Singur to Lalgarh, the Circle is COMPLETE to understand how our Democracy works. How the grass root level people have the opportunities to liberate themselves with their identities and nationalities, folk roots INTACT ! I also tried to trace the history of Genocide Culture, Americanisation of Indian Society, Politics and economics and the Global Resistance. I updated the Subaltern studies, literature, culture and History as much as possible! I tried to be interactive and my blogs have always been Open Forum where I posted correspondence and updates from both the Hemisphere!

I tried to trace the Chronology in my Blogs as I could not get any space in mainstream media for these issues as a creative writer or professional journalist.

I tried to present a first version story and analysis with maximum information and updates with relevant material and links.

 
Though I passed B.A. in English medium and completed my studies as an M.A. in English, I never tried to write in English!
 
Since I was engaged in Chipko movement and later got involved in Nationality movements in Uttarakhand, Jharkhand and Chhattishgarh, I had to write in Hindi to address Grass Root Masses.
 
In 1979, I passed M.A. in English from DSB College in Nainital and opted for Professional journalism in Hindi. Since then, I remain a Hindi Journalist.
 
I also used to write Creative literature in Hindi and got involved in Little mag movement. My articles, poems and short stories were being published in Little mags as well as mainstream journals countrywide!
Only after the LPG mafia captured the Manusmriti Apartheid Zionist Tri Iblis Order in the Periphery Economy since 1991, it became very hard to get published as long as I stick to my stance! I could not change the Content. Nor the style!
 
Since 1991, I am based in kolkata.My father was the leader of Peasants` Uprising in the Himalayan Terai, in Nainital in 1958. He dedicated his life to solve Refugee Problems and led the All India Refugee Movement until his death in 2001.Citizenship amendment Bill was launched in 2003 followed by the Act to deprive our people of Citizenship, Civil and Human rights. Since I have the Family Liability to voice the Plight of my people, the Refugees scattered all over the country, I got involved in the Refugee Movement.
 
Soon my status changed radically. I became an ECO Socio Activist as well as a Human right activist overlapping my writer and Journalist status!
 
Globalisation made it mandatory to address the World and I had to opt for English!
 
In Kolkata, I had to encounter the Caste discrimination at every step as Colonial Bangla Barahaminical Nationality transformed into the only IDEOLOGY of our ruling Marxists friends and they began to run on the Super Highway of capitalism. Since I was against Globalisation and LPG Mafia, the Mainstream media ceased to publish me. Then , supporting the Singur and Nandigram Insurrections, I had to be DISCARDED by the Little mag movement captured by the LEFT.
 
I had to look for alternative media/ I had not the Money and resource for it. Thus, I opted for Blogging without knowing the medium very well. 
 
Meanwhile , I went through Ambedkarite ideology and understood that neither of the Ruling hegemony or Resistance hegemony is ready for Caste Annihilation, revolution or Liberation for the Enslaved majority, I evaded to join neither of the group! MY Institution was not assigning me , so it became very hard to get the ON the spot details. But yahoo groups and my blogs connected to me with Activists and journalists and Orgs as well as NGOs in Resistance all over the World. it proved to be the greatest source for me. i was getting reactions and feed backs regularly. I also witnessed the developments as an Impartial Eye witness and kept to update my Blogs Chronologically. I made it Exclusively meant for the Readers online. I was not writing for media. Earlier my articles got Space in international media for example DAWN, JUNG and International news in Pakistan, News From Bangladesh and Independent in Bangladesh, China daily in China, Vietnam daily in Vietnam, Asian Times and so on. But I made my articles OPEN source for everyone using Net. I refrained from getting ADSENSE which maintained the Character of my resistance Blogs.
 
Thus, I covered Nandigram, Singur and Lalgarh Insurrections and have been branded as a GIRAFFE by the Ruling Hegemony.
 
Meanwhile, I have been connected to Online Readership of One Million at least via my Blogs and groups! Websites and Aggregettors worldwide! It further enhanced my Information network and feed backs. I also used online information relevant!
 
I am connected with Social, ecological and Human Right activists worldwide only due to my Blogs!
 
I have been on Speaking Tour in Assam, Tripura, West Bengal, Maharashtra, Orissa, karnataka, Bihar, Jharkhand and so on. My readers arranged the tour so that I could go beyond my Internet readership on Grass Root Level.
 
Initially, I tried my best to write in Hindi but I could not get the required soft ware base and support when I became ONLINE with BSNL Broad Band connection. I was not any idea of the use of net at home thus My Telephone Bill proved to be a great Burden. Even I paid Rs 14,000 for a month. Recently I opted for Cable network which reduced the BILL around Rs. 800 only.
 
Since I was mobilising the masses in resistance against the Global Hegemony and Illuminati., the Rulers closed all my avenues for Income! As a writer and Journalist, I could not help me much. Then I opted for a little bit of Translation which helped me to bail out myself.
 
But writing in English helped  me to break new grounds so much so, that I am connected all over the Non Hindi belt in the country and abroad. At present I have efficient Hindi soft ware, but I have hardly any time to write in Hindi and get such a poor response that it may not inspire me to continue. But I write the hard copies in vernacular, in Hindi or Bengali. Some friends are there still favouring and my Hindi Readership has not quite forgot me!
 
I began my Journey on net simply with email IDs! Which landed me to yahoogroups. Later I started my own group issuesonline_worldwide @yahoogroups.com! Then I also opened a group in GOOGLE, Black Untouchables which had been disabled!
 
Rupert Murdoch has declared to finish Internet just because it has opened up an alternative, interactive and democratic space for resistance against globalisation and capitalism as well as against Zionism, Fascism and Corporate Imperialism.
 
I was blocked at different level despite enjoying global support base. My gmail ID was hijacked and I lost access to my earlier blogs posted on blogspot.com. recently, my blog troubledgalaxydestroyeddreams is also removed.
 
My blog nandigramunited.blogspot.com has got the Most of the Visitors but the BLOG is made out of listing and my readers as well as i have lost ACCESS to it. We may not open the wanted page of the blog without listing  as it has got more than ONE lac pages!
 
At first, I was just dumping the CONTENT as I did not know anything about widgets. My friend DR. Mandhata Singh taught me all about Widgets! I get essential technical help from my software engineer friends and Dr Singh!
 
I started blogging with Blog.co.uk. Palash speaks was the blog. Since I was getting positive responses and the articles were being published in international media and had been lifted in scores of websites, it inspired me a lot.
 
I got sources as Activists, NGOs and even PIB, Orgs and Institutions, resistance groups, local journalists and writers and intellectuals. Then International Media and national social network were connected very well.
 
So I could maintain all updates of singur as well as Nandigarm insurrections.
 
I had very strong support from my NDTV blogs which had even more than Ten thousand daily Hits as those Blogs were being listed in Web and news categories! But NDTV opted for Moderation and Barkha Dutta personally emailed my address lists to BLOCK me as she ejected me out of NDTV Blogs. It was STUNNING!
 
Then, sify blogs could not be logged in.
 
I opted for WordPress.com for an alternative space so that my readership should not miss anything while some blogs might be DELETED!

My blogs with palashchandrabiswas in blogspot.com have been DELETED just because the ID is hijacked. My earlier postings missing as NDTV blog has changed and sify blog does not open nowadays.

Chidambaram asks Maoists to lay down arms and come for talks!

Home minister P Chidambaram said he endorsed the appeal of West
Bengal chief minister Buddhadeb Bhattacharjee to the Maoists and the tribals to
come for talks.



"I endorse that appeal. If they wish to talk, they
should come forward to do so. We will be happy to facilitate the talks," he told
reporters after a Cabinet meeting here.



The home minister said the
ongoing operation by police and paramilitary personnel in Lalgarh would take
more time and the forces should expect the "unexpected".



"Progress
will be slow. They (forces) are making progress. ... So far, the operation is
going according to plans but they must be prepared for the unexpected. I
sincerely hope that with the kind of action we have advised, the operation will
be successful.



"An operation of this kind will take some time. In
fact, it will take considerably more time than was anticipated," he said when
asked about the situation in Lalgarh.



He said the forces were
"moving and moving cautiously" and the ongoing operation was not against the
tribals but only against the Naxalites.


I was discussing the Lalgarh Stand Off with my friends in Princep Ghat Down Train, most of whom do work in Government offices and PSUS.

They argue that the war is all about the Self Determination demand of the Tribals.

While I insist that SINGUR, Nandigram and Singur Insurrections expose the Anti People Illuminati Controlled Zionist Tri IBLIS Manusmriti Colonial Corporate Fascist Imperialist White Political Economy.

 It showcases the democracy in which we live in and assume that we remain free with SOVEREIGNTY
without being EMPOWERED, without being aware of the
INHERENT Injustice and Inequality. It exposes how the people
participate in the Political System! How do they happen to be
REPRESENTED ! How day to day real issues are addressed!


Man is a social Animal and every person wants PEACE. The demand and achievement of Peace remains an affair essentially related to our Social status. If we have something to defend, we may not go on War. What Shankaracharya or Vivekananda could do, we may not Dare at all just for our family engagements and liabilities!

What will the HAVE NOTS would do? They Die STARVING in intense Food Insecurity. The nature and Natural livelihood Captured. Opportunities MONOPOLISED. Natural Resources Open sourced. What have to do for the DEPRIVED, Dislodged, Displaced people , selected for the Ultimate KILLING?

Amidst face to face Firing Live Coverage, TARA news got CHATRADHAR Mahato, the leader of the People`s committee against Police atrocities. He said that the State and Centre Governments together declared war against the Tribal Population already SEGREGATED. He highlighted the Betrayal by Ms Mamata Bannerjee! Chhatrapati  told that the OPPOSITION helped them in the Insurrections and
escalated their base. As of now, the Bengali opposition is a part and
parcel of the State Power in the centre.. those who stood united with
the aboriginal indigenous and minority communities, now align with
REPRESSION! He accused that belongs to
TMC is planning to Capture the JUNGLE Mahal ousting CPIM under Lalgarh Operation against Maoists coverage. He talked of the atrocities of the Tribal mass on the name of Anti Maoist Flush Out. He talked of the Tribals being USED in Political Power game!

We have to think over this.






Even as
Home Minister P Chidambaram today (June 19) rubbished allegations of Congress
and Trinamool Congress leaders colluding with Maoists in Lalgarh, the CPI(M) has
come out with a fresh accusation, saying Maoists have tacitly asked for TMC
leader Mamata Banerjee's help in the siege in return for help in the
Nandigram 'uprising'.



CPI(M) leader Biman Bose today
accused Mamata Banerjee of shielding Maoists.



"I have given
ample proof of what we have said - that in Nandigram the game plan is not (being
carried out) by the TMC only, but by their 'rainbow' alliances. That
has been proved by Kishenji (Maoist leader who gave an interview to the media)
who said 'We helped them in Nandigram now we seek their help in the case
of Lalgarh.'



At a media conference today Home Minister
Chidambaram had said it was 'unjustified and unwarranted' to
insinuate that Maoists in Lalgarh were supported by the Congress and Trinamool
Congress.





How does  Political representation work? Professor Vijoy Kumar from Trichur called me this afternoon and informed that OBCs get FORTY percent reservation in Kerala. While in Bengal, Forty  Two percent of OBC population gets only SEVEN percent Reservation belated. Kerala Chief Minister AchutyanandanOBC, but in Bengal even until one year or more, back no OBC Minister got place in the MINISTRY. We exposed this and only a state Minister, Mr Maikap is coopted with insignificant Ministry.

How the Indigenous, Aboriginal and Minority Communities are represented in Policy and decision making irrespective of quota and representation? How the SOCIALIST or Marxist slogans and Flagship Welfare programme mean on grass root level, it have to be dealt politically. But the STATE Power deals with these basic issues with MILITARY STRIKE Power!

Thus, Maoists ESCALATE their bases in 188 districts and I am afraid, they become the Mainstay Political force very soon as the DEMOCRACY has FAILED miserably!

What should we do? Should we treat the LIVE Coverage as we treated it during the FIRST GULF War and then the World suddenly became the UNIPOLAR GLOBAL VILLAGE and Nations and nationalities SUBORDINATED and SURRENDERED to Monopolistic Aggression, Illuminati and Tri Iblis satanic order?

Meanwhile,
Security forces inched forward cautiously
today to end the five-day siege of Lalgarh by Maoists who blew up a
bridge to stall their movement as the Centre asked them to lay down
arms and come for talks.

Two companies of the Combat Battalion for
Resolute Action (COBRA), a specialised anti-Maoist force, began
sanitising the Jhitka jungle in the restive area in West Midnapore
district as the forces moved past dug-up roads and blockades using mine
detectors to avoid casualties.


The Jhitka jungle is a Maoist dominated area en route to Lalgarh, where tribals are in control.

Nandigram has just begun amidst the live COVERAGE of Provocative Media, Pressure from UPA Centre Government engaged in Implementing and Executing Mass Destruction Agenda with Ethnic Cleansing of Nature Associate People. A thunderstorm lashed the city on Wednesday evening, offering rare respite from the swelter.If rain brought temporary relief on Wednesday, the government gave students an extended respite by declaring all primary, secondary and higher secondary institutions in the state closed for three days from Thursday.The THUNDERSTORM and the HEATWAVE altogether pounds the Tribal base JUNGLE Mahal lalgarh irrespective of Weather Change or Climate change!

Though,
West Bengal Chief Minister Buddhadeb Bhatacharjee on Thursday said the state government was ready to hold talks with tribals on their grievances, and appealed to the Lalgarh villagers not to get provoked by Maoist rebels and not let themselves be used as human shields by the Left radicals.


Govt launches offensive in Lalgarh; Security forces move in to wipe out Maoists

But
the West Bengal government ruled out negotiations with Maoists saying "so long there is violence and obstruction, there cannot be any discussion".


"We have started police action at Lalgarh. Police and CRPF have left Pirakata," West Bengal Home Secretary Ardhendu Sen said.


He ruled out discussion with the tribals "so long there is violence and obstruction. "There cannot be any discussion as the Maoists will not allow it to take place."


Police did not have to fire at Pirakata as teargas shells and baton charges could remove the obstruction put up by the tribals, he said.


"Fortunately, they did not have to open fire," he said adding, "the operation will get tougher and we have to be prepared to face attacks and ambushes."


He said there might have been some injuries due to the baton charges but did not specify the number of people arrested in the operation.


Sen declined to state how long the operations would take. "It is extremely tough. So far there has been no major confrontation but that does not mean it will not occur in future.


"We estimate about 100 armed Maoist cadres are at Lalgarh. Their leader Kishanji is possibly there," Sen said.


The Government has launched an offensive in the restive Lalgarh region to end the three-day siege of Maoists. Security forces including CRPF and the state police this afternoon marched in to the restive Lalgarh region. The movement was initially stalled by a human blockade set up by the Maoists at Pirkata. But police used tear gas to disperse the blockaders. After overcoming the resistance at Pirkata, police had to face another blockade at Bhimpur, where a clash with the PCPA members broke out.While, Trinamool Congress said the violence in Lalgarh in West Midnapore district was an "internal fight of Marxists" and that was why the Left Front Government had not banned Maoists in the state.

The Bengal government looked to the Centre for help, only to be told by Union home minister P Chidambaram that it should use its own police rather than depend on paramilitary forces to tackle the 'law and order problem'.

Chief minister Buddhadeb Bhattacharjee ordered a crackdown after a meeting of the Left Front but left it to police to decide the date. Home secretary Ardhendu Sen said state police would lead the assault, with central forces providing the "crucial back-up". A unit of Cobra — the elite anti-Naxalite force in Jharkhand — arrived at Kalaikunda late Wednesday night. Twelve more companies of central forces are coming in phases to Midnapore town, Sen said.

"The Maoists are using innocent villagers, women and children as human shields. Don't let yourself be used like shields. Don't fall prey to their provocations," the chief minister said in a statement as the state and central forces launched an operation to flush out Maoists from Lalgarh in West Midnapore district.


"The government is prepared to hold discussions with the people of the area about their problems," Bhattacharjee said.


"Go back home," he told the villagers, who were seen putting up a human shield in the vicinity of Lalgarh to stop the advancing security forces.


State Chief Secretary Ashok Mohan Chakraborty claimed police have not faced any resistance from armed people.


"The police have gone there to restore peace and rule of law and to protect lives of innocent people," he said.



Four people including a CPM leader and three workers were found dead in the Bablamoni jungle in the Gowaltor region this morning.
 
Dubraj Soren, Dashrath Soren, Chaitanya Soren and Badal Hait had gone missing since last Tuesday. Hait was the CPM local committee member who, party workers say had been kidnapped along with the three others by the PCPA members and Maoists in the region.

Although not specific to Lalgarh, the Prime Minister held out a stern warning to Naxalite activists at large on his flight back from the BRIC summit in Yekaterinburg, saying: "It's a great threat to our policy, its seriousness is fully recognised and appreciated by our government. The home minister has some good ideas…. we have plans, we will take effective action."


The CPM central leadership held the Trinamul-Congress combine responsible for the Maoist attacks. It also said the state government was ready to talk to any tribal group that did not believe in violence to end the Lalgarh impasse.


The Prime Minister did not elaborate on what those plans entailed, but left little doubt that a comprehensive anti-Naxalite offensive directed at their bases in many states was on the anvil.


On his part, Chidambaram exhorted chief minister Bhattacharjee to act swiftly.


In a loaded shot at the Left government, Chidambaram said: "The impression is that one side of the government is willing to take action, the other side of the government is worried about the consequences. Now it is the judgement the chief minister must make."


The unequivocal statement came on a day the Left government, unable to take a decision on its own after dithering for over eight months, was looking towards the Centre to share some of the burden of unpalatable decisions an operation will require.


The Centre today sent four units (about 120 personnel in all) of its elite Cobra Force to Lalgarh but the Union home minister again underscored the need for the state government to scramble forces.



It has been always the History. No Insurrection whatever may be grass rooted or strengthened may not match the Striking Power and Killing license privileged. This is an OPEN game to create Chaos in the state leaving no Option but President Rule. Thus, Mamata Bannerjee, the Rly Minister withdrew Police Boycott in Khejury abruptly. NO Intelligentsia or Civil society team rushed to the spot as they reached in Singur and Nandigram! Media is live casting the Operation holding the Marxists and state government totally Responsible. It would further SEGREGATE the Tribals as SIKHS had been once upon a time!

Buddhadeb Bhattachary is the DECLARED Target understandably for Nandigram genocide. Maoists, facing media, announced DEATH Sentence for him. Neither Mamata Bannerjee nor the Opposition or Intelligentsia or the CIVIL Society even condemned it. Rather the Resistance hegemony brahminical stood united with Lalgarh but betrayed the tribal as the War began.

Buddha is in contact with the Centre and trying his best to involve the CENTRE.

 I am afraid that it would not help the Marxists as the  media blacks out the Centres MAGIC Economics, Flagship Programme, Hundred Days` agenda realities and the segregation of Aboriginal, Indigenous a minorities, the Black Untouchables.

What Lalgarh receives it exposes the failure of the INDIAN Periphery Polity as well as Economy. But inactive Marxists deviating from Ideology could not highlight the most relevant points so far and the Mass Resistance in HIJACKED.

 The regimented Cadres could not be physically connected to the people so the Maoists CAPTURED and ESCALATED the Tribal areas. Any Repression would mean further ISOLATION  of the Marxists from the Grass Root masses.

It would rather help Ms Mamta Bannerjee to achieve her goal, untimely President rule and Untimely ELECTION to defeat and oust Marxists.

Prime Minister Manmohan Singh, an advocate of stern action against Naxalism, is learnt to have taken a grim view of the violent Maoist takeover of Lalgarh and of the Left Front government's inability to restore law and order in the area.


Home minister P. Chidambaram put the ball in the court of Buddhadeb Bhattacharjee ahead of the chief minister's meeting with the Prime Minister on Friday. "Now it is the judgement the chief minister must make," Chidambaram said, driving home the need to reclaim Lalgarh from the Maoists.


The primary responsibility, sources in Delhi underlined, lay with the state government which "must act before it is too late".



Amid the spiralling violence in Lalgarh in Midnapore (West) and other areas of West Bengal, the Centre  sent a blunt message to the Marxist government there, asserting that it must make all attempts to bring the alarming situation under control and give a "clear mandate" to its own police forces to reclaim the affected areas.

Home minister Mr P Chidambaram told reporters here that he had spoken to chief minister Mr Buddhadeb Bhattacharjee and told him that the state must move its forces to the troubled areas with clear instructions to tackle the situation.

While,
Rattled by the spate of killings and attacks on CPI-M leaders and activists, and vandalism at its party offices in the districts, especially in Lalgarh, Khejuri and other areas, the Left Front asked the state government to take immediate steps to contain the ongoing violence. It is GREEN SIGNAL for the Marxist Government to be ENTRAPPED right into the EPICENTRE of the Turbulence!

In order to maintain synergy in its operation against Naxals at Lalgarh, central paramilitary forces dispatched to the trouble-torn area have been given"functional autonomy"and were working in coordination with the Centre. The functional autonomy has been given in consultation with the state government as the situation in Lalgarh area continued to be tense, a Home Ministry official said. The decision was taken as some parts of Jharkhand and Orissa need to be covered as the Naxals may flee to these areas after security forces mounted pressure on them. Taking a serious view of Maoists controlling the places in West Midnapore district and its adjoining areas, the Home Ministry directed the forces to deal with any situation arising there in close coordination with the state authorities, the official said." Since we consider the situation as serious, the forces are being given functional autonomy,"the official said. However, the special anti-naxal force CoBRA is yet to be deployed for the operations against the naxals and have been kept on stand by.

The PWD minister and RSP leader, Mr Kshiti Goswami, in particular, expressed strong disapproval of the way the administration was handling the situation. At a Left Front meeting today, complained the police were now listening more to the Opposition leaders than to the state government.

Chief minister Mr Buddhadeb Bhattacharjee told the meeting that he had received information from the Jharkhand government that about 100 Maoists, armed with sophisticated weapons and trained at Chaibasa in Jharkhand, had crossed over to West Bengal to unleash terror. The state government, he said, had already sought Central forces to flush the Maoists out.

Mr Goswami, however, asked the chief minister how the Maoists could be effectively tackled without sealing their border.


Soon after Mr Chidambaram made his comments, the state government said it would launch operations against the Maoists, and that the state police would be in the forefront. Mr Bhattacharjee is also to meet Prime Minister Manmohan Singh and Mr Chidambaram on 19 June on the issue.
 
Mr Chidambaram said there was an impression that while one part of the state government was willing to take action against the Maoists, another was worried about the fallout. "Now, it is the judgement the chief minister must make. They must move the forces to the affected areas and must reclaim the area now dominated by the Maoists," he said.

"We (the Central forces) are there to assist the state police. The state police must commit its own forces. I don't know how many men they have committed in the area and what instructions they have been given. But in my talks with the CM, I told him that in our view the state police must be given clear mandate and clear instructions," Mr Chidambaram said. "We have given them an adequate number of paramilitary forces," he added, pointing out that five more companies have been sent following the state's request on 15 June.

The Centre also dispatched the specialised Cobra anti-Naxalite force to deal with the Bengal situation. The commandos have been airlifted from Orissa where they are currently based.

After a visit to Midnapore to review the situation, the state home secretary, Mr Ardhendu Sen, said the government is ready for operations at Lalgarh and areas adjoining Jhargram in West Midnapore district. He, however, evaded a question on when the operations would begin. He added that the state police would lead the operations.

The chief secretary, Mr AM Chakrabarti, said the Maoists were planning to use the women and children of Lalgarh as human shields. Urging the villagers not to succumb to the "pressure being exerted by the Maoists", he said the move was "dangerous, inhuman and illegal". "The people in the area are faced with severe problems in their daily life and those who are trying to use them as shields are playing a dangerous game," Mr Chakrabarti said.

"When we came to power in 1977 with a thumping majority our top leaders immediately issued a statement urging our party men not to resort to political vendetta. The Trinamul is threatening that there would be no one to carry the CPI-M's flag. We can correct our shortcomings, but we'll never bow down to terror," he said.


On the other hand,the Trinamul Congress has distanced itself from the attacks on the CPM in Lalgarh but plans to use the violence to buttress its claim that the state government lacks control over law and order.

In the coming days, the party will argue that while it does not support violence, the attacks in Lalgarh are a result of the CPM's policies.


The strategy was outlined by Trinamul leaders here a day after party chief Mamata Banerjee broke her silence on Lalgarh in Calcutta. "I don't support that (the Lalgarh violence). It is our collective duty to maintain law and order," Mamata said yesterday.


Trinamul sources conceded they were worried that the brutal attacks on CPM workers in Lalgarh could win the party some sympathy elsewhere in the state. "But the anger against the CPM is such that unless we make a blunder, the Lalgarh violence will also work against the CPM."


Mamata, sources said, was keen to portray a "statesman-like" attitude, and was unlikely to immediately demand the state government's dismissal.

Indian companies paid around Rs 230 billion of taxes in advance for the first quarter of FY10, almost flat at the previous year's receipts, a finance ministry official said citing provisional data.

Revisiting Indian Electoral System

Congress Party has come to power in India in the just concluded elections to the Parliament.
Some eminent people have chosen to describe this as the victory of Indian democracy
comparing the quality of democracy in India to the democratic practices in the
neighbouring countries in Asia. Democracy has to bear fruit to the people on whose behalf
it is being practiced and not in comparison to what it does for the neighbours. Congress
has come to power with 28.6% of votes. This is only a marginal increase of over 2% from the
2004 elections. A few other regional parties have managed to increase their share of votes
but have decreasing returns in terms of seat share.

It is reported in the Times of India of 04 June that Bhola Singh (BJP) has won the Nawada
Parliamentary seat in Bihar with less than 10% votes. The Cosntituency has a total of 14
lakhs with an estimated population of about 24 lakhs. He won the seat by gaining only 1.3
lakh votes. 145 out of 573 elected members in the latest elections have won with less than
20% votes. Murli Manohar Joshi, Lalji Tandon and Hukumdeo Narayan won with only one
eigth of the votes. Salman Kursheed and Farooq Abdullah also got similar number of votes.
Meira Kumar got only one seventh of votes. Only five MPs, Nagaland, Sikkim, two Tripura
and one from West Bengal (Tamluk) got more than 50% of votes. The average MP this time
got only one fourth of the vote share.

This is the anomaly of Indian democracy that its practice is incongruent with its profession.
Indian democracy is self styled as one of the best int he world but Nepal has tarred this
image by taking recourse to a proportionale representation system in their democratic
praxis. In the Indian electoral system people are making their choices. There is no doubt
about it. But they are forced to make a choice within certain dominantly designed
boundaries of which they are ignorant. That somebody with less than 10% of votes can get
into the Parliament is a democratic anomaly in its character of representation. That a party
that manages to scrape through with 28.6% of vote share is hailed as the harbinger of
political hope of a nation is a democratic anomaly in its representational character. If actual
representation is removed from the praxis of democracy it is bound to be farce.
Unfortunately the trajectory of modern democracy has this farcical dimension inbuilt into its
from the time of its evolution from an enlightenment-cum-colonial period in history.

Fortunately some of these countries caught up in the churning out of a dominanat variant
of democracy and representation have realized the flaw in the trajectory and have shifted
their electoral system to the Proporitonate one. 21 out of 28 Western Eruropean Nations
have reformed their electoral system to usher in proportionate representation in their
Parliaments. Some of these countries have done model setting in termas of enhancing
representation of citizens in the Instruments and Mechanisms of democracy in their
respective countries. New Zealand has made provisions for separate electorate for the
ndigenous Maori people within their PR system. Norway has officially recognized the
Parliament of the Sami indigenous people as a mark of democratic recognition of the right
of the indigenous people to have their own internal governance. Germany has provided
reservation to the Danish people in one of its northern states.

India has been witnessing sproadic clamour for electoral reforms. Such clamour has been
restricted to cleaning up the existing system and has not been extended to critically
examining the legitimacy of the same in the praxis of a mature democracy. There is one
section of Intelligentsia in India that is not even aware of the nuances of other electoral
systems that are in vogue in many democracies. There is another section of intelligentsia
that is aware of the existence of other forms of electoral systems but know intuitively that it
is going to provide space for many marginalized communities of people in India. This is
something that the chemistry in their bodies naturally resist and therefre, such intellectuals
have shunned any public debate on the First Past The Post or the Majoritarian Electoral
System.

Another set of intellectuals have clamoured for the American type of two party democracy
in India. The USA, UK and India are major democracies that still cling on to the Majoritarian
Electoral System though dialectics are in advanced stage in the former two countries for
ushering in a Proportionate Electoral System. Arun Shouried belongs to this school of
thought though he stretches his argument a bit further and argues for the power of
governance to be handed over to the executive. The underlying argumentation is that
representatives of common people should not be vested with the power to govern the
country.

According to Atul Thakur and Shankar Raghuram the argument in favour of two party
system does not hold water as West Bengal and Kerala with multy party have gained the
maximum average percentage. West Bengal has 41% and Kerala has 36%. The other state
that has got one third of votes for average MPs is Tamilnadu with also multy party. In
contrast States where the fight was straight between Congress and BJP such as Gujarat, MP,
Chhattisgarh, Uttarkhand and Rajasthan the average is 25% and below. Only in Delhi and
Himachal with bipolar contest the situation is better.

India's FPTP electoral system has reservation for the Dalits and Adivasis/Tribals. But within
the Majoritarian system reservation has only become a handy tool in the hands of the
dominant parties to politically neutralize Dalit/Adivasi leadership. In the FPTP system seats
in the Parliament are not proportionate to the percentage of votes that a party gains thus
leaving out a vast majority of voters unrepresented in governance. Some of the States in the
North Eastern part of India are woefully under-represented. There are many Tribal groups
in many of these States and except Assam all other States have only one or two seats in the
Parliament. If multi member electoral districts are introduced as in the PR system these
States will have the possibility of sending more than six to eight representatives to the
Parliament from each State. In this case the strength of the Parliament will have to be
increased within manageable levels. Germany with about 40 million people has more than
six hundred members of Parliament.

Nepal has introduced PR system in their praxis of democracy with the support of the
Maoists. Big effort is going on there to integrate it into the new Constitution of Nepal. In
subsequent elections, before the PR system was introduced in Nepal only one Dalit
candidate was able to enter the Parliament. With the introduction of PR system it was
possible for the Dalit community in Nepal to send 49 Dalit candidates into their Parliament
in the last general elections.

Proportionate Electoral System does not go by any uniformity though there are many
common threads in all its variants. Not only the system but also the counting of votes and
apportioning representation to every voter is a major mechanism in the countries that
practice PR system. Democracy is about providing space for all citizens in the Instruments
and Mechanisms of governance. The present electoral system in India constricts the political
space of the poor and culturally marginalized communities of India by making it possible
for a party to come to power with even less than 27% of total votes cast. If such
communities make coalitions among themselves through their respective parties taking on
board also some religious minority communities and fight elections as coalition partners
within the ambience of the PR system it is going to spell the rise of the hitherto excluded
and downtrodden people and mark the ushering in of a mature democracy.

The Rural Education for Development Society and the Booshakthi Kendra in India have made
a research on the Proportionate Electoral System as it is in German democracy and have
published "Dalitocracy" as a result of their research. This was done after due reflection on
the demand for separate electorate and the need for other viable alternatives. Subsequently
they have also launched a Campaign for Electoral Reforms in India (CERI) to bring about a
Proportionate Electoral System. CERI is making further researches on the Norwegian model
of Parliament and the New Zealand electoral system. India is also badly in need of adapting
an electoral system that will checkmate efforts to infuse Indian democracy with fascism.
CERI is spearheaded by a group of senior leaders of civil society drawn from different parts
of India. Proportionate Electoral System is not a panacea for all the woes of a struggling
democracy. However, many nations of the world have proved beyond doubt that it provides
a just and legitimate space in governance for citizens.

It is in this context that the demand of Mr. Sitaram Yechury on the first day of the present
Parliament gains credence and weight. He has asserted that only a party or a coalition that
gains more than 50% of votes in elections should come to govern the nation. Though this
demand is woefully inadequate it has already laid the foundation for a possible
constitutional amendment to bring about a Proportionate Electoral System in India.

SKP: I see that you failed to itemise your questions to me. I specifically wanted to know your questions as your queries in your text have already been covered in my e.mail to Mr P Biswas. I wrote to Mr Biswas so that he knows about the persecution of my septuagenarian elder sister. Even an animal will be ashamed of to hurting such a vulnerable person.

MA: Enough is enough as I have already given enough on the plate to swallow. Bunch of lies on persecution stories are the vehicles for the communal chaps. Who persecuted the septuagenarian sister? Isn't it self styled and self-promoted for self enjoyment?

SKP: Mr Biswas has not told me how publication of my sister's persecution in Bangladeshi website is going to help my sister and our family. Now that NFB has published it and you have responded, I can either keep silent considering that intelligent readers will understand your unreasonable stance on my e.mail or respond to each and every aspect of your rejoinder. I have decided to leave most of your rejoinder for the intelligent readers for their analysis and understanding and to consider whether your violent and abusive response is justifiable with regard to my e.mails. In any case being an engineer, not journalist, how can I match with your kind of knowledge from "Babri Mosque" to "Bankim Chandra".

MA: What is the definition of intelligent readers by your trickery twisting standard? Do you think that all the Bangladeshis are idiots and fools? The country is run by the people of Bangladesh not by the non-Bengali speaking scoundrels as done in Hindu dominated India. Facts always sound or taste bitter. Thus, tough language is always violent and abusive in the eye of the communal player. When a communal receives appropriate medication for the treatment of the critical disease then tries to distort the underlying perception scaling from Babri Masjid to communal Bankim.

SKP: I give the following food for your thoughts when you are not unduly stressed by what you repeatedly refer to as "communal Hindu/Indian".

MA: In general, a Bengali speaking Hindu from India is found to be communally motivated. This is ironically true as observed fact. Non-Bengali speaking Hindus behave slightly differently and their responses are much pragmatic for the same set of questions. Thus, communal sense is often rare.

SKP: Firstly, it is my understanding that whenever anyone loses argument, the main weapon of that person is to hurl abuse. Your e.mail in NFB is full of those abuses which you prefer to refer as "uncompromising and tough languages". Let me cite few examples from your e.mail.
"Naam-nehat (so-called) character, Mr Sunil Kumar Pal ", "clown","Joker": Is this your civilised style? Are you not insulting yourself as a human being? I regret that I cannot match your style. The fact is that I am Sunil Kumar Pal and have a proper e.mail address unlike yours. There is nothing in my e.mail which can prompt a sane person to address me in that way.

Another example, a communal Bengali speaking Hindu prefers to find pattha (male goat or ram) as a source of meat whether resides in the Western or Eastern Hemisphere while a Muslim tries to find castrated male goat as a source of meat in the same domain. Dirty smell of the non-castrated pattha becomes a source of tasty meat for the filthy Hindus. The conclusion is that a diehard communal Bengali speaking Hindu always finds opposite route to what a Muslim does except for the pair of shoes.

SKP: "Citizenship": Indian Constitution was adopted on 26th November 1949. Article 7: "A person who has after first day of March 1947 migrated from the territory of India to the country now included in Pakistan shall not be deemed to be a citizen of India". Whenever proper agents are found regardless of their religious affiliation only then the Indian administration jumps to the process of citizenship. Recently India considered long term visa to Taslima Nasreen. Her Indian citizenship is already advocated by the communal activists. India has a tradition to be ruled by the foreigners. Thus, Sonia Gandhi or her product's turn is coming up soon for the Hindu dominated India.

SKP: "Enemy Property/Vested Property Act": Hindus/Buddhists are the original inhabitants of what is now Bangladesh. Why only the properties of minorities are to be distributed to the majority people as "enemy property"? This draconian law cannot bring any glory to any country. My grand father's (late Durga Charan Pal) land of 5.44 acres(Plot no. 3525, Mohishakhola Mouza no.6,CS Khatian 161,PS Mirpur) has been declared as enemy property and has been distributed to the Muslims without paying any compensation to our family. Similarly a building at Pabna which my mother late Parul Bala Pal inherited was given in the same manner.

MA: Is SKP a Bangladeshi national to claim compensation? Why do you leave the property? There is no room for the foreign national to claim property in Bangladesh. Does India allow foreign national to claim property in India? Can Pervez Musharraf or Ziaul Huq of Pakistan get back their properties? Bangladesh needs to use the properties properly to generate regular production based economy. SKP and his cohorts are invariably the enemies of Bangladesh or Pakistan as they left the land deliberately. Doesn't India consider the Muslims as their enemy? After each riot Muslims in India prove that they belong to India.

There is nothing wrong to confiscate the belongings of the enemies of the country. Many countries of the world including the U.S.A., U.K., and others have done so. If the chance is given to the enemies, then they prefer to destroy Bangladesh. There is direct evidence that the self persecuted scoundrels are the enemies of Bangladesh and Pakistan. Ask J. L. Nehru, Indira Gandhi and several successors to the Indian throne why they preferred enemy property law? Does SKP have idea why Sheikh Mujibur Rahman preferred this law to prevail?

You must know first who supported this law and after that make hue and cry. A communal Hindu always thinks that the correct route is only for them. Unfortunately that is not the case. Muslims are also the original inhabitants of Bangladesh. Chunk of them were converted from the Buddhists. These Buddhists were the converts from the Hindus. Well, many are also direct converts from the Hindus like my forefathers.

SKP: "History" old and recent: Ayodhya structure---You did not say why do you disagree with the report of the Time,USA, 21 Dec.1992. The report deals with all what happened since 1528 AD. You have to explain your reasons for rejecting the report of the Time. My relatives live at Ayodhya. It so happened that we visited them in September 1992. We had been to the disputed structure on 11th September 1992 which was incidentally a Friday. We did not see a single Muslim either to offer prayer or protest against the Hindus who were entering into the structure and offered prayers as temple. If we did not go to Ayodhya I would not have known the hypocrisy and double standards on the demolition of the structure. The destruction of the structure has caused more misery to Hindus in Bangladesh than the Muslims.

MA: So Time magazine is so saint that it provides all correct information. Who controls this magazine? The relatives in Ayodhya imply communal characters as they belong to Dondokaronya which has the gold mine. What was the time on that Friday when SKP went to check the number of the Muslims at the Babri Masjid? Doesn't SKP know that this Masjid was under attack since 1980 and Muslims go there with a limited scope? Does this communal have any idea when and how many specific times the salat (prayer or commonly called namaz) of the Muslims takes place?

If someone goes at awkward timing to check the salat then it is ridiculous. Since no Muslim was seen on that day, then the Babri Masjid is the subject to demolition. Is this the civilized logic, SKP? Indeed SKP had known a lot by seeing in his own eyes. I see several Mandirs in Bangladesh are never attended by the Hindus. Does this mean that some one should arrange demolition process?

SKP: Compared with the frenzy of destroying Ayodhya structure, 1300 year old Hindu temple Ramna Kalibari at Dhaka was deliberately bulldozed by the Muslims in 1971. These Muslims were either Rejakars or supporters of the Pakistani military. The Muslims want to hide their crime for destroying this temple. There are hundreds of temples which have been demolished in Pakistan(both East and West) and Bangladesh. Do you disagree?

MA: Ramna Kalibari Temple was not 1300 years old. From where does SKP get this fake story? There is no structure which is standing in Bangladesh for 1300 years. The oldest structures are seen in old Dhaka areas having maximum age of 500 years although Dhaka city is about 1000 years old matching Delhi or Lahore. Was there any civilization circa 700 A.D. in modern Dhaka city areas? The Ramna Kalibari was not bulldozed but cleaned out. It fell apart on the ground as many houses did in Shankhari Potti areas during the last century. The Temple was gradually falling apart as a ruined structure. Kalibari began to collapse due to the tremendous intensity of the sound of cannoning and shelling of the Pakistani Army in the Nilkhet areas of the University of Dhaka campus. This structure was never repaired even before the partition of British India.

There was no Rajakar on March 26th 1971 as it was formed sometime during early summer (May) of 1971 by the Pakistan Army. Incidentally the collapse of Kalibari coincided with the massacre of the Pakistani Army. (c) You have quoted several assassinations world over to justify the assassination of Mahatma Gandhi and Mujibur Rahaman but conspicuously remained silent on the assassination of Liaquat Ali Khan, Prime Minister of Pakistan in 1951. He was killed by a Muslim. You are also silent on the legal murder of Z.A.Bhutto and "plane crash" of Zia-Ul-Haq and how two former prime ministers of Pakistan are in self exile to save their lives. Can you tell me what happened with the husband of Begum Khaleda Zia who was President Zia? Did the nation of Bangladesh rejoice?

MA: Is there any way that SKP's brother can be proved to be a saint? But it can be easily proved that he was a communal and did plenty of mischievous things against the humanity. That is why some one has or people subtracted him from this planet. Your brother terrorized the Muslims and Hindus alike in the same neighborhood. Therefore, he was assassinated. Since India is dominated by the communal Hindus it is more than likely that he was eliminated by these communal fanatics as happened to the communal saint M. K. Gandhi. Next, what I have to do with the Pakistanis? Indeed I can assert on some of the incidents that are globally known about Pakistan.

Is that relevant? When M. K. Gandhi was killed at that time Sarder Patel pretended that it was an act of the Muslims. First he made hot speeches against the Muslims. Later people arrested coward Nathuram Godse as the killer of communal Gandhi, and found to be a diehard Hindu fanatic. Sarder Patel was searching a ground then to generate a riot in India. Several parts of India already celebrated riots hearing Gandhi's physical elimination. These riots were orchestrated by Rajendra Prasad, Meghnada Saha, Shyama Prasad Mookerjee and many other communal figures. The fact was Sarder Patel knew very well that the days of M. K. Gandhi was numbered as Savarker assured him for J. L. Nehru. Find the ring leaders of that killing and probe into it for more truth. I did not justify assassinations but it is misinterpreted or misunderstood by a communal.

The fact is that the fate of the self styled Father of the Nation happened like that on many occasions. Further fact is that Mujib did not sacrifice life for Bangladesh. He was in the Pakistani custody when the armed fighting for liberation continued. Common mass fought for the liberation. Next is Kuttar Lez Shoja Hoi Naa despite using butter or oil. Asking for correction of the spelling of Bangladesh, kuttaa used the same erroneous format – an act of an as usual arrogant communal. Liaquat Ali Khan was eliminated resulting from the palace politics coined by Gulam Mohammed and Nazimuddin as extracted from the beneficiary listing thereafter.

Akbar Khan was liquidated outright without justice. This is similar to that of the incident when Abdul Manzoor was liquidated upon his surrender on June 2, 1981 following the killing of Ziaur Rahman, another popular President of Bangladesh. The killers of both Liaquat Ali Khan and Ziaur Rahman were not fanatics but palace agents to preserve silent orders of the unscreened palace players. Z. A. Bhutto was not murdered or killed. He was executed following justice for his order to kill the father of Raja Hasan Khan Kasuri.

When Military toppled Bhutto on July 5, 1977, shortly thereafter Kasuri filed the murder case of his father and asked for justice from the new ruler. It took almost year and a half to get to the justice. Kasuri was a challenging person and politically became influential being an opponent of Bhutto. Eventually Bhutto was ordered to get executed through the endorsement of Ziaul Huq. There is nothing wrong in it as Bangladeshis felt it was right thing to eliminate Bhutto. This is because he was responsible for the elimination of the innocent lives in Bangladesh in 1971. Pakistan Military killed common people presumably using the plans of Bhutto by not transferring power to Sheikh Mujib. Indeed Bhutto should have been executed for killing innocent people of the then East Pakistan and then finally for the breakaway of Pakistan instead of a single Kasuri killing.

Bhutto's crime is no less than any criminal. He was undemocratic who denounced Sheikh Mujib's landslide victory in the general election of 1970. He told publicly in Karachi that he would not allow Mujib to become Prime Minister of Pakistan. Anyway, Bhutto got his reward nicely. Why SKP shows some soft corner for Bhutto? Next, Ziaul Huq was killed in the air crash in August 1988 along with several senior Army officials. What I have to talk about this crash? He was not related to Bangladesh. If SKP has analysis for the murder of Ziaul Huq then give it. Benazir Bhutto and Newaz Sharif are self exiled as they arranged to enjoy Pakistani scholarship funds from the present ruler. What is wrong in that? Ask Pervez Musharraf your concerns about Pakistan's ex-Prime Ministers. I do not rejoice assassination. It is your misinterpretation.

What I tries to tell that the self styled Father of the Nation had assassinations as their destination in most cases. This is an observation. Ziaur Rahman is an exceptional case because he was not the Father of the Nation. He was a popular President and got killed by the disgruntled Army officers but not got assassinated. His killers were at large similar to those who eliminated Sheikh Mujib. These killers were not Mickey Mouse like Nathuram Godse. This is the difference between assassination and killing. Ziaur Rahman received several funerals from all corners of the country. The number of people attended is enormous. Such funeral is referred to Gaibana-Janaza in Arabic which is regular term in Bangladesh. His popularity after gunning him down rocked entire South Asia. His dimension was much smaller than Mujib but recognized as the only statesman of Bangladesh. Indeed the death of Ziaur Rahman was never rejoiced anywhere in Bangladesh. Of course elimination of Sheikh Mujib was a positive approach to the nation that gave light to survive and people began to breathe properly from the stifle situation.

No one felt the loss of Mujib for the nation. Why Mujib's body was lying in the staircase for nearly 16 hours before it was flown to his village home for burial? There was no funeral (janaza) for this leader. Why his followers did not arrange a funeral? On the same day Kader Siddique ran away from home and crossed the border to digest Indian fellowship. At the time of Mujib's physical elimination process he was an unpopular chap. Bangladesh needed him once only, but not for the rest of the life as politics knows no religion. Indeed I began breathing properly with other 80 Million people in 1975. Removal of Mujib had mass support. Go and do analysis why popular leaders often do not leave strong legacies. What I have to do if those leaders are responsible for their own destiny? I felt removal of Gandhi reduced Hindu-Muslim riots because there was none to utter the word "Hindu-Muslim." Any more.

SKP: I say again that I cannot match your queer logic. When a Muslim become president of India, he is a puppet. You however ask," how many minorities in West Bengal are in the high chairs"? I presume Bengali Muslims did not want to occupy "high chairs" whatever that may mean lest you call them "puppets"! If a family of Muslim help a Hindu family you say that the Hindu family in this case our family, "has hired Muslims to safeguard the family against so-called Muslim enemies". You have branded me a communal. You rejoice that a Hindu killed Mahatma Gandhi. Therefore why should I hire a Muslim if I need to protect our family. The law and order situation in West Bengal is bad particularly in border areas but it is not that bad that I have to hire a Muslim to protect our family against persecution of the communalist Muslims. If I need any protection and the state fail to provide, I shall apply to the governor/court seeking protection which I always do whenever I go to our village.

MA: The action and behavior of the Muslim President, A. P. J. Kalam, in India is puppet-like. His role certifies as puppet to the communal Hindus like A. B. Vajpayee and L. K. Advani. A. P. J. Kalam has no sign for practicing Islam and also he is mum when the communal fellows are standing in front of him. Often he talks against Islam or does not fit within Islamic diameter as he modified his official residence compared to Zakir Hossain or Fakhruddin Ali Ahmed. It appears that SKP decided to hire a Muslim to counter another Muslim. Well, it happened also in the history. During the third battle of Panipath, Ibrahim Kardee fought in favor of diehard Hindu Marattha Peshwa against Ahmad Shah Abdali in 1761.

Is there anything wrong if a nice general like Ibrahim Kardee is hired to do the job in the name of security issues? Thus, history has always has two sides though the winner writes it firmly. The law and order has always been bad in border areas. That is why Indian authority never allowed visa to the people of East Pakistan visiting border districts. They issued visas only to the people visiting places one step inside from the border. Some how during the Mujib era Indian authority slashed this attitude and allowed visa to the people of Bangladesh to visit border areas as many Mujib followers were the visitors of those areas recollecting memories of 1971 across the border. It is always better to accompany with the Hindu Rajakars of Indian government when you visit your village.

SKP: Finally, my humble suggestion is that let all Bengali speaking person irrespective of religion pause to think that they are from the same clan. Bengali Muslims are nothing but converted Hindus because all the Muslims did not arrive from Arab where Muslim population is insignificant. In addition, I would advise the Muslims of Bangladesh and Pakistan to look at the progress made by India in all aspect of life despite the complex problems unlike Bangladesh or to some extent Pakistan who has been bailed out by the USA to fight war against terror.

MA: Because of the practicing process of the religions the theory of clan is no longer valid. This is because today the difference is highly visible. Often this difference can be cited as the difference between jol and pani or mangsho and gosto (or gosh). Because of the differences and practicing methods the world sees at least two dozens Arabic speaking countries instead of a singular country. Therefore, division comes when the number increases as often seen in the case of ekannoborti families.

What progress to look at for impoverished "pro-Indira socialist goribi hotao" India? Is SKP indicating to obey Indian hegemony? I ask communal fellows to wash mouth in the River Ganges nicely to remove stinking behavior. Since large portion of the Bengali speaking Muslims have been converted since 1204 A. D. I ask SKP to echo with these Muslims in the same frequency. Thus, West Bengal can be a Muslim majority India occupied territory that can join Bangladesh where one language can provide uniform culture, and heritage. Indeed there will be no half naked naturally air-conditioned dhuti Chondon marks on foreheads or Hindu brand sindur (poisonous toxic mercuric oxide) or fully air-conditioned bogol-katti Aishwarya Rai brand blouse. Civilized dress code will be implemented for the new converts in greater size Bangladesh. Isn't this much better than staying as second or third class fellows in Hindi dominated India?

SKP: In the UK, a section of the Muslims are denigrated every day causing racism for which Hindus also suffer. "Communal Hindus" are not responsible for that. When the racists throws piglets in the mosque, there is no riot like that in India if a Hindu threw a piglet. in an Indian mosque. Why is this? What would you do in the USA?
If you think rationally, you will find a better solution to overcome your queer thoughts about Hindus.

MA: Is SKP saying that if one error is accepted in U.K. then the same should be repeated in India? It is a very good logic indeed for an educated communal engineer. What does your wisdom tell you for the mankind or the generations to come? It appears that SKP is very happy that the British people have thrown piglets to the Masjid. Just think for a moment, during 1857 Sepoy Mutiny occurred because of the use of the intestines of pig and cow in the gun which needed to activate by biting before using the gun powder. This was not acceptable to both the Hindus and the Muslims of East India Company. That is why Barrackpore screamed on one night and entire dominated land became united against the British. Now a communal sees throwing piglets to the Masjid is an acceptable term for humanity. Let us reverse the history and learn a new chapter from the communal fellows.

Shri Buddhadev Bhattacharya took over as Chief Minister of West Bengal on November 6, 2000 and we Bengalies worldwide celebrated the event. He had resigned from Jyoti Basu`s cabinet on corruption issue and a party like cpim which did not spare personality like Nripen Chakrabarti, had to digest it and reinstall him. Buddha`s image had been very clear from the beginning. He had been in charge of ministeries ranging police and culture. He was preferred as a replacement of Basu, when the parti support base seemed to erode, to leaders like Subhash Chakrabarti as it seemed that his immense credibility would help the party most. It helped and he won two assembly elections with thumping majority virtulay annihiliting the entire opposition . People as well as media supported Buddh with his new developmental angle.
We the people associated with literature and culture had specially a soft corner for Buddhadev. He is well known for his translations of Mayakovsky and Kafka. Moreover, he is the nephew of revolutionary poet sukanta Bhattachary. Sukanta Bhattacharya (1926-1947) was a poet and a political worker.In his poems he described the contemporary social problems such as famine, war, suffering of poor people especially farmers and day laborers.  He became a relief worker among the peasants who migrated to Calcutta en masse during the Bengal famine. He assisted the trade union organizers of the Jute Mills in eastern Calcutta. He composed songs and plays for Indian People's Theatre Association, and also edited Akal (Famine), an anthology of poems on the famine, on behalf of the Anti-Fascist Writers' and Artists' Association. He was the editor of the weekly children's page for Swadhinata, the communist Bengali daily which first appeared in 1945.
 I discarded Rabindra Nath Tagore in seventies when I read the fiery writings by Sukanta, a poet who saw no more than twenty-one springs continues to shine as the summer sun through centuries. . My generation did it. We tried our best to traslate sukanta in different Indian langwages.Long after he was dead and India gained independence, he remained alive. In the struggles of people fighting for justice and peace, in the hearts of young dreamers, and of course, on walls as protest graffiti. In the 1950s, the Bengali populace of Pakistan launched a movement for a separate country, based on language and cultural differences (later famous as the Language Movement of Bangladesh), which eventually led to the creation of the country now known as Bangladesh. The movement, largely spearheaded by student activists, found effective ammunition in Sukanto�s poetry calling for justice and liberty.
Against bourgeois insistence on aesthetics as the defining feature and function of art, revolutionary poetry asserts its political use value to the movement(not to be understood narrowly as something quantifiable), and it is the struggle for change that gives birth to that poetry and is also the reason for its existence.

This remarkably talented poet did not just give a voice to the man on the street, sweating it out amid a harsh and unjust environment; he also brought in a new dimension in the realm of Bengali poetry with its fierce stance and indomitable energy. In the times to follow, a lot of poets started imitating his style, only to fail. For, Sukanto was in a league of his own, daring to break free of the conventions of Bengali poetry prevalent at the time. It is the misfortune of Bengali literary enthusiasts that Sukanto died so young, so full of promise. At 21, he was snatched away by tuberculosis.
Now we are to face a new Buddhadev, who advocates capitalist development., who hates dialogue and uses adminastrative cadre muscles mercilessly against the underclasses. He does not believe in any democratic process and works to defend the capitalist system. He has made media and ideology pet and the conservative partyline follows him.
Now the most respected Indian writer Mahashweta Devi writes : Most hated name is Buddhadev Bhattacharya. She writes : Down Buddha, Down CPIM, Down Left. She also writes : It is a shame that he happens to be the real nephew of Sukanta Bhattacharya.
It is really tragic that whom we loved so much, has become the target of our fiercest hate.
It is because of Singur. It is because of his antipeople capitalist development drive.
Not only singur, Budhadev is evicting peasants, hawkers and Rikshaw pullers without any plan of rehabilation. Who charged Jyoti Basu`s government of thept, is not transparent in his deals with known indigineous and foriegn capital.The government claims that it has got consent letters for 950 out of the required 997 acres, and that it has paid Rs 76 crore already out of Rs 115 crore earmarked for compensation. It also claims that it is paying the farmers at rates well over the market price. So it is not as if the farmers of Singur are being fleeced. Mr Ravi Kant of Tata Motors has said that Singur will be the jewel in the crown for the Tatas and for Bengal.
Bengal is on resistance and the nation follows suit. Buddha is targetting three ladies in the lead- Mamta, Medha and Mahashweta. He assumes himself licensed to do anything as he has got landslide majority in the assembly.
Mind you, peasants belong to underclasses consisting of dalits, tribals and minorities and refugees also. This is the supportbase of Left in Bengal and Buddhdev is undermining the popular support. The absolute chief minister has forgot the history of peasants`s revolt, Tebhaga, Naxal Bari and operation Brga. He is also not aware of the prepartion social eqations which made Bengal the mainstay of Dalit movement.
Bengal has forgot the legacy of Ambedkar and Jogendra Nath mandal. What the caste hindu politics would suffer, if Bengal is driven into another social turmoil leading to national dalit movement? Indiscriminate land aquistion is making the way, mind you

50 years on, Ambedkar's legacy lives on.Even half a century after his death, Ambedkar continues to make an impact on the everyday lives of dalits across the country.Walk into any dalit basti out of Bengal, and the first images one would see are blue houses and walls, symbolising Ambedkar and the Ashoka Chakra. And the mere mention of their mentor's name makes the inhabitants' eyes light up.
Babasaheb Ambedkar studied on his own and even though he had a tough time he got himself educated. Ambedkar continues to be an inspiration for the youth elsewhere no matter which part of the city they come from. In most dalit families, stories about the life and works of Ambedkar are passed on from generation to generation.Hee empowered them and showed them the right path, they still have a long way to go.
Social activist Medha Patkar today accused West Bengal`s ruling CPI(M) of following `double standards` by trying to evict farmers at Singur for Tatas` car project when it was fighting against their displacement in other states. Expressing her determination to stay on in West Bengal to protest takeover of farmland for the project, she told media persons "I am amazed to see that CPI(M), which opposes SEZ in Maharashtra and the Kolamvaram dam project in Andhra Pradesh because of displacement of farmers, is trying to dislodge them and take away their fertile land to serve corporate interest at Singur".
Patkar, who was stopped yesterday from going to Singur and who had been on hunger strike to register her protest, said she would not give up and try her best to "side with the affected farmers for whom the West Bengal government has not provided any rehabilitation."

'We do not support recapture of Nandigram at gunpoint'
Kolkata : West Bengal PWD minister and RSP leader Khiti Goswami, who has threatened to quit the ministry over the violence in Nandigram, on Tuesday said his party cannot support the recapture of the trouble-torn village forcibly.
"We cannot support capture of territory at gunpoint which resulted in a bloodshed in Nandigram," he said, adding instead there should have been efforts to convince the people there.
He, however, said that the CPI(M) was "realistic". "Public memory is short. Opposition parties in the state are ineffective. CPI(M) knows how to tackle the situation. They are realistic."
Accusing the CPI(M) of taking unilateral decisions on various issues, including Nandigram, he said "We (the allies) are just showpieces. What one party says, it does. Not only on Nandigram, the CPI(M) has taken unilateral decision on other issues too. The Left Front is in disarray."
Meanwhile, the RSP has called an emergency secretariat meeting today to discuss Goswami and party minister Monohar Tirkey's desire to resign from the Buddhadeb Bhattacharjee government over the Nandigram issue.

Maoists admit presence in Nandigram
Kolkata : Admitting their presence in strife-torn Nandigram, the Maoists on Friday said the outfit had "stood by the people there as (it is) a communist duty". Stating that Nandigram symbolised the struggle against forcible land acquisition for multi nationals and big corporate houses and against SEZ, the CPI (Maoist) said in a statement here, "we stand by the people whose life is at stake. We stood by the people of Nandigram as a communist duty."
Stating that CPI-Marxists wanted to "terrorise" the people in Nandigram to accept SEZ and accept land acquisition for the MNCs, it said "Nandigram is still alive and will rise very soon as a glowing sun." It said all, except "power happy local CPI(M) leaders", had joined the Bhumi Ucched Pratirodh Committee to resist the CPI(M)'s move for land acquisition there.
The CPI(M), after the recapture of Nandigram would forcibly "extract consent" for the chemical hub, it claimed.
The outfit said it had no intention to harm or kill for the sake of violence, "we have been leading a people's war for a new exploitation-free society. We make a clear difference between revolutionary and reactionary violence."

'bahubalis'( Musclemen or violent and barbarian people calling
themselves Rajas or Maharajahs and also by religious heads
(taking advantage of fear of men of Nature and the unknown)and now the power is usurped by a fraud of voting which is far from perfect and practical and can never be free and fair and right candidates can
never get picked by beating this mafia network in elections and a corrupt self serving media that promotes only parties instead of persons.
Democratic model needs a change starting from USA.
USA is biggest terrorist of the world and cause for continuing
wars,terrorism and economic predominance over various parts of
world by combination of technology, marketing, diplomacy and
brutal force ( in conspiracy of earlier tyrants, the British).The
laws in USA though citizen centred are heavily absurd with lawyers
having complete control on system in USA making laws almost absurd
and extremist causing huge miseries to their some citizens. The
only thing it works and works fast-A prerequisite for democracy
success.Strong and fast law is must.
The age old hatred and competition between three major ancient
religions Hinduism, Christianity and Islam ( which all I believe
originated from same territory and travelled to various places
getting modified) is also a cause. While Hindus and related group
of races are generally non expansionist , the Islamic people from
their roots do opposite to what Hindus do and use brutal force to
settle things and occupy others' property wealth and women,
Christians do it gently with diplomacy and inducements in garb of
missionary work and bible preachings. WE MUST FIND A PROPER
DEMOCRATIC MODEL and the countries specially their politicians
should stop doing too much politics as it is only a tool and not
goal, and focus on service to mankind by detaching themselves from
lust and greed of power( how word 'power' can be used by
servants?),money, comforts and women and wine, while laughing at
citizens as a lot of bloody idiots & helpless fools and low order living things.
Biggest problem is their clan type mafia interest and too much ego
thinking themselves to be rulers whereas they are servants of
society.(one can see current outbursts of Vasundhara Raje -who
forgets that her monarchy was snatched way back in 1947 and
effectively 250 years ago by British and she isn no more than an ordinary citizen in India, and Budhhadeb and Narendra Modi).

In above notes an abstract of sayings of several top philosophers,

The indefinitely postponed meet between the UPA and the Left on the deal has been reconvened on 16th instant as originally scheduled.
This strongly suggests that a deal over the 'deal' has been struck between the UPA and the Left. The government thenceforth would be allowed to negotiate with the IAEA but not clinch the agreement.
In fact the Left cannot afford to give an one-shot approval. They must keep the UPA constantly on the tenterhooks to keep extracting their pounds of flesh as regards Nandigram, Rizwanur, and who knows what.

But this is obviously a bad news.

Sources in the CPI-M have told CNN-IBN the party has allowed the Government to discuss the Indo-US nuclear with the International Atomic Energy Agency (IAEA)—a reversal of its stand that the deal must not be 'operationalised'.BJP claims CPI(M) compromised with the govt to save its face after Nandigram.Sources said the Government will need the Left's approval before signing India-specific safeguards in the nuclear deal—a much softer demand, as before the parties had threatened to bring down the government if it talked with the IAEA.CNN-IBN Correspondent Smitha Nair reports the Government has been working hard to convince the Left parties that the nuclear deal was important for India's energy security and it would not compromise India's sovereignty. The Left's permission comes at a time when the CPI-M is cornered over the violence in Nandigram and the murder of graphics designer Rizwanur Rehman in Kolkata. The Central Government has not reacted strongly on the violence in Nandigram, and the permission to speak to the IAEA may be part of a give-and-take arrangement with the CPI-M, says Nair.

The Communist parties will give their permission formally when the Left-UPA committee on the deal meets November 16.

BTW, the RSP State Secretary while commenting on this
has publicly said, in a TV interview, that a person
occupying the post of the Chief Minister should know
what to say. He has also decried the politics of
retaliation explicitly endorsed by "Thug"
Bhattacharya.

The analysis offered here suggests that the attack
started after receipt of the letter from the Centre as
regards non-availability of the CRPF. That is
evidently
wrong.

The whole game of delaying the CRPF, with the benefit
of hindsight, appears to be stage-managed.

In any case, it was on Nov. 4, Brinda Karat in a
public meet, announced the need to administer to
Dumdum Dawai to the people of Nandigram with the Chief
Minister, Buddhadeb "Thug" Bhattacharya by her side.
On Nov. 5 morning, the Operation Recapture commenced.

It is rather inconceivable that the state government
got to to know the content of the letter only after
formally receiving it.

The bogey of Maoists, by all accounts, is just that.
Shamelss Prakash Karat quoted the NSA to substantiate
the claim of the Maoist role in Nandigram, while the
CPIM government has utterly failed to provide any
evidence. In fact, the Home Secretary has said as much
and informed that he has no information about Maoists
in Nandigram.

WEST BENGAL chief minister Buddhadeb Bhattacharjee
rather bluntly justified on Tuesday the action of
marauding CPI (M) supporters violently recapturing
their land and home when he said, "I can simply say
they were paid back in their own coin. Armed workers
of the opposition evicted our people."

The chief minister said, "For 11 months our people who
were evicted and could not return home despite several
efforts at initiating peace talks with the
opposition."

Asked whether the action was justified, he smiled and
asked "legally or morally" and went on to say, "I
wanted to avoid the situation and therefore asked for
Central forces on October 27." He complained that the
Centre delayed despatch of the CRPF. Bhattacharjee
said that on November 5, the Centre told him that it
could not send central forces immediately. "Had the
central forces arrived soon after I asked for it, what
happened would not have happened," he added.

Ironically the CPI (M)'s operation to regain turf
began precisely on November 5 when the Centre informed
that it could not send central forces immediately. The
operation to reclaim areas was completed in a week
just before the CRPF arrived.

Asked why the state police could not help evicted
people return home, the chief minister said, "The
police could not enter the vast area where the two
sides clashed persistently. When the police did try to
enter the zone, an unfortunate incident like the March
14 police firing occurred where 14 people died. I did
not want a repetition."

The chief minister said he had wanted to send 600 CRPF
and 400 EFR personnel and had asked the opposition to
cooperate because they too felt 'enough was enough'.

Asked whether it was not a matter of shame that what
the state police could not do was done by armed cadres
of the CPI (M), the chief minister said, "Yes, in a
way it is."

On the death toll in the recent violence, he said he
did not have the exact figures but four had died and
11 others were injured. He would provide the exact
figures in a day or two.

Bhattacharjee in keeping with CPI (M) general
secretary, Prakash Karat's observation maintained that
three months ago a strong group of Maoists had
infiltrated from Jharkhand led by a man name Ranjit
Paul, armed with rifles and land mines and set up camp
in Sonachura. They imparted training to some locals.
Some rifles and landmines have been found in the area.

He alleged that the Maoists trained some members of
the Bhumi Uchched Pratirodh Committee. The combine was
a dangerous threat. "Where the Maoists have now gone
cannot be fathomed," he added lamely. But they were
there, "We have proof of it. In fact both the state
and Central agencies were aware of it."

To questions that people were demanding his
resignation and he was being compared to former West
Bengal Chief Minister Siddharta Shankar Ray of the
Emergency era in Bengal, Bhattacharjee said, "it is
unfortunate and I am surprised at the comparison. It
seems they don't know about Siddharta."

To repeated media description that the peace of the
graveyard prevails in Nandigram, the chief minister
asked tartly, "Was the peace of heavens prevailing all
this time." He appealed to everyone cutting across
party lines to work for peace. He felt that peace
would return if people let bygones be bygones and
embrace each other in friendship.

"People and journalists can go to Nandigram now. In
fact, the Leader of the Opposition in Parliament L K
Adani has gone there today. Thank God he went in a car
and not on a rath (charriot)," he quipped.

Rights group seeks Bengal peace

There have been widespread protests against the violence India's top human rights group has asked the federal government to help restore peace in a troubled cluster of villages in eastern West Bengal state. The National Human Rights Commission has asked the government to report on the measures taken in Nandigram area. BBC reports.

Federal policemen have entered the area, where at least eight people have died in clashes since last week.
There have been skirmishes in the area between armed supporters of the ruling communist and opposition parties.
The rights group has also asked the West Bengal government to submit a report on the conditions prevailing in the area within two weeks.
Bengal's opposition parties, led by the Trinamul Congress party, held a general strike on Monday in protest against last week's violence in Nandigram, a cluster of villages south-west of Calcutta.
'War zone'
One thousand federal policemen have entered Nandigram, where more than 10,000 people have been left homeless by the political violence.
Officials say hundreds of armed supporters of Bengal's ruling communist party have fought their way back into the area.
They had been forced out in March amid protests against the state government's plan to acquire land to set up a special economic zone.

When this is being written, six days have passed since the unprecedented brutal attack on the people of Nandigram began. The present phase of massacre, fascistic by all means, has made the brutal assault on 14 th March this year pale to oblivion. The brutal massacre of the people and the manner in which the CPM government, Central government and all other parliamentary parties are playing their politics of deception and lies in connivance with the media is going to have far reaching implications on the way the discourse and practice of politics will unfold in the days to come in the state of West Bengal in particular and the country in general. One shudders to think that the happiest man today would be Narendra Modi of Gujarat who could see how things were being replayed, albeit under a different script, of 'development'. Another proud brother who would also be ready to pat Budhha and Narendra Modi would be Mahendra Karma who had foreseen the clinical execution of salwa judum on the tribals of Chhattisgarh again under the grand slogan of 'development'.

On Sunday the attack has intensified to such levels that the Governor of West Bengal Gopalkrishna Gandhi described it as 'recapture' of Nandigram by the CPI (M) cadres. In the meantime, the National Security Advisor M K Narayanan has on board the flight to Moscow with Manmohan has expressed his grave fear of violence in Nandigram due to the presence of Maoists! As if had the Maoists been not there everything would have been peaceful!
As the journalists, intellectuals and social activists have not been allowed entry inside Nandigram, the actual picture is not coming out to the full public view. The telephonic conversations with the leaders and activists of Bhumi Ucched Pratirodh Committee (BUPC) and the people of Nandigram are the sources for real information.
Trinamul Congress member and an activist of Nishikant Mandal, informs from ground zero to Prof. Amit Bhattacharya, head of the Department of Jadavpur University that most of the activists of BUPC will be killed by the day and he himself will not be spared. Mahasweta Devi taking cue of this information talked to the Governor by noon in the day. The Governor promised to save the lives of the activists as the relentless hunt goes unabated in the burning villages of Nandigram.
Planned Massacre
From reports of the people through telephonic conversations so far, in the last six days 150 people have been killed and 2000 people are missing. About 550 people are kidnapped by the CPI (M) goons and taken to Khejuri village where they are tortured and used as human shield to prevent any possible counter-attack from the people of Nandigram. It is in Khejuri that CPI (M) gathered more than 1500 goons (who are also their party members) from all over West Bengal and Bihar and trained for the brutal massacre to be carried out on 14 th March and at present.
About 100 people who are badly injured have been admitted in various hospitals whereas thousands of injured people have fled the area without any medical care. Those 550 people who were kidnapped in the process of 'recapture' of Nandigram by the marauders of CPM were tied with ropes.
Active involvement of known criminal elements of the CPI (M)
Eye-witness reports pouring in for several prominent people in Kolkata and Delhi corroborate the fact that activists and people of Nandigram in hundreds caught red-handed Tapan Ghosh and Sukur Ali, two CPI (M) leaders from Gorbeta, who were forcefully taking away four injured women. Several reports also point to the fact that dead bodies were being made to disappear under the leadership and supervision of these two known criminals.

The administration, especially the police, was asked to step aside and remain mute spectators to hundreds of well-armed CPI(M) cadres running riot in Nandigram for six days.

NANDIGRAM

The red flags are fluttering merrily in the early winter breeze at Nandigram after a gap of 11 months. On the ground, "victorious" CPI(M) cadres, drunk on their victory--the "recapture" of more than a hundred villages that had remained beyond their control for so long--are taking out processions and bike rallies, bursting countrymade-bombs like Diwali firecrackers and ensuring that the lakhs who had supported the anti-land acquisition brigade--the Bhumi Uchched Pratirodh Committee (BUPC)--submit meekly to the CPI(M). But tension is palpable, as is the intense loathing for the CPI(M) that had deployed its armed cadres, many from outside this East Midnapore district, to kill, rape, loot and "recapture" the villages that had remained under the BUPC's control for so long.
The operation to liberate Nandigram and re-establish the CPI(M)'s grip there started in the middle of last week and was, by all accounts, a well-planned affair that had the blessings of the party's top leadership. The administration, especially the police, was asked to step aside and remain mute spectators to hundreds of well-armed CPI(M) cadres running riot in Nandigram for six days till Sunday.
Even a stinging rebuke from Governor Gopalkrishna Gandhi asking the state government to act failed to move the powers that be at Writers' Building. The CRPF, which was sent following a request from the state government, arrived on Saturday, but is yet to deployed in the trouble-torn and traumatized villages, as I write this piece at 8:50 PM.
In fact, five companies of the para-military force, led by its IG Subhas Goswami and DIG Alok Raj, had to face barricades put up by the 'red cadres' at two places in the 30 km journey from Tamluk to Nandigram town. They'll remain stationed at Nandigram police station on Monday evening and will fan out to the villages only from Tuesday morning.
The whole area remained out of bounds for media persons ever since the CPI(M)'s operation began and it was only on Monday, after the party had been successful in re-establishing its total control in the area, that scribes were allowed in. But not before we witnessed a fair bit of "red terror", perhaps to serve as an ominous reminder about the CPI(M)'s "power" to us. The Outlook team, one of the first to enter Nandigram after its "re-capture", was caught in many CPI(M) processions and in one along Debipur village, cadres burst countrymade bombs in front of us to demonstrate their "power". The party's local committee secretary, Tilak Roy, however told us that the bombs were "firecrackers left over from Diwali" and asked us not to write about such "celebrations" by his "enthusiastic party workers". Perhaps it was this "enthusiasm" which was responsible for a TV camera person having her camera and mobile phone snatched when she went to cover the ransacking of the Trinamool Congress office by the CPI(M) cadre on Sunday.
By Monday afternoon, red flags were up in every nook and corner of Nandigram, including the Tekhali bridge that had served as the no-man's land between the warring CPI(M) and BUPC activists. CPI(M) activists and supporters who had been displaced from their villages were still returning home. They, too, had suffered at the hands of the BUPC: driven out of their homes, they have had to spend months in relief camps funded almost entirely by the CPI(M). Their houses had been looted and often torched and some have had to suffer serious injuries in exchange of fire with BUPC activists. Their children had to stop going to schools and have lost a full academic year.

The Polit Bureau of the Communist Party of India (Marxist) met in New Delhi on November 11 & 12, 2007. It has issued the following statement: (relevant extract on Nandigram follows):

The Polit Bureau heard a report on the developments in Nandigram in the recent period. Since January 2007, an abnormal situation had developed with an alliance of forces led by the Trinamul Congress driving out workers and supporters of the Left Front including elected panchayat members. Since then the police and the administration have not been allowed to function in the area.
Even after the state government announced that there is no question of land acquisition for a chemical hub, for the past nine months the people evicted from the area were not able to go back to their homes or cultivate their fields.
The Polit Bureau firmly rebuffs all the mischievous attempts to portray the developments in Nandigram as an outcome of "red terror". There has been no issue of land acquisition whatsoever in Nandigram since February 2007, yet the whole area was under siege on the spurious pretext of protection of land. The reality in Nandigram was a violent and undemocratic offensive to displace those who were the legitimate representatives of the people.
The gang up of political forces against the CPI(M) and the Left operating in the guise of a Bhumi Ucchhed Pratirodh Samity virtually set up a parallel raj in the area. A dangerous phenomenon was their utilising the assistance of Maoist armed squads who came into the area from outside. The situation of utter lawlessness prevailed and bunkers were built and landmines laid. In this entire period 27 CPI(M) workers and supporters were killed. Such a situation cannot be tolerated by any state government or administration. After the March 14 police firing, repeated efforts were made for political negotiations and peace talks for the restoration of normalcy and the return of all the affected people.
After a prolonged struggle, the determined efforts made by the people to return to their homes have succeeded and this should pave the way for normalcy to return. The CPI(M) and the Left Front have declared that they want peace to be restored and all sections of the people irrespective of political affiliations to be allowed to return to their family life in pursuit of their livelihood.
With the deployment of central para military forces, the Left Front government should make all efforts for rehabilitation and resumption of development work in the area.

Fresh protests, rallies rock Nandigram
NANDIGRAM: A day after a successful peace meeting, tension again built up on Sunday as fresh roads were dug up and anti-CPI(M) rallies were organised by the activists opposing land acquisition in Nandigram. The Bhumi Uchhed Pratirodh Committee (BUPC), spearheading the protest against acquisition of farmland for a Special Economic Zone here in East Midnapore district, declined to abide by the decisions taken at Saturday's peace meeting.
Sheikh Sufiyan, convenor of the BUPC, said the CPI(M) had given the charge of looking into the Nandigram affair to its district secretaries Tarun Roy and Dipak Sarkar and the agitators were objecting to the inclusion of the two.
Mr Roy and Mr Sarkar, Mr Sufiyan alleged, were behind a number of killings earlier in the district. This has led to stoppage of repairing of roads that had been dug up after violence claimed the lives of six persons in Nandigram block on January 7. Repair of roads had been decided upon at the peace meeting.
Moreover, two new roads were dug up since last night at Jalpai and Gopimohanpur, said local CPI MLA Illias Mohammad. On Saturday, police entered the villages at Nandigram for the first time after the violence started.
The peace meeting was attended by BUPC, comprising among others Trinamool Congress, Congress, Naxalites, SUCI and other political parties, SDO Shankar Haldar, BDO Ashok Sarkar and the local police station officer-in-charge. The meeting set up a 16-member committee to bring about peace in the villages comprising the Nandigram block that witnessed bloody clashes over acquisition of farmland for setting up the SEZ by the Salim Group of Indonesia.
Later, Left Front chairman and senior CPI(M) leader Biman Bose told newsmen at Sutahata that the news of appointment of Roy and Sarkar was not correct and that Lakshman Seth (MP) would continue to be in charge of the affairs at Nandigram. He said the West Bengal government will carry forward its programme of industrialisation.
Leaflets on the government's programme will be distributed among common people and farmers in the district in general and Nadigram specifically, he added.

My father Pulin Kumar Biswas never believed communists after Telengana and Dhiri Block betrayal. During seventies, while I was engaged in students` movement and later in Uttarakhand sangharsha Vahini, he would never listen any reference to ideology. Rather he sounded like George Bernard Shaw who said, `"The Apple Cart exposes the unreality of both democracy and royalty as our idealists conceive them." In fact, The Apple Cart is a treatise on the impossibility of any kind of government. Democracy, autocracy, and monarchy are all making the best of a bad situation, and none of them is doing very well. Shaw is no anarchist; he simply wants us to recognize, as King Magnus does, the invisible shackles that trip government and turn it into a farce. Shaw wrote in the `Preface to Apple Cart', Besides, the conflict is not really between royalty and democracy.
It is between both and plutocracy, which, having destroyed the
royal power by frank force under democratic pretexts, has bought
and swallowed democracy.  Money talks: money prints: money
broadcasts: money reigns; and kings and labor leaders alike have to
register its decrees, and even, by a staggering paradox, to finance
its enterprises and guarantee its profits.  Democracy is no longer
bought: it is bilked.  Ministers who are Socialists to the backbone
are as helpless in the grip of Breakages Limited as its acknowledged
henchmen: from the moment when they attain to what is with

Ideology sounds always good. It was good enough in Soviet Union and in the entire communist world. What happened , it is history.
I was just born and I have simply no memory of Dhimri Block uprising in Himalayan terai. but I had enough opportunity to witness the trail and victimisation. In late sixties the communists in terai played the role of landbrokers in the same way as buddha is doing it in West Bengal on full scale. In our Bengali Refugee areas the communist villages were Netaji Nagar, Vijay Nagar, Pipulia, Chandipur, etc. Most of the communist peasants in these villages lost their land and leaders had their hand.
When Bengali refugees settled in MP, Maharashtra, Andhra and Orrissa were planning to launch Marichjhapi agitaion, my father Pulin Kumar Biswas went to Mana Camp and tried to convince the refugees that it will be a folly to depend on the communist leaders in West Bengal. Jyoti Basu had visited Vilai and ram chatterjee went to mana to mobilise the agitation. Since my father has a very good relations with ND Tiwari and KC pant, the rfugee leaders did not believe him . He was the president of all India Bengali Refugee committe. He was mishandled and was saved by police. My father came back to Nainital and no refugee joined this Matrichjhapi movement under his influence ie UP, Bihar and Assam. What happened is Marichjhapi genocide by the Jyoti Basu government. I also protested the movement purely on ecological ground as I believed that sundar Van must be protected and Marichjhapi won`t solve the refugee problem.
My father was very sad that no refugee movement could be mobilised in bengal and he held left responsible for this.
My father died in 2001. I still have faith in communist ideologybut I see the picture of ideological betrayal very clear. Sumit Sarkar and Tanika Sarkar always supported CPI-M and they are out to lodge their protest on indiscriminate land garbbing. Mahashweta Devi, arundhati Roy, Aparna Sen, Meeratul Naher, Ratan Basu Majumdar and the entire Bengal intellegentia is known for its left ideology. Even Medha Patekar launched so many movements with left countrywide. Now everyone is against left. Why? so everyone turns to be Naxalite!

 The Left and its allies may have fought for stopping use of agricultural land for Special Economic Zones (SEZ) but in West Bengal, Chief Minister Buddhadeb Bhattacharjee says it's impossible to conform to the Centre's stipulation. JSW Steel, which signed an MoU with the Bengal government, would need around 4,800 acres for the 10-million tonne steel plant. According to the government, not more than 100 acres of farmland could be acquired. However, the JSW deal was an exception and in fact the proposed industrial projects would eat up a substantial portion of agricultural land in the state. Even the fertile tracts will have to be sacrificed.

The Left Front wants use of multicrop land for SEZ restricted at 10 per cent, but Bhattacharjee says departures are bound to happen in Bengal."I think it is not possible to apply in our state because 62 per cent is agricultural land and at least 70 to 80 per cent is fertile land. But we'll compensate by improving the productivity of land we have," says Bhattacharjee.

Singur is a case in point. While dated government records show barely 10 per cent of the acquired 997-acre plot yielded more than one crop a year, villagers claim exactly the opposite.

After months of debate, government officials admit productivity of land had improved since records were last updated, and the 10 per cent figure wasn't correct.

After Singur and Nandigram, partners of the CPM have distanced themselves from Bhattacharjee. And with departures happening from hallowed political beliefs of the Left Front, building a consensus amongst allies wouldn't be easy.

I see the face of the raped and burnt  girl from singur, Tapasi Malik`s face when  I read solitary reaper now. Once upon a time we had to read this poem to understand Romanticism. I tell my debating urban semi urban intellectuals very vocal for industrialisation that luckily you are not a son or daughter of an Indian Peasant or you suffer from dementia. As a son of a peasants I witnessed how we lost the fragrance of different desi verities of rice and corn, cereals, oilseeds. Basmati, hansraj, tilak were replaced by IR8 and Tychoon. Jwar Bajra were no more needed as we got Barseem. Compost Khad was discarded for chemical fertiliser leading to Union Carbide gas Tragedy. We changed our food habits and in the 21st century our tongue is so habitual of soft drinks, fast and junk food that we have no memory of rustic desi dishes.
 My father was a social activist but essentially a small peasant who tilled the land until death claimed him. I worked on the fields even during University days. Thus we have special meanings for weather cycle, Mansoon, darught, floods, harvesting, festivals and folk.
I am sure Buddhdev does not belong to this class nor the left leaders.

`The Indian peasantry, the largest body of surviving small farmers in the world, today faces a crisis of extinction.
Two thirds of India makes its living from the land. The earth is the most generous employer in this country of a billion, that has farmed this land for more than 5000 years.
However, as farming is delinked from the earth, the soil, the biodiversity, and the climate, and linked to global corporations and global markets, and the generosity of the earth is replaced by the greed of corporations, the viability of small farmers and small farms is destroyed. Farmers suicides are the most tragic and dramatic symptom of the crisis of survival faced by Indian peasants.
1997 witnessed the first emergence of farm suicides in India. A rapid increase in indebtedness, was at the root of farmers taking their lives. Debt is a reflection of a negative economy, a loosing economy. Two factors have transformed the positive economy of agriculture into a negative economy for peasants - the rising costs of production and the falling prices of farm commodities. Both these factors are rooted in the policies of trade liberalization and corporate globalisation.
In 1998, the World Bank's structural adjustment policies forced India to open up its seed sector to global corporations like Cargill, Monsanto, and Syngenta. The global corporations changed the input economy overnight. Farm saved seeds were replaced by corporate seeds which needed fertilizers and pesticides and could not be saved.
As seed saving is prevented by patents as well as by the engineering of seeds with non-renewable traits, seed has to be bought for every planting season by poor peasants. A free resource available on farms became a commodity which farmers were forced to buy every year. This increases poverty and leads to indebtedness.
As debts increase and become unpayable, farmers are compelled to sell kidneys or even commit suicide. More than 25,000 peasants in India have taken their lives since 1997 when the practice of seed saving was transformed under globalisation pressures and multinational seed corporations started to take control of the seed supply. Seed saving gives farmers life. Seed monopolies rob farmers of life. 
 
My dear, please do understand Buddhdev or any left leader is not worried of peasantry at all. It is worried of its Muslim vote bank in Bengal. Any change in Muslim support ratio may play havoc with  Left future in Bengal.
So Nandigram wins, and Singur remains cutt off from rest of the country.
 
Arrested  Medha on Fast
In Kolkata,Social activist Medha Patkar today filed a writ petition in the Calcutta High Court demanding penal action against police officers who arrested her yesterday as also adequate compensation, hours after her release on unconditional bail by a district court. Patkar and the Association for the Protection of Democratic Rights (APDR) Convenor Sujato Bhadra filed the writ in the High Court complaining of illegal detention in a house at Salt Lake yesterday. The social activist, who went on fast last night protesting her "illegal detention" by the police, later broke it.
'I will go to Singur again,' she said after her release. 'We are moving the court and human rights commission against the state government to seek justice for our associates who are illegally detained.'
Police took Patkar and three members of the National Alliance of People's Movement (NAPM) into preventive custody from the Eastern Metropolitan Bypass. After refusing to sign the bail bonds at the police station, Patkar was taken for a health check-up and was produced in the sub-divisional judicial magistrate's court, Alipore, in South 24-parganas district today.
SDJM Manjit Singh granted unconditional bail to Patkar and three others and they were released.
Patkar earlier submitted to the court that her constitutional right and privileges had been curtailed by the police without any reason. 
 
 
Salim to stand by Buddhadeb despite Nandigram unrest
 
  On July 31, the Buddhadeb Bhattacharya government signed an agreement with the Salim Group to implement various developmental projects, including the setting up of a mega chemical industrial estate that will have a chemical SEZ at Nandigram, spread across 14,500 acres. Salim Group would stand by the West Bengal government and go ahead with its plans despite the unrest over land acquisition for its industrial project, Salim's partner Prasun Mukherjee said here Wednesday.
'There is no question of pulling out. We will go ahead with all - the SEZ -, the road and the bridge,' said Mukherjee, an NRI industrialist.'It is a big project and it would take time to be implemented. India is a democracy and in a democracy this is a natural process. Even in the US there are lobbies like the greens. We have full faith in the state government,' said Mukherjee who is partnering with the Indonesian firm for the project.

Opposition members led by the BJP today walked out of the Lok Sabha in protest against the police firing in West Bengal's Nandigram.The Opposition staged a walkout after a brief statement by Home Minister, Shivraj Patil, who said that six people have died in police firing and 20 injured and the situation was under control now.
Patil said that he had spoken to State Chief Minister Buddhabdeb Bhattacharjee and the Home Secretary, V K Duggal, had spoken to the state Chief Secretary. He said the Centre was awaiting a written statement from the state government.
Meanwhile, the Speaker of the state legislature Hasim Abdul Halim adjourned the House for about half an hour during the second half as no senior ministers were present at the House.
Congress Legislative Party (CLP) leader Manas Bhunia drew the attention of the speaker towards the fact that no senior minister was present at the House when it met on Tuesday. On being informed, Mr Halim adjourned the House for 30 minutes and warned to adjourn the Assembly sine die if such a situation prevailed again.
Chief minister Buddhadeb Bhattacharjee was informed about the incident and he along with some senior ministers went to the Assembly when it met again after the adjournment. Minister for parliamentary affairs Sailen Sarkar also expressed displeasure over the absenteeism by senior ministers.

Left Front partners slam police action at Nandigram. The violence at Nandigram today was strongly criticised by major constituents of the 30-year-old ruling Left Front in West Bengal, which condemned the police action and accused the CPI(M) of ignoring other partners. The Front partners demanded immediate convening of an emergency LF meeting tomorrow to discuss the issue.
Dubbing the police action as "unprecedented and barbaric", CPI state secretary Manju Kumar Majumder said, "we have no language to condemn this."
Senior RSP leader and PWD minister Kshiti Goswami said, the way the police action had taken place gave rise to the question whether "democracy exists" in the State.
The RSP leader sounded more aggressive on the issue and hinted at drastic action. "If the party's voice was ignored in the Left Front, we also have the right to think in our own way."
Sitaram Yechury, politburo member of Communist Party of India-Marxist, accused the Trinamool Congress for the Nandigram clashes on Wednesday and did not rule out the involvement of the Congress party for providing tacit support to the rival party. He was addressing a press conference in Parliament house complex.Earlier, the incident was mentioned in Rajya Sabha during the zero hour, when the House wanted to know from Home Minister Shivraj Patel, who was present in the House, as to what action the Central government plans to take in this matter.
But Nandigram has proved a lightning rod for protests with farmers unwilling to give up their land for cash.
Previous clashes over the proposed SEZ since January have left at least seven dead, including one policeman, and more than 100 wounded.
Opposition parties in West Bengal walked out of the state assembly in protest at Wednesday's killings.
Local television showed the bodies of three women lying on the ground near a hospital.
The unrest has proved a serious challenge for Prime Minister Manmohan Singh, under pressure to tone down economic reforms amid signs of voter discontent with the ruling Congress party.
Most of the more than 230 SEZ proposals have already been put on hold following earlier violence in West Bengal this year.
"It remains to be seen whether Manmohan Singh reads the political signal and puts on hold the entire SEZ policy or he remains a technocrat and continues with his SEZ policy, which will cost the Congress party dear in political power," said Arun Kumar, an economist at New Delhi's Jawaharlal Nehru University.

On the othre hand,Trinamool Congress chief Mamata Banerjee has asked the government to help workers of closed tea gardens, who are suffering from starvation. She said the government is avoiding responsibility by saying the deaths have been caused by malaria or diarrhoea. The government says the deaths, which they have recorded to be around 570, are related to diseases, which are unrelated to starvation.She also said that the gardens can be brought back to life if the government grants 70 crore rupees. At least 700 tea workers have died from diseases linked with malnutrition over the past year after closure of tea estates left them with no income. Two years ago, poor production and low yields led to the closure of 16 tea estates in Jalpaiguri, a remote part of West Bengal, leaving plantation workers with no means of income.Investigations by the Supreme Court and tea workers' associations found this had directly led to the deaths, leaving hundreds more unable to feed themselves.
India, the world's largest producer and consumer of tea, has strong regulations in place to protect workers' rights and employees have powerful unions which often guarantee them free electricity, water and food as part of their salary packages.
 After Nandigram, Trinamul Congress chief Mamata Banerjee has found another fresh front to launch against the ruling CPM government � the closed tea estates of Jalpaiguri. On Sunday, she called upon the workers of the closed Raipur tea estate and promised them all possible support if they took on the government. Mamata wants workers to break trade union loyalties and float an apolitical � Cha Bagan Pratiraksha Committee � on the lines of the Krishi Jami Raksha Committee in Singur for revamping the closed gardens. Addressing the workers at the tea estate on the outskirts of Jalpaiguri, she said: "It�s high time all tea workers united and launched a massive movement together to save the tea gardens. If you don�t do it now, the entire tea industry will die. You need not join Trinamul. You can form a Cha Bagan Pratiraksha Committee yourself and I promise every possible support to you." 
After Singur, Mamata reaches out to tea garden workers and Communist Party of India-Marxist (CPI-M) patriarch Jyoti Basu said on Monday that the West Bengal government will take necessary action to curb any further violence by Trinamool Congress workers at the Tata Motors small car factory site in Singur. Meanwhile,The land acquisition agitation of Nandigram has begun spreading its dark shadow over other parts of West Bengal when villagers fought a pitched battle with police at Purushottampur in Asansol under Burdwan district on Sunday.The villagers who were protesting against the proposed Rs 10,000 crore expansion of the Indian Iron & Steel Company for the last two days, charged at the police on Sunday when the district administration deployed a massive force to acquire land. As soon as the land filling work began, hundreds of villagers whose land would be taken away due to the project, tried to stop the bulldozers, demanding permanent employment in the company.

The West Bengal government reacted violently to the incursion by the refugee-settlers. It alleged that the refugees had violated the Forest Acts protecting the mangrove forest. The Morichjhanpi incident refers to the actions throughout 1979 when thousands of settler families were brutally evicted from the island. The incident resulted, directly or indirectly, in hundreds of deaths, including 36 refugees killed in police firings on January 31, 1979. In spite of a pathetic fightback by some of the islanders, several thousand settlers were eventually removed over the course of the year.
The Morichjhanpi incident has been extensively documented by Dr Annu Jalais of the LSE. It also features prominently in The Hungry Tide, a novel by the well-known Indian novelist Amitav Ghosh, who drew extensively on Jalais' research for his story.

So, as far as I know, there is neither any directive to prevent any nuclear powered vessels to enter Indian waters and the issue of weapons have been left unsaid. Hence,the Group of Ministers (GoM) set up to formulate relief and rehabilitation measures for those whose land is acquired for industrial projects would examine in detail The Land Acquisition Act on July 19.The GoM, chaired by Minister for Rural Development Raghuvansh Prasad Singh, would examine the act as it concerned the compensation to be given to farmers, he told reporters.The GoM had met for the first time on June 20 but was unable to reach a consensus over the crucial issue of land acquisition that has led to a controversy over special economic zones (SEZs) and other major industrial projects.
Finance Minister P. Chidambaram wanted to know why the existing policy of one-time payment as compensation should not continue. His query came up during an hour-long presentation on the policy by the rural development ministry. In its draft, the ministry has proposed compensation methods that are multi-choice, but also sustained over a period of time in terms of benefits accruing to farmers and others whose land is acquired for the development of SEZ. These include employment in the project to stake holding in the companies.
Meanwhile, a parliamentary panel has said the government should not dilute labour laws in special economic zones (SEZs). Though section 45 of the SEZ Act prohibits such changes, the government has softened provisions while framing rules for the economic enclaves, according to the parliamentary standing committee of commerce.The committee feels that several loopholes exist which could virtually rob the right to demonstrate or strike in an SEZ unit.Rules are framed to implement an act. They are normally based on the act. Sources said at times there might be contradictions.The House panel is studying the merits of SEZs from the standpoint of labour welfare. It will soon present its report to Parliament.In its deposition before the panel, the labour ministry had said all laws that apply to industrial units in the country would also apply to SEZs. It even cited a specific clause in the SEZ Act that debars the government from introducing certain flexibilities in SEZ areas that are enjoyed by the infotech and BPO units.The panel is not convinced by the ministry�s arguments.

Mamata threatens demonstration before PM`s residence Kolkata, April 27: Trinamool Congress chief Mamata Banerjee on Friday threatened to stage demonstration before the prime minister's residence along with the Nandigram rape victims, if the Centre failed to act.
"Does the prime minister want us to go to Delhi to stage a demonstration in front of his residence with the Nandigram rape victims which the whole world will see?" Banerjee asked.
Charging the Centre and the Left Front government in the state with conniving to cover up the 'genocide' at Nandigram, the Trinamool supremo threatened to take her movement to Delhi "if the UPA government remains an onlooker".
She told reporters that though law and order was a state subject, "when minorities, women and children are attacked, the Centre has a constitutional obligation to intervene.
"Centre cannot remain a silent spectator to the happenings at Nandigram only because it is taking the support of the CPI(M)."
"The Gujarat riot was condemned by all, but the CPI(M) sponsored violence at Nandigram is worse than that," Banerjee said.
Commenting on CPI(M) veteran Jyoti Basu's appeal to opposition parties to attend all-party meetings at Nandigram for restoring peace there, Banerjee said, "Let Basu go to Nandigram, listen to the people there and then appeal. Basu should also tell his partymen to stop atrocities in Nandigram."
The Trinamool chief alleged that the convenors of all-party meetings were responsible for the "genocide there".
On Chief Minister Buddhasdev Bhattacharjee's appeal to her party and other opposition parties to stop boycotting the all party meetings, Banerjee retorted "had he been serious and had political will, he would have ordered a real inquiry, stood by the people and stopped the violence."
Banerjee alleged that the chief minister had 'signalled' elimination of opposition parties at the rally he held at Haldia recently, "with CPI(M) MP Lakshman Seth, who engineered the violence at Nandigram, by his side."
She said that there was firing and bombs were hurled today at Nandigram from adjoining Khejuri area allegedly by CPI(M) cadres.

Both feminism and nationalism in India emerged from the social reform movement of the C19th, it is widely believed. But fact is that tribal women enjoyed equality from the beginning and it is not the feminism advocted by the Ruling Brahmins in India. The social reform movement originated within the Indian intelligentsia and spread to sections of the middle classes. But the peasant women were socially much more conscious from the beginning.

During the quit india movement, the people of Medinipur planned an attack to capture the Thana, court and other government offices. Matangini, who was then 72 years old, led the procession. The police opened fire. A bullet hit her arm. Undaunted she went on appealing to the police not to shoot at their own brethren. Another bullet pierced her forehead. She fell down dead, a symbol of the anti-colonial movement, holding the flag of freedom in her hand.

As Nandigram in West Bengal became a lightning rod for criticism of economic reforms, candidates in Dadri, home to more than 200 villages, are wooing farmers with a promise that they will not allow the forcible acquisition of land to set up industries or plush residential enclaves.
Farmers to whom the lands belong complain that they have been caught unaware by the acquisition process.

Political parties, including the Bharatiya Janata Party, Bahujan Samaj Party and former prime minister V P Singh's Jan Morcha, have demanded that the Samajwadi Party government make the entire land acquisition process transparent so that the farmers' right to just compensation is not affected.

"The compensation awarded to farmers is nowhere near the market price of land. There is no transparent move to uphold in full the rights of those who have been displaced because of this land acquisition," BJP legislator Nawab Singh Nagar, seeking to retain his seat on the same plank, said as he walked into a dusty village of the constituency for his campaign.


Last year, V P Singh and Communist Party of India general secretary A B Bardhan were arrested by police as they headed to Dadri for a protest against alleged inadequate compensation to villagers whose land was acquired for a mega power project of Reliance.

"There have been similar protests and demonstrations in Dadri since Noida and Greater Noida came into being. But farmers continue to suffer. Nobody is genuinely concerned about their welfare," said Congress candidate Raghuraj Singh.

Hazra, Matangini (1870-1942) a famous Gandhian leader and a humanitarian. Matangini Hazra (Matangini Hazra) was born at a village named Hogla under Tamluk Thana of Medinipur in West Bengal. Daughter of a poor peasant, she had no access to education at her father's house. Given in marriage at an early age, Matangini became widowed at eighteen without having any children. She played an active role in the struggle for independence from colonial rule and followed Mahatma Gandhi's creed of non-violence.

In 1932, Matangini participated in Gandhi's civil disobedience movement (Salt Satyagraha), manufactured salt at Alinan salt centre and was arrested for violating the salt act. After her arrest she was made to walk a long distance as punishment. She also participated in the 'Chowkidari Tax Bandha' (abolition of chowkidari tax) movement and while marching towards the court building chanting slogan to protest against the illegal constitution of a court by the governor to punish those who participated in the movement, Matangini was arrested again. She was sentenced to six months imprisonment and sent to Baharampur jail.

After her release Matangini got actively involved with the activities of the indian national congress. She took to spinning thread and Khaddar (coarse cloth) like a true follower of Gandhi. In 1933 she joined the 'Mahakuma Congress Conference' at serampore where police resorted to baton charge on the protesters. Always engaged in humanitarian causes, she worked among affected men, women and children when small pox in epidemic form broke out in the region. People lovingly called her 'Gandhi Buri'.


In accordance with written history, Faminism appeared first in Bengal - Ram Mohan Roy founded Atmiya Sabha in Bengal in 1815. 1828 Brahmo Samaj also formed in Bengal.It was partly inspired by Hindu revivalism and partly by liberal ideas.

Talwar (1990) points out that the movement for the uplift of women initiated by men in the early C19th – e.g. Raja Ram Mohun Roy – and included education, widow remarriage, abolition of purdah, and agitation against child marriage.
he author argues that social reform movements arose out of conflict between the older feudal joint family system and material needs of the developing urban middle class.
The urban m/c family was no longer a productive unit but a place of emotional fulfilment. The reform movement of the C19th was generally limited to urban areas.

Stung by criticism over his land acquisition policy, West Bengal Chief Minister Buddhadeb Bhattacharjee on Sunday said his government would rehabilitate the land losers.
"Be it Singur or Siliguri, wherever a farmer gives his land for industry, the government will take care of him ... It is the moral responsibility of the government to protect the farmers' income and lifestyle," Bhattacharjee said at an open rally on the eve of CPI(M)'s state conference here.
Refuting opposition charges that the government was not giving due importance to agriculture, he said the state had the country's highest production in paddy, vegetable and fish.

Emboldened by Trinamool's recent victory in the Panchayat polls in Singur, Mamata Banerjee on Friday reiterated her demand that the Tatas must return 400 of the 1000 acres allotted to farmers who had parted with their plots unwillingly and have not yet accepted compensation.

Even Tata Motors MD Ravi Kant had recently indicated that their patience was running out at Singur.

"It will be a good gesture for them if the Tata industry cooperates and returns back the forcefully occupied land. I am not talking about 600 acres of land. I am talking about the 400 acres of land. They should return the forcefully occupied land to the farmers," Mamata said.

In recent weeks, the Trinamool led Krishi Raksha Commitee has asked outstation workers at the Tata factory to leave Singur. One engineer has also been beaten up.

With Trinamool threatening to strengthen their agitation in the coming weeks and Tata Motors expressing serious concerns, the West Bengal government is walking the tight rope.

"I think the Trinamool leaders and others opposing must understand the implications of their agitation. The state government is always ready to talk to them so that we can have an amicable solution on this issue and we are not averse to any discussion to settle the matter. The government will see that construction goes smoothly and the state government will leave no stone unturned to maintain the law and order situation there," said Nirupam Sen, Minister for Industry & Commerce, West Bengal.

The big question is will the Nano role out of Singur or will Singur make international headlines as the location of a prized project gone horribly wrong

Addressing a news conference in Kolkata on Thursday, Nirupam Sen, West Bengal's Minister for Industries & Commerce, said the state government would take all administrative measures required to ensure that work at the project site continues without any hindrance.The issue would be appropriately addressed at the political level, too, he said.

Abdul Kalam making a reference to "Manusmiriti" while extolling the virtue of not accepting gifts that come with a purpose, saying his citation from the ancient Hindu treatise was "unwarranted" and had "hurt the sentiments of Dalits" by according respectability to Manu's pronouncements.

Mr. Kalam, addressing a function at the India Islamic Cultural Centre in New Delhi on Thursday, had remarked while quoting from "Manusmiriti" that by accepting gifts, the divine light in the person gets extinguished. Centre for Dalit Rights (CDR) chairperson P. L. Mimroth said the outgoing President need not have quoted from the archaic Hindu code of law that had created the Varna system under which the higher castes for centuries denied all basic human rights and dignity to Dalits. "For us, Manu only symbolizes the unjust social order imposed on Dalits from time immemorial."

Mr. Mimroth said Mr. Kalam, shortly demitting the highest constitutional office in the country, should not have made the "unwarranted reference" to an antiquated treatise which was squarely responsible for discrimination against Dalits and flew in the face of the constitutional ideal of a casteless society.

"Quoting from Manusmiriti amounts to paying homage to a figure who represents all that is unjust in the Indian society," said Mr. Mimroth. He added that Mr. Kalam could have mentioned any of the hundreds of literary, spiritual or religious figures – such as the acclaimed Tamil poet Sumbramanya Bharathi – to emphasize his point.

The Rajasthan convener of the National Campaign for Dalit Human Rights (NCDHR) and PUCL State president, Than Singh, said Mr. Kalam's reference to Manusmiriti was "shocking and strange" in view of the known fact that the unabated oppression of Dalits was because of the edicts prescribed in the treatise. "The President's remarks have without doubt injured the emotions of Dalits who looked up to him for upholding constitutional values all these years," he added.

Dharma is the everlasting friend. It is essential not only for the individual's happiness but also for the happiness of other individuals who constitute the family and the society," said Justice Shri Rama Jois, the Governor of Jharkhand. Speaking on his latest book, "The Eternal Values in Manusmiriti", at the Indian Institute of World Culture under the aegis of IGNCA - Southern Regional Centre, he elucidated upon the ancient text, regarded as the oldest codification of rules of dharma.

With unrest in Nandigram and Singur continuing unabated, getting the CPI-M's partners back on Buddhadeb Bhattacharjee's side may not be easy. But despite fierce resistance in singur and Nandigram West Bengal Capitalist Chief minister may find some consolation from elsewhere as not only Bengal the entire country follows him to adopt chinese model of development and open Market. India is set to become a trillion-dollar economy as early as next year, if the latest figures released by the Central Statistical Organisation are any indication.The economy, which has been on a high growth path of 8-9% for the last three years, is expanding faster this year at 9.2%, it said.Only a few days ago, the CSO had revised the GDP growth figure for the last financial year to a scorching 9% from 8.4%. On Wednesday, it put economic growth this year at 9.2%."Reforms are driving growth," Finance Minister P Chidambaram said. "Reforms have brought in investment, fostered competition, and enhanced productivity and efficiency."Most optimistic projections so far had been of a growth rate of close to 9% in 2006-07. The economy had expanded 9.2% in the second quarter of the current year and 9.1% in the first half.The latest CSO figures suggest that India will be an $850 billion economy this year, well set to join the big league of trillion-dollar economies as early as next year. There are nine countries in that club now (see table).At 9.2%, India's GDP growth in 2006-07 is a full percentage point less than that of China, which registered 10.4% growth in 2006. But India's growth is clearly the world's second fastest this year. In fact, this is the highest growth for the Indian economy since 1987-88, when GDP grew 10.6 per cent on the back of the previous year's low caused by drought.
TRYING HARD: To overcome resistance from its partners, CPI-M is creating a unique land map.Kolkata: West Bengal Chief Minister Buddhadeb Bhattacharjee has offered a peace pipe to the four left parties. After the whole controversy surrounding acquisition of land for SEZs, he now says he will move ahead with the issue only with the go-ahead of the Left Parties.He now says The CPI-M has failed to reach an agreement with its partners on the proposed amendment to the Bengal Land Reforms Act. The current Act restricts the area of land that can be acquired for SEZs and industrial parks. The CPI-M tried to thrash out differences with its partners on amendment to the Bengal Land Reforms Act in a closed-door meeting. Under the Act, you couldn't hold more than 24 acres of land in Bengal. Though factories and townships are exempted, industrial parks and special economic zones aren't. And unless this restrictive provision is removed, proposed industrial parks and SEZs wouldn't ever materialise. Though partners of the CPI-M didn't agree to the government's proposal, the party isn't giving up.
"This isn't the last meeting of the Left Front," said West Bengal CPI-M State Secretary and Left Front Chairman Biman Bose.
Mamta holds rally in Bora near Singur not violeting 144. But her supporters thrashed mediapersons.After refusing Chief Minister Buddhadeb Bhattacharjee's invitation for talks on the land acquisition row in Singur, Trinamool Congress leader Mamta Banerjee went to Bora near Singur on saturday. Mamata seems to have decided not to defy the state ban on large gatherings in Singur. Her rally was outside the prohibitory zone on the outskirts of Singur.After the violence in Nandigram, where Trinamool workers clashed with the police and a policeman was killed, the Trinamool leader probably had no other choice for the moment.Prohibitory orders are in place in Singur till February 14 – a day before Chief Minister Buddhadeb Bhattacharjee holds a meeting.
Meanwhile the Calcutta High Court on Friday directed the West Bengal government to file an affidavit with details of the compensation given for the land acquired at Singur for the Tata Motors small car plant as also the total number of beneficiaries. A division bench of acting Chief Justice Bhaskar Bhattacharya and Justice K K Prasad asked the state government to file the affidavit within seven days. The bench's direction came on a petition filed by legal aid committee general secretary Joydeep Mukherjee.
On the other hand, a very dangerous sign has emerged from the blue as Police on Saturday recovered 1,500 kg of explosives from a forest in the Naxalite-hit Gaya district of Bihar.The explosives, concealed in two plastic tanks buried under the ground, were seized by the police from Kushatand forest in the Mohanpur police station area of the district, Superintendent of Police Amit Jain told .The SP said the Naxalites used the explosives for manufacturing can bombs and landmines. Asked if the material seized also included high-grade explosives like RDX or TNT, he said it could be established only after a forensic test.It was not immediately known if the police stumbled on the massive storehouse of explosives accidentally or were tipped off about its presence in the jungles.A police source on condition of anonymity said, high-profile CPI (Maoist) commander Ajay Kanu, who was arrested from a place under Tankuppa police station of the district on February two, could have informed the police about the presence of the huge cache of explosives during interrogation.Kanu, who carried a cash reward of Rs 5 lakh on him and is currently lodged in Beur jail at Patna, had escaped from Jehanabad sub-jail on November 13, 2005, during the jailbreak in which nearly 400 inmates, many of them Maoist guerrillas, had fled. It may be remineded that naxals are playing key role in Resistance in singur as well as nandigram.
Mamta seems to have softened her stance as well as Buddhadev Bhattacharya is also showing unfamiliar patiance and waiting discussions on SEZ to pruduce some positive results on party and front forums. In the sixties it is the industrialist who was insecure in West Bengal, and now it is the farmer who is insecure. None of these are ever good for the state, but at the end of it someone has gained from it, and that is POLITICS – DIRTY POLITICS. We people of India , give our rights to our politician, in turn to support and speak for our welfare, but singur , gives us a picture that for mere political advantage, we become a scape goat, for their political benefit, let people form thier group of that region, to decide what they need.
A day after CPI, Forward Bloc and the Revolutionary Socialist Party (RSP) stalled Buddhadeb Bhattacharjee government's move to relax land ceiling for SEZs, CPI-M General Secretary Prakash Karat on Friday said the contentious issue would be discussed at the party's ensuing Polit Bureau meeting next week. "The SEZ issue will be discussed in the politburo meeting scheduled to be held in Delhi on February 17 and 18," Karat, who was present at the CPI-M state secretariat meeting here, told reporters. He also said the four left parties — CPI-M, CPI, Forward Bloc and Revolutionary Socialist Party (RSP) had already submitted a note to the central government on the SEZ and the UPA government has kept its SEZ policy in abeyance.
Meanhile, veteran CPI-M leader Jyoti Basu, speaking on the land ceiling amendment bill to relax the norms for acquisition of large areas of land for multi product SEZs, said bilateral talks would be held with LF constituents and it has to be ascertained through discussion whether the bill could be amended. "There are differences among the LF constituents (about relaxation of the land ceiling). It was decided that bilateral talks will be held with them (Front Partners). After the talks we will decide whether amendments can be made in the bill," Basu said.
In the meantime, at the Writers' Building on Friday, the chief minister declared that some farmers/landowners who had sold their lands were yet to collect their cheques. "If they have something to say, they must get in touch with the director of industries or with the district magistrate," the chief minister said.In view of widespread protests against land acquisition in Bengal, Bhattacharya said, "I will have a talk with the opposition before selling the next lot of lands in other parts of the state."
Like other states, work on the special economic zone planned by the Salem group has been stalled in West Bengal for the time being. The Centre has taken a step to this effect. Further decisions will be taken at the ministry meeting in New Delhi later this year.
The Chief minister has adopted a 'wait and watch' policy in his bid to solve the Singur impasse with opposition Trinamool Congress rejecting his offer of talks on land acquisition on Thursday."Who knows but the world may end tonight," Bhattacharya borrowed from poet Robert Browning before leaving the Writers' Building on Thursday.The chief minister's letter sent to Trinamool leader Partha Chattopadhyay on Thursday read that the government wants a "rational and peaceful solution" to the land controversy for the steady progress of the state."If you have no problems, I am eager to discuss the state's overall situation with you at a bilateral meeting at Writers' Building on February 13 at 4.30 pm," the chief minister said in a one-page letter.
A visibly irritated Chattopadhyay said in his reply, "We can have a dialogue only if the land acquired in Singur is returned, and plans to acquire farmland in Nandigram and Bhangar are shelved." The reply, he said, was drafted after consulting Trinamool chief Mamta Banerjee.Earlier, the chief minister seemed peeved at having received no reply to his letter to Mamta Banerjee sent on December 28. "A section of the Trinamool leadership has been telling the media that the government was not interested in talks. I don't know whether this is a fact," he said.Those close to Banerjee, on the other hand, hinted that she is "unhappy that the letter is not addressed to her." Way to Capitalism
But buddhadev stays well on his way to capitalism as IT services biggie Genpact has approached the West Bengal government and a clutch of property developers to set up an IT SEZ in Kolkata. The company has set aside over Rs 100 crore to set up the facility (including the cost for land). Genpact only needs 5 to 7 acres near Kolkata. But it is weighing two models. It will either acquire space within an existing SEZ or opt for the more expensive option of developing a new SEZ with a strategic partner spread over the stipulated 25-acre zone. This was confirmed by Genpact vice-president and Kolkata site leader Indranil Choudhury. The company will soon take a decision on the model to develop the proposed SEZ. "We are evaluating both options and a final decision is expected soon. While the state government has shown us land at both Jagdishpur and near Vedic Village, we are more interested to create an SEZ facility in Rajarhat," said Choudhury. Genpact has been insisting on Rajarhat as it proposes to start the SEZ facility at a much earlier date than the state government's deadline for the two proposed IT hubs in Jagdishpur and Vedic Village, which is some 15 km from the Salt Lake Electronics Complex (Saltlec). "We have set a target to start operations from the Kolkata SEZ by mid-2008 . A key factor on the model which we will adopt will depend on the land price," said Choudhury. He, however, refused to spell out the price which the state government had offered the company for the proposed SEZ facility. Incidentally, Genpact has recently received in-principle clearances to set up three SEZs in Bhopal, Bhubaneswar and Jaipur. It is also in the process of constructing a development centre on a 12-acre plot within the IT SEZ being developed by DLF in Gurgaon. Genpact in Kolkata operates out of a leased facility spread over 80,000 sq. ft at the DLF IT Park in Rajarhat and employs 420 people. "By this year, we will ramp up the headcount to 1,000 people and expand the new facility besides our existing facility. With the proposed SEZ facility on ground, Genpact will employ 5,000 people in Kolkata by 2010," said Choudhury. "While the Kolkata unit was used to service processes for GE, three new global clients have also committed operations from here. These are in three key verticals – finance and accounting, software development and analytic," Choudhury added. Genpact also has another three-acre plot in Saltlec where it will start construction of a training-cum-development facility. "Construction will start sometime in April and this facility will mainly focus on training employees. This is planned to be our second-largest dedicated training facility after Hyderabad," said Choudhury.
Kashmir farmers get over 250,000 acres land A good news at last breaks from shrinagar.This announcement was greeted with the thumping of desks by the treasury benches before the opposition entered the House and protested the passage of the bill.The Jammu and Kashmir legislative assembly Friday passed a law conferring property rights to farmers on over 250,000 acres of government land which was under their occupation.The law, titled 'Roshni -', was passed with a voice vote amid unprecedented din as the opposition National Conference wanted its amendments to the bill to be taken into consideration for debate before voting on the law. But the National Conference members were barred from doing so as they were not present in the House when their names were called to move the amendments.They staged a noisy walk out and leader of opposition Abdul Rahim Rather termed the speaker's action of convening the House without their presence as 'breach of trust'.However, the ruling party said the rules of the House did not permit members to take part in debates once they were declared 'absent'.
Chief Minister Ghulam Nabi Azad, while moving the bill, had stated that the farmers would be given land free of cost. They would, however, have to deposit Rs.100 for getting the details of their land entered into official records to claim the property rights in future.

Memories of Another Day continue and continue!
I have to live with so many families losing dearest and nearest ones in partition. Families had its members stranded in East Pakistan. Sometimes the Old Men and Helpless ladies would come to me and request to write a Post card for them addressed somewhere in East Bengal.
I learnt this with personal tragedies.
In 1960, my father Pulin Babu organised an all India Refugee Conference in Dineshpur. Invitees included SM Bannerjee, MP kanpur, Renuka chakrabarti and Samar Mukherjee , MPs from West Bengal and other dignitaries. Some posters printed for the event were stocked on the partition wall in our Uttar Gahr, the North House. I found them later. i don`t remember anything particular about that conference. Nainital based Bengali Refugees demonstrated in Rudrapur in 1956 under the banner of Terai Udvastu committee. Pulin Babu was the general secretary. Radhakanta Roy, a Paundra Kshatriya from Khulna and resettled in Sunderpur Refugee colony in Dineshpur Area had been the President. Haripada Biswas was another prominent leader who hailed from Khulna and was resettled in Laxmipur Colony. Kumud Ranjan Mallick from Panchananpur, Shadanand Shikdar from Khanpur, Prafulla saha from Udainagar, kalipada Mandal from Kalinagar, Haren Roy from Chandan Nagar, Haren Sarkar from Makrand pur, Basudeb Mandal from Pipulia, Phuljhuri Mandal from Chandayan, Sukhlal Mandal from Dinesh Pur, Shishubar Roy from Vijaya Nagar, Meghnad Roy from Shibpur, Birinchi Pada Mandal from Durgapur, Deben Biswas from Amrita Nagar, Prafulla Manjhi from Haridaspur, Harimohan from Anand Khera were the prominent leaders of the Bengali refugees at that time.
I remember well that all the Bengali MPs and MLAs skipped Dinseh Pur and Shaktifarm with refugee colonies countrywide. Only in seventies, while CPIM launched Marichjhanpi Movement, leaders from West Bengal visited Dandakaranya. Uttaranchal saw the West Bengal based comrades only after the death of my Father. In 2001, Newly Uttaranchal BJP Government led by Nityanand Swami, made domicile certificates compulsory for jobs in the state. Bengalies were denied the domicile certificates. All the Bengali Refugees settled in Terai were branded as Bangladeshi. The Bengalies and the Sikhs settled in Terai in the same time period in early fifties and they were responsible for deforestation and cultivation in Terai. But the Sikhs were never questioned. The Bengalies launched an agitation once again after 1956. this time, they had to defend their citizenship. All communities residing in Terai, the media and all political parties except BJP, stood united rock solid to support this agitation.
We contacted the West Bengal Government, Political parties, Civil Society and Media. We formed an organisation, SAHMARMI. For the first time, West Bengal supported the Dalit Refugees. Later it turned out to be an exercise to expand the CPIM base in North India with refugee Vote Bank. CPIM launched a false land movement led by Brinda karat in Terai only to divide the Bengalies settled there.MPs and Party leaders including Biman Basu visited our area for the first time while they had already cooperated to pass the Citizenship Amendment Bill, 2003. Cpim fielded no less than forteen candidates in the next assembly elections!
ND Tiwari was the only leader who always supported the Bengali refugees in Terai. He visited Bengali resettlement in 1954 for the first time. He befriended with all the refugees. he knew all the Old Men and the Youth by name in every colony.
In 1960, only ND Tiwari ensured the suceess of the first All India Refugee Conference in Dineshpur.
I was to young to join the conference. But I would never forget the occassion. My father was involved in Refugee Mobilisation. Meanwhile, he visited the riot torn Assam. he returned and organised the conference having sent his younger brother, Chhoto kaka to Assam.
My two sisters died without any medical help during those hectic days.
I remember that day. It was a dark, humid day in Terai. We saw no Rainbow in the sky as it did not rain. The sky was unclear and the Himalays were not visible. The Himalays just disappeared from the Horizon.
We were all alone, isolated like a lonely Island.
Though our Village people were there. But what help could they offer? They tried their best to locate Pulin Babu and failed.
Tuni was younger than me. the other girl was an infant and was still unnamed. They both succumbed in the Evening and all the darkness of this Galaxy involved us. I saw my Jetah Moshai, the Eldest uncle weeping. Thamma, Pisisma, Jethima and Kakima were crying. Didi, Meera was also crying. All the women in the neighbourhood were crying.
But I was not crying. I do not know how I realised in those days of innocense that any amount of crying is not going to help us anyway.
I just noted and witness the Event of Tragedy.
I was shocked.
But I was strong enough to face the Ultimate truth.
It was my Making. I had to change this scenerio!
Tragedies and Holocaust never cease. We have to change the system and circumstances causing all these tragedies and Holocausts.
Believe me, or not, I saw the rainbow bleedin all the time and always I believed that we could Change! It has to be changed!
This is the ultimate lesson I got with my first solid memory as a child.
And just read this letter which I wrote in 2007. It is addressed to a friend , Dr PG Biswas, a Professor in GB Pant University Pant Nagar.
The Terai in Nainital was a home for epidemics and wild life. We changed it.
We have to change the galaxy someday!

Meanwhile, BAMCEF invited me to address its National conference in Patna. I have to speak on Nationality problem , Refugee problem and citizenship amendment act, Dalit Panchayat and south India and non Hindu periphery. I have to speak on 25th December.I have nothing against the other faction of Bamcef which is holding its conference in New Delhi. I was also proposed to address that conference. Since they do not treat our case, the plight of Dalit Bengali Refugees and Nationality problems, non Hindu periphera as burning issues inescapable and skip it- I decided for not going there. But I believe broader unity of all subaltern, SC, ST, OBC and Minority unity to annihilate this Hindu, Zionist, White Post Modern Manusmriti Corporate Manusmriti Imperialism!
On the other hand , our family faced a great tragedy as my cousin sister`s MeeraDee`s eldest Son Shekhar who belong to Suraj Farm, expired in a road accident near Bijnore.The body is waited to reach there from New Delhi AAIMS, where a brain surgery was done to save him as last bid. Whole family is there. I had to go.But I can not.Shekhar had been eldest amongst all our children. While my father was leading Dhimri Block Insurrection in 1958 or led refuges countrywide, we, Meeradi and me had been the only children in the joint family. My uncles were liable to see the family. Father was dedicated to the society. Later, after the riots of sixties my late uncle Dr Sudhir Kumar Biswas was also sent to Assam refugee areas to attend their health needs. Meeradi looked after me. As the ladies in the family my aunts and mother used to be always busy to attend infinite needy crisis struck daily guests and home management.
Shekhar was borne at our place and I clearly visualise the event. he had been such a nice boy always present to help in crisis. Thanks God, My father, mother, Uncles and aunts - no one survive to face the tragedy. My sister is an excellent old lady and her Husband had been a teacher. I am concerned for the poor old couple!
My wife Sabita had undergone open heart surgery in 1995 and we have got doctors appointments.
Moreover, it is a rare opportunity to address the BAMCEF Conference as no other political or non political org supports us.
You know the family legacy and liability. It is really a very tough decision to make. I inherit the legacy of struggle from my father. And perhaps you should know that two of my sisters expired without medical care while he was engaged in mass mobilisation.
I am just following my father`s example. My wife is weeping all these days. As last week my bosome college life friend Pawan Rakesh also lost his only son dearest gaurab, only 23 yrs old in a road accident in Dehradoon where he studied.
It is a very tough time.
but I have to be aware of my surroundings. I have to take care of my enslaved communities unguarded from civil and human rights violations. My family in Naninital and relatives countrywide would consider me heartless as my family considered my father once upon a time in 1960.
In these circumstances I want your support to convince my friends there that I have not any other option. i will be in Naninital in January, i hope.
I request everyone belonging to Bahujan communities to attend the BAMCEF Conference in Patna beginning from 25th December. I hope that our friends from Uttaranchal and UP will be there. It is much more important as the conference is being held in Bihar where Dalit Bengali refugees are isolated rest of the community.

Nirmal. Nirmal joshi, a friend , a comrade is no more. He died on 24 October,2007. He was sick for long time. My sweet home Nainital is situated perhaps in another galaxy. We have so many E-Groups, mobiles and net, but we did not know the news. I had to attend the birthday party of Golu, the lovely small boy , my friend film director Rajiv Kumar`s son last Sunday. We met in south kolkata in his new flat. Director Joshy Joseph and a bunch of young filmmakers and technitians were present. We discussed nandigram, Singur, Bangladesh, Refugee movement, my father, globalisation and American corporate Imperialism. But we could not discuss on our home Nainital or Uttrakhand. We have no news, no feedback, no phone call from Nainital. No body informed us that Nirmal is not there to participate in any hot debate on our favourite topics as he used to do in seventies during our college days, during emergency and Chipko Andolan, during Nasha nahee Rozgar do. He won`t be there to enact again , `Thank You Mr Glad'.
On monday only, I recieved a copy of Nainital samachar and got the news. I informed rajiv. We were stunned that a friend born in 1956 went away for ever so silently. Nirmal was never silent. We shared a single quilt in Girda`s room with Girda, Mohan, Prim, Pushpa and Nirmal. We shared single cup of tea during rehearsals of Yugmanch. We shared a bottle of wine in chilly night in Nainital.Everyone had to have a chuski. We discussed the world strolling on Mal road beside the splendid Naini Lake in winter nights amid snowfall. We discussed Marx and Mao, Gandhi and Lohia, Classics written worldwide and the contemporary world. We discussed our dreams. We discussed every moment a better Uttarakhand , a better India and a better world.
What Uttarakhand we have got! What a world is this!
During emergency, we were students in degree classes in Nainital. Mohan alias Kapilesh Bhoj and me went to Mathura and Kota during winter vacation to attend writers` secret meetings. We used to have our study circles on Snow Peak or Tiffin Top. Nainital samchar was yet to publish. In DSB college we had Mahendra Singh Pal, the students` Union President, Raja Bahuguna, Sher Singh Naulia, Bhagirath Lal, the most versatile actor Zahoor Alam, Suresh Arya, Kashi Singh Airy and many more who represent Uttarakhand assembly nowadays.Pradip Tamta, now a Congress MLA , was our ideological leader.He was most aggressive. Mohan and me were considered intellectuals in the group as we used to write regularly.At that time we were room partners in Bengal Hotel Nainital as we left the house of Tara Chandra Tripathi, our guide and teacher.
We knew Girda as a poet and a very good director actor.We had no interaction with Rajiv Lochan sah or Shekhar Pathak at that time. DD Pant was our Vice chacellor who launched Uttarakhand Kranti Dal later and kash emerged the leader.
Tamta came to our room and introduced Nirmal, an MA student in political science.His father was the head clerk in our DSB college and we had serious doubts about Nirmal`s commitment. Very soon he proved to be more committed. We had secret meetings in Kashipur, Gularbhoj and Dineshpur in Terai. We had regular study circles. We were fighting against emergency. Raja Bahuguna joined us at this point. He shifted to new founded Uttaraghand Sangharsh Vahini with us from Janata Dal. Earlier he had been Nainital district Youth Congress President. He left Congress during May, 1977 elections.
During Chipko movement and just after Nainital Club Fire, the entire group was together with Almora friends Vipin Tripathi, shamsher Singh Bisht and chandra Sekhar Bhatt, PC Tiwari and many more. Nirmal was most active among us.Nainital Samachar, Nainital, Ramje Inter College Almora, Someshwar, Dwarahat, Tehri, Uttarkashi and the total Uttarakhan along with Terai became our centres of activity. We often were involved in heated discussion. Niramal, Girda, Vipin Chacha and Me were the most vocal. Harish Pant, Zahoor Alam, Shamsher, Rajiv Lochan, Pawan Rakesh, Shekhar Pathak, dr Ajay Rawat and Dr Chandresh Shastri were very logical. We always dominated.
We decided the layout and content of Nainital Samachar and the editorial team had to surrender. Outsiders like Naveen Joshi from Lucknow were the regular visitors. Pankaj Bisht, Biren Dangwal, kunwar Prasoon, Sundar Lal Bahuguna, Jawaqhar Lal kaul, Anand Swaroop Verma, Himanshu Joshi, Diva Bhatt and others interrupted us sometimes.
Uma Bahtt was married to Shekhar and she became the most silent and active worker. She played the host role for us the anarchists. We danced together on the occassion of Rajiv`s marriage. We may not forget all those days. Rajiv Kumar came from Pantnagar and became a part of us. We played dramas by Badal Sarkar and the director was BB karanth. We played Trishanku with BM shah.
During Thank You Mr Glad our team was attacked in Ramje college by RSS goons. Nirmal was thrashed. He played the Patnaik role in the play. He was not an actor as Zahoor and our Yugmanch friends were. But he acted very well. The wife of Patnaik was enacted by Pushpa. Nirmal`s father was not ready to agree their marriage as Nirmal was a Kumauni Brahmin and Pushpa , a Thakur titled Bisht. Bua Pushpa and Nirmal passed those challanges very well. both of them were established lawyers in Nainital Highcourt.
Me and Savita went to Nainital just after our marraige. We met Nirmal and Pushpa for the last time then in May, 1983.
Nirmal changed a lot. He was drinking too muich and was availabl only in the Boat club. thus, I could not meet him for years. same was the case with friends in Nainital. We listened that Nirmal is changing once again. he is prepared to play a second innings in the mass movement.

330 kms northeast of New Delhi in the Kumaon Himalayas lies the Nainital Lake Valley (29° 22' 60N and 79° 27' 0E) and adjacent hill resorts. The Nainital area (1938m) lies in the central Himalayas and is a vantage point to view the great Nanda Devi massif. The Pangot area (1900m) lies 15 kilometers past Nainital and is on the road to Vinayak past Kilbury.
The area and its surrounding hills has a record of 200+ Himalayan bird species.
Mixed forests dominated by thick ban-oak, pine and rhododendron cover most of the area and surrounding hills. A large part of the landscape is characterized by dense vegetation. Numerous perennial creeks and streams crisscross the area.
The terai & bhabhar belt presents the climate of the plains while the deep valleys with elevation upto 1000 Mts. play host to flora and fauna typical of hills as well as plains. The middle Himalayan ranges to 2000 Mts and the sub alpine region upto 2500 Mts complete the eco-zones.
Indian farmers in a district in Uttar Pradesh, who had given up traditional rice varieties for high yielding varieties (HYVs) during the Green Revolution, found themselves in difficulty as the HYVs ran into problems. These farmers were saved by the foresight of one farmer who had continued growing traditional varieties which are cheaper to cultivate and superior to the HYVs in disease and pest resistance, climate tolerance, yield, flavour and market price.
While several farmers had started growing the Pant-4 HYV (and some other HYVs) recommended to them, the very high demands of irrigation as well as chemical fertilisers for this rice HYV were proving a problem for them. This problem was particularly acute in this drought year. As a result of heavy exploitation of water, nearly half of the artesian wells (the most important sources of irrigation in the terai) had dried up. In the remaining wells too the pressure had reduced considerably.
Even in rivers the water level declined steeply. The water level in the Haripura dam on Bhakhra river and the Bore dam on Bore river has receded so much that the farmers could not seek any solace from these structures.
A large number of eucalyptus trees planted here in recent years have also contributed to lowering the water-table. Most of these trees have been planted on fields bunds. Villagers say that a row of this tree sucks up to a distance of five metres in the field.
Earlier the main feature of this area had been its abundance of ground-water. But the destruction of natural forests in the hills above as well as in the plains of the terai reduced this to a large extent. At the same time, exploitation of the ground-water started on a truly massive scale by not only bringing much more land under cultivation but also growing highly water-intensive HYVs, especially the new exotic strains of paddy, on this land. The water-table went down drastically, at some places as low as 50 feet, making it necessary to dig tubewells to satiate the needs of the HYVs and the new cropping pattern.
Initially, when water abundance had made this a particularly good land for growing rice HYVs, the traditional paddy varieties had been given up by most farmers. However, one far-sighted farmer, Inder Singh continued to grow and preserve several diverse traditional varieties having different properties with respect to disease and pest susceptibility, climate tolerance, yield, flavour, aroma, etc. Among these he noticed one particular variety which had good qualities of flavour as well as high yield.
As the water level receded and the HYVs ran into some other problems as well, some farmers started yearning for traditional seeds and happily they could get these from Inder Singh. His best variety was named Indarasan - as a tribute to his farsightedness in preserving and improving it. Owing to high productivity and low costs of cultivation (in terms of fertilisers and water), this variety was popular among farmers. The small farmers least capable of coping with the high cost of HYVs especially found Indarasan a very useful variety. In just about six to seven years nearly half of the land was covered by Indarasan, and even some big farmers adopted this variety.
During the recent drought season, Indarasan coped much better than Pant-4, the most widely grown variety here among the various paddy HYVs. In fact the yield of Indarasan paddy this year has gone up, reaching a peak of 32 quintals per acre from the earlier average of 25 quintals per acre. On the other hand Pant-4 has stagnated at 20 quintals per acre, and where irrigation could not be arranged, this HYV has been destroyed almost entirely.
What is more, the Indarasan variety is fetching a better price on the market - its rate of Rs.208 per quintal in Gandarpur mandi (market) compares very favourably with the Rs.175 per quintal for Pant-4.
There is a big rush among farmers to get the Indarasan seed for next year's crop.
Farmers who have been cultivating Indarasan for some time are satisfied that it has not been susceptible to diseases and they compare this to the high susceptibility of the so-called HYVs.
The Indarasan variety also has good flavour and scent, and its threshing is much easier. In comparison the threshing of Pant-4 requires much more effort. In addition the proportion of unbroken grains is higher in Indarasan.
In terms of flavour Indarasan is vying with popular types of rice like Basmati and Hansraj for a place of honour. It also yields more dry fodder for cattle compared to the dwarf HYVs, and even in quality Indarasan's fodder has been found relatively better (generally paddy fodder is considered a poor quality fodder, to be used only in case of extreme need).
Unfortunately some scientists who identify their own work only with the popularisation of exotic HYVs are feeling uneasy about this re-discovery of farmers, instead of learning from the field-situation and re-orienting their research effort accordingly.
This better performance of a traditional variety grown at a lower cost, particularly in a drought year, is especially significant since it took place in the Nainital terai region, considered a birth-place of the Green Revolution in India.
Nainital is referred to in the 'Manas Khand' of the 'Skanda Purana' as the Tri-Rishi-Sarovar, the lake of the three sages, Atri, Pulastya and Pulaha who were reputed to have arrived here on penitential pilgrimage and finding no water to quench their thirst dug a hole and siphoned water into it from Mansarovar the sacred lake in Tibet.
The second important mythological reference to Nainital is as one of 64 'Shakti Peeths'. These centres were created wherever parts of charred body of Sati fell, when Lord Shiva was carrying around her corpse in grief. It is said that the left eye (Nain) of Sati fell here and this gave rise to patron deity of town Nainital. It is said that the lake is formed in the emerald eye shape. Naina Devi temple is located at the northern end of the lake. Thus name of Nainital derivated from Naina and the tal (Lake).
Before creation of independent District Nainital on October 13, 1891, it was part of Kumaon Sessions Division vide Notification No.1314/VI-48-1914 dated 26th March, 1914 Mr.Wyndham, I.C.S. was appointed as first Commissioner of Kumaon Division, who also worked as Sessions Judge for this Division. At that time, Almora, Garhwal, Nainital and Pilibhit were placed under this Sessions Division. Later on, Pilibhit was removed from Kumaon Sessions Division.
Under the treaty of Sigauli in 1816, Nepal formally ceded the territory of Uttarakhand, and certain other areas to the East India Company. A province of Kumaon was formed consisting of the erstwhile districts of Almora, Garhwal and Nainital. Garhwal was separated from Kumaon under the Act X of 1838 and Terai Districts were created. Thus, the province of Kumaon included the districts of Kumaon, Garhwal and Terai came in existence. But, on 13th October, 1891, Nainital district was formed by combining the Tarai and Bhabar area with certain hill patties which were formerly included in what was known as Kumaon District which thereafter came to be known as Almora. The three Districts of Almora, Nainital and Garhwal constituted the Kumaon Division. On the merger of the erstwhile Tehri State in 1949, Tehri District was also added to this Division.
On the absorption of Kumaon with the rest of British India, the then Governor-General appointed Hon'ble E.Gardner to assume the office and title of Commissioner for the affairs of Kumaon and Agent to the Governor-General on 3rd May, 1815, and Mr. G.W.Traill as his Assistant. But as the former mostly remained busy with his military and political duties in Nepal, the burden of administration fell on his Assistant, Mr.Traill.
The administrative history of Kumaon Division in the words of Whalley in his "Law of Non-Regulation-Provinces" divides itself into three periods "Kumaon under Traill; Kumaon under Batten and Kumaon under Ramsay". The regime in the first period was essentially paternal, despotic and personal. It resisted the centralizing tendency which the policy of the Government had developed. It, though arbitrary was just wise and progressive administration. Mr.Traill's administration lasted from 1815 to 1835.
"Mr. Batten ruled Kumaon during 1836-56, but the early stages of his rule were marked by an influx of codes and rules and a predominance of official supervision which gradually subsided as he gained influence position and experience. Thus, the second period glided insensibly, into the third period which nevertheless has a distinctive character of its own. In Sir Henry Ramsay's administration we see the two currents blended. The personal sway and unhampered autocracy of the first era, combining with it the orderly procedure and observance of fixed rules and principles, was the chief feature of the second."
It may be stated that in the earliest times administration of justice, civil or criminal was hardly any problem to the British Government. From 1st of January, 1820 to 31st December, 1821 the total number of criminals confined in Jail amounted to sixty five out of whom 4 had been convicted of murder, 3 for thefts above Rs.50 and the rest for petty thefts, assaults, defamation, forgery, etc. In the words of Traill himself in his Statistical Sketch of Kumaon, "affrays of a serious nature are of rare occurrence and even petty assaults are most infrequent…..Applications to court on the subject of caste are numerous; these are invariably referred to the Pandit of the Court, whose decree delivered to the party concerned is conclusive …. In civil judicature the simple forms of the preceding Government have been generally retained. The petition originating the suit is required to be written on an eight-anna stamp but no institution or other fees are levied. A notice in the form of an ittalanama is then issued when process is served by the plaintiff in three cases out of four produces a compromise between the parties. In case the compromise is not affected it is returned by the plaintiff to the court and the defendant was summoned. The parties then plead their cause in person and in case the facts are disputed on either side, evidence is called for. Oaths are never administered except in particular cases and at the express desire of either party. Suits for division of property or settlement of accounts are commonly referred to arbitrators selected by the parties. In the matter of execution of decrees, the established forms were followed by the leniency of native creditors renders imprisonment and sales in satisfaction of decrees uncommon… At that time only one court (Commissioner's Court) exists in the province for trial of civil cases."
Untramelled by any laws, rules and regulations Mr. Traill made his own arrangements for administration of Civil and Criminal justice. He was not only the head of the civil administration but the sole legislator and dispenser of civil justice. He had framed his own rules of procedure for presentation of plaints on an eight-anna stamp irrespective of the valuation of the claim on presentation of which the plaintiff was required to serve notice on the defendant himself. In seventy-five percent of cases the claims were compromised. In other cases the parties were first examined where after their witnesses, if any, were examined, but oath was generally not administered.
There were no lawyers and no one was permitted to act as an agent of the contending parties and the maximum duration of a suit was twelve days. Incidentally, it may be stated that Mr. Traill also conducted the first 'Nazarandazi' survey of Kumaon in Samvat 1880 i.e., 1818 A.D. (Commonly known as "Sal assi") which still continues to form the basic document for determining village boundaries. There was no actual survey, but Mr. Traill rationally allotted and amidst the different villages by reference to natural or prominent features existing on the northern, southern, eastern and western boundaries of each village. Actual survey operations in most of the areas of Kumaon were undertaken for the first time by Mr. Beckett in 1856.
According to Walton's Gazetteer for the District of Almora first Munsif was appointed in 1829 and seven Kanungos were invested with the title and powers of Munsif and title of Sadar Amin was conferred on Court Pandit. These officers continued to exercise powers of Civil Judges till 1838. After these offices were abolished, the Act X of 1838 was enforced under which the districts of Kumaon and Garhwal each had one Senior Assistant, one Sadar Amin and one Munsiff under Sadar Dewani Adalat. In civil administration Kumaon Province was placed under the jurisdiction of Sadar Dewani Adalat in 1838 and remained subject to its jurisdiction till 1864. The Assam Rules with certain modifications were adopted for the administration of civil and criminal justice in 1839. These rules were superseded in 1863 by a set of Civil and Revenue Rules known as Jhansi Rules, statutory authority was given to these rules by section 2 of the Non-Regulation District Act (Central Act XXIV of 1864). Under section 4 of the said Act, Civil Procedure Code was also made applicable. Rules for service of processes were based on the lines laid down by Mr. Traill.
Thereafter, a new set of rules under notification No.628/VII-569-B dated 27th June, 1894 were promulgated under which the Commissioner was constituted as the High Court of Kumaon except in the cases under Succession Act, in respect of which he acted as a District Judge and an appeal would lie to the High Court of Allahabad against his decision. The other revenue officers i.e. Assistant Collectors were invested with the powers to decide civil cases with varying extent of jurisdiction. Under Rule 17 the Government had however been vested with power to make reference to the High Court of Allahabad against the decision of the Commissioner. Thereafter, the Commissioner sitting as the High Court of Kumaon would decide the cases in accordance with the opinion of the High Court.
The Commissioner of Kumaon, however, continued to exercise the powers of a High Court until the enforcement of Notification No.543/VII-421 dated 1st April, 1926 (Published at page 57 of the Rules and orders relating to Kumaon). A District Judge was appointed to exercise jurisdiction over Pilibhit and the three districts Almora, Garhwal and Nainital constituting the Kumaon Division. Later on Pilibhit was separated from Kumaon judgeship. The Deputy Commissioners of the three districts were invested with the powers of a subordinate judge and Assistant Collectors who were revenue officers were empowered to try civil suits up to a valuation of rupees five thousand.
The arrangement of investing revenue officers with the powers of Civil Judges and Munsiffs did not work satisfactorily. After 1926 the District Judge of Kumaon became the Appellate Court in respect of civil case decided by them. These revenue officers were not very much conversant with civil laws. Their judgments were subjected to severe criticism at the hands of the District Judge. Consequently they were hesitant to try civil cases which had been thrust upon them by virtue of their office as Assistant Collectors. This led to an appalling state of affairs in the accumulation of arrears in the disposal of civil cases. Sir Iqbal Ahmad the then Chief Justice drew the attention of the Government to this fact. In 1942 the U.P. Government agreed to post one judicial officer at Almora with powers of an Assistant Collector of first class, who by virtue of his office became a Civil Judge with jurisdiction to try civil suits up to a valuation of Rs.5,000/-.
This experiment proved very successful. Consequently in 1947 the Government appointed a number of young and promising lawyers as Revenue Officers exclusively to try and dispose of civil cases. In 1952 the High Court appointed its own Munsiffs and Civil Judges under Bengal and Assam Civil Courts Act.
After the merger of the erstwhile Tehri State one more Civil and Sessions Judges were posted to Kumaon under the District and Sessions Judge. On account of administrative convenience his headquarters was fixed at Tehri. The District and Sessions Judge of Kumaon was also a Civil Judge of Kumaon and as such he tried and disposed of original suits of higher valuation. An Additional Civil and Sessions Judge was also appointed to assist him whenever the workload increased.
As regards administration of criminal justice, criminal jurisdiction was conferred on Kumaon officers in July 1817 under Regulation X of 1817 except in certain serious offences like murder, robbery, treason etc. for the trial of which a Commissioner had to be specifically appointed by the Governor-General in Council. After recording evidence in the case, the Commissioner used to submit his report to the Nizamat Adalat which passed the final sentence. It seldom became necessary to appoint a Commissioner under this provision. This Regulation was subsequently repealed by Act X of 1838, as a result of which criminal courts in Kumaon came directly under the control of Nizamat Adalat. Rules were made under the Act for administration of criminal justice which was later on superseded by the Criminal Procedure Code under which the Commissioner of Kumaon was appointed as the Sessions Judge.
