Nagaland CM, NESO urge PM for security for northeasterners

The move by the Nagaland CM urging the PM for more security for people from the northeast comes in the wake of the brutal beating and subsequent death of a Arunachal Pradesh student in Delhi

Kohima: Nagaland Chief Minister Neiphiu Rio and the North East Students' Organisation (NESO) Saturday urged Prime Minister Manmohan Singh to ensure security for students from the northeast in the national capital and other parts of the country.

"The government of India should take up this matter as a national problem, or else it will be impossible to create a sense of belonging in the minds of people from the northeast, and it will be difficult to overcome the alienation felt by them," Rio said in a letter to Manmohan Singh.

Condemning the killing of 19-year-old Arunachal Pradesh student Nido Tania in Delhi, the Nagaland chief minister urged the central and Delhi governments to take up the investigation with utmost sincerity.

He reminded the prime minister that political parties from the northeast had urged the central government to address special issues concerning the people of the region, including frequent racist attacks.

"We had demanded the government of India to take up stringent measures to protect the students, especially girl students and working women from the region being subjected to physical attacks, indecent behaviour and insults in various metropolis," Rio said.

The NESO also urged Manmohan Singh, Home Minister Sushilkumar Shinde and Delhi Chief Minister Arvind Kejriwal to take adequate measures to prevent recurrence of such incidents to ensure safety of students from the northeast.

"Such cases have been happening in Delhi and other cities. They have shown that people in mainland India have refused to integrate people of the northeast in their hearts and minds," said NESO chairman Samuel Jyrwa.

Meanwhile,voices demanding justice for an Arunachal Pradesh teen, who was mercilessly beaten up by two shopkeepers on Wednesday afternoon and died in a hospital on Thursday, have grown not just on streets but also on social media.


A Facebook page titled "Justice for Nido Tania" had received support from more than 34,000 people by early Sunday morning.


Angry over the death of an Arunachal Pradesh teen, students from the northeast held a protest in the capital and also met Chief Minister Arvind Kejriwal on Saturday.


Students from the northeast held a protest at the Lajpat Nagar market in south Delhi where Nido Tania, 19, was beaten up by two shopkeepers on Wednesday afternoon following a quarrel over his appearance and clothing. He died in a hospital on Thursday.


Kejriwal assured the group of students that he will meet Lieutenant Governor Najeeb Jung and demand action against any police official found guilty in the magisterial probe ordered by the Delhi government.



Kejriwal's assurance came even as the students called off their protest after the Delhi Police assured them of speedy investigations.


The police on Saturday said Tania's body was handed over to his guardian.


Students from Arunachal Pradesh had threatened that they would hold an indefinite protest.


Scores of protesters held placards, raised slogans against discrimination and demanded justice.


Nido Tania was the son of Arunachal Pradesh Congress legislator Nido Pavitra.


Activists and people from the northeast termed it a "racial attack".


Lok Sabha MP and Sikkim Democratic Front spokesperson P.D. Rai Saturday condemned the incident, saying the state's people were "horrified" on knowing about Tania's death and its causes as it played out on TV and social media.

Students from the Northeast feel that it is the lack of information on 'cultural heritage' and 'unique identity' of their States that makes people in North India discriminate against them.

They have appealed to the Centre to include information on their culture in the syllabus of the NCERT and the CBSE to clear prejudices against their community.

They addressed their demands through a letter to the Delhi Police on Saturday.

The students belonging to different students' unions including the Northeastern Students' Association, Arunachal Pradesh Students' Union, Naga Students' Union and All Assam Students' Union met senior Delhi Police officers at Lajpat Nagar police station. They staged a protest in the afternoon demanding justice for Nido Tania, the 19-year-old boy from Arunachal Pradesh who died on Thursday after allegedly being attacked by shopkeepers in Lajpat Nagar.

Arunachal Students' Association vice-president Yeshi told The Hindu: "Students from the North-East face racial discrimination because those in other parts of India are not taught enough about our unique identity and culture. The people here do not learn to accept us as one of their own. The government should make it a point to include cultural heritage of our States in the curriculums of NCERT, CBSE and other boards."

The students also demanded action against policemen who, they allege, left Nido at the incident spot which led to repeat beating by the accused. "The policemen left Nido at the incident spot and he was beaten again. They must be punished for this misconduct. They are responsible for Nido's death," said Tawai, a student who came to the protest.

The students demanded that Delhi Police Commissioner B.S. Bassi come to the spot. The police told them that this was not possible and met the representatives of different students' unions.

Robin Hibu, Joint Commissioner of Police, Training, who has been appointed the Nodal Officer for the Northeast community, addressed the meeting and assured the students that the Police are committed to providing security to citizens, especially to the students from the Northeast.

After the meeting was over, Deputy Commissioner of Police South-East P. Karunakaran said: "We have already registered a case of murder under relevant sections of SC/ST (POA) Act. The chemical analysis report of viscera is being expedited from the CFSL and all the accused will be arrested."

The body of 19 year old student Nido Taniam who died in Delhi due to an alleged 'race attack' has reached his native village at Raga in lower Subansiri district of Arunachal Pradesh.

The body was flown to Arunachal Pradesh from Delhi via Guwahati on Saturday.

Chief Minister Nabam Tuki is attending the funeral alongwith the family members of Nido Taniam. Taniam is the son of Arunachal lawmaker Nido Pavitra.

There is outrage among the locals and especially the student community in Arunachal over the untimely death of Taniam.

Various students organisations took out a protest rally in state capital Itanagar on Saturday condeming the 'killing' of Taniam and also demanding strict punishment for the culprits.

The protest march that began from city centre went upto the Raj Bhawan raising slogans and demanding justice for Taniam's family. There was a minor scuffle with security personnel at Raj Bhawan gate when angry protestors confronted the police.

Students in Arunachal say they are scared to venture of the state for studies. They say, the latest case is not a stray incident but symbolic of a larger trend of discrimination by the mainland against people from the north east.

Stating that a strong sense of alienation has meant that most youngsters prefer not to venture out for higher studies. Something they say has resulted in stagnation and backwardness.

Two Manipuri women racially abused, thrashed in Delhi

The beating of the women comes at a time when the anger over the beating and death of a Arunachal Pradesh student has not yet subsided

New Delhi: Two Manipuri women were allegedly assaulted by a some men who hurled racist abuses at them in South Delhi's Kotla Mubarakpur area. The victims have accused the police of being reluctant to register an FIR.

The incident, which occurred on January 25 evening, came to light following uproar over the death of a student from northeast, Nido Tania, who was allegedly assaulted by shopkeepers on January 29.

Police today said a case has been registered in connection with the alleged assault on the two women from the northeast but no arrest has been made so far.

According to police, the women, identified as Tharmila Jajo and Chonmila, were beaten up by a group of men, who were in their late 20s.

The women in their complaint said that one of the assaulters had tied the leash of his dog to Chonmila's boots. She panicked and in a bid to get rid of the dog she started kicking the animal.

Seeing this, the men started beating her up. When her friend Jajo tried to intervene, she too was allegedly thrashed by the men who made racists comments against them, police said.

The victims alleged that none of the locals came to help them and when they reached the police station to lodge an FIR, policemen were initially reluctant to register a case.

The case was registered only the next day after leaders of some Northeast outfits intervened.

The police said that they have recorded the victims' statement and are investigating the case.

The capital has witnessed protests over the death of 19-year-old Tania, son of Arunchal Pradesh Congress MLA and Parliamentary Secretary in Health and Family Welfare Department Nido Pavitra.

He died after he was allegedly beaten up by some shopkeepers in Lajpat Nagar in South Delhi following an altercation sparked by their taunts on his hairstyle.

Racial discrimination against north-eastern students in Delhi is something that has been a cause of concern among students for quite some time now. "What happened to Nido has been happening to the people of the north-east for a long time. If one minister can have 10 policemen as their security then why can't two policemen be deployed for at least 50 people?" asked Kiria Jamatia, a protestors from Tripura and a BCom student.

Tania's friend Lenmen, a student from DU said, "This racism starts as a joke which are cracked in schools and colleges and then the same students grow up to be racist bullies."

A few students from Delhi University joined the protest in Lajpat Nagar, showing solidarity with students from the north-east. "We are not from the north-east but we have come here to protest against racism. Racism is rampant in our country and we should fight against it. Why anyone should be teased for their looks and hairstyle," said Shambhavya Sharma, a student of Kamala Nehru College.

Delhi Congress leader Haroon Yusuf said at a press conference that the death of the Arunachal boy was a culmination of racial bias shown by law minister Somnath Bharti.

BJP leader Tarun Vijay, who was present at the protest site said: "It is an issue of the whole country and not just a particular community. The entire country should unite against racism."

Modi hits out at AAP over Arunachal boy's death, midnight raid

New Delhi: BJP prime ministerial candidate Narendra Modi on Sunday hit out the Aam Aadmi Party-led Delhi government over the death of a boy from Arunachal Pradesh. While addressing a rally in Meerut, Modi said students from Northeast should be given security.

He said, "This is the demand of the time that youths from Northeast should be given hostel. Students from Northeast are own our children, it's our own responsibility to provide them security."

He added, "People of Arunachal are fighting a daily war with China. Our heads should be hanging in shame because of the incident. Whenever you meet anybody in Arunachal they greet you with Jai Hind."

The remarks came in the backdrop of 21-year-old Nido Taniam from Arunachal Pradesh being killed in the broad daylight in Lajpat Nagar on January 29.

He also hit out at Congres President Sonia Gandhi whose party is giving outside support to AAP. Modi said, "A student from Arunachal Pradesh was killed right under Sonia's nose."

The remarks came in the backdrop of 21-year-old Nido Taniam from Arunachal Pradesh being killed in the broad daylight in Lajpat Nagar on January 29.

Modi also took up the matter of midnight raid in the Khirki extension by Delhi Law Minister Somnath Bharti who accused Ugandan women of being involved in prostitution and drug trafficking. He said, "Delhi is a global city and the kind of languages being spoken is shaming us internationally."

Safety meets and peace march in the city, post the death of Arunachal Pradesh student, Nido Tania in Delhi


The death of Nido Tania, a student from Arunachal Pradesh, in south Delhi, has brought to fore the safety of northeast communities in Pune again. The incident, which took place on Thursday, has sent shock waves among the NEstudents and professionals, who are planning to organise safety meets in the city over the week, to assure protection to the students. Rock Lungleng, president, North East Community Organistation said, "We will be organising a peace march and a protest walk in the city this week.


"It will be a peaceful one, and a meet will be held later to ask people to be more alert while they are out on the streets."


For the first time, a northeast cultural festival, Cultures of Peace, Festival of the Northeast, was organised to bridge the gaps among people of the city. The festival, which till now, had been happening in Delhi, was brought to Pune, after the exodus of northeast students and workers from the city in 2012. "We decided to bring the festival in Pune and Bangalore specifically, because of the exodus that had happened. Our aim has always been to bridge the gap between the states. But this kind of treatment to us is not acceptable," said Mary Therese Kurkalang, festival director.


Angel Syiem, a law student from Meghalaya, will be a part of the peace protest. "It is not a matter of one day. The incident in Delhi is just an extension of the kind of treatment northeast people are subjected to in the country. People have to understand that we are not foreigners and we are a part of India. It is sad that we are treated in such a manner in our own country," said Angel.


Though she feels that Pune is safe for the NE community, she isn't too comfortable walking alone in the evening. Ditto with Namgyl Lachengpa, a student from Sikkim. "The best is to ignore such jibes. Nido Tania was wrong to have reacted that way, as it triggered a fight. I am often considered a Chinese here. But, I can't change the thought process of everyone. So, it is better to be quiet in such situations," he said.


Sungjem Liba Longkumer, a student from Nagaland, has been staying in the city for over nine years now. "It is necessary to do a follow up post the incidents that happened in 2012 which was triggered by attacks on northeast people, in several parts of the city. Hundreds of students and workers from the seven northeastern states fled the city in fear of being attacked. The situation was chaotic, and brought under control, only after assurances by the police department."

They allege that the men gathered there made fun of his hair and Nido asked them to apologise.

  8. A fight then erupted and Nido allegedly broke a glass at the shop. Then, a group of five men attacked him with sticks and iron rods, according to his friends. Nido's family claims that the police arrived and negotiated a compromise which included making the student pay the shopkeeper for the broken window.

  9. Nido Taniam returned then to the house of a relative where he had been staying in Delhi.  The next morning, his family says, they found him dead.

Arvind Kejriwal assures strict action in Arunachal student death case

"The Delhi Government had immediately ordered a magisterial inquiry in the case after it came into the light. Today, many students belonging from Northeast states met me and I have assured them that strict action will be taken, once the report of magisterial inquiry comes out," Kejriwal said after meeting a delegation of northeast students.

"If anybody belonging to any state is targeted anywhere, then it is dangerous for the unity and harmony of the country. Delhi is the capital of our country. It belongs to everybody. It is the responsibility of a responsible government to provide safe environment to the people of all states," he added.

Kejriwal also said that an example can be set in this case and in front of all people.

Reiterating that Delhi Police is not under the Delhi Government, Kejriwal said, "If there are some lapses from the side of Delhi Police, then I will go to Lt. Governor and will ask for strict action against such officers."

"Our government is ready to make this case an example. Whatever our government can do, we will do that. We will do everything to maintain pressure on the Delhi Police. If it doesn't happen in this case, then such incidents will keep on happening," he added.

Arunachal student Nido Taniam died after he was beaten with sticks in South Delhi's Lajpat Nagar area.

He had reportedly gone to Lajpat Nagar on January 29 in search of an address, and was allegedly mocked by someone at a shop for the style of his hair.

Arunachal Pradesh Chief Resident Commissioner Avinash Mishra said that the boy, in a fit of rage, broke a glass at the shop.

"It is a general tendency that whenever people from North-East come, people in Delhi mock them. It has become a practice. So, the boy became angry and he may have punched the glass and it cracked, for which he paid the money also. Because of this, there was a fight. He was alone, and people beat him with sticks, and he was injured," he said.

"Police came and took him to Lajpat Nagar police station, and amicably it was settled, and the boy was handed over to his uncle, and they went home,' he added.

Mishra further said that the boy's friends rushed him to AIIMS the next day when he didn't wake up, where he was declared dead.

"In the meantime, there may be some vital internal injury on his head. His friends said that he slept at night, and in the morning they realized he is still sleeping. His friends rushed him to AIIMS, they declared him dead," he said.

    Irom Sharmila Chanu (born 14 March 1972), also known as the "Iron Lady of Manipur" or "Mengoubi" ("the fair one")[1] is a civil rights activist, political activist, and poet from the Indian state of Manipur. On 2 November 2000, she began a hunger strikewhich is still ongoing. Having refused food and water for more than 500 weeks, she has been called "the world's longest hunger striker".[2] She is currently on trial for attempted suicide.

    Beginning of fast[edit]

    On 2 November 2000, in Malom, a town in the Imphal Valley of Manipur, ten civilians were shot and killed while waiting at a bus stop. The incident, known as the "Malom Massacre",[3][4] was allegedly committed by the Assam Rifles, one of the Indian Paramilitary forces operating in the state.[5][6] The victims included Leisangbam Ibetombi, a 62-year old woman, and 18-year old Sinam Chandramani, a 1988 National Child Bravery Award winner.[6]

    Sharmila, who was 28 at the time, began to fast in protest of the killings, taking neither food nor water.[7] As her brother Irom Singhajit Singh recalled, "It was a Thursday. Sharmila used to fast on Thursdays since she was a child. That day she was fasting too. She has just continued with her fast"

    Three days after she began her strike, she was arrested by the police and charged with an "attempt to commit suicide",[8] which is unlawful under the Indian Penal Code (IPC), and was later transferred to judicial custody. Her health deteriorated rapidly, andnasogastric intubation was forced on her in order to keep her alive while under arrest.[2]

    Continued activism[edit]

    Irom Sharmila has been regularly released and re-arrested every year since her hunger strike began[9] under IPC section 309. The law declares that a person who "attempts to commit suicide ... shall be punished with simple imprisonment for a term which may extend to one year [or with fine, or with both]."[10]

    Her primary demand to the Indian government is the complete repeal of the AFSPA[8] which has been blamed for violence in Manipur and other parts of northeast India.[7][9]

    By 2004, Sharmila had become an "icon of public resistance."[5] Following her procedural release on 2 October 2006 Irom Sharmila Chanu went to Raj Ghat, New Delhi, which she said was "to pay floral tribute to my idol, Mahatma Gandhi." Later that evening, Sharmila headed for Jantar Mantar for a protest demonstration where she was joined by students, human rights activists and other concerned citizens.[7]

    On 6 October, she was re-arrested by the Delhi police for attempting suicide and was taken to the All India Institute of Medical Sciences, where she wrote letters to the Prime Minister, the President, and the Home Minister.[7] At this time, she met and won the support of Nobel-laureate Shirin Ebadi, the Nobel Laureate and human rights activist, who promised to take up Sharmila's cause at theUnited Nations Human Rights Council.[7]

    In 2011, she invited anti-corruption activist Anna Hazare to visit Manipur,[11] and Hazare sent two representatives to meet with her.[12]

    In October 2011, the Manipur Pradesh All India Trinamool Congress announced their support for Sharmila and called on party chiefMamata Banerjee to help repeal the AFSPA.[13] The Communist Party of India (Marxist–Leninist) (CPI ML) also stated its support for her and for repeal of AFSPA, calling for nationwide agitation.[14] In November, at the end of the eleventh year of her fast, Sharmila again called on Prime Minister Manmohan Singh to repeal the law.[15] On 3 November, 100 women formed a human chain in Ambari to show support for Sharmila, while other civil society groups staged a 24-hour fast in a show of solidarity.[16]

    In December 2011, Pune University announced a scholarship program for 39 female Manipuri students to take degree courses in honour of Irom Sharmila Chanu's 39 years of age.[17]

    On 2 October 2013 Amnesty India issued a press release recognising Irom Sharmila as a "'Prisoner of Conscience', who is being held solely for a peaceful expression of her beliefs." [18]

    Current legal battle[edit]

    Irom Sharmila continues to face the charge of attempted suicide. She is being held in enforced isolation which the National Human Rights Commission of India has recommended for the Manipur government to immediately stop.[19] A summons has been issued for Sharmila Chanu to appear for trial on 19 December 2013.[20]

    Since the maximum sentence for attempted suicide is one year and she has been held for more than six years she has been told the case will be settled if she pleads guilty. However, she maintains she has not attempted suicide, but is protesting in the "most non-violent way, like Mahatma Gandhi." [20]

    International attention[edit]

    Sharmila was awarded the 2007 Gwangju Prize for Human Rights, which is given to "an outstanding person or group, active in the promotion and advocacy of Peace, Democracy and Human Rights".[21] She shared the award with Lenin Raghuvanshi of People's Vigilance Committee on Human Rights, a northeastern Indian human rights organization.[21]

    In 2009, she was awarded the first Mayillama Award of the Mayilamma Foundation "for achievement of her nonviolent struggle in Manipur".[22]

    In 2010, she won a lifetime achievement award from the Asian Human Rights Commission.[23] Later that year, she won theRabindranath Tagore Peace Prize of the Indian Institute of Planning and Management, which came with a cash award of 5,100,000 rupees,[24] and the Sarva Gunah Sampannah "Award for Peace and Harmony" from the Signature Training Centre.[25]

    Ojas S V, a theater artist from Pune, performed a mono-play titled Le Mashale ("Take the Torch"), based on Irom Sharmila's life and struggle. It is an adaptation of Meira Paibi (Women bearing torches), a drama written by Malayalam playwright Civic Chandran. The play was performed at several venues in several Indian states.[27][28]

    यह दिल्ली का ऐसा नस्लवाद है जिसका चरित्र हिंसक और फासिस्ट है। हिंदुस्तान के पिछड़े ग्रामीण-देहाती इलाकों में उत्तर-पूर्व के लोगों के प्रति ऐसी हिंसा नहीं दिखाई देगी। हम सबने , जो दूर-दराज़ के इलाकों से यहाँ आये , इसको किसी न किसी रूप में सहा है। यह ताकतवर इलाकावादी अपसंस्कृति और पतन के आख़िरी छोर तक गिरे हुए समाज का शहर है। हालांकि यहाँ के आम लोग एक ऐसे कासमापोलिटनिज़म को भी बनाते हैं , जो मानवीय है और हर दृष्टि से उदार और धीरे-धीरे आधुनिक सहिष्णुता की और बढ़ रहा है। लेकिन शायद वह 'पैसिव' है और उसकी आवाज़ कभी-कभी सामूहिक प्रतिरोध में ही दिखाई देती है। काश तान्या के मामले में कोई बड़ी नागरिक प्रतिकृया पैदा हो। मैं खुद भी दो साल मणिपुर में रहा हूँ और लगभग अधिकाँश उत्तर-पूर्व घूम चुका हूँ, लेकिन ऐसे नस्लवादी चरित्र के दर्शन वहाँ कहीं नहीं हुए। यह एक भर्त्सनीय ही नहीं घोर अमानवीय कृत्य है। आस्ट्रेलिया, युगांडा समेत अफ्रीकी देशों में या अमेरिका और यूरोप में भारतीयों के साथ भेद-भाव या दुर्व्यवहार पर कानफोड़ हंगामा करने वाले क्या अपने भीतर की ओर देखेंगे ?

    The Delhi government on Friday (January 31) recommended to the Lieutenant Governor to order a magisterial inquiry on how Nido Tainam, a college student from Arunachal Pradesh, died following a murderous assault on him in the Lajpat Nagar market on Wednesday.


    Chief Minister Arvind Kejriwal strongly condemned the gruesome and inhuman incident. He said his government will adopt a zero tolerance policy towards such unacceptable behavior since people from all parts of the country and those belonging to other countries, residing in Delhi are its pride.


    The loss of an innocent life raises serious questions about the functioning of law enforcement agencies and it needs to be probed how the alleged beating of this student reportedly took place in full public view.


    Delhi, being the national capital must set an example for peaceful co-existence and harmony. There is no place for elements trying to spread hatred against people belonging to any particular part of the country.

    • अल्मोड़ा 1 फरवरी- (जनसत्ता) उत्तराखंड राज्य के 8 वें मुख्यमंत्री हरीश रावत ऐसे पहले मुख्यमंत्री होंगे जो जन आन्दोलन से जुड़े होने के साथ ही अल्मोड़ा जनपद भत्तरांेजखान के मोहनरी गंॅाव के किसान राजे सिंह पिता के परिवार में जन्में हरीश रावत मुख्यमंत्री बनने जा रहें हैं, हरीश रावत के पिता का निधन तब हो गया था जब वे अपने बचपन की अवस्था में थे। अपनी प्रारम्भिक शिक्षा गाॅंव के निकट विद्यालय में ही की थी। लेकिन इन्टर पढ़ने रामनगर चले गये थे। अपनी युवा अवस्था में ही श्री रावत राजनीति में सक्रिय हो गये थे। निर्दलिय उम्मीदवार के रूप में इन्होंने अल्मोड़ा के भिक्यासैंण ब्लाक से ब्लाक प्रमुख का चुनाव लड़कर विजयप्राप्त की थी, लेकिन उनके प्रतिद्वन्दी ने रावत की उम्र कम होने के कारण न्यायपालिका में वाद दायर किया , जिसके कारण रावत ब्लाक प्रमुख पद से हट गये। इसके बाद ही रावत जनआन्दोलन में सक्रिय हो गये थे। 28 नवम्बर 1974 में वन बचाओं संघर्ष समिति के नेत्तृव में नैनीताल में वन की निलामी का जर्बदस्त विरोध करने पर 18 लोगों के साथ हरीश रावत पहली बार गिरफदार हुए , इसमें शेखर पाठक,विपीन त्रिपाठी,शमशेर बिष्ट आदि नेतृत्व में थे। इनके गिरफदारी का विरोध पूरे कुमाॅंउ में छात्रों ने हड़ताल के साथ बंद करा दिया था। इसी बीच रावत रानीखेत के विधायक गोविंद सिंह मेहरा के सम्पर्क में आये, बाद में जो इनके ससुर भी बने। सन् 1976 में रावत कांग्रेस में चले गये , लखनउ में विधायक निवास में रहकर एलएलबी की वॅंहा भी तत्कालीन छात्र नेता सी बी सिंह के सम्र्पक में आये जॅंहा से इनको जुझारूपन की शिक्षा मिली, सन् 1980 तक ये अल्मोड़ा क्षेत्र में अपने कार्यो से अपनी पहचान बनाई। कांग्रेस ने इनको 1980 में अल्मोड़ा-पिथोरागढ़ संसदीय क्षेत्र से अपना उम्मीदवार बनाया, इन्होंने भाजपा के वरिष्ठ नेता मुरली मनोहर जोशी को भारी मतों से पराजीत किया । फिर इसी संसदीय क्षेत्र से तीन बार सांसद रहें । इसके बाद ये उत्तराखंड राज्य बनने के बाद उत्तराखंड में विजयी दिलाई परन्तु अन्तिम समय में लखनउ से नारायण दत्त तिवारी आकर मुख्यमंत्री बन गये। याद रहें नारायण दत्त तिवारी ,सत्यपाल महाराज व विजय बहुगुणा इनके घोर विरोधी रहें हैं। आज भी ये लोग हरीश रावत के लिए संकट बने हुए हैं लेकिन उत्तराखंड का अल्मोड़ा जनपद जो राजनीति का केन्द्र रहा है यॅंहा अल्मोड़ा जनपद से हरीश रावत तीसरे मुख्यमंत्री बन रहें हैं। इससे पूर्व उत्तरप्रदेश के पहले मुख्यमंत्री गोविन्द बल्लभ पंत व चन्द्रभानु गुप्ता भी इसी जनपद से मुख्यमंत्री रह चुके हैं।

    अभी -अभी एक टीवी चैनल पर बहस देख रहा था। मधुकिश्वर जी क्या सचमुच सोशल एक्टिविस्ट हैं ? यह तो छोड़िये , क्या वे एक नागरिक और महिला भी हैं ? किसी की 'माँ ' है ? क्या तानिया की ह्त्या और उत्तर-पूर्व ही नहीं , आदिवासियों, दलितों .... किसी भी 'दूसरे' के साथ , दिल्ली में होने वाला नस्ली, जातिवादी, इलाकावादी घटिया व्यवहार और हिंसा सिर्फ एक 'साधारण हंसी-मज़ाक ' है ?

    और .... वह एंकर बोल रही थी कि अभी 'फोरेंसिक रिपोर्ट नहीं आयी है , इसलिए इसे अभी 'नस्लवादी उत्पीड़न' नहीं कहा जाना चाहिए।

    फोरेंसिक रिपोर्ट क्या आयेगी ? मेडिकल रपट ! यही .... कि कोई 'साइड रिएक्शन' है , किसी ड्रग का , जिससे तानिया की मौत हुई। 'क्लिनिकल एक्जामिनेशन ' ?

    यानी, अगर दिल्ली के नस्लवादी, हिंसक भीड़ ने (इसे 'समाज' कहने में शर्म आती है ) की 'पिटाई' के दर्द से उबरने के लिए, अगर तानिया ने कोई 'पेन किलर' इसलिए खाया कि उसे नींद आ जाए , तो ह्त्या आ दोष वह 'पेन किलर' गोली है ?

    हम कितनी रातें जातिवाद, क्षेत्रीयतावाद , गुटों , गिरोहों , अपराधियों द्वारा सौंपे गए दर्द और यन्त्रणाओं से सिर्फ एक छोटी-सी नींद पाने के लिए 'पेन किलर्स' खाते रहे हैं, इसका हिसाब कौन देगा ?

    दिल्ली में कोई है क्या ?

    या किसी भी 'राजधानी' में ?

    यह पढ़ कर मैं हैरान हो रहा था कि देश्भक्त युंकर अपने खेतों में अनाज पैदा करना छोड़कर उन्हें बंजर छोड़ रहे हैं. १९१८-२३ के बीच खेती कम होती गयी और जानवर बढ़े.साथ ही गोचर भूमि बहुत बढ़ गयी. इसका कारण यह था कि इन जमीदारों को विदेशों में पशु बेचने में लाभ था. बस यही उन्होंने किया. ये लोग कल-कारखानों के मालिकों से मिल गये और अपना माल बाहर भेजने लग गये. इनकी तो चाँदी कटी और देश भूखा मरने लगा. मैंने बर्लिनर टागेब्लाट में पढ़ा कि सोरे से भरा एक जहाज, १९२२ में हम्बर्ग पहुँचा हुआ, इसलिए वापस कर दिया गया कि अगर सोरा जर्मनी के भीतर आयेगा तो छोटे-मोटे किसान अपनी जमीन को यह खाद देकर उर्वरा बना देंगे और तब गल्ला सस्ता बिकने लगेगा. इस पर तमाशा यह कि युंकर उग्र राष्ट्रीय विचारों के हैं और देश के दर्द से छटपटाते रहते हैं.

    सर्वत्र हैरानी का दौर-दौरा है, जाति की जाति भूखी मर रही है और आँसू छलका रही है. मेरा कलेजा यह देख-देख कर टूक-टूक हो गया. यह सब सही है. पर लाइब्रेरी में जो मामला देखा तो कुछ और ही गुल खिला. जर्मन जाति हैरान है, विदेशियों के कारण उतनी नहीं, जितनी के अपने नेताओं के कारण. पूर्वी प्रशिया में युंकर जमीदार है. इनका दिमाग आसमान पर रहता है. ये सैनिक जमीदार कभी कुलीनता में सर्वश्रेष्ठ समझे जाते थे. इन्होंने जमीदारी को अपना रोजगार बना रखा है. थोड़े से बहुत बड़े जमीदारों को छोड़ कर, जो लगान वसूल करते हैं, बाकी सब स्वयं खेती-बारी करते हैं. मजदूरों से काम करवाते हैं. इन लोगों ने बहुत बड़ा षडयंत्र रच रखा है. और गल्ले का दाम इतना बढ़ा दिया है कि जर्मन जनता भूखी मर रही है. यह दर्दनाक किस्सा है. पर इसका आधार ज्ञान और आँकड़े हैं. अब तक भावुकता का अंधड़ मुझे बहा ले जा रहा था. पर अब तथ्य देखें

    जर्मन सत्यानाश की जड़ में स्वयं जर्मन हैं. युंकरों ने नीति बना रखी है कि गल्ले का दाम बढ़ाया जाय. इससे दो लाभ होंगे. एक तो उनको ज्यादा रुपया मिलेगा. दूसरे, देश में विदेशियों के, खास कर, फ्रांस के विरुद्ध विद्वेश की आग भड़केगी. इनकी अपनी संस्था लांडगुंट नाम की है, जो सारा षडयंत्र रच रही है.

    इस समय ये युंकर और व्यापारी व्यवसायी और कल-कारखानों के मालिक हैं, जिन्होंने अपनी कूटनीति से जर्मनी का अधिकांश कारबार अपने हाथों में कर लिया है और जो कुछ थोड़ा सा बाकी रह गया है उसे भी अपने काबू में करने में व्यस्त हैं. इनके पास इतनी अपार सम्पत्ति हो गयी है कि ये सारे संसार में अपना जोड़ कम रखते हैं..... इस प्रकार देश के ये बड़े-बड़े लोग अपने नीच स्वार्थ के लिए अपनी जननी जन्मभूमि को ठग रहे हैं. इस पर एक और दुर्भाग्य जर्मनी का यह है कि यहाँ गुलामी सदियों से चली आ रही है. इस से स्वयं जनता स्वतन्त्रता का उतना मान नहीं रख रही है, जितना होना चाहिए था.

    (प्रसिद्ध भाषा वैज्ञानिक डा. हेमचन्द्र जोशी का जन्म अल्मोड़ा में हुआ. पिछली शताब्दी के तीसरे दशक में महात्मा गाँधी के सहयोगी स्वामी सत्यदेव परिव्राजक की प्रेरणा से वे उच्चतर अध्ययन के लिए यूरोप गये थे. पेरिस के सारवोन विश्वविद्यालय से अर्थशास्त्र में डी. लिट करते हुए वे भारोपीय भाषाओं के अध्ययन की ओर उन्मुख हुए और उन्होंने आर्य भाषाओं पर अनेक गवेषणात्मक ग्रन्थ लिखे . अपने यूरोपीय प्रवास के अनुभवों पर उन्होंने एक संस्मरणात्मक पुस्तक ' यूरोप जैसा मैंने देखा' लिखी. यह पुस्तक अब उपलब्ध नहीं है. सम्भव है कोलकाता स्थित नेशनल लाइब्रेरी में हो. )

    यह लेख जोशी जी की पु्स्तक 'यूरोप जैसा मैंने देखा' उस अंश की पुनर्प्रस्तुति है, जो ठा. देबसिंह बिष्ट राजकीय स्नातकोत्तर महाविद्यालय, नैनीताल की हिन्दी परिषद की१९५८में श्री ताराचन्द्र त्रिपाठी के सम्पादकत्व में प्रकाशित हस्तलिखित पत्रिका 'ज्योत्स्ना" में प्रकाशित हुआ था.)


    मैकदे में भी क्या तमाशा है, चार बैठे हैं चार फिरते हैं.

    बर्लिन की लाइब्रेरी स्टाट्सबिब्लियोटेक भी एक देखने की चीज है. उसका पता लगाया और दिन में वहाँ जाने लगा. अध्ययन करने का हाल भी देखने योग्य है. यह हाल गोल है और चारों ओर पुस्तकें सजी हुई हैं.इस पर सैकड़ों विद्याव्यसनी किताबों पर सिर झुकाये बैठे हैं. जब सर भारी हुआ या दिमाग हल्का करना हुआ तो ये विद्वान इस हाल के बाहर जो एक बहुत बड़े हाल की तरह का बरामदा है,उसमें या तो टहलते हैं या इधर उधर पड़े बैंचों में बैठते हैं. बड़े-बड़े दिग्गज विद्वान यहाँ पुस्तकालय के भीतर ज्ञान को मथते हैं, उस पर वाद-विवाद करते हैं. इस लाइब्रेरी में सीढ़ियों के नीचे भोजनालय है. यहाँ कम दाम में सादा भोजन मिलता है ताकि सरस्वती के फाकामस्त भक्त सस्ते में अपना पेट भर सकें.

    साढ़े बारह बजे भोजनालय में गया. छोटा कमरा है जिसमें ३०-४० आदमी भोजन कर सकते हैं. जरा भी तड़क-भड़क नहीं. बस सादगी और सफाई है. एक नवयुवक मेरे पास बैठा और राम -राम कर के बोला, आप कहाँ से आये हैं और किस विषय में दिलचस्पी लेते हैं. मैंने कहा-- मैं भारतीय हूँ और आया तो था अर्थशास्त्र पढ़ने, पर अब जर्मनी की दुर्दशा देख उस में दिलचस्पी हो गयी है. बोला, ठीक है. जमाना ऐसा है कि जर्मनी की हालत जबर्दस्ती विदेशियों का दिल खींच लेती है. इस लाइब्रेरी में आप को इस विषय में बड़ा मसाला मिलेगा. बस मित्रता हो गयी. मैं समझ गया कि यह जो ज्ञान का खोजी मिला है उस से उस दुख दर्द की आत्मा को देखूंगा, जिसने मुझे तड़पा रखा है.पर अजीब आँख खुली. वही मसल है :

    ए दर्द जिसकी आँख खुली इस जहान में

    शबनम की तरह जान को अपनी वह रो पड़ा.

    • अलेक्जेंडर प्लात्स के पड़ोस में रोजनटालर स्टासे है. आस-पास की गलियों की खाक छानते-छानते वहाँ पहुँचा. भीड़-भड़क्का है, लेकिन सर्वत्र गरीबी ने घर कर रखा है. मकान खूब ऊँचे हैं. बसासत भी घनी है. चहल-पहल के सब आसार हैं लेकिन गुणनाशी दरिद्रता ने अपना एकाधिपत्य जमा रखा है. रास्ता फेरी वालों से भरा है. कहीं-कहीं छापेखाने भी सड़क पर खुले हैं. पाँच मिनट में विजिटिंग कार्ड छपा लीजिये. दूकानदार बहुत हैं पर ग्राहक नदारद. कहा जाता है कि मुहल्ले में चोरी का बाजार बहुत गर्म रहता है. टुक निगाह बची कि माल दोस्तों का. जर्मन जाति के उजड़ने का दुखद दृश्य देखते धीमे-धीमे आगे बढ़ रहा था. एक छोटे चौराहे पर पहुँचा. इस चौक पर वह दृश्य देखा कि जन्म भर न भूलूंगा. इस बीभत्स दृश्य ने दो दिन तक स्वास्थ्य बिगाड़ कर रख दिया.
    • दिन का वक्त है. इस चौराहे पर भूखे भेड़ियों की भाँति कुछ कंकाल लाशों पर टूट रहे हैं जो कि घोड़े की है. यह क्या? सब अपनी ओर से उसका मांस नोच रहे हैं. भारत में जानवरों की लाशों पर गिद्धों को लड़ते देखा था. लेकिन इन शिक्षित जर्मन नर-नारियों की गिद्ध दृष्टि विकराल थी.
    • हर एक धुन में है कि अधिक से अधिक मांस मुझे मिले. कोई छुरे से, कोई काँच के टुकड़े से, कोई हाथ से और नाखूनों से मांस को नोच कर जेब या थैली में भर रहा है. क्या विचित्र छीना-झपटी है. श्मशान भूमि के भूत-प्रेत पिशाच इन से भयंकर शायद ही होते हों. पेट की धधकती ज्वाला से आतुर ये जर्मन नर-नारी भेड़ियों से भी अधिक खूँख्वार बन गये हैं. इन की चमकती आँखें और मुख की भाव-भंगिमा बता रही है कि इस समय इन्हें इस समय जीवन का चरम आनन्द मिल रहा है. इन भूखे शेरों को कोई छेड़े तो तब देखिये. भेड़ में चिपट कर चींटियों को जो तृप्ति होती होगी, वही इन्हें भी हो रही है.
    • इतने में सड़क से एक भीड़ आयी. चार- पाँच संडे-मुसंडे वहाँ पहुँचे और लगे सब को धक्का देने. जो थोड़ी सी हड्डियाँ बची रह गयी थीं इन्हें ये उठा ले भागे. रात को इन्द्र का अखाड़ा आबाद किया. अब यह दृश्य देख रहा हूँ. जीवन है कि सपना अथवा माया है या भ्रम. या किसी रहस्यमय की भेद भरी लीला है.
    • आलम तमाम हलकये खामे खयाल हैं
    • ब्रह्म सत्यं जगन्मिथ्या सब सच है, लेकिन भारत में भी तो अक्ल इतनी हैरान नहीं हुई थी. यहाँ तो रोज....
    • हैं ख्वाब में हनोज जो जागे हैं ख्वाब में
    • आये दिन ऐसे भीषण दृश्य दिखाई पड़ते हैं कि बुद्धि ठिकाने नहीं रहती. बार-बार यही ख्याल आता है कि स्वप्न देख रहा हूँ. भील-संथालों में भी ऐसा दृश्य देखने को नहीं मिलता. अफ्रीका के जंगलों में ऐसा दृश्य देखने मिले तो सम्भव है. सच है
    • थी जमाने में रोशनी जिसकी
    • हाय उस घर में चिराग नहीं है
    • इस अमानुषिक दॄश्य ने मेरे हृदय में कुहराम मचा दिया. मनुष्य क्रूरता और नैतिक अध:पतन के किस गर्त तक पहुँच सकता है, उसकी सीमा स्थिर नहीं हो सकती. भूख की प्रचंड ज्वाला से विदग्ध, पापी पेट जो कार्य न करवा दे, सो कम है. अब तो विश्वास हो गया कि क्षुधा की ताड़ना मनुष्य को हिंस्र पशु में परिणित कर देती है. उसका ज्ञान और विवेक उसके खाली पेट की आहुति हो जाता है.
    • एक बार विश्वामित्र ने चांडाल के घर से कुत्ता चुरा कर उसका मांस खाया था. घोर आपत्काल में उस ऋषि ने यह दारुण कर्म किया था. पर चोरी पकड़ी गयी और चांडाल ने उन्हें खूब लताड़ा, ऋषि और ब्राह्मण हो कर श्वपच के घर का कुत्ता चुरा कर हजम कर गये. धिक्कार है तुम्हारे तप को. लानत है तुम्हारे धर्मज्ञान पर. लेकिन उसका सारा उपदेश व्यर्थ गया. विश्वामित्र धर्म की गहन गति और उसकी सूक्ष्मता से परिचित थे. उन्होंने चांडाल को ऐसे आड़े हाथों लिया कि उस की आँखें खुल गयीं. अरे जड़मति! तेरी तामसिक बुद्धि मुझे कुछ नहीं सिखा सकती. यदि मैं जीवित रहा तो घृणित से घृणित पाप का भी प्रायश्चित कर लूंगा. मुझ से जगत को भी लाभ भी पहुँचेगा. तब तेरी टर्र-टर्र से मैं क्यों डरने लगा.

    मुझे विश्वास हो गया कि यदि ऐसी विषम परिस्थिति मुझे घेर लेती और मैं इन जर्मनों की भाँति पशु बन जाता, तो क्या मेरे भीतर भोजन करने वाला जो सर्व संहारी महादेव बैठा हुआ है, वह कलुषित हो जाता? कदापि नहीं. वह हुताशन है. उस अखंड और प्रखरोज्ज्वल पावक में जो मल पड़ा, वह शुद्ध हो गया. सोने की तरह तप गया. तब क्या इस अभक्ष्य भोजन से यह मुंडमाली नीलकंठ अपवित्र हो जायेगा, जिसने इन जर्मनों को अपने हाथ का कठपुतला बना रखा है? नहीं, नहीं, कदापि नहीं. ऐसे विचारों से हृदय को सान्त्वना मिली. किन्तु दिल दहलाने वाले इस दृश्य ने मेरे अन्तस्तल में प्रलय का दृश्य उपस्थित कर दिया.

    उस रोज फिर कुछ न कर सका. अपने जीवन में प्रलय पयोधि की उत्ताल तरंग लेकर घर पहुँचा और पढ़ने लगा...

    यह काफी हाउस भी अध्ययन की चीज है. यहाँ शान और तड़क-भड़क उतनी नहीं है. एक- एक आदमी जो एक-एक कुर्सी पर बैठा है, वली है. और हर एक बिगड़ेदिल है और अपने में मस्त है. पर इन में से एक-एक ज्ञान की गठरी है. हर एक आदमी गुदड़ी का लाल है. कलाकार संगीतज्ञ, साहित्य के विधाता भूखे मर रहे हैं, पर मजाल किसी की कि इन्हें रुपया देकर खरीद ले. थौस्ट ( ?) टालर कवि हैं. यह संसार को स्वर्ग बनाने की धुन में मस्त हैं. इसे वर्तमान सभ्यता से घृणा है. क्यों कि उसे अपने अनुभव से विश्वास हो गया है कि जिस सभ्यता से धन का हैवान देवता बना कर पूजा जाता है वह मनुष्य या देवता को नहीं, राक्षसों को जन्म देती है. अपने इस सिद्धान्त के लिए इसने न मालूम कितने कष्ट सहे, पर धन्य है इस वीर को कि पथ से विचलित नहीं हुआ.

    अनेक कलाकार हैं जो अपने चित्र मिट्टी के मोल बेच कर किसी प्रकार आधा पेट जीवन बिता रहे हैं पर धनियों के दर पर हाथ फैलाना उन्हें मंजूर नहीं. यह लीजिये हरपांस (?) आ गया. तन में चीथड़े हैं. शरीर में कहीं रक्त दिखाई नहीं देता.हड्डियाँ निकल आयी हैं और आँखें गढ़े में चली गयी हैं पर चेहरे पर अजीब सा मस्तानापन है. चाल से पता चलता है कि शेर निडर हो कर चला जा रहा है. इस आत्मिक बल को देखिये कि गढ़ों के भीतर धँसी आँखें हीरों की तरह चमक रही हैं. यथार्थ यह है कि रोमनिशेस काफे शेरों की माँद है. जहाँ साहित्य, संगीत और कला के धनी रुपयों के धनियों की ओर आँख उठा कर भी नहीं देखते. देखने में उन्हें आत्मगौरव की हानि मालूम होती है. ये सब कलायोगी आनन्द में मग्न हैं. कला की शराब पीकर ये बाह्य जगत के दुखों को भूल जाते हैं यही कारण है कि ये लोग खुल कर हँसते हैं.

    उधर देखिये! चित्रकला में विद्रोह की आग फूँक देने वाला डिएगो रिवारा अपनी मंडली लेकर बैठा है और ये सभी लोग सस्ते बियर के गिलासों के ऊपर बाबा आदम के जमाने की दरबारी कला की धज्जियाँ उड़ा रहे हैं. इनका आनंद, इनका खिलखिलाना अरबों रुपया देकर भी नहीं खरीदा जा सकता. भला कोई अरबपति जी भर के हँस तो ले. यह देख कर मेरी तबियत बाग-बाग हो गयी. भला मुझ सा भाग्यवान कौन होगा कि ऐसे गरीब मुहताजों के नरक में पहुँचा हूँ जो धनियों के स्वर्ग को भी ठुकरा सकता है. यहाँ भी हर एक कह सकता है

    सच है, इन नरक वासियों के पाप बड़े बड़े महात्माओं को उबार सकते हैं..

    एक जांच के सिलसिले में कल इस जनपद के एक पुराने कस्बे गोपामउ में जाना हुआ लगभग पन्द्रह हजार की आबादी वाला यह कस्बा दसवी शताब्दी के आसपास जंगलों के बीच बने एक मैदान में बसाया गया था।


    यहां दसवी शताब्दी के अनेक अवशेष आज भी अपनी भग्नावस्था में उपस्थित हैं ।


    ऐसे ही एक गोपीनाथ मंदिर के प्रांगण मे फारसी में लिखा एक पत्थर मिला जिसके बारे में बताया गया कि पुरातत्व विभाग वाले इसकी कार्वन तिथि निर्धारित कर इसे दसवी शताब्दी का घोषित कर चुके है।


    पकरिया के पेड की जड से निकली मां शीतला देवी की मूर्ति और अनेक पुरातात्विक उपयोगिता की खंडित मूर्तियां


    उसी जमाने की एक लाल मस्जिद भी है जिसे कदम मुबारक मस्जिद भी कहा जाता है क्योंकि मक्का से यहां पर लाये गये एक पत्थर पर मोहम्म्द साहब के पांव के निशान अंकित हैं।


    अब तक अपनी पहचान से अछूती रहा एक खूबसूरत मकबरा और कुछ अन्य तस्वीरो के अलावा कदम मुबारक मस्जिद के उस ऐतिहासिक हिस्से का गवाह भी बना हूं।


    लाल पीर दरगाह और उसकी बदहाली देखकर सचमुच सोचता हूं कि इस ऐतिहासिक कस्बे की कुछ संपत्तियों को पुरातत्व विभाग क्यों नहीं अपनी सुपुर्दगी में लेकर इसे उत्तर प्रदेश के नक्शें पर एक पर्यटन स्थल के रूप में स्थापित करता है?
