The Punjab and Haryana HC has pulled up Haryana govt asking how SPS Rathore was promoted to DGP rank despite a criminal complaint of molestation pending against him in the Ruchika case.   In Kerala, Raman Srivastava become DGP, afer killing an innocent girl, aged 13. Recently Ramdas Pothen who killed a youth without any reason, also promoted.   It seems that those Police Officers who becomes devils and beasts are getting promoted.   Jairam Padikkal, Laxmana etc. some of the samples
