Hm's Statement in Lok Sabha

New Delhi: April 26, 2010

The Union home minister Shri P. Chidambaram made a statement in Lok Sabha today on the telephone tapping issue. Following is the text of the statement.

"National Technical Research Organisation (NTRO) is a technical organisation of the Government, and I make this statement on behalf of the Government. A GoM had recommended that such an organisation be set up. The organization was notified on April 15, 2004.

Government have seen the allegations against the NTRO contained in the story in Outlook magazine of May 3, 2010.

I wish to state categorically that no telephone tapping or eavesdropping on political leaders was authorized by the previous UPA Government. Nor has the present UPAGovernment authorised any such activity.

After the issue of the magazine was available late Friday, April 23, 2010, the allegations in the story were thoroughly enquired into. Nothing has been found in the records of the NTRO or elsewhere to substantiate the allegations.

Our intelligence agencies function within the law. They are fully accountable to Government. Under the Telegraph Act and the Information Technology Act each case of monitoring of telephone or electronic communications has to be approved by the Union Home Secretary personally, and is subject to review byan Oversight Committee chaired by the Cabinet Secretary. Such monitoring as may be necessary to fight crime, for national security, or for our counterterrorism effort, is subject to multiple checks and oversight.

Both this government and the previous UPA Government have respected and upheld the laws of the land. We are committed to defending the rights of every Indian citizen, including the right to privacy, and will uphold the rights of the individual citizen enshrined in the Constitution of India.

Further enquiries are being made into the allegations in the magazine. If any evidence is forthcoming or discovered, the matter will be thoroughly investigated by the appropriate agencies."

Customization of Procedures for Fruits and Vegetables

New Delhi: April 26, 2010

Presently there is no proposal to undertake any survey to find out preference of domestic user for fresh fruits/vegetables or processed material. However, the Ministry has got conducted the techno-feasibility study at five locations in the States of Maharashtra, Andhra Pradesh, Jharkhand, Punjab and North East for setting up Mega Food Parks in the country. The objective of the study was to identify potential clusters of agro/horti produce in respective States, assessment of surplus process able material, demand supply gap analysis and possibilities of forward linkages to major consumption markets. The mapping of potential consumption markets and its linkages with respective parks has also been undertaken in the techno-feasibility study. In addition to above, the Ministry has also got conducted the techno-feasibility study for setting up a strategic distribution center (SDC). The SDC is envisaged as distribution hubs which would have linkages with such parks. In this study, a detailed mapping of major consumption market (including some of tier-II cities) have been undertaken with respect to expenditure patters of domestic consumers towards processed and packaged food products. The future trend of domestic demand of processed food products is also covered in the study. The SDC will also cater to the export market based on the demand and will offer assured supply to potential export customers.

As regards adoption of Amul Milk model for F&V Sector, currently there is no proposal under consideration of Ministry. However, the primary objective of the Mega Food Parks is to provide excellent infrastructure facilities for food processing along the supply chain from farm to market. Such infrastructure will include creation of farm proximate infrastructure, transportation and logistics and a state-of-the-art Central Processing Center under a cluster based approach. The Mega Food Park Scheme envisages creation of enabling infrastructure for food processing and a comprehensive 'farm-to-plate' supply chain system. This is aimed at reducing wastages and ensuring value addition, especially in perishables like fruits and vegetables. This is further aimed at reviving the agricultural sector by increasing the returns for farmers besides making processing more economically viable and help creating large employment opportunities particularly in the rural areas. This will induce clusterised, cooperative and community farming in a demand driven manner with market orientation. It will also act as a destination for attracting Foreign Direct Investments. The farmers in the catchment area of such Mega Food Parks will have assured buyer for their produce which will ensure reduction in wastages and remunerative prices to the farmers, thereby enhancing their income levels and quality of life.

This information was given by Shri Subodh Kant Sahai, Minister of Food Processing Industries in the Rajya Sabha in a written reply.
