    Prabhash Joshi (Hindi: प्रभाष जोशी) (born on 15 July 1936) is a noted figure in Indian print media. He is a well known writer and political analyst. Prabhash Joshi is the founder editor of Hindi daily Jansatta a publication of the Indian Express Group [1]. He is still serving as the consulting editor of Jansatta and regularly writes articles for this and other newspapers. He is also famous for his writings on cricket. Prabhash Joshi is a popular television commentator and mainly invited for his views and comments on national politics during the Lok Sabha (lower house of the Parliament of India) or Vidhan Sabha (Legislative Assembly of an Indian state) elections.

    Prabhash Joshi has been writing a Sunday column for Jansatta entitled "Kagad-Kare" over the last many years. Recently he has started writing a weekly column entitled "Aughat-Ghat" for Tehelka Hindi [2].

    Prabhash Joshi's son Sopan Joshi is the managing editor of the Down To Earth magazine.

    The Sahitya Akademi (साहित्य अकादमी), India's National Academy of Letters, is an organisation dedicated to the promotion of literature in the languages of India. Founded on March 12, 1954, it is supported by, though independent of, the Indian government.

    The Sahitya Akademi organises national and regional workshops and seminars; provides research and travel grants to authors; publishes books and journals, including the Encyclopaedia of Indian Literature; and presents the annual Sahitya Akademi Award of Rs. 50,000 (approx. USD 1,100) in each of the 22 languages it supports. The Sahitya Akademi Library is one of the largest multi-lingual libraries in India, with a rich collection of books on literature and allied subjects. It also publishes two bimonthly literary journals -- Indian Literature in English and Samkaleen Bharatiya Sahitya in Hindi.

    Vulgarism

    "Vulgarism" (also called scurrility) derives from Latin vulgus, the "mean folk", and has carried into English its original connotations linking it with the low and coarse motivations that were supposed to be naturally endemic to the meaner classes, who were not moved by higher motives like fame for posterity and honor among peers—motives that were alleged to move the literate classes. Thus the concept of vulgarism carries cultural freight from the outset, and from some social and religious perspectives it does not genuinely exist, or—and perhaps this amounts to the same thing—ought not to exist.

    In Medieval times, "vulgar" referred to texts written in a vernacular instead of Latin, which was the standard language of literature, science, and theology at the time. During Late Antiquity "vulgar Latin" was used to refer to the vernacular dialects that sprang from Latin across the Roman Empire—the predecessors of the modern Romance languages.

    The major step in the liberation of academia from Latin was the Protestant Reformation which advocated giving Mass and reading from the Bible in vulgar languages. Following in the footsteps of the Reformation, some proponents of the scientific revolution began to establish the precedent for writing in vulgar. However, as understanding of one or more the classical languages had been a commonality among the educated in the Western World, this switch to the vulgar also had the effect of limiting the accessibility of texts. Scholars who did not share the native language of the author would have had access to the work had it been produced in one of the "universal" classical languages. Texts were just too expensive to produce in more than one language (with the exception of the Bible, since it was virtually guaranteed to sell). In effect, this ironically limited the spread of knowledge among the wider world of scholars, while marginally increasing the spread of knowledge among the uneducated in the authors' home country who shared use of the vulgar but often could not read it. It was not until wide-spread literacy, mass-produced print, and easy translation came about many years later that the vernacular became instrumental in the general spread of knowledge.

    Although most dictionaries offer "obscene word or language" as a definition for vulgarism, others have insisted that a vulgarism in English usage is different from either profanity or obscenity, cultural concepts which connote offenses against a deity and the community respectively. One kind of vulgarism, defined by the OED as "a colloquialism of a low or unrefined character," substitutes a coarse word where the context might lead the reader to expect a more refined expression: "the tits on Botticelli's Venus" is a vulgarism.

    More broadly, as "vulgarity" generally has a social and moral component. Whether deliberate or accidental, the substitution of a commonplace word that is not a mere euphemism. It draws attention to a speaker's high-toned moral superiority or sophistication. Some fatal flaw in the usage often reveals that the speaker's ambitions are not based in reality: vulgarisms highlight the pretentious, showing that people lay unwarranted claim to social graces and education and attempt to inflate their status through the use of language they either cannot control or do not understand.

    Several examples will be instructive.

    A case in point is objets d'art which denotes ornamental decorative objects of little practical use but considered by the user to be of some artistic merit and material value. The phrase is taken from 19th-century English auctioneers' puffery, with the assumption that if it were French it was of a higher standard of artistry. "Objects d'art" is a gaffe aiming at the French objets d'art ('artistic objects' ). It appeared in Rothschild wills published in the late 19th century, and it is an expression now in common English usage. Like most vulgarisms, it is a shibboleth, defining the status of the speaker.

    The substitution of homes for brick-and-mortar houses had its origins in real estate salesmen's pitch which implied that the hearth or foyer of family life could be bought in the market, ready-installed in its architectural shell. The inflation was a vulgarism for at least two generations. Today it has gained such wide acceptance that it simply distinguishes middle-class from upper-class usage; or as Nancy Mitford, an expert on the subject, would have said 'U' from 'Non U' usage.

    Thomas Carlyle equated vulgarism with materialism when he wrote "The deepest depth of vulgarism as that of setting up money as the ark of the covenant". The religious image that he used is a clue that for Carlyle vulgarism had an inescapable moral component, and its specific Old Testament origin evoked the image of the Philistines in their 21st-century connotation, the embodiments of Philistinism.

    CHA AM HUA HIN, 25 OCT: Noting that Maoist has emerged as the "biggest internal security problem", Prime Minister Dr Manmohan Singh today said the Centre and state governments will have to take "all types of steps" to control the menace. "Look, I have repeatedly said that Maoist problem has emerged as the biggest internal security issue before us. We will have to take all types of steps to control it," Dr Singh told a press conference here. "Law and order machinery will have to be strengthened and along with that we will have to take steps to do away with the economic and social causes, which increase alienation," the Prime Minister said.

    DURGAPUR, 25 OCT: The Kraft paper unit inaugurated by state industry minister Mr Nirupam Sen in Kanksa, Burdwan barely a fortnight back met a miserable fate as Citu-backed workers forced suspension of its operation. Though the senior CPI-M leadership tried to resolve the crisis, it failed to restore normalcy till this evening.
    Pinax Paper Mills, a 100 Tons Per Day Kraft paper unit installed on 15 bighas of farmland in Jathgoria village in Kanksa, about 35 km from here was inaugurated by the industry minister on 14 October. The Jathgoria villagers had parted with their farmland to help set up the unit five years ago against a remuneration of Rs 15,000 per bigha. Mr Sen had stated: "Who told you that the farmers in this state are against industrialisation? It is a section of so called farmer-friends who are trying to misguide the innocent farmers. This paper mill at Jathgoria is a most befitting reply to them."
    The unit had absorbed a section of the land owners as labourers. The same labourers, meanwhile, have turned rebellious alleging that the factory authorities have been misbehaving with the labourers. Mr Asraf Mondal, Citu's unit secretary in the paper plant, said: "One of the managers had kicked a worker Swapan Bhandari which was unbecoming of a senior official". He added: "The workers have refused to join work and have demanded that the owner should apologise first and only then could any reconciliation be possible." Mr Bhandari, the abused worker, said: "We have given them an ultimatum that by 29 October the manager should come with folded hands and then only we would consider whether to resume work or not."
    The developments at the unit have embarrassed the district CPI-M. Mr VK Banka, GM of the paper unit, denied the charge of ill treatment and said the workers were demanding immediate pay revision.

    Calcutta, Oct. 25: Around 300 police personnel from Bengal are now being trained in army and BSF camps to man a commando unit being raised especially to deal with Maoists.

    The first batch will join the "battlefield" in trouble-torn West Midnapore, Bankura and Purulia in about a month.

    "These policemen are going through training in jungle warfare at the army base at Binnaguri in north Bengal and the Patiala camp of the Border Security Force (BSF). They will be trained in counter-insurgency and launching surprise strikes on enemy hideouts," said a senior police officer.

    Among those undergoing training are two officers of deputy superintendent rank, the officer added. The 280 others are constables.

    Sources said the state government initiated the move in the wake of the Maoist killing spree that followed the security forces' march to Lalgarh in June. The ongoing crackdown has repeatedly exposed police's lack of preparedness to fight on a turf the guerrillas are apparently more familiar with.

    "We do not have a specialised combat force like the Greyhounds of Andhra Pradesh to deal with the Maoists. This is the first time we are going to have a batch of specially trained policemen," said an officer.

    While picking the 282 for training, emphasis was laid on physical strength and shooting abilities. "They were chosen from the three Maoist-hit districts because they will have a better idea of the battlefield than those elsewhere," the officer said.

    "We looked into their record of chasing Maoists in forests and knowledge of the topography of the area. They should be ready in a month."

    According to sources, the new group will be able to raid a Maoist hideout in a dense forest even in darkness. They are also being trained to chase guerrillas during a gun battle.

    The deputy superintendents are learning to plan offensives. "They will be taught how to engage guerrillas in a faux encounter while other policemen cordon off the escape routes and trap the enemy," an officer said.

    The elite force will also be trained to survive several days in a forest adopting the same methods as the guerrillas.

    "In most recent cases, our personnel had to retreat because they were not well trained in jungle warfare. We are preparing for a more intense offensive against the Maoists and the new force will be engaged as soon as they return from their training session," said a senior officer.

    A separate unit is being raised for Calcutta. Around 1,000 personnel are being trained to deal with terrorist strikes in the city and possible hostage situations.

    However, unlike the Greyhounds, the Bengal commandos are likely to be paid on a par with their colleagues elsewhere in the state.

    The police brass have been pushing the government for a risk allowance and special life insurance, saying their absence robs forces of motivation.

    Now,Pakistani intelligence agencies have warned that militants might target places of worship belonging to the Muslim community in Lahore.

    According to sources, the Punjab Home Department has also issued a circular to senior officials to take immediate measures to ensure the safety of religious centers across the province. The circular issued by the provincial home department mentioned that three terrorists have been assigned to target those mosques where people gather in large numbers during morning or evening prayers.

    Officials have issued another notice warning that a separate group of young militants have been dispatched to the region to target such mediapersons and experts who are reporting against the extremists and their activities, The Daily Times reported. The report also said terrorists are planning to abduct senior government officials and political leaders in order to pressurize the government to free their jailed associates.

    Meanwhile,The Centre on Monday termed as wanton, mindless and pre-mediated the landmine attack by Naxals in Chhattisgarh that left four CISF personnel dead.

    "The government strongly condemns this unprovoked and heinous attack by the CPI (Maoist) on a public sector security force that was on a routine patrol in an area falling under the jurisdiction of a public sector corporation," the Home Ministry said in a statement.

    It noted that the CISF team was on routine patrol of the area under a public sector undertaking, National Minerals Development Corporation (NMDC), which is engaged in development of minerals, gives employment, promotes economic activity, and undertakes many welfare activities in the area as part of its corporate social responsibility.

    The Ministry questioned "not only the CPI (Maoist) but also to those who speak on their behalf and chastise the government" as to what was the motive behind the attack and what is the message the CPI (Maoist) intends to convey.

    Four CISF personnel, inclduing a sub-inspector, a head constable and two constables, were killed and two others were critically injured in a landmine blast in the mines area of NMDC in Bacheli in Dantewada on Sunday.

    Sibal keen to forge alliance with US varsities

    New York With the government deciding to set up 14 innovation universities, HRD Minister Kapil Sibal on Monday expressed keeness to forge an alliance with leading US varsities in shaping the structure of the proposed institutes.

    "We hope that we can forge alliances with one or two top universities in the United States for partnering with us in the architecture (structure) of one or two innovation universities," Sibal, who is on a week-long visit to the US, said here.

    Sibal would visit reputed universities in the US, including Harvard, Yale, George Washington and Massachusetts Institute of Technology, and discuss on partnership and collaboration with elite Indian institutions.

    The HRD Ministry has decided to set up 14 innovation universities in the XIth Five Year Plan to push research and development. India is the obvious choice for education investment, he said and added that in the near future Europe and Australia would seek human resources from India.

    "The early bird catches the worm," he said, pointing out that while the US produced 75,000 engineers annually, Bangalore alone produced 65,000. As the service industry and the manufacturing industry are already in India, the minister predicted that the education sector would also follow.

    "But the incentive could not be profit- motive although universities could generate a surplus," Sibal said.

    Recalling that 88 per cent of students in India that completed the 12th grade did not go to college, Sibal stressed the need for more institutions to address the present disparity and growing needs both in terms of higher education and vocational training.

    "What will they (students) do," asked Sibal and said poverty, hunger, and illiteracy were not local issues. "It is time for the global community to realise that they have as much stake in India's success as India has in its own success."

    He also said that strong collaboration on the academic front was needed between India and other countries to battle big problems of climate change, health and poverty.

    At an interaction, Sibal asked the audience: "Why should Harvard come to India? "The economics of it is very attractive educate more people with less money," was the answer.

    George Joseph, assistant secretary of Yale, said that while the university welcomed the talks with the Minister, it was too "early in the process" to foresee what directions the dialogue will take.

    "Yale education is not complete without an exposure to India and China. This cannot be achieved in one history lesson. An intense experience requires a strong connection."

    PhD student from IIT murders Manipur teen in Munirka

    New Delhi A girl from Manipur was strangulated and her body burnt at her home in Munirka in South Delhi. Police officers said she was murdered on Saturday after she resisted the advances of her neighbour.

    Ramchanphy Hongray (19) was attacked by Pushpam Kumar Sinha (29), who resided in the second floor of the same building — house number A-80. The youth is pursuing his PhD in Wave Mechanics from IIT, Delhi.

    Police officers said Hongray had come to the Capital a month ago for vacations. She was staying with her sister.

    Ever since she came, Sinha had been making advances at her. To make sure that she was safe, her sister called on her cellphone at 5 pm everyday.

    "Her sister works in Qba Restaurant in Connaught Place and was there on Saturday," said a senior police officer. "She got no response to the 5 pm call. Gripped by panic, she called her cousin. Visiting the house, he discovered the girl's body in the kitchen." The whole of her torso bore burns.

    He immediately called the police, who took the body to AIIMS for postmortem.

    "It looked like the girl was cooking. So we thought an accidental death was possible," said the officer. But the postmortem established that she had died due to strangulation. "We registered a murder case and found out about Sinha during our inquiries," he said. "We took him into custody and on sustained interrogation, he confessed to the crime."

    According to the police, Sinha said he had assumed that the girl was interested in him as she returned his smiles. On Saturday evening, he visited her and made sexual advances, which she resisted. Sinha told the police that Ramchanphy threatened to lodge a complaint with the police against him. Fearing arrest, he strangulated her. Then to make the death look like an accident, he thrust her body onto the stove. Sinha has been booked for murder at Vasant Vihar police station. The Deputy Commissioner of Police (South) HGS Dhaliwal said: "He will be produced in court tomorrow."

    Hailing from Patna, Sinha had done his BTech from Allahabad's Regional Engineering College and MSc from the Indian Institute of Science, Bangalore. He had come to the Capital with a scholarship of Rs 14,000 per month from IIT-Delhi. His father is an aeronautical engineer residing in Patna. Hongray's sister is taking the body to Manipur on Monday.

    Pune, February 23 Life has turned bizarre for class 12 student Rakesh Kanojia (name changed) ever since his cell phone number was posted on Orkut on Valentine's Day saying it belonged to Jasmine - a call girl. Since then, Kanojia started receiving calls from different parts of the country and even abroad soliciting the services of Jasmine.

    "I receive at least 25 calls a day, most of them during the night. My exams are scheduled on February 29. The lewd and lurid calls are cutting into my study time," said Kanojia, a resident of Wanavdi. It's all the more difficult as he goes to a night school and works during the day.

    Sudam Choure, adviser of the Pune police cyber committee, said, "There are many who are facing a similar problem. Many more are likely to be affected in the future. Kanojia has done well by going to the police. There are many who avoid the police and just change their cell numbers."

    Choure said Pune police can get the specific profile or information deleted within 24 hours and also track the offenders.

    However, the police have failed to react quickly in this case. Kanojia initially went to the Wanavadi police chowky where he was advised to approach the cyber cell at police commissionerate. On February 18, he filed a complaint with the cyber cell and on Saturday he was advised to change the cell phone number.

    When contacted, Deputy Commissioner of Police Sunil Phulari of Cyber cell said he was unaware of the case and that he would look into it.

    Seoul, South Korea The Internet is set to undergo one of the biggest changes in its four-decade history with the expected approval this week of international domain names - or addresses - that can be written in languages other than English, an official said Monday.

    The Internet Corporation for Assigned Names and Numbers, or ICANN - the non-profit group that oversees domain names - is holding a meeting this week in Seoul. Domain names are the monikers behind every Web site, e-mail address and Twitter post, such as ".com" and other suffixes.

    One of the key issues to be taken up by ICANN's board at this week's gathering is whether to allow for the first time entire Internet addresses to be in scripts that are not based on Latin letters. That could potentially open up the Web to more people around the world as addresses could be in characters as diverse as Arabic, Korean, Japanese, Greek, Hindi and Cyrillic - in which Russian is written.

    "This is the biggest change technically to the Internet since it was invented 40 years ago," Peter Dengate Thrush, chairman of the ICANN board, told reporters, calling it a "fantastically complicated technical feature." He said he expects the board to grant approval on Friday, the conference's final day.

    The Internet's roots are traced to experiments at a US university in 1969 but it wasn't until the early 1990s that its use began expanding beyond academia and research institutions to the general public.

    Rod Beckstrom, ICANN's new president and CEO, said that if the change is approved, ICANN would begin accepting applications for non-English domain names and that the first entries into the system would likely come sometime in mid 2010.

    Enabling the change, Thrush said, is the creation of a translation system that allows multiple scripts to be converted to the right address.

    "We're confident that it works because we've been testing it now for a couple of years," he said. "And so we're really ready to start rolling it out."

    Of the 1.6 billion Internet users worldwide, Beckstrom - a former chief of US cybersecurity - said that more than half use languages that have scripts based on alphabets other than Latin.

    "So this change is very much necessary for not only half the world's Internet users today, but more than half of probably the future users as the use of the Internet continues to spread," he said.

    Beckstrom, in earlier remarks to conference participants, recalled that many people had said just three to five years ago that using non-Latin scripts for domain names would be impossible to achieve.

    "But you the community and the policy groups and staff and board have worked through them, which is absolutely incredible," he said.

    ICANN is headquartered in the United States in Marina del Rey, California.

    State gears up to fight Maoists

    KOLKATA, 25 OCT: Chief minister Mr Buddhadeb Bhattacharjee has given his nod to a proposal regarding augmentation of police force and fortification of police stations vulnerable to Maoist threat in three south Bengal districts.
    The state government will sanction Rs 7.5 crore soon to implement the proposal regarding modernisation of police stations in Maoist-infested areas and deployment of more policemen there, Mr Ardhendu Sen, home secretary, said at Writers' Buildings today.
    The chief minister convened a high-level meeting with top civil and police administration regarding the attack on Sankrail police station and overall law and order situation in Maoist-infested areas. The preparedness of the police to deal with Left-wing ultras was also discussed at the meeting which was attended by chief secretary Mr AM Chakrabarti, DGP Mr Bhupindar Singh and Commissioner of Kolkata Police Mr GM Chakrabarti.
    Mr Sen said the chief minister had instructed them to start augmentation of police force and strengthening 30 police stations in Midnapore West, Bankura and Purulia districts. Under the scheme, new buildings will be constructed and boundary walls around them set up. More policemen will be posted in police stations which are considered to be soft targets of Maoists. In view of increasing Maoist activities in Jhargram, the government is giving special attention to make police stations in Jhargram sub-division more secure. At the meeting Mr Singh placed his proposal regarding fortification of police stations and augmentation of police force before the chief minister. The chief minister told the meeting that the government was ready to sanction Rs 7.5 crore to develop infrastructure of 30 police stations including 18 Maoist-infested ones.
    The home secretary said the chief minister also gave more importance to training of policemen to take on Maoists.
    When asked if the chief minister enquired about steps to rescue two constables ~ Mr Kanchan Garai and Mr Sabir Ali Molla ~ Mr Sen said the government is "confirmed" that they were abducted by the Maoists. Search operations are being conducted to rescue them, he asserted. On the proposed joint operation across Maoist-infested states by the Centre, the home secretary said the Centre would decide when the exercise would start. We were told that the Centre would inform us the time of commencement of joint operations, he added.
    Regarding Maoist activities in the city, Mr Sen said there are some "links and movements" of Maoists. Though the city is not facing threats from the Maoists as of now, police are on full alert, Mr Sen said. Asked if any action will be taken against O-C of Sankrail police station Mr Atindranath Dutta for making statements in the media on Maoists and proposal for initiating dialogue with the ultras, the home secretary said there is no proposal for initiating any inquiry into the O-C episode. A case has been initiated in connection with the attack on Sankrail police station, he added.

In view of increasing Maoist activities in Jhargram, the government is giving special attention to make police stations in Jhargram sub-division more secure. At the meeting Mr Singh placed his proposal regarding fortification of police stations and augmentation of police force before the chief minister. The chief minister told the meeting that the government was ready to sanction Rs 7.5 crore to develop infrastructure of 30 police stations including 18 Maoist-infested ones.
    The home secretary said the chief minister also gave more importance to training of policemen to take on Maoists.
    When asked if the chief minister enquired about steps to rescue two constables ~ Mr Kanchan Garai and Mr Sabir Ali Molla ~ Mr Sen said the government is "confirmed" that they were abducted by the Maoists. Search operations are being conducted to rescue them, he asserted. On the proposed joint operation across Maoist-infested states by the Centre, the home secretary said the Centre would decide when the exercise would start. We were told that the Centre would inform us the time of commencement of joint operations, he added.
    Regarding Maoist activities in the city, Mr Sen said there are some "links and movements" of Maoists. Though the city is not facing threats from the Maoists as of now, police are on full alert, Mr Sen said. Asked if any action will be taken against O-C of Sankrail police station Mr Atindranath Dutta for making statements in the media on Maoists and proposal for initiating dialogue with the ultras, the home secretary said there is no proposal for initiating any inquiry into the O-C episode. A case has been initiated in connection with the attack on Sankrail police station, he added.

    KOLKATA, 25 OCT: Terror unleashed by the Maoists in Junglemahal has made a section of aged policemen so scared that they do not want to perform duty in the troubled zone any more.
    Expressing their willingness to leave Junglemahal, several aged policemen have urged the West Bengal Police Association (WBPA) ~ the largest association of police personnel in the state ~ to appeal to the state government to withdraw them from Lalgarh and its adjoining areas where operations against Maoists are on.
    The recent killings of two policemen at Sankrail police station and abduction of its O-C by the Maoists has triggered panic among them, said a senior police officer.
    Voicing the demand of aged policemen posted in the Junglemahal, the WBPA today asked that cops, aged above 50 years, be withdrawn from Maoist infested areas.
    The Association's general secretary, Mr Bijitaswa Routh, who visited Sankrail police station in Midnapore West yesterday, said government should not send policemen, aged above 50 years, to Lalgarh. Several aged policemen have expressed their unwillingness to perform duty in places where Maoist activities have increased. The Central Committee members of the Association would meet tomorrow to decide on whether a memorandum demanding withdrawal of "aged policemen from Junglemahal" would be placed before the government.
    He said the Association has received appeals from several aged policemen who want to come back from Maoist infested blocks. It had earlier opposed to induction of aged police personnel into Specially Trained Army Company (STRACO) ~ a special force raised by the state government in 2006 to take on the Maoists.
    "Level of physical fitness comes down with age. The level of physical fitness of aged policemen, posted in Maoist infested blocks, is not up to the mark to fight against highly trained Maoists. We think that only young and trained police officers should be sent to combat the Maoists," Mr Routh said. More over, the vision of several aged policemen posted in Junglemahal is poor, he added.
    The Association is not satisfied with the infrastructure of Sankrail police station where two police officers were killed and officer-in-charge was abducted by Maoist cadres.
    "A house built in 1944 was taken on rent and is being used as a police station. It was not repaired for a long time. There is no boundary wall around it. The policemen are not safe there at all," Mr Routh said.
    Only seventeen policemen are posted at Sankrail police station to maintain law and order of an area where more than one lakh people reside.

    Mayhem reigns supreme in Midnapore

    MIDNAPORE, 25 OCT: The four-days detention of Mr Bimal Mahato of Pathra village in Sankrail, in Midnapore Kotwali police lock-up and his subsequent release yesterday revealed brought to the fore, yet again, what has long been alleged of the Midnapore police force.
    He was picked up by the joint forces from his own motor garage hours after the Maoist attack on Sankrail police station on 20 October and detained because his father is a namesake of the Peoples' Committee against Police Atrocities (PCPA), convener ~ Chhatradhar Mahato ~ who is now in jail custody. The youth's father Mr Chhatradhar Mahato today alleged that his son was severely beaten up and he will write to the West Bengal Human Rights Commission demanding investigation and action against the district police officers.
    But Bimal is not the only one plagued by such atrocities. Such treatment is allegedly being meted out to Mr Ranjit Mahato of Laljal in Belpahari over the past fortnight. Mr Mahato, who was working as a labourer under a local WBSEB contractor, was arrested on 10 October after being framed in a false murder case and under Section 25 and 27 Arms Act. His wife Mrs Tapati Mahato said that her husband's offence was that he had a well-toned physical structure, which he had developed through rigorous physical work as a labourer by pulling electric wires and planting heavy poles for years. "But the police", she said, "attributed his physique to the arms-training he obtained in Maoist camps as their man".
    Meanwhile, the State Bank in Sankrail has been closed for four days since the Naxalite attack. Services could not be resumed as the employees are scared owing to inadequate security. On the other hand, the UCO bank at Binpur is also closed citing security reasons since 20 October as a result of which pension holders are hard hit, according to complaints reaching the Jhargram SDO.

    'Bigg Boss 3' gets government notice for vulgarity

    New Delhi: The third season of the reality show "Bigg Boss 3", hosted by film star Amitabh Bachchan, has landed in trouble with the Information and Broadcasting Ministry on Monday sending a notice to the Colors channel for "offending good taste" and for the use of vulgar language.

    The channel has been asked to show cause for its actions within five days, failing which it will be taken off the air.

    "It has been brought to the notice of the Ministry of Information and Broadcasting that certain parts of the reality show 'Bigg Boss 3' telecast and re-telecast on Colors channel offend against good taste and decency and are not suitable for unrestricted public exhibition," says the show-cause notice.

    The notice says the language used by some participants is abusive and the show contains visuals which appear to be obscene and violative of the government's programme code.

    It also points out that recently in one of the visuals, one participant has been shown pulling down the shorts of another participant. "This has offended the sensibilities of many viewers," says the notice.

    The ministry has asked Colors not to carry content on the show that "constitutes a violation of the programme code as enshrined in the Cable TV Networks (Regulation) Act 1995," failing which it will be taken off the air.

    Recently, one of the participants in the show, actor-director Kamal R. Khan, was thrown out for violent behaviour.

    The reality show is based on the international show "Big Brother" in which 13 celebrities are locked in a house for 84 days and monitored round-the-clock by 40 cameras.

    India is funding Taliban fighters, claims Pakistan
    Islamabad: Interior minister Rehman Malik has once again claimed that India is fomenting unrest within Pakistan through steps such as funding Taliban fighters based along the border with Afghanistan.

    Malik said he was "convinced" India is among "certain hostile agencies" that are backing the Taliban to create instability in Pakistan.

    Asked during an interview to a TV news channel as to who was backing the Taliban, he said: "There are certain hostile elements against Pakistan and there are certain hostile agencies which do not want Pakistan to be (stabilised)."

    In response to a question on whether India is among the hostile agencies, Malik said, "Yes, of course, I am convinced. I have no doubt about it. I was very open. I have given the full details.

    "If the interior minister of India or anyone else wants to confront me, I will be very happy to confront them because I know what I am saying," he added.

    Malik had said last week that Pakistan has "solid evidence" of India's alleged involvement in fomenting unrest in Balochistan province and this can be shared with Indian ministers or representatives at any forum of their choice.

    "I invite their interior minister or anyone else (to come to Pakistan) and I will put on record all the material about India's interference in Balochistan. I'll prove it to the world," he had said.

    Amitabh Bachchan in 'Hera Pheri 3'?
    After the success of 'Hera Pheri' sequel, the trio Akshay Kumar, Paresh Rawal, Suniel Shetty are once again coming together for 'Hera Pheri 3'. The movie will also have a fourth important character - Amitabh Bachchan.

     

    A source reveals, "After the success of the sequels, they decided to add some more masala to the film. Director Anees Bazmee has scripted a very strong character which is the fourth character and of a lot of importance to the story."

    The source continues, "This third sequel will have more twists and turns and one had to play more with the characters. Mr. Bachchan is a wonderful actor and it was very long since one saw him in a comedy role. He will very beautifully essay the role."

    Director Anees Bazmee says, "We are still in the scripting stage. The script is being written keeping Amitabh Bachchan in mind. I still have to narrate the script to him. We both are keen on working with each other. Things yet have to be finalised."

    The movie will be produced by Firoz Nadiadwala and will be directed by Anees Bazmee. The movie will go on floors in March 2011 with Katrina in the lead. The movie will be called 'Hera Pheri 4'.

    Mumbai's lifeline halts as motormen go on strike
    Mumbai: As Mumbaikars were getting ready to go home, they were in for a rude shock on Monday afternoon. Motormen belonging to the Central Railway went on strike demanding that vacancies be immediately filled up as they were getting "overworked and stressed".

    The agitation started around noon, right after the morning peak hours. More than 60 stations have been affected on the Central and Harbour lines, with trains running at least 55 minutes late. As of now, trains are running but a huge backlog has been created right from CST -- that handles 60 lakh commuters daily -- to as far as Byculla and on the Harbour Line till Dockyard.

    The Central line runs from CST to Karjat and Harbour Line from CST to Panvel. However, services on the Western line from Churchgate to Virar are running according to schedule. The Central Railway, which includes the Harbour Line, serves the eastern part of Mumbai and is used by over four million commuters daily.

    Central Railway Mazdoor Sangh president RP Bhatnagar said CR employees were agitating against the lack of action against the guilty in the Thane bridge collapse incident that led to the death of a motorman. "There is no strike, we are only going by the rule book and hence won't do any overtime," Bhatnagar told a news channel.

    Central Railway Public Relations Officer S Mudgerikar said the situation would be brought under control soon and added that the officials have been in constant touch with the unions.

    The motormen are also agitating against the present scenario where they have to do overtime and also forgo weekly offs to maintain services as there is an acute shortage of staff.

    The commuters are having a harrowing time and have been left completely clueless as the railways have not yet provided any information to them and the timetable indicators at various stations have been reset to 00.00 hrs.

    "We had absolutely no idea why the trains suddenly stopped at Byculla station. All indicators also went on the blink and thousands of commuters tried to organise alternative modes of transport," said financial consultant J. Pallicha, who took a cab to his office at Masjid Bunder.

    The agitation led to trains queuing up on all tracks and the arrival and departures of long distance trains being impacted.

    In a freak accident last week, a bridge carrying a huge water pipeline came crashing down on a moving suburban train in Thane, killing two people, including the driver R Ramachandran, who was trapped in the engine cabin for hours and died before he could be rescued.

    CEOs give mixed economic signals in earnings talk
    New York: U.S. chief executives are sending mixed signals about the economic recovery in their earnings comments, making it harder for investors to gauge the outlook.

    Soothing comments from many companies about an economy stabilizing and demand starting to pick up have been quickly followed by cautious comments that present a more worrisome picture.

    They say the road to recovery will be difficult, even as companies are reporting third-quarter earnings that are handily beating expectations. With more earnings coming this week, investors may have to face more of the same guarded comments.

    Index up 60 pc since March low

    That could spark anxiety in investors who have been eager for proof that the benchmark Standard & Poor's Index can sustain its rally. The index is up about 60 percent since its 12-year low in early March, partly because of stronger-than-expected economic data and second-quarter results.

    "There's a clear reluctance for anyone to become too optimistic either in their statements, or their forecasts, just because we've gone through such a tough period," said Hugh Johnson, chief investment officer of Johnson Illington Advisors in Albany, New York. He added that "lawyers tell (CEOs) to be conservative."

    Last week, Dow Chemical Co reported a 66 percent jump in third-quarter profit that beat expectations, and its stock rose, but the company's outlook wasn't all rosy.

    "The economic outlook for the rest of 2009 appears to be stabilizing ... (but) our 2009/2010 operating plans do not count on material improvements in market conditions," Dow Chemical CEO Andrew Liveris said in the company's statement.

    Don't wait up for Santa

    Meanwhile, chip maker Broadcom Corp reported revenue that topped average forecasts, but its fourth-quarter targets for revenue and profit margins failed to live up to investors' expectations. And the company's chief executive was even more glum in his comments.

    Broadcom CEO Scott McGregor warned that the economy may not be out of the woods, noting, "There's a little concern about whether Santa's coming this year or not."

    The comments come even as earnings estimates have improved sharply.

    With results in from nearly 200 S&P companies so far, third-quarter earnings are now expected to fall 18.2 percent from a year ago, better than last week's estimate for a decline of 22.6 percent, and an improvement over the Oct. 1 estimate for a drop of 24.7 percent, according to Thomson Reuters data.

    Some 81 percent of S&P 500 companies are beating earnings expectations, well above the 61 percent for a typical quarter, Thomson Reuters said.

    Siege within: Are Pakistanis looking at India for solutions?
    Want normalisation of relations with India

    Lahore: The coordinated terrorist attacks against military installations as well as civilian bazaar areas across Pakistan over the last week seem to have thrown the country into such a nervous spin that ordinary Pakistanis are beginning to ask if better relations with India can help restore some desperately-needed normalcy to their country.

    As terrorists from the Lashkar-e-Jhangvi group attacked the headquarters of the Pakistani army in Rawalpindi a week ago, challenging what remains Pakistan's most powerful institution, Rehana Hakim, the editor of the Pakistani magazine 'Newsline', attending a conference of women journalists in Lahore voiced the collective insecurity of the Pakistanis present: "If the army can be attacked, how safe can any one of us be in our own country?"

    Across Lahore -- in elite drawing rooms, journalist soirees as well as among small traders and street hawkers in the city's busy Liberty Market area -- a cross-section of Pakistanis confessed to rising uncertainty about the quality of governance, Asif Ali Zardari's unwillingness to take on the formidable power of the armed forces, dismay over Pakistan's international characterisation as the "epicentre of jehad" and even, the relationship between militancy and Islam.

    There was one thread that united these conversations and it was articulated by Mian Ejaz ul-Hasan, an old-time member of the Pakistan People's Party: "If India believes it is the 'chaudhury' (big brother or hegemon) of the region," Hasan said, "then as the 'chaudhury' it should show take the lead in resolving issues across the sub-continent."

    On top of the agenda, said Hasan, was the need to cooperate on fighting terror. "The terror unleashed against India in Mumbai and other cities is only a manifestation of the terror that Pakistanis face everyday at home," he said.

    Pakistani analysts pointed out that as the Pakistani army launched an assault against the strongholds of the Pakistani Taliban and the al Qaeda in South Waziristan, terror groups in the southern Punjab like the Jaish-e-Mohammed and the Lashkar-e-Jhangvi had united with terrorist groups like the Tehreek-i-Taliban in Pakistan's frontier areas to mount the string of terrorist attacks across Pakistan over the last week.

    But in the run-up to the first anniversary of the Mumbai attacks next month, Pakistanis said they would like India to understand that they are as much victims of terrorism.

    "The people of Pakistan have so much in common with India. Let us not stop talking to each other because of militancy and militant attacks. How can ordinary Pakistanis stop these attacks against India when we can't stop it against ourselves," asked Sarfaraz, a small trader in Lahore's Liberty Market.

    Opposition decry Delhi bus fare hike
    New Delhi: Travelling on Delhi Transport Corporation (DTC) buses has become more expensive with the government Monday hiking fares with immediate effect, including the Rs 12.50 student pass that after 30 years has been increased to Rs 100 per month.

    The decision was taken at a cabinet meeting of the Delhi government. "The decision to hike the fare has been taken after seven years. The rate of the student pass has been increased after 30 years," Transport Minister Arvinder Singh Lovely said here after the cabinet meeting.

    A Rs 3 ticket will now cost Rs 5, the Rs 7 ticket has been upped to Rs 10 and the Rs 10 to Rs 15. The government has also increased rates of the monthly pass, the daily pass and the student pass.

    A daily pass that cost Rs 25 will now come for Rs 40, while monthly pass has gone up from Rs 450 to Rs 800. But the government has not increased fares for senior citizens (Rs 50 a month) and mediapersons (Rs 100 a month).

    "We had not increased the fare earlier thinking that we will increase them when we bring in the low floor buses and phase out blueline buses. We took the decision as the process of phasing out blueline buses has now started," Lovely told reporters.

    "We have hiked the fares as we are bringing in low floor buses, which are very costly. The low floor buses are safe and comfortable. DTC has a expenditure of nearly Rs 577 crore. With this increase, the corporation will earn Rs 400 crore more."

    According to the transport minister, talks were underway with the urban development ministry to allow commercial use of DTC bus depots. "Whatever profit we will earn from that would be given back to the people," he added.

    The decision came in for flak from the ruling Congress, the opposition Bharatiya Janata Party (BJP) and daily commuters.

    Even Delhi Congress chief J.P. Agarwal, MP from Northeast Delhi, is unhappy.

    "I am not aware of the details but I am definitely unhappy about this bus fare hike and can completely empathise with the common man," said Agarwal.

    "While a hike in the fare has been due, this is not the right time to increase fares. People are still reeling under recession," Aggarwal told IANS.

    Demanding an immediate roll-back and threatening street protests, BJP's leader of opposition in the Delhi Assembly V.K. Malhotra said the increase in bus fares was a "double whammy" for the poor.

    "In an environment of unprecedented inflation, when people of weaker sections of society are struggling to make ends meet, this increase in bus fares hits them where it hurts them the most," the senior BJP leader said.

    "They don't want poor people to live. It has become impossible to travel. How can they do this? Cost of all essential things, including sugar, vegetables and pulses have gone up. Now this. This is not justified," said Vimla Devi, 55, who works as a housemaid.

    "Delhi Metro is also planning to increase its fares and the government is also planning to increase water prices. Where will the common person go," said homemaker Vimlesh Gupta.

    "The hike will not just affect the common man but also the student community, which generally has a very tight monthly budget. What this drastic hike will do is either force students not to travel by DTC or travel ticketless," added student activist Amulya Nidhi.

    CPM mulls fixed term for satraps, not Karat

    New Delhi, Oct. 25: The CPM has begun discussions on fixing the tenures of organisational secretaries from the lowest rung to at least till the state committee, a proposal that may necessitate some tweaking to the saying "a communist never retires".

    The exercise has not yet touched upon the question whether the top post of general secretary, now held by Prakash Karat, should also be covered by the proposed fixed-term rule, sources said.

    Asked about a fixed term for the general secretary, Karat today gave an enigmatic reply: "I wish it was.…"

    The tenures of secretaries of committees at the levels of branch, local, area or zonal, district and state was discussed by the CPM central committee over the weekend. The scope of the talks means the term of the CPM's state chiefs could also be restricted.

    So far, the BJP is the only mainstream party in the country that has imposed a ceiling on the number of years a person can be at the helm without break. The BJP has set a three-year term, after which the incumbent will have to take a break before running for party president again.

    The CPM's fixed-term proposal is expected to be discussed threadbare at the 20th party congress in 2011.

    The plan to limit tenures is not part of the rectification campaign triggered by the Lok Sabha poll debacle. But a perception that the guarantee of a limitless innings has made several leaders "static" has prompted the party to think of imposing a ceiling.

    At least one central committee member, based in Delhi, proposed that the rule should be extended to cover members ranging from the politburo to the branch committee, not just the secretaries, but it did not find wider acceptance, the sources said. The central committee member suggested a restriction of three terms.

    If a three-term restriction is eventually accepted, the secretaries of the committees can be at the helm for nine years as the party congress meets every three years since 1982 – a duration that has come to be accepted as one term.

    State conferences ahead of a party congress elect the state committee, which in turn picks the state secretariat and the state secretary. The same process repeats itself down the ladder to the branch, the lowest rung.

    At a media conference today, Karat, who has been at the helm since 2005, did not reveal much about the proposal to fix the term of office-bearers. "It's not a rectification issue," he said, referring to the main issue on the agenda of the three-day central committee meeting.

    If the tenure proposal is approved by the party congress, some comrades will have to officially "retire" as secretaries, though they can continue to be members.

    But the sources said the weekend discussions also gave the impression that exceptions could be made in the "rarest of rare cases".

    State wakes up to protect police

    Oct. 25: Sankrail has prompted the state government to decide to fortify 30 police stations it considers "vulnerable" to Maoist strikes but has so far left without modern weapons, enough manpower or vehicles — even boundary walls.

    The decision came at a secretariat meeting chaired by Buddhadeb Bhattacharjee who reviewed the situation arising out of the Sankrail attack and the abduction of a police officer. The meeting identified 12 more police stations as facing a Maoist threat and added them to an earlier list of 18, where no upgrade has been done so far.

    Sixteen of the 30 police stations are in West Midnapore, nine in Purulia and five in Bankura.

    Home secretary Ardhendu Sen said these police stations, many of them "severely short-staffed", will be provided with sophisticated arms, personnel and regular training.

    Most of these police stations — such as Gopiballavpur, Beliabera, Nayagram, Dantan and Mohanpur in West Midnapore — lie near the Jharkhand or Orissa borders.

    While Gopiballavpur is about 8km from either border, the rest are within 8km of Orissa. Sankrail police station is about 25km from the Orissa border but the Maoists still struck there last Tuesday.

    "Some police stations have a staff strength of 15 to 20 and possess only a few .303 rifles and revolvers. If some personnel go out to probe a murder or dacoity with these weapons, those who stay behind are virtually left without any arms," an officer said.

    As of now, he said, additional Eastern Frontier Rifles and State Armed Police jawans have been posted at the "vulnerable" police stations.

    Sen highlighted another area of "concern". He said: "Many of these police stations have no fencing… we will erect the fencing." Officials in West Midnapore said three police stations in Jhargram fall in the Maoist zone and none has full-length fencing.

    "The chief minister said whatever needed to be done must be done immediately," Sen said. "An initial fund of Rs 7.5 crore has been allotted."

    Asked if Calcutta faced a danger from Maoists, Sen said there was no specific threat to the city, but added: "They have links in Calcutta and some of them have visited the city. So, city police need to be alert."

    Alert cops bust rebel convoy

    Ranchi, Oct. 25: Police intercepted and fought a one-and-half-hour gunbattle with a group of CPI(Maoist) rebels moving in a convoy around Angara this morning, foiling an attempt to cross over into Purulia in Bengal from the dense forests of the area that's 25km from the capital.

    The body of a Maoist rebel in police uniform was recovered along with three automatic rifles and 250 rounds of ammunition, but the police claimed at least three other rebels were killed.

    Senior police superintendent Praveen Kumar and commandant of CRPF's 133 battalion R.K. Sharma said at a joint news conference that around 30 Maoists were spotted moving on in two jeeps, probably to execute an operation in the neighbouring state.

    At first, three persons escorting the two vehicles carrying the Maoists were arrested. "While the first two were on a motorbike, the third one was in a four-wheeler. They have been identified as Vikram Mahto, Kamalkant Munda and Satyendra Sahu," he said.

    On being challenged by the police near Tirkey Chowk around 2.15am, the Maoists opened fire indiscriminately and even used a hand grenade before fleeing the area.

    "When they found themselves surrounded by CRPF, District Armed Police and Jharkhand Armed Police jawans, they took advantage of the darkness and fled into the forests," said a CRPF jawan involved with the encounter.

    The police used a bullet-proof van to intercept the Maoists' vehicle and continue their onslaught on the fleeing rebels, suspected to be members of the Kundan Pahan gang active in the Bundu-Tamar area.

    "Though we have been able to recover the body of only one Maoist, our sources maintain that at least four Maoists had been killed and three rebels sustained injuries," Kumar added.

    He said among the weapons seized, one was an Auto FAL Rifle in which magazines of an SLR or LMG can be fitted. The second one was an automatic Insas rifle. "Both looked like having been looted from the police or CRPF," he added.

    The area around Jonha panchyat under Angara police station where the encounter took place, is considered to be a "safe zone" for rebels crossing over to Purulia in Bengal via Bundu, Rahe, Sonahatu and Muri.

    Bhopal, Oct. 25: The UPA and the Congress's silence on the 1984 Bhopal gas tragedy is being questioned at a time both have big plans for the 25th anniversary of Indira Gandhi's death the same year.

    NGOs working for the survivors of the tragedy — which claimed 15,274 lives — are dismayed that a series of events are being lined up to commemorate Indira's death anniversary on October 31, but nothing for those who perished in the world's largest industrial disaster.

    The Indira-related events include observing a two-minute silence at the time she was killed and holding an all-faith prayer meeting at Delhi's Shakti Sthal in the presence of Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi.

    But the Bhopal Gas Peedit Mahila Udyog Sangathan felt the official silence on the tragedy was baffling. "This is not to say that Indiraji does not deserve the attention. But what about the lives lost to the world's worst industrial accident. Don't they deserve any remembrance or commemoration?" asked Abdul Jabbar, the convener of the Sangathan.

    Jabbar said he had written to the Prime Minister seeking his presence in Bhopal to mark the 25th anniversary of the tragedy, which occurred on the intervening night of December 3-4, 1984.

    "Why can't Manmohan Singh spare few minutes for the victims of the gas tragedy. There has been no memorial, no white paper or long-term relief and rehabilitation measures for the survivors," he added.

    Jabbar pointed out that a year after the 9/11 strike, the heads of various nations, including then Prime Minister Atal Bihari Vajpayee, had gathered at Ground Zero in New York in the memory of the terror attack's victims.

    Jabbar declared he was an admirer of Indira and understood the UPA-Congress's zeal to pay tribute to the Iron Lady at a time Nehru-Gandhi family had regained centre stage. But he argued that "there shouldn't be different yardsticks for those who attained martyrdom".

    Other events planned on October 31 include a musical tribute organised by the Indira Gandhi Memorial Trust and the information and broadcasting (I&B) ministry.

    Two senior AICC functionaries, Janardhan Dwivedi and Motilal Vora, are co-ordinating with Delhi chief minister Sheila Dikshit and I&B minister Ambika Soni to put up a two-day exhibition at Delhi's Ram Lila grounds. A 41-minute film on Indira's life will also be screened at the event.

    1984 was a year of tragedies. Gandhi's assassination was followed by the anti-Sikh riots. The Bhopal disaster struck a little over a month later when more than 40 tonnes of the poisonous methyl isocyanate gas leaked from the Union Carbide plant in the town.

    An estimated 50,000 people were treated in the first few days of the gas tragedy for blindness, kidney and liver failure. In 1989, Union Carbide, later taken over by the US's Dow Chemicals, paid $470 million — the insurance sum plus interest of around Rs 2,200 crore at current rates — in a full and final settlement of its civil and criminal liabilities. But many feel it was woefully inadequate.

    A 350-bed hospital, funded by Union Carbide on Supreme Court's orders, was opened in 1998, but there have been complaints of the gas survivors being shabbily treated at the short-staffed facility.

    - The balance of power has shifted from politicians to tycoons

    The philosophy of self-aggrandisement defies social logic. Seven leading banks in the United States of America had last year incurred an aggregate loss of $82 billion; the chief executive officers of these banks nonetheless claimed and collected annual bonus to the extent of $38 billion. The economy might lie in ruins; that did not distract sharks from zooming in on their prey.

    Our corporate sector has shaped itself in the image of the goings-on in Wall Street. It is therefore only natural for it to feel peeved at the genteel suggestion emanating from official quarters that the grossly bloated emoluments industrial tycoons have been bestowing upon themselves be scaled down. Righteous indignation is boiling over, and, alongside, there is a note of righteous exasperation: why does not the government understand that the animal spirit the tycoons have been exhibiting would be badly affected by such silly suggestions? Is it not a free economy, is not profit-making the only criterion by which things are to be judged? If a firm is willing to pay its executive officers astronomical sums, there is a reason for it: the enormous profit the firm is registering is on account of the talent and capability of its top brass. Whittling down the size of the compensation package is as good as imposing a moratorium on initiative. What will then happen to the country's rate of industrial growth — or to the rate of the gross domestic product growth? What face will the prime minister then show at the next G-8 or G-20 meet?

    The corporate sector is getting het up for nothing. It is in the Congress's tradition — almost its cultural heritage — to be occasionally bitten by the conscience bug and propose a number of so-called 'austerity' measures. The party does not, however, mean any harm; it merely goes through the motions of a ritual. Once the season for rituals is announced, circulars are issued, for instance, directing ministers and senior civil servants to fly only economy class. It is a joke from the very beginning, for even if it is an economy class ticket the minister or senior civil servant is carrying, the airline will take care to 'upgrade' the ticket so that the eminent person travels comfortably in the executive or business class. Give or take a couple of months, the contents of the circular are quietly forgotten and life resumes flowing along normal channels. The Congress has always revelled in such hypocrisies, even in the pre-Independence days. There is a hugely hilarious story about how Bhulabhai Desai, the top Bombay barrister and Congress satrap, smuggled a carton of Old Grandad whisky in his bed roll at the party's Haripura session in 1938. To be a primary member of the Congress, Desai had to sign the pledge not to touch alcohol. So what; it is all in the game.

    The current season of austerity too will soon be over and pastimes like passing a summer night in a Dalit tenement or requesting tycoons to trim their take-home pay will also come to a surcease. Ruling politicians in their heart of hearts cannot even conceive of a cut in corporate salaries; one of these days, one of their offspring will seek a cushy employment in the private sector.

    Even so, the hectoring manner in which corporate sector spokesmen responded to the government proposal carries a message of its own. In the post-liberalization era, the centre of gravity in mutual bargaining has shifted decisively in favour of the corporate sector and against the government of the day. Corporate bosses can now afford to treat with contempt homilies from politicians. They know the ins and outs of the life and times of that tribe: how the politicians make their pile, where they stash it, and other such sleazy details. Besides, most political parties are sustained by financial contributions the corporate bosses arrange for them. Such contributions have been generally under-the-table; with climate change, over-the-counter contributions too are now proposed to be made tax-free. Birds of the same feather are in any event supposed to flock together. Money lying in the vaults of Swiss banks has been paid in as much by business tycoons as by politicians, along with remittances from other specimens. Each species knows fairly well what amount which of the other species has stacked up in Mauritius or Cayman Islands or Zurich; some judges too have of late joined the fraternity.

    Things were not always so smooth. During the first few decades following Independence, the economy was semi-controlled, and the corporate sector was somewhat in awe of politicians. One needed a licence to start an industry or business of corporate proportions. The minister was a godlike figure who decided an industrialist's or businessman's fate. Even if this or that politician would, for rendering a favour, accept money from this or that business tycoon, no tycoon would dare to tell tales; his licence could get cancelled on the flimsiest pretext. Reigning politicians still carried around their personae the halo that got lit during the freedom movement. A stray Birla or a Bajaj apart, few among the tycoons could aspire to bridge the social distance separating them from the ministers. Politicians, it will be wise to remember, had the other, equally lucrative milch cow: the public sector was flourishing. Come election season, a minister would summon heads of the public undertakings controlled by his ministry and inform them how much they were expected to contribute to the party's election kitty; how they showed these in the account books was their headache, not the minister's.

    Some senior civil servants presiding over the distribution of licences, however, had the private sector constantly in mind. A few among them, with an adequate lack of scruple, would not even bother to be subtle. One of these gentlemen had a sculptress wife; every time she would hold an exhibition, the husband would post himself outside the exhibition hall, tycoons would dutifully troop in, the sculptures would be sold out in a jiffy.

    Those pastoral days are long gone. It is now an altogether different landscape. The size of industrial and economic activity has expanded several times. The public sector is in cold storage. The government is in a contrite mood, it has confessed what a big folly it was on its part to enter the sphere of industry and commerce or to patronize the barbaric licensing system. It has apologized and pledged total surrender to the private sector. The 'advisories' from the government have therefore not even a symbolic significance. Official pronouncements on the issue of austerity are as fake as the anger formally registered by industry barons in response. The government has, in effect, ceased to be the decision-making authority in economic matters; principals of the private sector constitute the actual authority. That is what neo-liberalism is all about.

    On paper it is a multi-party democracy and political parties supposedly reflect the sovereign will of the people. In practice, almost all parties run on funds supplied by the corporate sector. It is very nearly in the nature of a straightforward business transaction. Politicians heading the parties have to survive. Their survival is also a necessity for the tycoons since they seek a front. Politicians provide the facade of a throbbing, living democracy where representatives of the people are assumed to take the crucial decisions. This is the de jure framework; the actual decisions are the handiwork of the tycoons.

    In the meantime, India has slipped down to 134th position in the human development index put out by the United Nations. That datum can be taken in stride, for the GDP growth rate is what counts at the G-8 concourse. The Maoists flex their occasional muscle, but, overall, it is a well-managed system. Even without the prime minister informing them about it, people know that, now that the aman harvest is imminent, prices are to decline, even if marginally. They will be grateful for this little mercy. Ordinary men and women are generally full of good behaviour; they let politicians let their tycoon friends — whom they hold in awe — make killing profits.

    New Delhi, Oct. 25: Bengal has the highest rate of non-compliance under the Right to Information (RTI) Act with nine in 10 applicants denied information ordered to be released, a survey has suggested.

    The survey by the Public Cause Research Foundation, a Delhi-based non-government agency campaigning for transparency, has shown that only 39 per cent disclosure orders by information commissioners were complied with nationwide.

    Bengal's compliance rate was only 8 per cent.

    The survey found that among 6,000 RTI appellants from across the country who had received orders in favour of disclosure from information officers during 2008, about 61 per cent did not receive satisfactory information.

    "We see a major problem of non-compliance of orders," said Arvind Kejriwal, an RTI activist and managing trustee of the foundation.

    "(Government) officials have all the incentives not to release information — penalties for non-compliance are rarely imposed."

    The RTI Act has several provisions for its effective implementation. Information commissioners are empowered to penalise officials for not releasing information. Their salary can be cut and they can even be arrested.

    The survey, which analysed over 34,000 orders that had favoured release of information sought by appellants, also found that in cases on non-compliance, only 2 per cent of officials had been penalised.

    "Information commissioners have powers to punish violators, but they are not invoking them," Kejriwal said. The survey did not cover Tamil Nadu, Uttar Pradesh and Sikkim for various reasons.

    Karnataka and Kerala had the highest rate of compliance — 60 per cent. This may reflect their mode of operations — information commissioners in both states do not close a case and have repeated hearings until an appellant reports satisfaction.

    Mizoram had the highest deterrence rate with penalties imposed on 25 per cent of violations of RTI orders, followed by Nagaland and Arunachal Pradesh.

    Over the past three years, tens of thousands of people have filed RTI applications demanding information across a range of topics — from office promotions and policy decisions on genetically-modified crops to irregularities in IIT entrance tests.
     
    Unions want VC to resign

    Santiniketan, Oct. 25: Striking Visva-Bharati staff today demanded the resignation of vice-chancellor Rajat Kanta Ray for the sake of a "fair probe" into allegations of corruption they have levelled against him.

    The university, open on Sundays, did not have classes for the second consecutive day because the teachers' union is supporting the strike.

    Visva-Bharati had yesterday accepted their main demand and promised to ask the Centre to probe the charges. But those on strike said they had not been formally informed about the decision.

    It has also not approached the Centre yet for the probe. "We are yet to decide when we will send the proposal to the Centre. We have started the process," said public relations officer Amitabha Chowdhury.

    Debabrata Sarkar, a leader of the non-teaching employees' union, said: "We are demanding the VC's resignation because we don't think a proper probe is possible with him in the chair."

    The VC declined comment.

    Students owing allegiance to the Congress and the Trinamul Congress — in the majority in the institution — have decided to support the strike from tomorrow.

    State Congress leader Subrata Mukherjee visited Santiniketan today and said "I have full support" for those seeking the VC's resignation. "I will sit in a dharna in front of Raj Bhavan along with scholars to expose him," he added.

    Ray has been accused of diverting student welfare funds to another project and selling a CD containing copies of Tagore's unpublished paintings at a throwaway price.

    Karat tiptoes on OC deal

    Oct. 25: Prakash Karat today steered clear of Bengal's deal to free a police officer taken hostage by Maoists, saying the decision was based on the "judgement" of the state government.

    "The state government is carrying out joint operations to isolate the (Maoists) in Lalgarh and other areas. The government exercised its judgement and decided to get them (the 14 women) released. We have nothing more to say on this," the CPM general secretary told a news conference.

    Karat appeared to suggest that the state government's decision not to oppose the bail of the 14 women was entirely a matter decided by the administration, with no role for the party.

    However, the CPM leader pointed out that the women released were "not important (Maoist) cadres but ordinary people" mobilised by the rebels.

    Karat asserted that the centrally banned CPI (Maoist) wasn't part of the communists' fold and said the party would launch a campaign to isolate the rebels. "We do not consider Maoists a Left organisation. They have killed over 60 of our people (from the CPM) in Bengal."

    In keeping with Karat's tone, a statement issued by the central committee today condemned the "extremist Maoist gangs" but was silent on the hostage deal.

    "There were no differences in the party as the state government and the party handled the situation as best as possible,'' a committee member said.

    However, the party was keen to scotch speculation that the hostage deal would set a precedent — the reason chief minister Buddhadeb Bhattacharjee asserted yesterday that it was an exception, not the norm.

    "Bhattacharjee was told to rule out the possibility of it (the swap) turning into a precedent," the member said.

    Sources said the central committee did not discuss or decide the party's stand on the multi-state security offensive being planned against the Maoists, although Bhattacharjee had vowed yesterday to teach the rebels a lesson.

    Sunil Gangopadhyay (Bangla: সুনীল গঙ্গোপাধ্যায় Shunil Gônggopaddhae), (born 7 September 1934) is a celebrated Indian poet and novelist.

    He was born in Faridpur in what is now Bangladesh. He studied at the Surendranath College, Dumdum Motizhil College , City College, all affiliated with the University of Calcutta. Thereafter, he obtained his Master's degree in Bengali from the University of Calcutta in 1954.

    [edit] Literary career

    He was the founder editor of Krittibas, a seminal poetry magazine started publishing from 1953, that became a platform for a new generation of poets experimenting with many new forms in poetic themes, rhythms, and words. Later, he started writing for various publications of the Ananda Bazar group, a major publishing house in Kolkata and has been continuing it for many years. He became friends with the beat poet Allen Ginsberg while he was traveling in India. Ginsberg mentioned Gangopadhyay most notedly in his poem September on Jessore Road. Gangopadhyay in return mentioned Ginsberg in some of his prose work. After serving five years as the Vice President, he was elected the President of the Sahitya Akademi on February 20, 2008[1]

    Sunil, along with Tarun Sanyal, Jyotirmoy Datta and Satrajit Dutta had volunteered to be defense witnesses in the famous trial of হাংি র আন্দোলন (Hungryalism) poet Malay Roy Choudhury.

    He married Swati Bandopadhyay on February 26, 1967. Their only son, Sauvik was born on November 20, 1967.

    Author of well over 200 books, Sunil is a prolific writer who has excelled in different genres but declares poetry to be his "first love". His Nikhilesh and Neera series of poems (some of which have been translated as For You, Neera and Murmur in the Woods) have been extremely popular.

    As in poetry, Sunil is known for his unique style in prose. Arjun, Pratidwandi, filmed by Satyajit Ray (English title: The Adversary), Aranyer Din-Raatri (The Days and Nights of the Forest, also filmed by Satyajit Ray), Abar Aranya (filmed by Gautam Ghosh), Ekaa ebong Koyekjon are some of his well known works of fiction. His historical fiction Sei Somoy (translated into English by Aruna Chakravorty as Those Days) received the Indian Sahitya Akademi award in 1985. Sei Somoy continues to be a best seller more than two decade after its first publication. The same is true for Pratham Alo (also translated recently by Aruna Chakravorty as First Light), another best selling historical fiction and Purbo-Paschim, a raw depiction of the partition and its aftermath seen through the eyes of three generations of Bengalis in West Bengal, Bangladesh and elsewhere. He is also the winner of the Bankim Puraskar (1982), and the Ananda Puraskar (twice, in 1972 and 1989).

    Sunil has written (and still writes) in many other genres including travelogues, children's fiction, short stories, features, and essays. Among his pen-names are: Nil Lohit, Sanatan Pathak, and Nil Upadhyay.

    Though he has written all types of children's fiction, one character created by him that stands out above the rest, is Kakababu, the crippled adventurist, accompanied by his young adult nephew Shantu, and his friend Jojo. Since 1974, Sunil Gangopadhyay has written over 35 novels of this popular series, most of which appeared in Anandamela magazine.
