Former Union Disinvestment Minister Arun Shourie vsited KOLKATA Today and declared that the economic slowdown in India preceded global meltdown due to stoppage of reforms by the UPA Government!Shourie, who was the disinvestment minister during the BJP-led NDA regime, said the slowdown in India is seen in specific sectors like textiles where lakhs of jobs were lost. Shourie expressed fears that the fiscal deficit as a proportion to the GDP was likely to touch 13 per cent to 14 per cent in 2009-10.

JBC Energy in Vienna cited data from tanker-tracking agency Petrologistics showing that March crude oil production from 11 OPEC nations would total 25.9 million barrels a day, more than 1 million barrels higher than the group's implied output ceiling of 24.845 million barrels a day.
Comments Monday by Qatar's oil minister suggested OPEC members may be facing a new reality because of a widespread recession. Abdullah bin Hamad al-Attiyah said he was ``OK'' with crude prices around $50 a barrel for 2009 and was ``trying to be more pragmatic'' regarding the global crisis and its effects on oil prices.
Just two weeks ago as OPEC ministers gathered in Vienna, Austria, there was still talk of $70 oil.
In other Nymex trading, gasoline for April delivery tumbled 9.7 cents to $1.3911 a gallon while heating oil slipped 7 cents to $1.3628 a gallon. Natural gas for May delivery fell 1.2 cents to $3.725 per 1,000 cubic feet.

"The seeds of slowdown in the country were sown since April 2008 while the global meltdown started since September," Shourie said at an interactive session organised by the Indian Chamber of Commerce.Soon India's sovereign ratings would become negative, Shourie said.
"This is because the UPA Government did not continue with the reform process," Shourie said.
"We are deeply concerned. We condemn these terrorist attacks. We condemn all terrorist attacks," Home Minister P Chidambaram told reporters when asked to comment on terrorists storming a police training centre near Lahore.
The decision to improve the salary structure of officers at board level and below, along with supervisory staff, was taken at the Cabinet meeting presided over by Prime Minister Manmohan Singh.
Briefing reporters after the Cabinet meeting, Chidambaram said the revision in the pay structure would vary from company to company.

Energy giant Reliance Industries, which has the biggest weight on the main index, dropped 2.1 per cent to 1,515.70 rupees after its market value jumped by almost a third over the past three weeks.
"The international scenario that was turning better is now called into question, so we can see some more unwinding," V.K. Sharma, head of research at Anagram Stock Broking, said.
The 30-share BSE index shed 4.78 per cent, or 480.35 points, to 9,568.14, its biggest drop since Jan. 7, when it fell 7.3 per cent on news of a fraud at Satyam Computer.
Twenty-eight of its components fell while in the broader market, losers led gainers in the ratio of more than 1.5:1 on light volume of 295 million shares.
"This correction has been very sharp. So we can expect this to be more than just a normal one," Sharma said.
Investors are wary as India's economy is slowing and there is uncertainty on the political front ahead of general elections in April and May, analysts said.
Policy advisers have said the Indian economy will fare significantly worse in 2009 than in the previous year, and more doses of fiscal and monetary policy may be needed to boost demand and lift growth.
The initial euphoria about the global economy being on the mend is also subsiding, traders said.
Shares are expected to trade within a broad range over the next few weeks, before the quarterly earnings season kicks off in mid-April.
Private-sector lender ICICI Bank fell 12.3 per cent to 337.95 rupees, its worst drop in more than five months.
Rival HDFC Bank slid 5.2 per cent to 945 rupees, while government-run State Bank of India dropped 9.2 per cent to 1,022 rupees.
The banking sector index, which had risen 19.1 per cent last week in its best performance since at least June 2003, dropped 8.6 per cent.
Top mortgage lender Housing Development Finance Corp shed 8.7 per cent to 1,450.55 rupees.
The 50-share NSE index fell 4.2 per cent to 2,978.15.
H-1B visas are temporary visas that allow foreign nationals to work in the United States on short-term projects or as a prelude to a green card, which entitles resident status to a foreigner.
"Though there is a prevalent assertion that Indian employers use up 'most' or '80 per cent' of the annual quota (of H-1Bs), USCIS data reveal that such companies utilised only 11.9 per cent of the 2008 new H-1B petitions issued," the National Foundation for American Policy said in a report.
An analysis of H1-B visa data provided by the US Citizenship and Immigration Services (USCIS) shows that the use of H-1Bs by Indian companies declined by 27 per cent from 2006 to 2008, the report added.
"The 12,180 new H-1B visa holders hired by Indian companies in 2008 represented 0.0083 percent of the US labour force, less than 1/100th of 1 per cent, a small proportion by any reasonable definition," NFAP added.
The report further added liberalising H-1B and green card quotas would help American companies innovate and create more jobs in the United States. It is the current restrictions that are inflicting real harm on the country and new restrictions will only increase the damage.
Indian firms have been conspicuous among top 10 users of H-1Bs, but they represent only a fraction of total H-1B use.
"Identifying 26 India-based firms and even including Cognizant, an American company with many employees in India, one finds Indian companies utilised 11.9 per cent, or 12,810 of the 107,686 new H-1B petitions issued in FY 2008," the National Foundation for American Policy said.
Though there are arguments that H-1B professionals overwhelm the American workforce, these reports are not supported by logic or the facts. The number of new H-1B visa holders in the United States accounted for 0.07 per cent of the US labour force in 2008.
Besides, almost all firms that utilise H-1B visa have US workers accounting for 85 per cent to 99 per cent of their workforce. Any business with more than 15 per cent of their workforce on H-1B visas is considered 'H-1B dependent' under the law and must adhere to a stricter set of labour rules.
Earlier this month, the USCIS had announced changes in the application form related to H-1B visa, in view of the restrictions imposed in the American Recovery and Reinvestment Act, which prohibits hiring of people with H-1B visas by companies receiving federal aid money.

Arun Shourie ( अरूण शौरी )(born November 2, 1941) is a prominent Indian journalist, author, and politician.
He has been an economist with the World Bank, a consultant to the Planning Commission, India and editor of the Indian Express (a leading Indian newspaper).

Arun Shourie was born to consumer rights activist, H. D. Shourie. His sister is, journalist, Nalini Singh.
He studied at Modern School, Barakhamba and St. Stephen's in Delhi. He obtained his doctorate in Economics from Syracuse University in the United States.

In a series of exposés, many of which he wrote himself, Shourie and the Indian Express uncovered corruption in the highest echelons of the government and exposed several major scandals, including what has been dubbed “India’s Watergate.”
Shourie started a one-man crusade in 1981 against Abdul Rehman Antulay, the chief minister of Maharashtra State, who allegedly extorted millions of dollars from businesses dependent on state resources and put the money in a private trust named after Indira Gandhi. The story caused the eventual resignation of the chief minister , the highest-ranking official in India ever forced from office by newspaper reporting, and great embarrassment to Gandhi and her ruling Congress Party.
Shourie's exposés resulted in a prolonged labour dispute at the Bombay offices of the Indian Express, where a labour organizer with ties to Antulay encouraged workers to strike for a minimum wage double than what was paid at any other newspaper in India. It also resulted in a government crackdown that included a host of legal cases launched against the Indian Express by various agencies. In 1982, the paper's owner Ramnath Goenka fired Shourie as a result of continued government pressure.
Between 1982 and 1986, Shourie wrote for various newspapers and magazines, at the same time as being General Secretary of the People's Union for Civil Liberties. He was appointed executive editor of the Times of India in 1986 but was lured back to the Indian Express by Goenka in 1987. Shourie launched an attack on then prime minister Rajiv Gandhi over the Bofors howitzer gun purchase scandal. This contributed to Gandhi's defeat in the subsequent parliamentary elections.
Among the many battles Shourie fought for press freedom, perhaps the most famous was his crusade against the government’s proposal in 1988 to introduce a defamation bill. It was widely perceived that the bill had been introduced with unusual speed in Parliament in an attempt to muzzle the Indian Express, and the entire media community joined Shourie and the Indian Express in condemning the move.
At one stage, there were 300 cases filed by the government against the Indian Express, and credit supply from banks was cut off. Shourie, however, continued his battle against government corruption until 1990, when differences on editorial policy forced him to resign from the Indian Express. The differences involved Shourie's opposition to the implementation of the Mandal Commission Report, that sought reservations in government jobs for Other Backward Classes (OBC), which were initiated by then Prime Minister V.P. Singh's government. After that, he devoted his energy to writing books and regular columns, which appeared in different languages in 30 newspapers across India.
Shourie is a member of the Bharatiya Janata Party (BJP). He has been a member of the Rajya Sabha and also held the office of the Minister of Disinvestment, Communication and Information Technology in the Government of India under Atal Bihari Vajpayee's prime ministership. As Disinvestment Minister, he led the sale of Maruti, VSNL, Hindustan Zinc among others. His position as Minister was a controversial one, but he and his secretary Pradip Baijal are much respected for kick-starting what people believe was a best-in-class process. In a poll of India’s top 100 CEOs in February 2004 he was ranked the most outstanding minister of Mr.Vajpayee’s government.
In the year 2000, Shourie pledged the entire amount (Rs. 11.90 crore) of discretionary spending available to him under Members of Parliament Local Area Development Scheme (MPLADS) to setting up of Bio-Sciences & Bio-engineering Department at the Indian Institute of Technology Kanpur. In 2005, he displayed his commitment to the cause by again pledging Rs. 11 crore for developing a separate and well-equipped building for Environmental Sciences and Environmental Engineering at the institute.

His writings have gained him a considerable following around the country, as well as several national and international honours. Among these are the Padma Bhushan, the Magsaysay Award, the Dadabhai Naoroji Award, the Astor Award, the K.S. Hegde Award and the International Editor of the Year Award and The Freedom to Publish Award.[citation needed]
- In his book Worshipping False Gods, Shourie criticized B.R. Ambedkar, the leader of Dalits for alleged complicity with the British and lust for power and wealth.
- In A Secular Agenda (1997, ISBN 81-900199-3-7), Shourie discusses various problems faced by India due to minority appeasement and pseudo-secularism practiced by the Indian politicians.[1] The book starts with a discourse on the definition of a nation. He cites examples of other nations in Europe to counter the arguments of people who do not consider India as one nation due to its different lanuguages and religions. He argues for a Common Civil Code in the book[1] and the abolition of Article 370 of the Indian Constitution. He also discusses the problem related to infiltration from Bangladesh and the inability of the Indian government to solve it.

Arun Shourie asserts that Marxist historians have controlled and misused important institutions like the Indian Council of Historical Research (ICHR), the National Council of Educational Research Training (NCERT) and a large part of academia and the media. He criticizes well-known historians like Romila Thapar and Irfan Habib. Shourie argues that Marxist historians have white-washed the records of rulers like Mahmud of Ghazni and Aurangzeb. Shourie presents examples to further his argument of how many of these text books describe in great detail foreign personalities like Karl Marx or Stalin, while they often barely mention important figures of India or of the Indian states. Shourie writes that this is in contrast to Russian Marxist text books. The standard Soviet work "A History of India" (1973) is according to Shourie much more objective and truthful than the history books written by the Indian Marxists. The Arts and Humanities Citation Index contains only one citation, in which it is cited as an example of "reactionary orientalists' reaction against a perceived attack on Indian spiritual values". Addressing a meeting organised by the Madras Chamber of Commerce and Industry and the Palkhivala foundation, Shourie flayed the UPA regime for financial mismanagement and slowing down key reforms. He listed restoration of financial discipline, infusing competitiveness among the higher technical manpower, liberalising defence production and upgrading technological capability as the main priorities that the next regime should focus on.
"The government has already squandered money on populist schemes and is left with no durable assets for providing any stimulus through infrastructure development," he said, elaborating on his charge that the Manmohan Singh government was guilty of financial indiscipline.
Instead of squandering funds in this way,, there should be awards to states for executing major projects on time, Shourie suggested.
Shourie also suggested giving a fillip to the use of environment-friendly energy by taking up the cause as a national mission. Solar energy, fast breeder reactor technology and clean coal were areas where the country should concentrate its scientific and technical manpower, he said.
He also spoke of a dream project' to abolish personal income tax and replace it with the concept of green taxation'. "Taxes should be fixed on products and processes based on their impact on the country's ecology. We can be a pioneer in green taxation and lower personal and corporate tax," Shourie said.

NEW YORK: Wall Street pulled back sharply on Monday from a three-week rally after the White House rejected turnaround plans from General Motors All the major indexes fell more than 2.5 percent, including the Dow Jones industrial average, which lost more than 225 points. Fears of an automaker bankruptcy have been looming over investors for months, and the latest developments made the market even more uneasy about the industry. GM is getting 60 days worth of financing to restructure, while Chrysler is getting up to $6 billion and 30 days to complete a deal with Italian automaker Fiat. The Obama administration also replaced GM's CEO Rick Wagoner with the company's chief operating officer, Fritz Henderson. ``People knew there was going to be some astringent decisions made about the auto companies,'' said Dana Johnson, chief economist at Comerica Inc. ``But this was a little bit more aggressive government response than people were expecting.'' President Barack Obama is scheduled to make an official announcement at the White House at 11 a.m. Eastern time (1500 GMT). Investors were also taking money out of the market ahead of economic numbers this week and first-quarter earnings in the weeks ahead, fearing that disappointing data would set the market back. Before Friday, the Dow had surged 21 percent over just 13 days in part because of economic and corporate reports that were starting to look more encouraging. But with the economy still deeply troubled, some analysts say the market may have gotten a bit ahead of itself. In early morning trading, the Dow fell 226.76, or 2.9 percent, to 7,549.42. The Standard & Poor's 500 index fell 24.86, or 3.1 percent, to 791.08, while the Nasdaq composite index fell 49.24, or 3.2 percent, to 1,495.96. No major economic reports are scheduled for Monday, but data on employment, manufacturing, and the service sector are due later this week. Friday's March employment report is expected to show that U.S. employers shed more than 650,000 for the fourth straight month. Investors will also be focusing on Thursday's meeting in London of G-20 leaders of industrialized and developing countries. The group is expected to increase financial regulation, but investors' hopes for a coordinated fiscal boost are waning. The Financial Times, citing a draft of the meeting's communique, reported that there are no specific plans for a fiscal stimulus package. And bank worries continue to dog the market. Over the weekend, Spain was forced to bail out a bank for the first time since the financial crisis began. The Bank of Spain took control of a small savings bank and provided $12 billion in government funds to support it. Bond prices were mostly higher. The yield on the benchmark 10-year Treasury note, which moves opposite its price, fell to 2.70 percent from 2.76 percent late Friday.
