New Delhi (IANS): Many Sikhs holding protests outside a court here were left fuming when the verdict on Congress leader Jagdish Tytler in a case of anti-Sikh riots was postponed on Thursday.
They, however, said they will continue their protests and not sit in peace until Mr. Tytler was punished.
"No one can demotivate us. So what if the date of court hearing is changed? We will come again that day and will continue our protests until Jagdish Tytler is given his due punishment," Harvinder Singh Khurana of the Shiromani Akali Dal told IANS outside the Karkardooma court complex in east Delhi.
The court postponed till April 28 its hearing in the case in which Mr. Tytler is accused of inciting a mob to kill Sikhs. Mr. Tytler, a former central minister, is a Congress nominee for the Lok Sabha election from Northeast Delhi.
"I am a victim of those riots. But this is not about the woes of one family. It's about the pain of the entire Sikh community which has been left unattended for the last 25 years," Mr. Khurana said.
Ajai Kaur, another victim protesting outside the court, said she had waited for so long for justice that a few more days meant nothing for her.
"Seven members of my family - including a four-year-old - were killed during the riots just because we belong to a particular community. All these years I have waited for justice. Another few days' wait is nothing - I will protest until I die," 75-year-old Ajai Kaur said.
Agitated protesters burned Mr. Tytler's effigies, some shouted dark threats if they did not get justice.
"We were not expecting this delay in the hearing of the case. Whatever it maybe, we will continue our protests. And if the court sets Tytler free, we will make sure that it doesn't happen," said Omkar Singh Thapar, a protestor.
Supreme Court refuses plea for conducting census on caste lines
New Delhi (PTI): The Supreme Court on Thursday declined to entertain a PIL by the Pattali Makkal Katchi (PMK) seeking a direction to the Centre to conduct census on caste lines saying these are policy matters and courts can neither interfere nor give any directions.
"How can we give such directions?" a Bench comprising Chief Justice K G Balakrishnan and P Sathasivam, said when senior advocate Ravi Verma Kumar, appearing for PMK, said such a census was necessary for identification of Other Backward Classes (OBC).
He said the lists of OBC have not been renewed for the last 10 years and the party has given several representation to the government in this regard.
However, the Bench said these are policy matters and "courts can neither interfere nor give any directions".
In a lighter vein, the bench said the PMK can try its luck when the next government is formed.
"Wait for the new government. You may be in that," the Bench said.
The PIL had said "in India, the caste system represents not only a social division but also a political and occupational division of society. Therefore, for planning and development, collection of details about each and every caste and tribe in the country is a must."

"Jagdish Tytler and Sajjan Kumar have expressed their sentiments that they do not wish to embarrass the party by contesting Lok Sabha elections when some political parties and individuals have tried to vitiate the atmosphere. They have opted out of Lok Sabha elections.
"The party has accepted their feelings and decided that they will not be Lok Sabha candidates of the Indian National Congress," party General Secretary Janardhan Dwivedi told reporters shortly after Tytler announced his decision to opt out of the race.
Earlier, Tytler announced that he was quitting the Lok Sabha race saying the controversy surrounding him has "embarrassed" the party and "damaged" its prospects.
"The media reports (of my alleged role) have damaged prospects of my party just before the elections. And at this particular time I think I should be away...I am not going to pursue my ticket with the party in this election," he told reporters in New Delhi.
"Media and the Akalis have created such an environment and that too at poll time that I think I should not contest," said Tytler.

Stepping up pressure on Congress over the issue of Jagdish Tytler's candidature in the Lok Sabha elections, the Shiromani Akali Dal (SAD) on Thursday asked why that party is "so desperately backing" the 1984 anti-Sikh riot accused.
"Why is the Congress so desperately backing him, that is the question people of the nation want to know... Why just before the elections the clean chit?" Punjab deputy Chief Minister Sukhbir Singh Badal asked when reporters sought on his views about Congress having given Tytler ticket from the North-east Delhi constituency.
"... Are they feeling that the UPA may not come back?" Mr. Badal asked.
The SAD leader added that "this is not only in Punjab but a huge issue worldwide. A person responsible for murder of thousands of people is set scot free".
Mr. Badal said Mr. Tytler's candidature "was no issue. The issue is the culprits have to be put behind bars".
Meanwhile,the CBI move to question the authority of magisterial court to take a decision on the issue of the agency's clean chit to Congress leader Jagdish Tytler on Thursday drew sharp criticism from a lawyer representing the anti-Sikh riot victims.
"The CBI cited a wrong and over-ruled judgement of the Supreme Court to press its point that the Additional Chief Metropolitan Magistrate had no power to decide on investigation report which involve offence of murder," said H S Phoolka, appearing for Delhi Sikh Gurudwara Prabandhak Committee.
"They (CBI) have tried to misguide the Court, and we have sought initiation of criminal contempt against the CBI Director for this act," Mr. Phoolka said.
Mr. Phoolka, who was pushed around by alleged supporters of Mr. Tytler while speaking to press outside the court premises, said that he will make a complaint to the police commissioner about the inaction of police officials in controlling the unruly mob.
"Nobody came forward to save us while we were being pushed around by some goondas and anti-social elements," he said.
Hitting out at the UPA government, Gujarat Chief Minister Narendra Modi on Thursday said it "failed" to counter terrorism, and appealed to the electorate to reject Congress and its allies and elect the NDA headed by the BJP for a "strong and safe India". The Congress, which ruled the country for about 60 years, has "failed on all fronts", Mr. Modi, who began a day-long whirlwind tour of Karnataka, said addressing a rally in Bijapur.

Akalis blame Sonia for Tytler, Sajjan tickets
Ludhiana Describing the Lok Sabha candidature of anti-Sikh riot case accused leaders Jagdish Tytler and Sajjan Kumar as "rubbing salt on wounds of Sikhs", a senior Akali leader blamed Congress president Sonia Gandhi for selecting them.
Bikramjit Singh Majitha, a senior Akali leader and a former Punjab minister, said that "nominating such person as candidates is like rubbing salt on the wounds of the Sikhs.
He put the blame on Gandhi saying that she is the final authority in the congress party when it comes to deciding the candidates.
Talking to reporters here, he said that the 1984 anti-Sikh violence was an emotional issue and no Sikh could forgive the perpetrators of that carnage.
The Akali leader described the stand, on this issue, of former chief minister Captain Amrinder Singh as "double standard". Amarinder Singh claims credit for having resigned on the Operation Blue star issue while on the other he is maintaining a tacit silence on the candidature of Tytler and Sajjan Kumar as Congress candidates, the Akali leader said.
"As a Sikh, Amarinder Singh should surrender both the tickets alloted by the Congress party to his family members and resign from the primary membership of the party", he added.
Jaswant Singh files nomination from Darjeeling
Darjeeling (IANS): With top Gorkha Janmukti Morcha (GJM) leaders by his side, Bharatiya Janata Party (BJP) heavyweight Jaswant Singh filed his nomination for the Darjeeling Lok Sabha seat in West Bengal on Thursday.
"I feel humble," the BJP leader said after completing the nomination formalities at the district magistrate's office in Darjeeling town.
GJM president Bimal Gurung stood all smiles besides Jaswant Singh, who has handled prominent portfolios like finance, defence and external affairs in the past and is presently the leader of opposition in the Rajya Sabha.
The GJM is supporting Jaswant Singh's candidature and is now a part of the National Democratic Alliance (NDA) after the BJP agreed to sympathetically consider its demand for Gorkhaland - a separate state to be formed out of Darjeeling and the foothills of the Himalayas that are now a part of West Bengal.
Kandhamal riots put the curtain on BJD-BJP ties, says Naveen
New Delhi (PTI): Orissa Chief Minister Naveen Patnaik on Thursay made it clear that his relationship with BJP was "over for good" and said he will not back either the Congress or BJP-led government at the Centre.
"My relationship with the BJP is over for good. There is no turning back now," Patnaik said during an interview to CNN-IBN.
Asked to respond to the BJP charge that he had "betrayed" the saffron party, Mr. Patnaik said, "The fact is the BJP made unreasonable demands during the seat-sharing talks. It was simply not possible to accommodate their demands."
He also said the Kandhamal violence was the "last straw".
"I have had a peaceful nine years tenure, but you know how serious and horrible the Kandhamal violence was, that was the last straw which effectively ended the alliance," he said.
Adding that he would align with the Third Front, Mr. Patnaik said, "Let me assure you on behalf of my party, we will not back the Congress or BJP-led government at the Centre. We hope to do very well in the assembly and the Lok Sabha elections and we will use our strength in Orissa to strengthen the Centre."
Left parties seek probe into missile deal with Israel
Thrissur (PTI): The CPI(M) on Thursday said the Left parties wanted the UPA government to probe the missile deal with Israel.
'The CPI(M) had not made any allegations against Defence Minister A K Antony. But what the Left front wanted was an inquiry into the missile deal in the light of the allegations', party General Secretary Prakash Karat told a meet-the-press programme,organised by the Thrissur Press Club here.
Urging the UPA government to review and re-examine its economic policies, he said the Congress should learn lessons from the current global meltdown caused by "neo liberal economic policies" pursued by the US and other developed western nations.
Referring to Congress President Sonia Gandhi's election rally in Kerala on Wednesday in which she had severely criticised the CPI(M) saying it was a 'prisoner of outdated mindset', Mr.Karat said it was the policy of state intervention in major sectors of the economy which had helped India withstand the meltdown to a great extent.
He alleged that the neo-liberal economic policies of the Congress-led Governments in the country had widened the gap between the haves and the have-nots. It had also created 'economic and social inequalities', he added.
Saifai (UP) In a show of strength, Mulayam Singh Yadav, Lalu Prasad and Ram Vilas Paswan addressed a joint rally on Thursday claiming that "the key" to the next government was in their hands.
Addressing the public meeting, RJD supremo Prasad asked the people to "free" Samajwadi Party chief Mulayam Singh Yadav from UP politics apparently hinting that he could play a role at the Centre.
"Please free Mulayam Singh Yadav from here. Once we are united now, we would ensure that your candidates win and the coalition wins," he said.
The railway minister declared "we are united once again and no power on this earth can now separate the three of us... We are going to form the next government at the Centre."
"In fact let me tell you that without the support of three of us, no government at the Centre could be formed," Yadav told the rally held in his native place.
Speaking in the same vein, LJP Minister and Union Minister Ramvilas Paswan said, "At this point of time we are in UPA and Manmohan Singh is our prime ministerial candidate. The key to the next government at the Centre lies in our hand."
However, when asked whether there is any option for the LJP outside UPA, Paswan said, "No." The leaders said that the three parties will also fight the Assembly elections together.
Rahul accuses Maya Govt of siphoning off central funds
Chandauli (UP) Congress general secretary Rahul Gandhi accused Mayawati government in Uttar Pradesh of siphoning off central funds sent for development on Thursday.
"The Centre has released a lot of money for various developmental projects for Uttar Pradesh but it got stuck in Lucknow and never reached the needy," Rahul alleged at an election rally in Chandauli in support of the congress candidate Shailendra Singh.
"The funds are given by the Centre but they exhaust in Lucknow", he alleged.
Rahul alleged Mayawati government was not only anti-development but also anti-Dalit. "It is led by a Dalit leader but in the last two years it could not do anything for Dalits and the downtrodden", Rahul said adding "the Mayawati government claims to be pro-Dalit and pro-poor but its only aim is to earn money."
Rahul said Uttar Pradesh "used to be the best in the country two decades ago but BJP, BSP and Samajwadi Party have done nothing for the development of the state in the past 20 years".
He said if Congress was voted back to power at the Centre and in UP three years later, it will again make the state a role model of development in the country.
47 Indian cos among Forbes 'Global 2000 List'
New York As many as 47 Indian companies, led by corporate behemoth Reliance Industries and the country's biggest lender, State Bank of India, have made it to the list of world's biggest 2,000 companies by US magazine Forbes.
However, five Indian companies -- scam-hit IT firm Satyam Computer, realty firm Unitech, Suzlon Energy and two Anil Ambani group firms Reliance Power and Reliance Capital – have been dropped out of the Forbes 'Global 2000 List' this year.
Four Indian companies, Hero Honda Motors, Sun Pharma, Indian Bank and Jindal Steel and Power Ltd are the new entrants to the list.
Mukesh Ambani-promoted RIL, State Bank of India, and Oil and Natural Gas Corporation are among the top 200 companies ranked 121st, 150th and 152nd, respectively, on the list.
All the three top Indian firms have improved their ranks considerably from their last year's positions, wherein RIL had been 193rd, SBI at 219th spot, while ONGC was ranked 198th.
Overall, the list is topped by industrial conglomerate General Electric, followed by Dutch oil and gas major Royal Dutch Shell, Japan's Toyota Motor, ExxonMobil and UK's BP in that order.
The rankings have been compiled on the basis of a composite score of sales, profit, assets and market capitalisation.
However, British banking giant HSBC Holdings has dropped to the sixth place this year from its numero uno position in the last year's list.
The other top Indian firms on the list include Indian Oil (207th), NTPC (317th), ICICI Bank (329th), Tata Steel (463rd) and Bharti Airtel (508th).
The Indian presence is almost evenly divided among the private and state-run companies. While none of the Indian companies has managed to find a place among the top 100 firms this year as well, the elite club includes a firm run by person of Indian origin.
Lakshmi Mittal-headed steel behemoth ArcelorMittal is at 41st position. However, Vikram Pandit-run banking giant Citigroup has dropped to 472nd rank this year.
Further, Indra Nooyi-run beverage major PepsiCo has been ranked 115th, India-origin Francisco D'Souza-headed Cognizant Technology Solutions at 1389th place. Motorola, headed by Sanjay Jha, is at 658th place.
According to Forbes, the Global 2,000 companies have combined revenue of 32 trillion dollars, 1.6 trillion dollars in profit, 125 trillion dollars in assets and 20 trillion dollars in market capitalisation.
Other Indian companies on the list include SAIL (582), Reliance Communication (689), Larsen & Toubro (773), BPCL(795), BHEL(796), HDFC (808), TCS(834), Hindalco Industries (848), HDFC Bank (864), DLF (883), Infosys( 891), Punjab National bank (946), ITC (987), Wipro (989), Bank of India (997), HPCL (1,002), GAIL (1,037) and NMDC (1,057).
The list also has Canara Bank (1,059), PGCIL(1,085), Tata Motors (1,157), Bank of Baroda (1,184), Power Finance (1,324), Axis Bank (1,332), Union Bank of India (1,350), Grasim Industries (1,380), Indian Overseas Bank (1,462), Sun Pharma (1,522), M&M (1,529), Allahabad Bank (1,629), Indian Bank (1,659), Syndicate Bank (1,663), I,DBI Bank (1698), Central Bank of India (1,724), JSPL (1,793), NALCO (1,794), OBC (1,869), UCO Bank (1,872) and Hero Honda (1,939).

JAIPUR: The new ‘sarsanghchalak’ (chief) of Rashtriya Swayamsevak Sangh (RSS), Mohan Bhagwat, appeared soft in tone and avoided any discussion on Even as he flayed the political class in general saying that these leaders, their parties, slogans and policies have all failed to help uplift the nation, the Sangh supremo was unusually mild in his addresses. He said that a political turnaround was not the objective of the RSS and the goal of nation building can only be achieved by social organizations and not by the politicians. Addressing a gathering of RSS members at Suraj Maidan here, Bhagwat said, “Once elected, these leaders will not be seen for the next five years. However, bringing a political change is not the motive of RSS. We work for social reconstruction. RSS is not here to contest polls or get its candidate elected over few seats. Our duty is to promote good leaders.” His apolitical assertions apart, several BJP leaders present at the gathering in Sangh uniform testified the sway the saffron outfit’s ideology holds in the political circles. Over 2,000 RSS workers thronged the venue to hear Bhagwat, who was named to head the organisation following his predecessor K S Sudarshan announcing his retirement at Nagpur last month. Bhagwat also presided over a function to mark the silver jubilee of an RSS-associated magazine, ‘Pathey Kan’. In his address on the occasion, he attacked the present education system for neglecting Indian values. “The school books have hardly any mention of many great leaders and excerpts from Indian history,” he lamented. “Instead of inducing self-pride, the children are being taught that India has hardly made any contribution to the world community. They only mention selected portion of the historical literature that are against the contemporary notions of Indian culture,” Bhagwat rued. “Those who attempt to induce self-pride among youngsters through reference of its historical glory are termed communal,” he added. Other speakers stressed on the need of practising journalism that can help induce a feeling of national pride among youth and suggested the RSS workers to protect themselves from the pleasure of publicity. Later during the day, he also held meetings with ‘prachar pramukhs’ from all over the state. New Delhi (PTI): India's new defence procurement policy, which eased licensing conditions for private sector and allows foreign players to bank offsets on contracts, is likely to bring in $10 billion to the country during the 11th five-year plan period, a study has said.
The study carried out jointly by Assocham and Ernst & Young said the investor-friendly policy is also expected to hugely benefit the small and medium enterprises in the country.
The new Defence Procurement Procedure (DPP-2008) was unveiled by Defence Minister A.K. Antony in August last year, but India has been pursuing the offsets policy since 2006. The DPP-2008 overrides the policies set forth by the Defence Ministry for procurement in 2006.
"As India has a large industrial base, offsets will further develop its technical and manufacturing potential and they will also help to increase investments in domestic research and development," the study said.
It said the offset policy was expected to generate market-entry opportunities for private companies to invest in research and development and manufacturing of defence goods.
Currently about 70 per cent of the procurement in value terms, is from foreign sources because the Indian public sector cannot deliver in terms of quality or speed on either research or production.
Under the offset policy, all foreign firms have to invest 30-50 per cent of the contract value in India on all deals of more than Rs 300 crore.
However as per the new policy foreign multinational companies are allowed to park money with banks in anticipation of future contracts so that they need not have to manage money for the offset policy when the deal is clinched.
The study said the Navy has increased its share of imports over the years whereas the Air Force has started focussing on indigenisation as well.
As far as the spending pattern of the Army is concerned, the focus has shifted between imports and indigenisation over the period 2001 to 2006, it said.
"The public sector is facilitating greater private sector participation in the area of defence goods production which will also contribute to the growth of domestic industries.
There are more than 5,000 companies supplying around 20 per cent to 25 per cent of components and sub-assemblies to state-owned companies.
"The current defence market for private sector firms in India, which includes outsourcing from Defence Public Sector Units and Ordnance Factories is estimated to be $700 million," it said.

New Delhi (PTI): The widening gap in cotton prices at the domestic and the global markets has threatened to trigger a turf war between the industry and the Cotton Corporation of India, with millers accusing the central agency of "jacking up prices artificially".
The industry has alleged that CCI is raising prices and passing on the cost of procurement operation to cotton buyers while offloading the commodity, as the agency has procured maximum cotton. However, the Corporation has attributed the price rise to surge in demand from millers.
In a letter to Textile Secretary Rita Menon on April 2, the Confederation of Indian Textile Industry (CITI) alleged, "By increasing the prices while disposing of procured cotton, the cost of MSP operations is being transferred to the textile industry."
It said in the letter that while cotton prices in the global market have declined by over 10 per cent in the last three months, the rates of Shanker 6, a popular variety of cotton, in the domestic market have surged over 9 per cent in the rupee terms.
When contacted, CCI Chairman and Managing Director Subhash Grover told PTI, "We are not jacking up the prices. We offload cotton after taking into consideration the prices at which private merchants are selling cotton in the domestic market as well as the rates in global markets."
"In the past, we had also reduced our prices according to situation. The cotton price, which was ruling at Rs 23,000 per candy in December 2008, was cut to Rs 21,000 in February.
Our cotton is priced slight above that of private merchants as we sell the best quality cotton," Mr. Grover said.
Cotton prices in the domestic market, as on March 30, were ruling at 57.30 cents per pound (Rs 23,000 for a candy of 356 kg), higher than those of 51.85 cents per pound in the global market, according to the CITI.
"Today our cotton is most expensive. On top of that the Centre has granted an export incentive of 5 per cent on cotton under the Vishesh Krishi Upaj Yojana. This has created a situation where our competitors will get our cotton at a cheaper price than our domestic mills and use that cotton to hurt our trade," CITI Secretary-General D.K. Nair said.
The industry is also critical of the CCI's discount scheme, which was introduced on February 25, questioning the utility of the incentive after raising the prices.
"They are offloading cotton at higher prices. So, even with the discount, the prices are still higher," Mr. Nair said.
The CCI has already offloaded 61 lakh bales (one bale is equal to 170 kg) of cotton out of its procurement of 88 lakh bales so far, Grover said, adding that about 45 lakh bales have been sold on discount.
The Corporation is now providing a cash discount of Rs 400 per candy (one candy is equal to 356 kg) on purchase between 10,000 and 25,000 bales. It is also providing Rs 450 per candy on buying from over 25,000 to 50,000 bales, Mr. Grover said.
Similarly, millers are getting a discount of Rs 500 per candy on purchase between 50,000 and 2,00,000 bales and Rs 650 per candy on buying over 2,00,000 bales, he added.
New Delhi (PTI): In the midst of allegations of CBI acting at Government's behest, former CBI director Joginder Singh on Thursday claimed that the former Prime Minister H D Deve Gowda had wanted a witness in the JMM bribery case to be declared as unreliable, a charge dismissed by the Karnataka leader.
Mr. Singh also said that there was "nothing new" about "political interference" in the agency's working.
His remarks come amid opposition allegations that at the behest of the UPA government, the CBI had given a clean chit to Jagdish Tytler in connection with the 1984 anti-Sikh riots case.
When contacted, Mr. Gowda told PTI that the charges levelled by Mr. Singh "who was appointed by me as CBI director, are totally baseless and groundless".
Mr. Gowda said, "It was Singh, who was acting at the behest of certain vested political interests within the Congress party who were conspiring against the late P V Narasimha Rao."
He said, "I was confronted by some of those Congress leaders when I opposed Singh's attempts to foist a witness overnight after failing miserably for three years to find out who had allegedly taken the money from Rao in the JMM matter".
Earlier, in an interview to PTI, Mr. Singh described the CBI as just a wing of the government. "One reason why the government was not in favour of giving autonomy to the premier investigating agency is that if it does, then political interference would end.
Coca Cola launches campaign featuring Aamir Khan
New Delhi As a part of its global campaign in the run-up to this year's Indian Premier League (IPL), beverages player Coca Cola said it will launch a communication initiative in the country featuring the company's brand ambassador and Bollywood star Aamir Khan.The 'Coca Cola Open Happiness' campaign would involve a 360-degree communication effort, which would use the mass media and a range of other activities like on-the-ground and store activation programme, Coca Cola India said in a statement.
"Open Happiness brings forward the thought of enjoying a bottle of Coca Cola while taking a pause from the daily routine to connect with others," Coca Cola India Director (Marketing) Kashmira Chadha said in the statement.
She said that India is one of the few markets across the globe where the company has rolled out the Open Happiness initiative.
The TV commercial, featuring Aamir Khan, would be released in the second week of this month coinciding with the IPL tournament in South Africa.
The new initiative comes as a follow up to the launch of the 'Open Happiness' concept in India in February this year that had featured cricket star Gautam Gambhir.

New Delhi/Mumbai India's victorious cricketers returned home in batches in different cities in the wee hours on Thursday after their historic Test series triumph in New Zealand.While charismatic skipper Mahendra Singh Dhoni, man-of-the-series Gautam Gambhir, opener Virender Sehwag, pacer Ishant Sharma and spinner Amit Mishra landed at the capital's Indira Gandhi International Airport, Sachin Tendulkar and four others -- Zaheer Khan, Harbhajan Singh, Munaf Patel and Dhawal Kulkarni -- returned to a tumultuous welcome in Mumbai.
Some members of the team's support staff also landed in Mumbai along with Tendulkar and co.

Under Dhoni, India defeated New Zealand in their own backyard in a Test series for the first time since Mansur Ali Khan Pataudi's team had vanquished the Kiwis in 1967-68. Dhoni and his colleagues were greeted to a tumultuous welcome by a large number of fans who had gathered at the airport.
Sehwag was accompanied by his wife Aarti, while Ishant's father, Vijay Sharma was there at the airport to receive his son.
Tendulkar thanked the countrymen soon after landing in Mumbai, saying the entire nation supported the team in its quest of creating history on Kiwi soil.
"It's an achievement. Everyone is happy. The entire country has supported us. It was victory after 41 years," the champion batsman told reporters at the Sahar airport.
Tendulkar made vital contributions with the bat in both the five-match one-day series and the Test rubber.

Confirming what you might've always suspected, a new study shows that those with high incomes are more likely to underreport what they make.
A new study based on unpublished Internal Revenue Service data shows the rich are different when it comes to paying taxes: They hide more of their income.
The previously unreported study estimates that taxpayers whose true income was between $500,000 and $1 million a year understated their adjusted gross incomes by 21% overall in 2001, compared with an 8% underreporting rate for Americans earning $50,000 to $100,000 and even lower rates for those earning less.
(The "net misreporting rate," as the IRS calls it, includes both underreported income and inflated deductions.)
In all, because of their higher noncompliance rates, those with true incomes of $200,000 or more received 25% of all income but accounted for 40% of net underreported income and 42% of underreported tax in 2001, according to the new analysis.

The study was written by Joel Slemrod, an economics professor and the director of the Office of Tax Policy Research at the University of Michigan's business school, and Andrew Johns, an IRS researcher. It has not been officially endorsed or even released by the IRS, but it seems sure to add fuel to the election season debate over whether Americans earning $250,000 or more should pay higher tax rates, as Sen. Barack Obama, the Democratic presidential nominee, has proposed.
The Slemrod-Johns analysis uses unpublished data from special research audits the IRS conducted on a sample of 45,000 individual returns filed for 2001. It was the IRS' first such research effort since 1988, and it led the agency to estimate the 2001 gross "tax gap" at $345 billion.
Easier to hide money
The main reason for the income-related disparity in cheating: Higher-income folks receive more of their income from sources that are easier to hide, including self-employment earnings; income from rents, partnerships and S corporations; and capital gains.
"The distribution of noncompliance lines up pretty closely with who gets income that's hard (for the IRS) to keep track of,'' Slemrod said. Still, he noted, the distribution of income by source doesn't explain all the increased noncompliance at higher income levels.
In its 2001 tax gap study, the IRS estimated that individuals underreported business income by 43% overall. Sole proprietors, who report self-employment income on schedule C of their tax returns, underreported their incomes by a stunning 57%.
By contrast, the IRS found, 99% of all wages were reported by individual tax filers. The obvious explanation is that workers have no choice: Their employers report their earnings to the IRS and withhold taxes on them.
Meanwhile, net capital gains for 2001 were underreported by 12%, the IRS estimated. The agency receives reports from brokers of taxpayers' gross sales of stocks and bonds but not of their initial costs and profits. Therefore, it has no way to easily check their reported capital gains. (Last month, as part of the $700 billion bailout bill, Congress mandated that brokers report the basis of any stocks bought in 2011 or later.)
Habits of the superrich
The new study seems to show that the really rich are more tax-compliant than the merely well-off, although not nearly as compliant as middle- and working-class wage slaves. Those earning $2 million-plus had an 11% underreporting rate. But Slemrod said he was "less comfortable" with that finding, noting that the very rich may have made use of techniques that IRS research audits didn't detect.
"I just don't know whether these audits were able to track down really sophisticated noncompliance or Swiss bank accounts. They may underestimate it (noncompliance) at the top,'' Slemrod said.

Indeed, in the past several years, the IRS has collected billions in back taxes from wealthy taxpayers who had used dicey tax shelters to manufacture huge phony losses in the late 1990s, 2000 and 2001. But the IRS didn't get a handle on the nature or extent of these shelters until years later and relied on tax shelter promoters' customer lists and special self-disclosure programs, not audits, to find most of the taxpayers involved.
Currently, the government is suing UBS for the names of 18,000 wealthy Americans it believes may have had unreported Swiss bank accounts.

200 million rupees unaccounted money seized in Andhra Pradesh

Hyderabad, Apr 9 (ANI): Police have seized over 200 million rupees unaccounted money in Andhra Pradesh in a drive against splurge of black money and free liquor by politicians and their cohorts in the run up to general polls.
"Similarly, more than 20 crores of rupees are under verification which have been seized during the course of checking. The assistance of the income tax department is also being taken on verification of the tax," said A.K Mohanty, Director General of Police, Andhra Pradesh.
He said that over 11,000 cases have been registered and about 9,000 suspects detained. Most of the cases include circulation of liquor in unauthorised manner.
The police have set up check posts to check illegal transfer of money, liquor, weapons and explosives.
