO) maintained silence on reports that Narayanan's exit was on the cards. Sources have indicated that two of Sen's service colleagues — Shyam Saran and Shiv Shankar Menon, both former foreign secretaries —are also in consideration but maintained that Sen's vast international experience and depth of confidence with UPA bosses made him a frontrunner. Saran is already the Prime Minister's special envoy on climate change, a heavy-duty beat on which he has developed expertise. Menon went into a rather clouded retirement over the alleged "bungling" in the drafting of the joint Indo-Pakistan statement at Sharm-al-Sheikh. Sen is said to enjoy the personal trust of both Prime Minister Manmohan Singh and Congress president Sonia Gandhi. He was made ambassador to Washington soon after the UPA came to power in 2004, and was asked by Prime Minister Singh to stay on as envoy beyond his term specifically in order to see his favourite project — the Indo-US nuclear deal — through. Sen returned home at the expiry of his extended Washington assignment in early April and has been in low-profile retirement since. All the same, the Prime Minister is believed to have constantly tapped him on key issues, the most recent being the groundwork for Bangladeshi Premier Sheikh Hasina's rousing India visit. Narayanan's departure from the NSA's office has been in the works for a while. Although he claims to have played a major role in negotiating the nuclear deal, the former IB boss is widely seen as purely an internal security man somewhat lacking perspective and vision on diplomatic and strategic matters. The decision on his new assignment as Bengal governor is likely to be announced shortly with the appointment on new governors for several key states, including Maharashtra, Punjab, Rajasthan, Andhra Pradesh and Assam. Since P. Chidambaram took over as home minister last winter, Narayanan's influence and utilities as an internal security expert appear to have steadily shrunk; Chidambaram has proved a big-plate home minister, leading the work agenda on everything from counter-terrorism to the Naxalite challenge. In the circumstances, sources said, the Prime Minister has been keen on appointing an NSA who is an experienced foreign policy hand plugged into his vision of India's growing role in the world. The gubernatorial vacancies may come handy in affording Narayanan a respectable exit. It is no surprise that all three men shortlisted for the NSA's job are top foreign policy hands. Sen, it has been argued, fits the bill better than the other two not only on account of his experience, which ranges from Soviet Russia to the present-day US, but also because of the trust he enjoys with the current establishment. |

The Maoists are not the only ones engaged in effecting a revolution in India. Another revolution too is taking place, through the proposed deus ex machina of the goods and services tax. Once this legislation enters the statute book, several provisions of Article 246 and the Seventh Schedule of the Constitution will be shown the door. It will be a revolution since the cataclysmic change will be brought about without the bother of a constitutional amendment. What is being done is part of the reforms considered integral to the grand process of economic liberation initiated in the 1990s. The aim was to usher in the capitalist era in the country. Capitalism flourishes in an ambience where the market is free and subject to a minimum of distractions and constraints. Paying taxes is a necessary evil, for the government has to maintain law and order and needs resources on that account. Capitalists would, however, like the tax system to be smooth and seamless: there should not be a multiplicity of taxes or a multiplicity of tax rates; plurality of taxing authorities is an equal nuisance. A federal financial structure is, not surprisingly, not the cup of tea for capitalist entrepreneurs. The Indian Constitution, however, made a stab at precisely that kind of a thing. Since the banking system is under full control of the Union government, thank heavens, there is a centralized monetary policy. In the fiscal arena, the regime for direct taxes is not so bad: the Centre collects the taxes on income accruing to both individuals and companies; it also decides on the rates structure for these categories. Excise on production too is mostly at the Centre's bidding. But the problem lies with indirect taxes, such as sales taxes. The Constitution has allocated the prerogative of imposing taxes on the sale of commodities to the states. Different states could set different rates of sales tax for the same commodity, and there could be varying schedules of rates for different commodities. Besides, each state might tend to have its own distinct modes of tax administrations. All this, entrepreneurs complained, amounted to fragmentation of the national market, which impeded development by affecting adversely the tempo of production and distribution. In this context, reference was constantly made to the example set by Europe. The European countries retain their separate political entities, but, to foster accelerated growth, they have gone ahead with economic integration, creating the common market, introducing a common currency and substituting national-level sales taxes by a value-added tax on commodities and services applicable uniformly to all countries belonging to the European Community. What Europe has done, the authorities over here have decided, India too must do. The first giant stride towards that direction was taken half a dozen years ago with the abolition of the system of state sales taxes and its substitution by a value-added tax with a schedule of standard rates enforceable in all the states; the tax rates were kept low to the delight of manufacturers and traders. Low tax rates, it was argued, encourages sales and therefore stimulates production and growth. Whether the hypothesis is right or wrong is yet to be seen. What, however, intrigued was the modality chosen to get rid of state sales taxation and introduce the value-added tax instead. Abolishing a tax that was inscribed in the Constitution as well as inserting a new tax instrument not hitherto mentioned in it should, on the face of it, necessitate a constitutional amendment. That route was not taken: the state governments were simply advised to amend their respective sales tax laws in a manner that would transform them into a regime of value-added tax. Whether this procedure was constitutionally valid was a question that was not seriously raised. No public litigation case got filed, neither did the judiciary choose to consider the matter suo motu. It has not hit them yet, the states are yet to realize what they have deprived themselves of by giving up their sovereign right to impose sales taxes. The states are now without any effective fiscal device to encourage investment within their territories. In the past, they could offer a tax holiday — either time-bound or indefinite — to lure entrepreneurs to come and be their guest. They can do so no longer. Practically the only incentive a state administration is now in a position to offer is the prospect of satisfactory economic infrastructure. Developing infrastructure, however, itself calls for huge investment funds. A relatively backward state suffers from a built-in disadvantage here. Because it is underdeveloped and poor, it lacks the resources necessary to set up an adequate economic infrastructure and is therefore unable to compete with the relatively more resourceful states in attracting investors. The Fiscal Responsibility and Budget Management Act, thrust upon them by the Centre, had already weakened the capability of the states, especially the poorer ones, to offer development subsidies or spend on social welfare measures. The deprivation of the tax incentive instrument is likely to cause a further setback and aggravate, inter alia, the trend towards widening regional inequalities. The goods and services tax might make things even worse. The states had till now little say in taxing services, barring a few items such as entertainments; the Constitution has by implication left this matter to the purview of the Centre. In the six decades since the Constitution came into place, the Indian economy has grown and grown and services have emerged as its fastest growing as well as the most important sector. When the Centre had persuaded the states to abandon sales taxation and adopt the uniformly enforced value-added tax, the bait offered was of their being allowed a liberal share from out of the burgeoning receipts accruing from the taxation of services. That assurance, it is claimed, is being fulfilled by the goods and services tax. The overriding reason for introducing this new tax measure is, nevertheless, to satisfy the demand of the entrepreneurial class for a seamless tax structure. The tax intends to bring all forms of indirect taxes and all commodities and services, under one umbrella. The jurisdictional division of fiscal powers between the Centre and the states will be wiped out; there will be a unified and uniform rates structure for the entire country. The tax administration too is proposed to be 'harmonized'. The schedule of tax rates is expected to be on the low-to-moderate side so as to add to the jollity of the capitalist order. The state governments have been fed on hopes that they will be net beneficiaries from the new fiscal arrangement. But nobody really knows how the cookie is going to crumble. One thing is however certain: it is bound to crumble in a way that will badly hurt the poor and backward states, if only for the reason that they have as yet few service activities taking place within their borders. And there is, of course, the very big issue of sidestepping the Constitution. The fiscal texture woven in Article 246 and the Seventh Schedule will be comprehensively destroyed with the legislation of the Goods and Services Tax Act. Is overhaul of such a major order valid in the absence of an amendment to the Constitution? The misgivings expressed at the time of the introduction of the value-added tax system need to be re-echoed. This is a matter which should have caused concern to savants in jurisprudence. But jurists are possibly less excited over fiscal issues than over human rights or environmental problems. Even so, whether a unitary fiscal framework is a sustainable proposition for a multi-party democracy like India is a question that will not fade away. For consider the total landscape that is fast emerging. Neo-liberal policies have yielded high gross domestic product growth, but have been accompanied by increasing income inequalities and acuter regional imbalances as well. Conventional political parties are seemingly unable to grasp the significance of these developments. The army is under the exclusive jurisdiction of the Centre. The so-called war on terror has again vested the central police and security personnel with immense power in the area of maintenance of law and order, nominally the responsibility of the states. Now a big effort is on to concentrate all fiscal and monetary powers in the hands of the Centre. It is a big country with a complexity of problems. True, China is bigger, but it has a regime under the total command of the communist party whose writ is enforced with cool efficiency all over the country. India, in contrast, has a pluralistic arrangement with dozens of parties and a Constitution allowing the right of uninhibited expression of views. A polity, featured by a highly centralized fiscal and monetary discipline as well as an extreme concentration of military and police power, has to grapple with the phenomenon of remorselessly growing horizontal and vertical inequalities. Such a system could be in constant danger of coming apart. Even if it does not come apart, it is likely to spawn big and small pockets of intense discontent that Maoist-kind of formations will lusciously take advantage of. | |

When an ambulance is desperate to reach a hospital with a dying man in it, only in Calcutta, political activists stop it and think nothing of letting the sick man suffer or even die. The cruellest part of the story is that such ugly, inhuman acts are hailed as signs of a vibrant political culture. On two consecutive days, bandhs and blockades by political parties showed how little Bengal's political class has changed. The bandh organized by the ruling Communist Party of India (Marxist) in South 24 Parganas also suggested that the comrades, humiliated in one election after another since last year's Lok Sabha polls, are incapable of learning any lessons whatsoever. In rejecting the Marxists in these polls, the people had expressed their anger not only at their government's many failures but also at their politics. The trouble is that the alternative— offered by Mamata Banerjee's Trinamul Congress — is proving to be more of the same. Ms Banerjee's loyalists apparently think that the surest way to beat the Marxists is to imitate their politics of bandhs and street battles.
Governments never learn, says an old adage, only the people do. If Bengal's political class will not learn, the people must. It is time that the people stood up and told the politicians to learn. Everyone now agrees that bandhs solve no problems. They have long ceased to be of any importance in terms of political symbolism. Worse, even the political parties know that bandhs and other forms of hold-ups are all a matter of flexing muscles. But, if the civil society is to raise its voice, it must steer clear of the partisan argument. It must draw a clear line between political loyalties and disruptive politics. It will not do to choose between the CPI(M) and the TMC in condemning the politics of bandhs. After all, such politics violates the basic freedoms of citizens. Political pluralism is an essential part of democracy, but it is time the people rose above their party preferences in order to condemn the attack on their freedoms and rights by self-seeking politicians. There are now signs that the political scene in Bengal may change at last. But a change of government will mean nothing unless it comes with a change in the political culture. Bengal needs a people's revolt to save itself from its politicians.

The longest annular solar eclipse of the millennium began at 11.06 a.m on Friday in Kanyakumari, Tamil Nadu, as thousands of people converged here to watch the celestial spectacle. There was total darkenss at noon in Thiruvananthapuram, Rameshwaram and that the ring of fire was a big draw.
Basu suffers multiple organ failure, sinking
Kolkata: Communist Party of India-Marxist patriarch Jyoti Basu suffered multi-organ failure on Friday and "is sinking and totally dependent on life support", an attending doctor said.
"It is a case of multi-organ failure. Three organs- lung, kidney and the haemo dynamic system - have failed and his heart is partially affected. His condition sank earlier, then stabilised. He is sinking again now," Dr Susruth Banerjee, a doctor on the medical board of AMRI Hospital where Basu was admitted on January 1 with pneumonia, said.
He said the 95-year-old former chief minister was now totally dependent on life support.
"His kidney is dependent on dialysis, lung on ventilation and haemo dynamic system on medicine," Dr Banerjee said.
He said Basu underwent dialysis for three hours on Friday and would also undergo it on Saturday.

Myths: What mythologies, cultures say about eclipses
World over different myths abound on the occurrence of eclipse. Here, we take a quick look at the lore surrounding the phenomenon of eclipse across different cultures and how celestials knocked out each other to score a point.
The Indian Myth
According to the Rig Veda, during the churning of the oceans by the demons and the Gods, Dhanvantri, the fountain-head of medicine, emerged with nectar. Every celestial was eager to have a share of the nectar. Though, Lord Vishnu got the nectar for the Gods, Rahu, a Navagraha, disguised himself as God, for a cup of the nectar. However, he was spotted by the sun and moon, who promptly informed Lord Vishnu. Overcome by fury, Lord Vishnu chopped off his head. However, Rahu gained immortality as he managed to sip the nectar. But he took revenge on sun and the moon, by periodically eating either of them.
The Chinese Myth
The Chinese believe that eclipse occurs whenever a dragon devours the sun or the moon. Apparently, to frighten the dragon, the Chinese beat pots and drums on this day. Referred to as 'Chih' in China, the day of occurrence is called a 'wu-wu' day. During the reign of Empress Tengwu-wu' day after two years and three months.
The African Myth
The Africans also share a myth, which is quite close to that held by Chinese. Apparently, they hold the belief that a snake from the ocean emerges on this day and grows so large that it heads towards the sky and devours the sun. Similar to Chinese, the Africans also claim to beat the drums to ward off the snake.
In the UK
In England, people revive memories of the great magician Merlin in King Arthur's court. He is believed to have been the keeper of secrets associated with the stars. Earlier, Merlin had predicted that Arthur would be crowned as a King. One day, when Merlin and King Arthur were having a hot debate, overcome with wrath, Merlin cursed the nation with a disaster, stating: "I will cover the sun with the colour of night and watch with glee your plight." And at the appointed hour, much to King Arthur's dismay, the moon eclipsed the sun.
In Greece
It is quite fascinating to unravel the myths held by the Greeks as their belief that the God of Light abandoned them for a short duration literally matches the phenomenol occurrence. In fact, the word eclipse originates from Greek, and it implies abandonment. It is said that Archilochus, a Greek poet, propounded the belief that 'Zeus', the father of Olympians, 'made' night at mid-day, hiding the light of the sun's rays.
Another interesting incident bears reference to the war of Peloponessiam, which lasted for 21 years. It is often said that Agathodes and his men experienced eclipse on the second day of their escape. The occurrence of eclipse at that juncture was taken as a sign from the Gods, as helping Agathodes and his men escape their enemies' wrath.
In Egypt
The Egyptian Pharaohs believed that they were representatives of the Sun God. During an eclipse, they walked around their temple hoping to maintain balance on earth.
Myths shrouding solar eclipse
The solar eclipse occurring on January 15, 2010, holds special significance as it is considered to be the longest eclipse in the 21st century. With duration of four-and-half-hours, between 11 a.m. and 3:30 p.m. the eclipse is visible across most parts of the country. Watching the eclipse assumes significance as it is a rare celestial occurrence. However, its significance is more often shrouded by myths relating to its occurrence.
Here, we aim to dispel myths relating to this phenomenon and make your eclipse-viewing an enjoyable and memorable experience.
Myth 1: You should not go out during the eclipse, as exposure to the rays of sun can make you go insane.
Fact: You can go out during the eclipse and the rays of sun felt on this day are the same as any other day, except that they are blocked by the moon, either partially or totally. The only precaution that you need to take is to view the sun through special filters and not through naked eyes.
Myth 2: You should not have food during the eclipse.
Fact: You can safely eat food during the eclipse and there is nothing that can interfere with the digestion process.
Myth 3: Pregnant women must stay indoors during eclipse as exposure to sun can affect the womb and the infant.
Fact: Pregnant women can safely travel during eclipse and undertake any sojourn but they must take care not to look up at the sun with naked eyes.
Myth 4: Eclipses are harbingers of calamities and epidemics.
Fact: A solar eclipse occurs when the moon comes in between the sun and the earth. So, there is no other natural disaster that is waiting to happen.
Myth 5: Pregnant women must not deliver babies during eclipse as the baby born on this day is bound to be affected by bad omen.
Fact: It is absolutely safe for pregnant women to deliver babies during eclipse and there is no bad omen that is waiting to pounce on the new born.

Trinamool Congress chief Mamata Banerjee today said she would talk to the Centre for a special development package for Maoist-hit region in West Bengal if the ultras laid down arms and agreed to a dialogue.
"I will talk to the Centre and ensure that a special development package for Maoist-hit region is granted, provided you (Maoists) come forward for a dialogue by giving up arms," Banerjee told a public rally in Jhargram, a Naxal-hit area near Lalgarh in troubled West Midnapore district where the Peoples Committee Against Police Atrocities (PCAPA) called a boycott against the meeting.
Banerjee, who had recently come down hard on Maoists and alleged that the rebels and the CPI(M) were two sides of the same coin, said, "If you are really interested in development I am appealing to you with folded hands that if you really have no link with the CPI(M) then lay down guns and sit for talks."
Giving the rebels seven-day time to decide on the matter, Banerjee said, "Tell me what kind of development you want -- railway connectivity, jobs, schools, roads, water supply, withdrawal of joint forces, honour for women and restoration of peace in Jangalmahal?"
She also asked the Maoists to name the place and the people or group with whom they wished to talk. "You need not talk to me. If do not wish to talk to Chidambaram, you can name the people you want to talk to."

The National Fishworkers' Forum (NFF) on Thursday alleged that the Union Environment Ministry has given clearance for the proposed nuclear power project at Haripur in East Midnapore without conducting any Environment Impact Assessment (EIA) study. The EIA study is mandatory before giving green signal to any project. The NFF has been carrying out campaigns in the area since December to mobilise local people against the proposed nuclear plant.
General Secretary of NFF Rambhau Patil said Prime Minister Manmohan Singh had signed the power project in December 2008 against the will of the people of the proposed area. The land for the project has been given by the Left Front government in the state.
Speaking at a function to release 'Annual Status of Education Report' of NGO Pratham, Nilekani said that UIDAI wants to use technology for better delivery in education. He said the attendance of teachers could be monitored by their IDs which will bear their biometric impression.
Similarly, institutions can be given IDs, thereby helping the government to have a money tracking system for them. Nilekani said UIDAI wants to provide IDs to 200 million children in the next five years. He asked Pratham to be associated in this drive. The report portrays a poor picture of level of competence of children in schools in rural India.
Union Home Minister P Chidambaram said that it would take another two to three years to curb the Maoist menace.
He expressed concern over the situation in the Maoist infested areas in the eastern region and said that despite the deployment of the paramilitary forces, the State governments have failed to contain the movement of the Maoists.
"It will take around two to three years to contain Maoist menace. What we are doing now is to get out of the mode of denial and engage Maoists and take resolute measures to tackle the menace of Maoists. That has just begun. It will take two to three years to contain the Maoists," said Chidambaram.
On the developments in the northeastern states, Chidambaram noted that as far as militancy of ULFA is concerned the government has made significant gains.
Railway Minister Mamata Banerjee Friday urged the Maoists to shun violence and join the mainstream of society, offering to take up the responsibility to facilitate talks between the rebels and the government.
"I asked the rebels to shun firearms and participate in the democratic process. They should join the mainstream. If they (Maoists) want, I can take the responsibility to mediate the talks between them and the central government," she said at a political rally at Jhargram sub-division of West Midnapore district, about 165 km from here.
"We don't support violence. But if anybody has anything to say, they can speak to us. We will try to facilitate their problem democratically and carry forward their message to the union government and the person concerned in the respective ministry," Banerjee said.
She urged the villagers of West Bengal's Maoist affected districts not to be scared and put up "mass resistance" against the rebels who are triggering violence in the region.
"I request all the villagers not to be scared of the armed Maoists. I urged them to come forward and put up a mass resistance to stop the violence." Banerje said
The Trinamool Congress chief said her party will also hold political rallies in the Maoist belts in the coming days to restore peace in the region.
"I believe in development. If I get a chance to come to power in the state, I will set up industries in the western districts (Bankura, Purulia and West Midnapore)," the minister declared.
She also promised to run daily two local trains from Medinipur station to Jhargram.
"I will introduce two new local trains between West Midnapore and Jhargram by March this year, if I am allowed to run that. I will wait for next seven days and during that time if I get a green signal, I will start working on the project," she said.
5 CMPF Battalions for Orissa to fight Maoist Menace
Wednesday, 13 January 2010 20:55Bhubaneswar: Breaking News! The Centre has decided to provide five more Central Paramilitary Force (CPMF) battalions to Orissa to fight the Maoist menace. The central forces will undertake the anti-Naxalite operation in the state.
Orissa is one of the worst-affected states of Naxal violence, mainly on its borders with Jharkhand, Chhatishgarh, West Bengal and Andhra Pradesh. The decision to provide more troops to Orissa, was taken at a high level meeting attended by Orissa Home Secretary and state DGP.
The state had been demanding at least seven battalion of CPMF for six months. Orissa Chief Minister Naveen Patnaik had already raised the issue with Prime Minister Dr. Manmohan Singh and Home Minister P Chidambaram.

West Bengal to ask extra forces for combating ultra left extremists
The West Bengal government will press for additional central forces for combating the ultra left extremist activities in the State, Chief Secretary A.M. Chakraborti said.
Talking to journalists at the secretariat on the eve of his departure to New Delhi for a meeting with the Centre on the Maoist menace, he said : "We will talk about additional forces as well as a few other things—I will say a few more things."
On the need for a joint operation with the three other States affected by Maoist activity, he said : "West Bengal Orissa, Jharkhand and Chattisgarh have a common corridor through which joint action could be conducted. No State can eradicate the menace in isolation."
Responding to queries on Railway minister Mamata Banerjee's demands to press the Army to combat the Maoists, Mr. Chakraborti said that this is a matter that will have to be deliberated and decided upon jointly by the respective State government and the Centre.

Chhattisgarh to beef up security in Maoist-hit areas
Raipur, Jan 11 : Chhattisgarh will focus on strengthening security and building infrastructure in Maoist-hit areas to maintain law and order, Governor E.S.L. Narasimhan said Monday.
"The state government is making continuous efforts to increase security forces and develop necessary infrastructure, particularly in the Maoist-affected areas, to effectively maintain law and order," he told the state assembly on the opening day of the budget session.
Amid thumping of desks by ruling Bharatiya Janata Party (BJP) legislators, Narasimhan said the state government has sanctioned 23 new police stations for leftist violence-hit areas and four outposts have been upgraded to regular police stations.
"Let's hope that the New Year will bring an end to the Maoist menace and lead to re-construction of the affected areas," the governor said.
Kishenji will be arrested very soon: DGP
Kolkata, Jan 13 (PTI) West Bengal police chief today said Maoist leader Kishenji would be arrested very soon.
"We have got a fair idea of the whereabouts of elusive Kishenji and very soon he would be arrested," Director General of Police Bhupinder Singh told reporters at the N S C Bose International Airport here.
Singh said there was no question of disbanding the combined security forces fighting the Maoists in Lalgarh area of West Midnapore district, instead they would be further strengthened.
The DGP was talking to reporters after returning from New Delhi where he attended the meeting on Left wing extremism called by the Union Home Secretary G K Pillai attended by the chief secretaries and DGPs of nine states affected by Maoist menace.

Welcoming the return of a section of Naxalites to main stream politics, Trinamool Congress leader Mamata Banerjee today said the role reversal would strengthen the democratic system in the country.
"A section of Naxalites in West Bengal has shunned violence and joined main stream politics by reposing their faith in democracy. This is a good sign for strengthening the democracy in the country," the Railway Minister said.
Admitting that many former Naxalites are with the Trinamool Congress, she said, "they have worked with us whole heartedly during the last Lok Sabha elections."
People like Purnendu Bose, Dola Sen, Pradeep Banerjee and many more former Naxalites are very much with us and we welcome their return to democratic politics, she said.
Asked since when these Naxalites are with Trinamool Congress, she said, "it all started during the Singur agitation. They came forward and supported us.
Top Maoist Sabyasachi Panda's wife held
Mili, married to the dreaded Maoist leader since 1997, is believed to an active member of the Vamsadhara unit of the outlawed CPI (Maoist). She is understood to be in charge of fund raising for the Vamsadhara dalam led by her husband.
Sabyasachi is leading the Maoist movement in Orissa and had masterminded the daring missions such as 2007 attack on police establishments in Nayagarh town. At least 13 policemen were killed in the incident. He also allegedly killed 38 greyhounds of Andhra Pradesh in Balimela reservoir in the same year.
Sabyasachi is also said to be behind the sensational killing of senior VHP leader Swami Laxmananand Saraswati at his latter's ashram at Jalesapeta in Kandhamal district on August 23 last year.
The top Maoist married Mili, a native of Nimapara, nearly 60 km from here, in 1997. Mili went underground since her marriage.
Incidentally, her mother Jyotsna Das is the local leader of the ruling Biju Janata Dal and has been elected as a councilor in the Nimapara Notified Area Council.
Sources said she was arrested by a team of Special Operation Group, a dedicated force of Orissa police engaged in anti-Maoist operations, from a house at Palaspalli, a posh locality close to Chief Minister Naveen Patnaik's residence here.
A laptop, several CDs, an undisclosed amount of cash and maps of some important localities having vital installations and incriminating documents have reportedly been recovered from the lady.
Immediately after her arrest, Subhashree was reportedly taken to the Mahila police station here immediately under heavy police escort and then whisked away in police vehicles to an unknown place for interrogation.
Police sources said she may be produced before the court on Saturday to seek remand in police for a few days.
"She is a prize catch. Her arrest is a severe jolt to the Maoist movement in Orissa," a senior police, requesting anonymity, told "The ET".
Siddhartha Panda, brother of the dreaded Maoist leader, however said the couple had snapped links with their respective families since long. Siddhartha, a native of Nayagarh, is a local BJD leader.
The National Fishwoker Forum (NFF) lamented that the Union Environment ministry has given the clearance for the proposed nuclear plant at Haripur in East Midnapore, West Bengal. While in Kolkatta, Union minister for Environment and Forest Jairam Ramesh, who had a meeting with Chief Minister Buddhadeb Bhattacharjee at the Writers' Building, declared this on Wednesday, 13th January 2010.
NFF action chairman Matanhy Saldanha and general secretary Rambhau Patil recalled that only two days prior to this clearance, they had organized a dharna on January 11 and 12, 2010, in Jantar Mantar, Delhi demanding to bring to a halt this project, amongst other demands.
Though a delegation of NFF had fixed a meeting with Jairam Ramesh to appraise him of the negative impacts of Haripur project on the people, especially fishworkers, they deplored that they could not meet him due to his trip to West Bengal and other schedules.
They said that NFF joins hands with the Haripur Paramanu Vidyut Prakalpa Prathirodh Andolan (Haripur nuclear power plant resistance movement) in condemning and challenging this decision of the MoEF, in granting environmental clearance to the Haripur Nuclear Power Project. They said that this is not only against the spirit of consulting the affected people, but also against all norms of environmental clearance where this project has been cleared despite the fact that no public hearing was held at the site.
They said that on November 18, 2006, when a team led by S.K.Jain of Nuclear Power Corporation of India Ltd (NPCIL), tried to visit Haripiur to locate the site for setting up a nuclear power plant in the area, people of Haripur resisted and stopped them from entering into the area and clearly told the team that they do not want any nuclear power plant.
Since then people of Haripur have been continuously resisting this project. Both Central govt. and State govt. of West Bengal are also aware of the fact that people of the proposed site are protesting and demanding the government not to set up the nuclear plant in the area. Independent studies have been brought to the notice of the governments that have clearly pointed at the negative impact of a nuclear power plant on environment and livelihood of thousands of fishworkers and agricultural workers of Haripur and nearby areas.
They said that NFF position is strengthened by the statement of the District Magistrate Ms. C.D. Lama, who told the media on 13th January that "We have no inkling about plans to procure land for the project". This clearly shows how much the MoEF and the state government have overlooked the local realities in granting clearance to the project.
Now the project has been given clearance without even identifying land for it or conducting any Environment Impact Assessment study (mandatory for Environmental clearance). It should be remembered here that in 2009, Prime Minister Dr Manmohan Singh had signed the agreement on the power plant project against the will of people of the proposed site, they added.
According to Debasis Shyamal, convenor of Haripur Paramanu Vidyut Prakalpa Prathirodh Andolan and National EC member of NFF: "the UPA Government, its allies and the left front Government in West Bengal will pay a heavy price for this fraud on the people of Haripur". He said the movement will demand the procedural documents involved in giving this faulty clearance to the project.
"We do not want another Nandigram or Singur in West Bengal and it is our humble request to the Central and state governments to desist from going ahead with the project" added Debasis.
Haripur nuclear Power Plant Resistance movement was initiated by the fishworkers and agricultural workers of Haripur with active support from NFF and its constituent union in West Bengal – Dakshinbanga Matsyajibi Forum (DBF).

According to sources, Mamata told Prime Minister Manmohan Singh about this on Tuesday when she met him during a Cabinet meeting. She is believed to have told Singh that she would like him to rest his trust on her rather than on Bhattacharjee.
While Mamata has no plans of pulling out of the ruling alliance or resigning from the Cabinet, she has decided to register her protest by boycotting two important functions that the PM will be attending in Kolkata on January 16, since the CM will also be present in them — to celebrate 150 years of St Xavier's College and a Union culture ministry function at the Science City auditorium. Mamata has told the PM that she will not be attending the functions because the West Bengal CM will be present there.
Mamata's displeasure started with Singh asking the CM to accompany him in his car on way to the hospital to see ailing CPM leader Jyoti Basu, during his Kolkata visit last week. Mamata's contention is that despite her presence in Kolkata on the day, the PMO did not inform her about the PM's visit and hence she could not be present to receive him at the airport.
The TMC leader has been complaining against the ongoing political violence in Bengal, where she claims that "CPM cadres are killing Trinamool workers everyday" and hence the Bengal government does not deserve to be treated in accordance with the same constitutional status as other state governments.

On UPA Government Trust Vote in Lok Sabha 2008
Speaking soon after the UPA won the trust vote, Chidambaram said, "This government has an absolute majority even in a full house. We had a clear majority amongst the members present and voting. This number gives us a confidence to go forward. On early elections
On July 9, Chidambaram dismissed possibility of early general elections. "These are all hypothetical questions, elections will take place according to the schedule in April, May 2009", he said. He said that the Government will speed up reforms that could see passage of bills, including the insurance legislation and that the process will speed up post Lefts withdrawal from the UPA Government.

Re-election in 2009 Indian Elections
Chidambaram defeated Raja Kannappan of AIADMK by 3,354 votes in Sivaganga Parliamentary Constituency in the 2009 Indian Parliamentary Elections. Chidambaram was trailing for most part of the election counting phase right from the morning. Infact reports are out that he lost the election and that the Congress will still have him as the Home Minister even if he lost the election. However by evening, the situation turned in favor of Chidambaram gained some lead and later zoomed to win the election.

Villagers hold Posco officials hostage | ||

Bhubaneswar, Jan. 14: Agitators opposing setting up of a steel plant by South Korean giant Posco today took hostage four Posco officials who were carrying out a survey near the proposed project site. The incident took place around 2pm at a village near Dhinkia of Kujang block in Jagatsinghpur district. The district police are trying to negotiate their release from agitators protesting under the banner of the Posco Pratirodh Sangram Samiti. Sub-divisional police officer of Paradip Shantanu Das said that the officials were led by some 12 to 15 locals into the interiors of the village where they were kept hostage. "We are trying to hold talks with activists for the release of officials and are expecting positive results," said Das. Those taken hostage include Arun Mohapatra, Prashant Rout, Nihar Das and Debasish Swain. The officials were held hostage as they deliberately entered the "restricted" area, said samiti president Abhay Sahu. "The state government said that there would be no land acquisition in Dhinkia and Gobindpur. So why did the officials come here?" asked Sahu. "There will be no negotiation. We will not allow any company official inside this area. We will continue to take officials hostage in future if they try to venture into this restricted zone," said Sahu. "A visit to villages was a very routine affair as our employees cover the project-affected villages daily. Pilgrim stampede kills seven | ||

Kakdwip, Jan. 14: Six elderly women and a child died in a stampede at Kakdwip this morning, crushed by other pilgrims hurrying to board a Sagar-island-bound ferry for the Sankranti holy dip at the auspicious hour. All the victims were from outside Bengal and among the 6.5 lakh people who visited Ganga Sagar this year. According to witnesses, the stampede happened around 4.30am when thousands of pilgrims started jostling to board a ferry at Jetty 3 in Kakdwip, about 120km from Calcutta. The vessel was to take them to Kachuberia on the Sagar island, an hour's journey. A sadhu said the rush was because the holy dip was to start soon after. "The dip was to start from 4.47am and go on till 7.59am. The pilgrims were in a hurry to reach Sagar before the deadline expired," said Himanshu Smirti Tirtha. Santosh Giri, whose three-year-old son Aditya died, said: "We had been waiting at Jetty 3 from 4am to board the ferry. But there was a sudden rush among the pilgrims once the launch arrived at 4.30 to take us to Kachuberia. I saw dozens of pilgrims falling on my child who was holding my wife Mamata's hand. One of the pilgrims also fell on me when I tried to rescue them." The 42-year-old man, who works as a havildar in the army and is based in Bihar's Samastipur, said though he escaped with minor injuries because of "my strong built", his "dream of a happy home was smashed". "I paid a heavy price for coming on this pilgrimage. My son is no more and my wife is fighting for life with multiple injuries," he said, standing near the jetty. The women who died were Amjaria Devi, 75 and Kishori Devi, 52, from Uttar Pradesh, Rukmini Devi, 75, Meena Devi, 52, and Sarabati Devi, 70, from Haryana. The body of one woman is yet to be identified, police said. The government has ordered a probe to ascertain if there was any lapse on the part of the administration. "We have ordered a probe into the stampede," chief secretary Asok Mohan Chakrabarti said at Writers' Buildings. The injured were admitted to the Diamond Harbour sub-divisional hospital. Some were brought to Calcutta late in the afternoon. Today's accident was the second in two days in which pilgrims died. Yesterday, a dozing driver rammed a bus carrying Ganga Sagar pilgrims bent on making it to Calcutta by morning into a stationary truck on Durgapur Expressway, killing eight people. Khalil Ahmed, the South 24-Parganas district magistrate who accompanied Srikumar Mukherjee, the minister of state for disaster management to the spot, gave a different version. He said the stampede happened when a bamboo barricade gave way. "People started falling on each other when the barricade fell leading to the stampede," he said. |
Inflation puts all on rate alert | |

New Delhi, Jan. 14: Inflation jumped to 7.31 per cent in December from just 4.78 per cent a month ago on higher food prices, raising the possibility of an RBI clampdown on an easy credit regime. Already, inflation has crossed the RBI's forecast of 6.5 per cent by the end of this fiscal, and the government is being attacked from all quarters for its inability to tackle the situation. "The current inflation trajectory suggests it is likely to rise above 8 per cent in January and inch closer to double-digits by March. We expect liquidity withdrawal measures and policy rate hikes to start this month," Sonal Varma, economist with Nomura, said. Trade union leaders in their pre-budget meeting with finance minister Pranab Mukherjee told the government to control the price rise. Union leaders said they had planned nationwide protests on March 5 against the price rise. "Given the risk of excess liquidity feeding through to asset and general prices, we expect the Reserve Bank to begin withdrawing liquidity through the cash reserve ratio (CRR) and to hike interest rates gradually," Tushar Poddar of Goldman Sachs said. Sugar prices rose 54 per cent in December from a year ago. The sweetener is selling at nearly Rs 50 a kg in the retail market. Potato prices, too, have more than doubled, while pulses were costlier by over 40 per cent. Overall, vegetables and cereal prices were up nearly 40 and 13 per cent, respectively. "There is a concern that with food price rising, it will push up overall inflation. Moreover, there is a liquidity overhang in the system and dollar flow from foreign institutional investors have picked up. So the RBI may hike the CRR," Rupa Rege Nitsure, chief economist at the Bank of Baroda, said. The RBI, as part of its response to the global financial crisis, had reduced the CRR five times between October 2008 and January last year to 5 per cent from 9 per cent. Two days back, China had increased its reserve requirements to put the lid on an economy that is on the verge of overheating. Kaushal Sampat, chief operating officer of Dun & Bradstreet, said global fuel prices would put considerable upward pressure on prices. "Monetary action might be warranted to restrain any demand side pressures in the wake of excess liquidity in the system." | |

Indian arm may benefit if Google exits China
Google may or may not exit from China. However, if it does so, observers and analysts say that the senior management of the $22-billion search giant will increase the company's focus on other digital powerhouses in the Asia-Pacific region. India will emerge as a huge beneficiary, they believe.
The country has comparatively fewer internet connections but is the second-largest mobile market in the world after China. And, the internet is being increasingly accessed on mobiles. India and China together account for over 1.2 billion mobiles of the 4.6 billion global mobile users. The US and Russia follow with just around 500 million cellphones.
Moreover, the Asia-Pacific region, according to a recent ComScore report, has seen significant growth in 2009 - increasing 22 per cent to nearly 500 million unique visitors to internet sites, with most individual countries in the region experiencing double-digit growth rates. China, Japan and India are fuelling growth in the region, states the report.
Google's decision on China traces back to founders
"India obviously stands very high in terms of priority for global services companies, including Google and Microsoft. A strong and vibrant democracy, ease of doing business and robust legal systems will continue to offer India an edge over China for a long time. India will continue to be a destination of choice for global businesses, especially on knowledge proliferation and copyright protection dimension," says Kapil Dev Singh, country manager, IDC India. He, however, adds: "Google's decision to move out of China, if and when it happens and what final form it takes, will not be an easy call, at least, from the demand point of view."
Cyber expert Vijay Mukhi says the Indian government also has strong IT laws (especially the amendments to the IT Act, 2000, after the 26/11 terrorist attack. "It surely does not have hackers on its payroll. Besides, though we do not have many internet users, our mobile user strength is good enough and falls short only when compared with that of China," he adds.
Google's possible pullout a boost to China rival
A Google India spokesperson declined to comment on the issue. "We can't comment on anything now. It's too premature to talk about the issue. Anything can happen," the spokesperson said.
But there's a huge gap, too
Meanwhile, experts and reports simultaneously note that the gulf between internet users in India and China is still very huge. "China is too big a market to ignore for a company like Google," says Diptarup Chakraborti, principal research analyst, Gartner. India, he points out, has many mobiles (506.04 million, according to Trai November 2009 figures), but very few internet users (around 80 million users, of which just 35-40 million are active users).
Google could find new road in China
Google makes nearly 95 per cent of its revenue from search advertising. Only about two million people, however, heavily rely on mobile internet services in India, reveals a recent study conducted by the Internet & Mobile Association of India (IAMAI). These are known as 'active' users, or those who access the internet at least once a month.
IAMAI data also reveal that about 27 per cent of all mobile phones - which translates into 136 million people - have an internet-ready mobile device. Further, out of this number, only 9.4 per cent (around 13 million users) have used the internet over their mobile phones ever in this year. Finally, the number goes down to the mentioned two million, or 17 per cent, when it comes to active users. IAMAI, however, believes there will be 50 million mobile internet users in India by 2014.
Google's China threat is a rare show of defiance
In terms of demographics, 70 per cent of the mobile internet active users are in the 18-35 year group. People mostly rely on chatting and social networking (60 per cent), and conduct information search (23 per cent).
On the other hand, China's internet user number reached 338 million by the end of June 2009 (much over 350 million at present), according to the China Internet Network Information Center (CNNIC). Much of the traffic has been driven by 3G services (auctions are yet to take place in India).
The report reveals that most Chinese mobile internet users are 10- to 29-year-old youth. These young people use mobile internet primarily for messaging, which ranks No 1 among all mobile internet services. Next to it are mobile searching and music downloads. Usage ratio for mobile internet games, mobile e-mails and mobile community networks are still quite low in China.
Broadband coverage not broad enough
Broadband is another sore area. Over the past five years, according to the International Telecommunication Union (ITU), the total number of fixed broadband subscribers has grown more than threefold - from about 150 million in 2004 to almost 500 million by the end of 2009. In 2008, China overtook the US as the largest fixed broadband market in the world.
At the end of 2008, China's fixed broadband penetration was 6.2 subscribers per 100 inhabitants - the highest of any low- or lower-middle-income economy in Asia and the Pacific. In contrast, India has around 7.6 million broadband users till date.
Search remains the cornerstone of Google's top line in India too, and online ads, which are displayed alongside the keyword searches by individual users, continue to account for a bulk of its revenues. However, the search giant has tweaked its strategy to work in India.
For instance, it has three broad target segments in the country - individual users, advertisers and enterprises - with a mix of online, offline and mobile offerings, as the situation demands.
Moreover, realising that its play in India cannot be complete without a mobile strategy, Google went about making search available on mobile phones, too. And, realising that the number of internet-enabled mobile phones is still small, Google launched an SMS-based search, which can give users information on various topics, including local business listing, the status of flight and train bookings, stock quotes and horoscopes.
Last, but not the least, for those who rely only on voice, Google has devised a phone search that involves an interactive voice response facility that throws up the results accordingly.
Army tries to shield morale from scam Chief's focus on image | ||

New Delhi, Jan. 14: Army chief Gen. Deepak Kapoor today admitted he was concerned about keeping the morale of his soldiers high after a probe found four generals culpable for unethical links with a Siliguri-based realtor. Tomorrow is the 62nd Army Day, when the force demonstrates its might, showcases its fighting arms and soldiers and presents itself as the ultimate saviour should the country be in distress. But the shadow of the Sukna land-transfer row has singed the very top in army headquarters with the chief having been forced to initiate punishment proceedings against his senior-most aide, military secretary Lt Gen. Avadesh Prakash. "I will take all measures to ensure that the image of the Indian Army keeps high. Media need to be objective when issues of national security and national interest are involved," the chief said. The army's image was important because "in other organisations, (employees are) given remuneration but here in the army, we demand blood at the time of going into action and so our culture and ethos have to be at a high level." Referring to the row on his own before taking questions from the media, Gen. Kapoor said he was now in the position of a judge who was examining a case and commenting in public would be tantamount to pre-judging the case. "I have received inputs from the court of inquiry, recommendations of the Eastern Army Commander and legal advice from the adjutant general. "After due deliberation and analysis, a set of directions has been issued. As the disciplinary proceedings are on, it will not be proper for me to comment. You have to bear in mind that the case was started by the army itself. The armed forces take expeditious and judicious action. It is part of my responsibility to give justice that is fair depending on the facts and merits of the case," he said. But the general did say that he was worried about the army's image and took a question on whether the row had led to a rift between him and the Eastern Army Commander, Lt Gen. V.K. Singh, who is likely to be his successor. There cannot be a rift, he said, because the armed forces are hierarchical. There cannot be a rift between a junior and his commanding officer like "there can be one between two classmates", he said. The Eastern Army Commander had recommended the termination of services of the military secretary after the court of inquiry convened by him described the chief's aide as an "influencing factor" and detailed his actions. The army chief has so far asked the military secretary, Lt Gen. Avadhesh Prakash, to explain himself. Gen. Prakash is currently on leave. He is due to retire on January 31. Gen. Kapoor said the Indian Army was 1.1 million strong. "There will invariably be individual cases of misdemeanour, aberrations. But it is the overall perspective that matters. Such aspects dent the image but they have to be seen as aberrations that have to be corrected to maintain the image." Gen. Kapoor said he would deliver "justice that is not swayed by extraneous considerations be it personal bias or media pressure or whatever". Action will be taken in accordance with the Army Act 1950 and the army rules. |

However, the party expects senior functionaries to behave like Marxists, that is believe in no religion. Today's attempt by Karat to "clarify" the party's stand on religion comes in the wake of K.S. Manoj, a former party MP from Kerala, quitting the CPM recently. Manoj, a practising Christian and doctor, had left the party blaming the CPM's "rectification document" that apparently barred party members from participating in religious ceremonies. Karat said the rectification document did not prohibit leading functionaries from taking part in religious ceremonies. However, they should not personally organise religious ceremonies and conduct rituals. "The party expects them to behave like Marxists, both in their public and private life," said Karat, defining a Marxist in his statement, titled "CPI(M), Rectification and Religion", as somebody who is necessarily an atheist. The statement, issued to clear a perception that the CPM is anti-religion, suggests that mere party members can practise religion but they need to conform to Marxism to rise in the hierarchy. Last year, CPM's Kerala unit member A.P. Abdullakutty had also pointed at the party's attitude towards religion as a reason for leaving the party. Abdullakutty, now a Congress MP, had alleged that he was pulled up for embarking on a pilgrimage to Mecca and attending Id prayers. Karat cited the rectification document that has a separate set of guidelines for party members and for higher functionaries/elected representatives. The guidelines were first spelt out in 1996. The current rectification document will be tabled at the party's central committee meeting from January 27 to 29 in Calcutta. However, some party leaders fear that assertions by the two young leaders can strengthen perceptions that the CPM is anti-religion and further erode its electoral base, especially among minorities. Karat's statement sought to address such concerns. He said "well-meaning religious leaders have asked the party if this is a decision taken to exclude believers from the party". "In the present Indian conditions, the CPM is not fighting religion but communalism based on religious identity. The CPM is a consistent advocate of the rights of religious minorities," said Karat, trying to allay the fears of the CPM's allies and minority voters. He added that some CPM members — from the working class, the peasantry and other sections — go to temples, mosques or churches to pray. "The CPM does not bar people having religious faith from joining the party. The only condition for membership is acceptance of the party programme, the constitution and the willingness to work under party discipline in an organisational unit of the party," Karat said. "The CPM has no hesitation to join hands with believers and those religious leaders who espouse the cause of the poor or act in defence of the rights of the working people," he added. |
