Power Sector Accounts 60% Carbon Emission

New Delhi: April 28, 2010

The Power sector approximately accounts for 60% of the total carbon dioxide emissions generated in the country. Thermal power generation accounts for approximately 64% of the total power generation in the country. Further coal, gas and diesel based power generation contributes approximately 82%, 17% and 1% of thermal generation respectively.

The Government has taken a number of steps for efficient use of coal in thermal power stations that include, inter alia, use of super critical boiler technologies, coal washing, coal blending and setting up of electricity regulators to enforce optimum generation and transmission of electricity. Besides, Renovation and modernization of old thermal power stations is undertaken to enhance their efficiencies. Hydro power policy has also been revised recently to encourage investment in this sector.

This information was given by the Minister of State for Environment and Forests (independent charge) Shri Jairam Ramesh in a written reply to a question by Shri Asaduddin Owaisi in Lok Sabha today

Ministry of Power

Centre and States Must Work Together for Providing Adequate, Affordable Quality Power for All: Shri Sushilkumar Shinde Power Ministers' Conference Begins in New Delhi

New Delhi: April 28, 2010

Union Minister for Power, Shri Sushilkumar Shinde today called for a renewed endeavour and commitment for providing adequate, affordable and quality power to all consumers. Inaugurating the Conference of Power Ministers at Vigyan Bhawan in New Delhi today, he said that both the Government of India and the States/UTs play complementary role in the development of power sector and "our ability to deal with the most critical issues depends on how closely we work together"

The conference convened by the Ministry of Power is being attended by Minister of State for Power, Shri Bharatsinh Solanki, Chief Minister of Delhi, Smt. Sheila Dikshit, Chief Minister of Himachal Pradesh, Shri Prem Kumar Dhumal, Deputy Chairman of Planning Commission, Shri B. K. Chaturvedi and Power Ministers as well as Power Secretaries from various states and UTs. This is the fourth Power Ministers' Conference, third within a year. The agenda of the conference is to discuss various issues related to power sector including generation capacity addition, open access and unbundling of State Electricity Boards, Rural Electrification through Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) and strengthening of sub-transmission and distribution system through Restructured Accelerated Power Development and Reforms Programme (R-APDRP).

Listing out the recent efforts by his Ministry in this direction, Shri Shinde said that we have already added 22,302 MW new capacity in the first 3 years of the 11th Plan, which is more than entire capacity addition during the five years of the 10th Plan. He also expressed confidence that with the close cooperation and active support of the State Governments, we will definitely add the balance 40,000 MW capacity in the remaining period of two years. He said that State Government's support is crucial for addressing issues like, law and order, land acquisition, rehabilitation & resettlement, and Forest and Environment clearances. These clearances need to be expedited and given in a time bound manner to achieve the capacity addition targets, the Minister added.

Although the capacity addition target for the 12th Plan is still to be finalized, Power Ministry is tentatively planning 1,00,000 MW. Work on projects of about 58,000 MW capacity which are likely to give benefits in the 12th Plan has already begun.

During 2009-10, 9,585 MW of capacity has been added. This is the highest capacity addition achieved in a single year during the last six decades, the second highest being 9,263 MW during 2007-08.

Under the Rajiv Gandhi Grameen Vidyutikaran Yojana, 79,135 villages have already been electrified and free electrical connections provided to 105.20 lakh BPL households. During the year 2009-10, 105% of the village electrification target has been achieved.

Emphasizing the need for speedy implementation by the State Governments/UTs of projects under the Restructured-Accelerated Power Development and Reforms Programme, Shri Shinde said that the Centre is implementing programmes worth Rs. 51,577 crores to further reduce AT& C losses to a national average of 15%. 1387 projects in 27 States for Rs. 5130 crores have already been sanctioned for Part A – i.e. energy audit and accounting and 239 projects in 7 States for Rs. 3059 crores for Part-B i.e. system strengthening schemes. The Minister announced that it has recently decided to provide underground cabling in places of tourist/ religious importance and hill stations in Part-B of the scheme.

Calling for Public Private Partnership model for resource mobilization and efficiency gains in the distribution sector, Shri Shinde urged the State Governments to provide necessary legal and regulatory frame-work for smooth implementation of these partnerships.

Shri Shinde informed the gathering that his Ministry has recently launched a scheme for electrification of villages within 5 km periphery of generation plants of CPSUs for providing reliable and quality power to the project affected people and electricity connections to BPL households will be provided free

The Minister also called for the need to maintain grid discipline. Observing that time and again some states are playing a dangerous game of overdrawing from the grid when frequencies are low, he said that with the integrated grid for almost the entire country, such heavy overdrawal could lead to a disastrous situation

In his address Shri Bharatsinh Solanki called upon the State Governments to consider providing incentives to Municipalities /Local Bodies for up - gradation of energy efficiency of Water Pumping and Sewage Treatment Plants as well as Municipal lighting. He said Energy efficiency measures in Water Pumping and Sewage Treatment Plants could help in solving the problem of payment of electricity dues to Utilities. Use of incandescent bulb should be banned in all public lighting and government buildings. Shri Solanki also suggested energy efficiency measures for agricultural DSMfor rural areas.

A booklet on a new scheme for supply of electricity within 5 km. area around central generating power plants was released by Shri Shinde on the occasion
