new delhi: at a time when the
government is going ahead aggressively with the disinvestment of psus, national
thermal power corporation (ntpc) on thursday said that this was not the right
time for disinvestment in ntpc. "we feel that the government should go for
disinvestment in ntpc only after completion of power sector reform to get better
value for its equity in the corporation," ntpc chairman and managing director
c.p. jain told reporters. the government has invested about rs 24,000 crore in
the corporation, jain said, adding with the power sector reform, the returns and
dividend to government should go up substantially and then it would be the right
time to think of disinvestment. meanwhile, jain clarified that the corporation
was not interested in buying equity in the enron-promoted dabhol power
corporation saying that the"corporation does not think that the option was
commercially viable." he, however, refused to comment on the issue and said that
ntpc had to clarify its position to government as some of the financial
institutions
had suggested ntpc buying equity in the disputed dpc project for
resolving the matter.

Forest wardens fear that as the cyclone tore through the

Sunderbans flooding the
mangrove forests, it may have killed more than a dozen of the highly endangered
Bengal tigers.



As the human
toll from Monday’s cyclone rose to 64, beat officers and range officials
in the Sunderbans feared hundreds of herbivores and at least a dozen tigers
might have been swept away by the giant waves that lashed the forests. While a
tiger had sneaked into the Jamespur village wading through the flood waters and
was tranquillised early on Tuesday morning, 20 crocodiles and two spotted deer
were found dead.



The full
extent of damage will be known only after an assessment by forest teams. As per
the last census, the Sunderbans had 265
tigers.

Rescuers are searching the rubble of a police
building in Lahore after a bomb attack killed at least 45 people and
injured 250 in Pakistan's second city.


Gunmen reportedly

The government is ready to deliver further fiscal stimulus to arrest a
slowdown in growth, the finance

minister said on Tuesday, but

added that fiscal
prudence was also a
priority.
Pranab Mukherjee said
stimulus steps taken since late 2008, including cuts in duties and extra
spending, were having an impact and the government would take further measures
to revive activity, although some sectors such as textiles were badly
hit.



"What is needed right now
is the stimulus to the growth. But at the same time, we cannot lose our sight,
that we cannot indulge in fiscal profligacy," Mukherjee told a news channel when
asked if more stimulus measures were
planned.


Meanwhile, the President of India has also set the Tune of her Governance Music!

President Pratibha Patil on Wednesday said stimulating consumer demand
and creating confidence in institutions and markets can help

tackle the present
downward trend in the global economy.



"Stimulating consumer demand

Highlighting that the impact of the financial meltdown on India has

Stressing on evolving a network of institutions to
safeguard interest of consumers, Patil said, "A legal system and a strong

"We have a Consumer Protection Act at the national, state and
district levels. These courts have delivered landmark judgments in many spheres
and have been a constant source of hope to consumers," the President said.




On Saturday, Mukherjee
had said efforts would be made to insulate the economy from the global financial
crisis and slowdown, and media reports have said the additional spending could
be equal to 0.5-1.0 percent of gross domestic
product.



Finance Secretary
Ashok Chawla told media finance ministry and Reserve Bank of India officials
would meet on Saturday to finalise a revised borrowing plan for June, sending
bond yields higher on concerns of more supplies.




According to its borrowing
calendar, the government is expected to borrow Rs 48000 crore ($10 billion) of
bonds between May 29 and June
26.

Lamy said while the economic crisis has
worsened since the beginning of the year, "the political atmosphere in the
negotiations has improved. We have seen an increasing level of political
engagement and clear signals of renewed commitment and support for a rapid
conclusion of the Doha Round".



India, Brazil, South Africa and China
are the key leaders of the developing nations at the WTO negotiations. The US
and the European Union mainly represent the developed countries.




India's senior Cabinet Minister Kamal Nath, who held the Commerce
portfolio in the previous United Progressive Alliance government, spearheaded

Indian banks, all of which are
making profits, have more scope to further lower their lending rates, Reserve
Bank of India Deputy


Governor Rakesh Mohan said.



"Banks are all
profitable. There is much more room for banks to cut their lending rates,"
Reserve Bank of India Deputy Governor Rakesh Mohan said.



Mohan
observed that Indian banking system has stayed insulated to the global financial
crisis, drawing strength from prudent regulations, healthy capital-base and
negligible exposure to toxic assets.



"We have, as of now, no banking
problems in India and non -performing assets (NPAs) continue to be low," Mohan
said.



Though credit growth continues to be high, banks have not done
well in providing adequate loan support to fund starved SMEs, Mohan said.




In order to improve credit flow to tiny units, banks need to revisit
the risk assessment criteria of their SME clients, Mohan said.

Industry expects Mukherjee to present a budget
that will address the issue of slackening growth through focus on investment
,
particularly in the infrastructure sector.



A delegation of the
Confederation of Indian Industry (CII) had already met Mukherjee, even before he
took charge yesterday, giving him a detailed pre-Budget memorandum that outlines
specific measures to put the economy back on fast track.



"We
presented our pre-budget memorandum to the Finance Minister at his residence on
Sunday. We want focus on economy, growth and infrastructure," said CII Director
General Chandrajit Banerjee.



Faced with the challenge of revving up
the economy, Mukherjee started consultation with the top officials on budget
soon after taking charge yesterday. The union budget would be presented in the
first week of July with focus on 'Aam Admi', Mukherjee said.

 


Challenges posed by Naxals,
operationalisation of proposed NSG hubs and the National Investigation Agency
are likely to be top in the

100-day Action Plan being prepared by the Home
Ministry and to be implemented from June one.



The action plan,
prepared following the directive of Prime Minister Manmohan Singh, is likely to
take care of security threat emanating from Naxal menace and sectarian violence,
home ministry sources said.



The plan also aims to operationalise the
NSG regional hubs in Mumbai, Kolkata, Hyderabad and Chennai within the next 100
days so that the specialised commando force could be stationed in the four major
cities, they said.



The home ministry also plans to expedite
recruitment process of the NIA in the next 100 days as the agency was yet to
take its full shape, the sources said.



Following the Mumbai terror
attack, the government had announced that it would set up four NSG hubs and
constituted the NIA empowering it to take up all terror-related cases, having
inter-state ramifications, for investigations.



The ministry had
launched a 100-day Action Plan beginning February 21 and it was "substantially
implemented".

Ahead of the listing of state-run firms Oil India (OIL) and NHPC, the
finance ministry is chalking out a foreign road show calendar

aimed at
attracting institutional investors to the initial public offerings (IPO) and
proposed follow-on public offerings (FPOs).



The road show for OIL,
led by an inter-ministerial group, is expected to start in early August,
followed by that for NHPC if market conditions remain stable, a finance ministry
official told ET on conditions of anonymity.



While OIL is planning a
Rs 1,300-crore IPO, NHPC plans to raise an estimated Rs 2,500 crore through the
offering. Piggy-backing on these issues, the government also wants to offload
10% in OIL and 5% in NHPC.



The piggy-backing route was adopted first
during the NTPC IPO, where the government offered 5% of its stake along with the
public offering. Both NHPC and OIL are expected to be listed before
September-end, before the regulatory approvals by capital market ergulator Sebi
lapse. The government holds a 98.13% stake in OIL while NHPC is a 100%
state-owned company.



OIL’s lead managers for IPO are HSBC,
Citigroup and Morgan Stanley. NHPC, a hydroelectric power generating company,
has SBI Capital Markets, Kotak Mahindra Capital Company and Enam Securities
Private as its lead managers.



“We had called off the
three-week-long foreign road shows planned for OIL last November as market
conditions had deteriorated and investor appetite took a beating. But the
scenario has changed now. The inter-ministerial group will be meeting foreign
institutional investors in select cities and will explain the prospects to
them,” the official said.



The foreign cities that the
inter-ministerial teams will be visiting are yet to be finalised. The team for
road shows will include board members, representatives from respective
administrative ministries, and finance ministry officials.



With
disinvestment gathering steam, the government is expected to tap foreign
investors for many of the upcoming IPOs and FPOs.



“The question
of tapping foreign investors depends on the sector in which you are planning the
listing or dilution of stake. Public sector enterprises that cater to the
domestic market may not figure in the investment plans of foreign investors. But
foreign investors have shown interest in sectors such as oil, power and
railways,” the official added.


India Inc aims for 10 per cent growth for next 10 years, Economic Times reports:


Top Indian industrialists would be meeting the newly appointed Finance Minister
Pranab Mukherjee on June 1 in New Delhi for pre-budget

wants the government to aim for 10 per cent economic growth for the next 10
years in order to make India the next economic superpower.



The
meeting will be attended by Chairman of Tata group, Ratan Tata, Aditya V Birla

Speaking to ET, Venugopal Dhoot said the
government should take a long term view of the economy by preparing a master
plan so that the country can achieve ten per cent growth. "This is the time for
India to create history. As rest of the world is still grappling with recession,
India is still growing at 6% rate. The government shouldtake a long term view of
the economy by giving incentives for labour intensive units," Dhoot said. "India
will have to create employment keeping in mind the highly educated new
generation workforce which is coming into the labour market," Dhoot
said.



Dhoot said infrastructure spending is the need of the hour and
the India Inc is ready to take up projects which would help in nation building.
"The private-public partnership projects should be encouraged and as in the past
Indian companies will come forward to take up ports, airports, and bridge
projects."



Talking to ET, Vice Chairman of JSW Steel, Sajjan Jindal
said the immediate priority of the government should be to give a kick-start to
the Indian economy which is showing signs of a slowdown. "The government should
give a push to the small and medium sized enterprises as they employ a lot of
people. A push to the exports growth is also the need of the
hour."



To achieve this, Jindal says the government must reduce the
high interest rates which are currently discouraging investments in the country.
"Although the interest rates have come down, it is still not at a very
comfortable level. We will ask him for an action plan to bring down the interest
rates
further."



Other industry leaders told ET that the government
should increase spending in infrastructure and relax foreign investment norms
for the retail and aviation sector. Arun Nanda, executive director of Mahindra
and Mahindra wants the government to invest in building social infrastructure
like school and hospitals.

The budget would be presented in the first week of
July with focus on aam aadmi and a special attention to sectors like textiles
and IT that were hit hard by the global financial meltdown, finance minister
Pranab Mukherjee said on Tuesday.



Mr Mukherjee met former Planning
Commission deputy chairperson Montek Singh Ahluwalia on Tuesday, while ministry
officials are gathering inputs from various departments.



Officials
of the Controller General of Accounts (CGA), the internal auditor of the
government, met finance ministry officials to discuss the government’s
spending in the last financial year.



The government is assessing the
ground-level implementation of the measures announced as part of the two fiscal
stimulus packages in December 2008 and January 2009, said an official who asked
not to be named. The Congress party had promised in its pre-poll manifesto that
it would raise wages under the National Rural Employment Guarantee Scheme
(NREGS), legally guarantee food to the poor and expand the coverage of the
health insurance scheme for the poor.



The new government is also
expected to address the grievances of export-oriented sectors as they account
for nearly a fifth of the country’s total annual economic
output.



“We have to pay heed to the sectors that have been
impacted the most (by the economic downturn). Exports and IT are among the worst
hit,” Mr Mukherjee had told ET last Sunday in his first media interview
after being named the finance minister.



The government is also
expected to redraw its roadmap for reducing fiscal deficit in the budget. The
government is believed to have crossed the revised fiscal deficit target of 6%
in the last financial year and looks set to cross the 5.5% estimate for this
year.



Senior officials at the finance ministry and the Reserve Bank
of India will meet on May 30 to review the borrowing needs for the first half of
the fiscal year, finance secretary Ashok Chawla said.



According to
the borrowing calendar, the government is expected to sell Rs 48,000 crore worth
of bonds between May 29 and June 26. It has outlined record gross market
borrowing of Rs 3,62,000 crore in 2009-10.

Reviving growth momentum is a top priority for ruling coalition that won
a second term but fiscal prudence will also be kept in mind,
Finance Minister
Pranab Mukherjee said on Wednesday.




Addressing a press conference,
Mukherjee said the industry and business have been hurt by cost of finance.




He also said that banks may
take advantage of the monetary policy and make cheap credit available. He added
that the RBI has repeatedly said that commercial banks had more room to cut
rates.



Pranab Mukherjee said he
would be able to announce the full-budget for 2009/10 by the first week of July
and try to get it approved by July 31.




Whereas, analysts feel that
union budget will focus on improving the funding situation by maintaining
liquidity and further lowering interest rates, and through this kick-start the
economy. Here are few comments by analysts on Pranab Mukherjee's press
conference.



"The finance
minister has clearly laid down the priorities that the budget may encompass to
revive the economy. In addition to higher allocations towards infrastructure,
both physical and social, we expect the budget to equally emphasise on policy
issues to address the funding impediments. It is apparent that the disinvestment
agenda is expected to revive in a big way. "Importantly the finance minister,
while emphasising growth, has also given attention to fiscal consolidation. We
infer that while higher spending is on cards, financing of higher spending may
come from disinvestment proceeds and 3G auction money. As such, fiscal deficit
is likely to see a lower number in the budget versus interim budget fiscal
deficit number." Shubhada Rao, Chief Economist, Yes Bank, Mumbai.




"This year's union budget will
assume significance from the perspective of pushing ahead structural reforms.
Since three fiscal stimulus (packages) are already out and since the finance
minister has spoken about fiscal consolidation, the thrust of the budget will be
on pending structural reforms that will improve the overall competitiveness and
efficiency of the industries rather than just pumping in money. "The focus is
going to be on infrastructure industries which have strong forward linkages and
which is a must in view of the broader industrial slowdown," Rupa Rege Nitsure,
Chief Economist, Bank of Baroda,
Mumbai.



"We agree with the
finance minister's emphasis on growth over narrowing the fiscal deficit in the
near term. We believe that an acceleration of growth itself will increase
government revenues in the medium term, thereby automatically narrowing the
fiscal deficit. "Between the near and medium term, if the government follows
through on divestment, that would be an additional positive," Atsi Sheth, Chief
Economist, Reliance Equities, Mumbai.





"At this point of time
it looks difficult for the government to stick to its fiscal deficit target
announced at the interim budget, but it is possible they have identified some
revenue sources. Hence one needs to see what happens finally in the budget," A
Prasanna, Analyst, ICICI Securities, Mumbai.




"Clearly the major policy
issues, whether divestment, possibility of additional borrowing, decontrol of
oil and fertiliser prices; on all these issues this government is yet to
finalise its stance." "But its focus is clearly on improving the funding
situation by maintaining liquidity and further lowering interest rates, and
through this kick-start the economy." "As of now, I won't say there is any huge
indication of borrowing being increased, as even if the expenditure is more than
what is stipulated in the vote on account, this can come from other sources of
funding like 3G spectrum auctions or limited decontrol of oil prices." "My focus
will be more on state borrowing, as this is a big unknown and because this can
be a big change," Sujan Hajra, Chief Economist, Anand Rathi Securities,
Mumbai.


India's external liabilities rise on FII outflows

NEW DELHI: Withdrawal of money by FIIs
from capital markets has resulted in India's net external liabilities increase
by 14.6 billion dollars to

80.1 billion dollars in the third quarter of the last
fiscal against the preceding quarter.



"Net claim of non-residents on
India as reflected by the net International Investment Position
(assets-liabilities) of India as at end-December 2008, increased by USD 14.6
billion to USD 80.1 billion," the central bank said in a statement.




The net IIP (the stock of external financial assets less the stock
of external financial liabilities) shows the difference between what an economy
owns in relation to what it owes, the RBI said.



"This decline was
mainly attributed to outflow by FIIs from portfolio equity investment during
Oct-Dec 2008 and also on account of the effect of valuation changes," it added.




The bank further said the share of non-debt liabilities to total
external financial liabilities declined to 44.9 per cent at end-December 2008
from 46.6 per cent mainly due to equity out flow by FIIs.



The IIP
was a negative USD 65.5 billion at the end of September 2008.



Both
external financial assets and liabilities have declined during the first three
quarters of the last fiscal (for which data is available). However, assets have
fallen more sharply than the liabilities.



The total assets declined
by USD 16.7 billion to USD 340.3 billion as at end-December 2008 over the
previous quarter mainly due to fall in reserve assets to the tune of USD 30.4
billion.



While, the total external financial liabilities declined by
USD 2.2 billion over the previous quarter at USD 420.3 billion as at
end-December 2008.



The financial assets consist of the country's
financial claims on non-residents and financial liabilities consist of the
country's financial liabilities to non-residents, the RBI said.

'India's power generation capacity 68 pc below target in FY09'

India's power generation capacity might have gone up by about 3,500 MW in fiscal
2009, but the capacity addition was dismal as it was

over 68 per cent below the
target of 11,061 MW set for the period, an economic think-tank has said.




Power generation is, however, expected to grow by 4.6 per cent this
fiscal as projects with a capacity of 7,730 MW are likely to commence generation
in FY10, Centre for Monitoring Indian Economy (CMIE) said.



"The
total installed power generation capacity in India rose by 3,453.7 MW during
April-March 2008-09. This is 68.8 per cent below the capacity addition target
for 11,061 MW set for the period," CMIE said it in May review. During 2009-10,
projects with a capacity of 7,730 MW are expected to commence generation, it
said.



"This, together with a higher availability of coal and gas, is
likely to result in an acceleration in thermal power generation growth. We
expect total power output in India to rise by 4.6 per cent during 2009-10," CMIE
said.



The revival in hydro-power generation will bolster growth in
total power generation, but at a moderate pace, it added.



At
present, India's total installed power capacity stands at 1,47,402.81 MW.Of
this, 93,392 MW is generated from thermal and 36,647.76 MW is from hydro.


DLF, Mundra SEZ plans to be reviewed

NEW DELHI: The board of approval for
special economic zones (SEZs) is scheduled to meet on June 2 to take up a host
of cases, including Adani

group’s proposal to double its power generation
capacity at Mundra port SEZ in Gujarat, DLF’s proposal to denotify four of
its SEZs and several proposals to set up SEZs.



As per the agenda, 21
requests for extension of validity of formal approvals made by
companies—including NIIT, HCL, L&T and Orientcraft, which had been
considered and granted extension for one year while the BoA was not
meeting— would be considered for formal clearance. The BoA will take up 19
proposals for setting up SEZs, three of them fresh and sixteen of them deferred
in earlier meetings.



Besides these, proposals related to requests for
authorised operations and appointment of co-developers will also be taken
up.



Adani Power’s request for further increasing the power
generation capacity of its power sector SEZ at Mundra from 2,640 mw to 5,040 mw
was considered in the BoA’s last meeting in February 2009. BoA had asked
the government of Gujrat, which has signed an MoU with Adani power for
generating 5,000 mw power, to come back with a clear plan for power utilisation.
The state has now come up with its new projections, which will be considered in
the June 2 meeting.



How the economic slowdown impacts SEZs is evident
in the agenda in the form of requests for denotification, withdrawal of
approvals and extension of validity of approvals set to
lapse.



Cash-strapped DLF, which put up four of its IT/ITES SEZs in
Gujarat, Haryana, West Bengal and Orissa for denotification, stated that the
reason for the decision was a slow down in the economy and a liquidity crunch in
the overall industry.


Madhya Pradesh, IL&FS tie up to develop industrial zones

The Madhya Pradesh government has signed an agreement with IL&FS
Infrastructure Development Corp (IIDC) for the development of three

industrial
zones under the central government's ambitious Delhi-Mumbai Industrial Corridor
(DMIC) project.



This project will prove to be a milestone in the
future industrial development of the state, Minister for Commerce, Industry and
Employment Kailash Vijayvargiya said Tuesday.



The agreement was
signed Monday between Madhya Pradesh Trade and Investment Facilitation Corp
(Trifac) and IIDC.



Under the deal, Trifac and its partner firm will
jointly work to develop three industrial areas - Ratlam-Nagda Investment Region,
ShajapurDewas Industrial Area and Neemuch-Nayagaon Industrial Area, an official
of the state Industry department told IANS.



"Trifac has appointed
IIDC as the project management consultant for the development of the investment
nodes as per the conditions laid down in the agreement," said the official, who
did not want to be identified.



The 1,483-km long DMIC, which is
expected to cost $90 billion, passes through five states with a series of
industrial zones that will be serviced by a string of dedicated freight
expressways, rail links and other facilities.



According to
government reports, once the DMIC project is complete, the employment potential
will double and the industrial output will go up three-fold in five years.


Govt to fast track Rs 20k cr road projects

government will soon consider clearing 21 infrastructure projects
, at a total
cost of about Rs 20,000 crore,

to be implemented jointly by various state
agencies and private sector developers.



The model code of conduct
for public servants during the national polls had forced central and state
agencies
to put on hold new public private partnership (PPP)
projects.



The PPP appraisal committee, chaired by finance secretary
Ashok Chawla, will soon examine these projects, which are spread across the
country. All of them are road projects, each at a cost of Rs 500-1,000 crore.
About 13 projects have sought financial support from the government to achieve
financial closure under the viability gap funding (VGF), said an official who
asked not to be named. Under the VGF scheme, the government meets one-fifth of
the total cost of the project, which could be doubled if the state agency feels
so.



The government feels spending on large infrastructure projects is
crucial for protecting jobs and helping firms remain in business till the good
times return. Besides making it easier for infrastructure project developers to
access funds, the government had also decided to spend more on the sector last
December.



Of the Rs 20,000-crore extra Plan spending the government
had announced last December to stimulate the economy, a significant part was
allocated for building new roads.



The official told ET that the
government will also look into the grievances that infrastructure lenders may
have. According to Hemant Kanoria, CMD of Srei Infrastructure Finance, it is
difficult for such firms to borrow from multilateral agencies under the existing
norms on overseas commercial borrowings. The private sector infrastructure
lender wants the norms to be further eased.



The PPPAC cleared two
port and five highway projects in March with a spending of Rs 5,220 crore. Since
January 2006, the panel has approved 101 projects, with an estimated cost of Rs
1,00,384 crore. These include 88 highways, nine ports, two airports, a tourism
infrastructure project and a railway project.

Reliance Infra plans to raise $913 million

India's Reliance Infrastructure Ltd said that it planned to raise 43 billion
rupees ($913 million) by issuing share warrants to its

founders, as it gears up
to bid for infrastructure
contracts.



Reliance
Infrastructure said on Sunday it would issue 42.9 million warrants convertible
into shares at 1,000 rupees each, a 10.8 per cent discount to Friday's closing
price
, to founders' Anil Dhirubhai Ambani
group.



The founders' stake will
rise to 48 per cent from 38 per cent. "We have a great sense of excitement at
the unprecedented opportunities unfolding before Reliance Infrastructure, in
high growth areas of power and infrastructure development," chairman Anil Ambani
said in a statement.



The issue
would raise the net worth and borrowing limit of the firm by a third, it said,
boosting its ability to qualify for large road, power, rail and port
projects.



India needs $500
billion over five years to overhaul its crumbling
infrastructure.



Reliance
Infrastructure, which is building roads, metro rail and power plants worth 128
billion rupees will also look at ports, airports and real estate development, it
said.



The company said other
long-term shareholders such as state-run Life Insurance Corp and insurance firms
that together own a fifth of the firm can participate in the offering on the
same terms. It did not
elaborate.



The company also
said it had cancelled 43 million warrants issued to the founders in January 2008
and convertible into shares at 1,822.08 rupees a share before July
19.



The upfront payment of 7.83
billion rupees on the warrants will accrue to the firm's reserves, it
said.



Founders of several
Indian firms have stayed away from converting warrants after share prices fell
sharply.



Reliance Infra shares
lost nearly three quarters of their value last year but have almost doubled so
far in 2009.


Oil above $62 a barrel in Asia

Oil eased in Asia on Wednesday but remained above 62 dollars a barrel after
breaching six-month highs overnight ahead of a meeting of

the Petroleum Exporting Countries (OPEC).




New York's main futures
contract
, light sweet crude for July delivery, shed 20 cents to $62.25 a barrel
after settling at $62.45 in US trade, the highest close since November 5.




Brent North Sea crude for
delivery in July tumbled 14 cents to 61.10 dollars.




The market was taking a
breather after climbing to its highs Tuesday as traders viewed a jump in US
consumer confidence as a signal for an economic rebound and increased energy
demand.



The price dip on
Wednesday was "not a significant move," said Dave Ernsberger, Asian senior
editorial director for energy information provider Platts.




"The stage has been set for a
fairly bullish oil market in the summer," he said, adding that the market was
awaiting results of the OPEC meeting on Thursday in Vienna.




Saudi Oil Minister Ali
al-Nuaimi said Tuesday on his arrival in the Austrian capital that the cartel is
likely to maintain current production quotas.




"We will stay the course,"
said the minister, whose country is OPEC's biggest oil producer.




He also said that oil prices
should rise to 75 dollars per barrel, "we hope between the third and fourth
quarter" of this year.



OPEC,
which pumps some 40 per cent of global oil supply, has steadily cut production
since late last year in a bid to steady prices, which have tumbled from record
highs above 147 dollars per barrel in July 2008.


India invites bids for $2 bn in helicopter deals

: India has invited bids for two separate defence projects worth more than
$2 billion to arm its air force, a defence official and the

country head of
Boeing Co said on Monday.



The
Indian Air Force is seeking 22 attack helicopters and at least 15 heavy-lift
helicopters as it plans to replace its aging Soviet-era fleet with modern weapon
systems.



"Boeing has received
the Request for Proposals (RFPs) for the attack and heavylift helicopters and
will review the requirements," Vivek Lall, India country head of Boeing's
Integrated Defense Systems (IDS), told Reuters on
Monday.



The two RFPs were
issued on Sunday and Monday, days after a new Congress-led coalition government
was sworn in.



The government
said it would prioritise defence and push forward pending projects to modernise
its armed forces.



India is
looking to spend more than $30 billion over the next five years to modernise its
defence systems.



"We hope to
hear from bidders soon on the two projects and speed up the procurement
process," a defence ministry spokesman
said.



Last June, India asked
seven international companies to submit bids for supplying 22 attack
helicopters, but the government cancelled the tender this March, saying the
bidders did not meet
requirements.



Boeing, which did
not respond to that RFP for attack helicopters due to technical reasons, said it
was keen to offer its Apache AH-64 helicopters this time
around.



Separately, Boeing said
it was also reviewing the other RFP to supply at least 15 heavy-lift helicopters
to the air force.



Lall says the
U.S. plane maker was interested in offering its Chinook CH-47 to
India.



"We believe that
Boeing's Apache and Chinook can provide the Indian Air Force with the most
capable, proven and versatile platforms in their respective class," Lall said in
New Delhi on Monday.



India will
also soon hold field trials for the purchase of 126 fighter planes in a $10.4
billion contract that is one of the world's biggest current arms
deals.



Boeing's F/A-18 Super
Hornet, France's Dassault Rafale, Lockheed Martin Corp's F-16, Russia's MiG-35,
Sweden's Saab JAS-39 Gripen and the Eurofighter Typhoon, produced by a
consortium of British, German, Italian and Spanish companies, are in the race
for the lucrative fighter contract.


Companies pay higher dividends to boost investor morale

MUMBAI:
Contrary to fears that companies will tighten purse strings to conserve cash in
an economic slowdown, a substantial number of them have
increased dividend
payouts to shareholders, with some of them doing so despite posting flat or
lower profits, analysis by ET
shows.



Data available for 377
companies shows that 131 of them have increased dividend for the year ended
March 2009 or December 2008. The list also includes a few companies where the
data is available for the year ended September 2008 or June
2008.



This is seen as some
consolation to investors, given the bruising capital losses they have suffered
because of last year’s stock market turmoil.




EID Parry, Coromandel
Fertilisers, Stovec Industries, VST Industries, Crisil, ICI India, Sulzer India,
Nestle India and Clariant Chemicals are among the companies, which paid the
highest dividend. “If companies are paying higher dividend, it is a
positive trend, as it would help in boosting morale of shareholders,
particularly those who have been holding shares with a long-term point of
view,” said an analyst with a Mumbai-based broking
house.



Sugar company EID Parry
paid out 1000% dividend for 2008-09, compared with 25% previous year. On a
standalone basis, the company recorded a bumper profit of Rs 692 crore on sales
of Rs 812 crore, compared with a loss of Rs 17 crore on sales of Rs 651 crore in
2007-08. Its earnings were boosted by large extraordinary income of Rs 750 crore
earned in the form of a profit on sale of investments.




Coromandel Fertilisers hiked
dividend from 175% to 500% last fiscal. The company’s sales jumped 150% to
Rs 9,375 crore, while its net profit rose by 137% to Rs 496 crore, thanks to
exceptional income of Rs 159 crore. Some analysts are of the view that even if a
company pays exceptionally high dividend in a particularly year, factors such as
the industry it operates in, the management’s background, cash flows and
past dividend record should be considered before an investment call is
made.

“It is important to
see if a company is paying dividend out of normal profit or profit earned from
extraordinary sources. In normal circumstances, higher dividend shows the
management has a good confidence in prospects of the company,” said
Anagram Stock Broking head of research VK Sharma. The broking firm expects
public sector companies, including banks, to maintain their dividend track
records in the coming years.




The list of dividend
high-flyers, also includes multinational companies Sulzer India, Nestle India
and Clariant Chemicals. The companies paid dividends of 350%, 425% and 190%,
respectively, in the year ended December 2008, compared with 100%, 330% and
100%, respectively, in the previous year. In these cases, point out analysts,
foreign promoters would be the major beneficiaries due to their large stakes in
companies.

Anil Ambani group firms among top stock performers

MUMBAI: Three companies in the
Reliance Anil Dhirubhai Ambani Group were among the five top-performing stocks
of the S&P CNX Nifty of the

National Stock Exchange (NSE) last week, all of
them outshining the 50-share index by a wide margin.



With a gain of
52.7 percent, Reliance Capital was the best performer among the Nifty stocks.
The broader index itself rose 15.44 percent, in which Infosys turned out to be
the worst performer with a net loss of 4.43 percent, data with the bourse
showed.



Realty major Unitech came next with 36.65 percent gain,
followed by Reliance Infrastructure, up 36.71 percent, Reliance Communication,
up 35.85 percent and Tata Steel, up 33.69 percent.



Reliance
Industries, which has the largest market capitalisation and belongs to the
Mukesh Ambani group, could gain just 12 percent, which was below the 15.44
percent rise logged by Nifty.



Reliance Communications also
outperformed the market leader in the telecom market, Bharti Airtel, which moved
up just 7.47 percent, as per data with the stock market.

week under review were Cipla, down 3.44 percent, Wipro, down 2.18 percent, Tata
Consultancy, down 1.55 percent, ITC, down 1.32 percent and Sun Pharma, down 0.91
percent.



On the other hand, State Bank of India, Larsen and Toubro,
Tata Motors, Steel Authority and DLF made up the five other stocks that figured
in the list of top 10 performers and rose at a pace higher than the Nifty.




The week under review was one during which the stock markets gave a
resounding welcome to the electoral victory for the Congress-led United
Progressive Alliance (UPA).



The investor frenzy that followed forced
the suspension of trading for the day May 18 after indices hit upper circuit
filters twice within seconds.







US economy at risk of double-dip recession

WASHINGTON:
The US economy appears destined for several years of weak growth and high
unemployment that leave it vulnerable to a recession
relapse after the massive
dose of government stimulus wears
off.



While tepid growth looks
likely to resume late this year and build modestly into 2010, the credit bust
has left households and businesses unable or unwilling to borrow and spend as
freely as they did before the
crisis.



The US government has
stepped in as lender and spender of last resort, but its deep pockets are not
bottomless. Waning political and investor appetite for taking on more debt could
stand in the way of any additional big spending
plans.



"When you remove the
government stimulus, what the private sector can generate in terms of growth
feels like a recession," said Jeffrey Rosenberg, head of global credit strategy
at Banc of America Securities Merrill Lynch in New
York.



Rosenberg thinks the US
economy may trudge along at a sluggish growth rate somewhere in the range of 0.5
percent to 1.5 percent while banks recover from the credit crisis, which could
take another three years.



"If
that's what you're able to generate, that economy is not generating the job
growth required to bring the unemployment rate down," Rosenberg
said.

This is
a much darker outlook than the one put forward by President Barack Obama's
administration in its latest budget projections, which show economic growth
bouncing back to 3.2 percent next year and hitting 4.6 percent by
2012.



It also calls into
question the staying power of a recent stock market rally. The Standard &
Poor's 500 is up more than 30 percent from an early March
low.



The gloomier scenario
assumes that banks take years to recover from losses that some economists think
could reach $4 trillion; consumers curb borrowing and spending as they repair
the $11.2 trillion hole blown through their savings last year; and the explosion
in government debt drives up interest
rates
.



If the forecast proves
accurate, it would leave the economy susceptible to a shock, such as a big jump
in oil prices, and could force the United States to issue even more debt than
investors expect. That would likely increase borrowing costs, both for the
government and the private
sector.

Typically, deep
recessions are followed by powerful recoveries because when demand finally
returns, companies quickly ramp up production. That helps explain why Wall
Street has been feeling optimistic about recovery
prospects.



However, recessions
caused by financial crises have a history of being long, deep and difficult to
fully escape.



Treasury
Secretary Timothy Geithner said on Thursday that the current crisis was "caused
in large part by too much borrowing and too much lending. And the adjustment
process of that will be
difficult."



How difficult that
adjustment will be depends to a large degree on how dramatically consumers alter
their behavior.
